SCOPE AND CONTENT The major responsibilities of the Tennessee Department of Highways and Public Works include planning, building, and maintaining Tennessee highways; overseeing more than 300 public transportation agencies; inspecting over 17,400 bridges and 87 airports; distributing maps; licensing interstate commuters; controlling outdoor advertising; and constructing rest areas. Other duties include assisting in the planning and construction of airports, planning facilities for use on the navigable waterways of Tennessee, developing rail transportation, administering oversized loads on Tennessee highways, and overseeing the Tennessee Aeronautics Commission. Record Group 84 deals with the Department of Highways and Public Works in its various forms from 1913-1972. Records in this collection include correspondence, lawsuits, audits, accident reports, state and federal legislation, petitions and resolutions, blueprints, sketches, plans, maps, charts, tables, pamphlets, magazines, brochures, photographs, drawings, tape recordings, and books. Also included are county and district files, special projects, bridge and road construction plans, railroad information, records of professional organizations, personnel records, consulting engineer files and reports, engineering fieldbooks, traffic studies, special reports, highway lettings, bids, road surface reports, maintenance and equipment files, conference and convention information, speeches, and annual reports. Of special interest are such items as the Overton Park controversy in Memphis, Capitol Hill redevelopment, highway and aviation maps from the period 1913-1930, and photographs of European and American landing fields from the period of 1925-1932, as well as correspondence from the German Weimar Republic from the same period regarding Tennessee s Aviation laws. Other items of interest include highway construction information from other states, interstate highway plans, the Arkansas-Tennessee Bridge at Memphis, the Victory Memorial Bridge at Nashville, and the Chattanooga-Signal Mountain highway tunnel. Environmental and economic impact studies, court cases, and contracts are included, as well as studies, tax data, dam and bridge projects, materials concerning flood control, military access roads, insurance and retirement, utilities, Appalachian highway projects, and Federal Bureaus. Newspaper Clippings, press releases, street and road construction plans, minutes, awards, policies, regulations, surveys, reports, and budgets complete the collection. Please note that only the oversized materials in Map Drawer M-10-1 (following Box 176 in the finding aid) through Map Drawer M-10-3 (Up to Box 177 in the finding aid) have been microfilmed. Additionally, the audio tape titled The Road Ahead, originally found in Box 216, has been transferred to the TSLA Vault and can be found at II-C-3v. TENNESSEE DEPARTMENT OF HIGHWAYS AND PUBLIC WORKS DEPARTMENTAL HISTORY 1815 First Road Commissioner appointed. 1826 Commission appointed to plan route of the Great National Road through Tennessee. 1829 First turnpike companies were organized. 1831 First macadam road in Tennessee built. 1889 General Assembly designates a system of public roads. 1890 The Highway Reform Committee organized a State Road Congress. 1891 The Tennessee Road Law of 1891 is enacted, authorizing counties to issue bonds for road construction. 1899 The General Assembly passes legislation making counties responsible for road construction and maintenance. 1902 The American Automobile Association is founded. The American Roadmakers (forerunner of the American Roadbuilders Association) is founded. 1905 First laws requiring automobile registration passed in Tennessee 1907 Tollett Road Bill passed-provided for State Highway Commissioner and comprehensive road construction. 1909 Tollett Road Bill repealed. Three-man commission appointed to study Tennessee highways. Commission issues report. 1911 Acts introduced in legislature regulating highway construction, road specifications and operation of automobiles. 1913 The General Enabling Act allows counties to issue bonds for highway construction 1915 Senate Bill 563 establishes the Tennessee State Highway Commission, with a sixmember commission. 1919 The State Highway Commission is reorganized. The six-man commission is reduced to three members. 1923 House Bill 44 reorganizes the State Highway Commission. It becomes the Department of Highways and Public Works. The three-man commission becomes a one-man commission. 1924 The zero milestone is placed. 1925 The state assumes complete control of motor vehicle regulations 1926 The last turnpike in Tennessee was taken over by the state. 1927 Toll bridges erected. 1929 The Division of Aeronautics created. 1930 Thirty million dollars is spent on highway construction. 1932 The Right of Way Division is created.

1944 Federal Highway Act is passed, providing for the interstate system. 1946 The first bids on federal aid secondary projects received. Toll bridges closed. 1948 Thirty-three million dollars spent on road construction. 1949 Rural Road Bill passed providing $22 million for improving rural roads. 1953 Tennessee Highways Study Commission appointed. 1956 Federal Highway Act of 1956 passed. Authorized completion of national system of interstates. 1959 One hundred thirty million dollars spent on highway construction. 1972 Department of Highway and Public Works becomes the Department of Transportation. 1981 Department of Transportation is organized.
