City Council Report 915 I Street, 1 st Floor Sacramento, CA 95814 www.cityofsacramento.org File ID: 2018-00041 January 16, 2018 Consent Item 09 Title: Cooperative Purchasing Agreement: Advanced Life Support (ALS) Medical Supplies Location: Citywide Recommendation: Pass a Motion: 1) approving the use of the cooperative purchase agreement between Seminole County, Florida and BoundTree Medical, LLC. (Seminole County Contract # IFB-602939-17/TLR) for the purchase of ALS supplies and minor equipment; and 2) authorizing the City Manager, or City Manager s designee, to execute purchases of ALS Medical Supplies from BoundTree Medical until June 30, 2018 for a not to exceed amount of $400,000. Contact: Michael Taylor, Assistant Chief, (916) 808-8050, Fire Department Presenter: None. File ID: 2018-00041 Consent Item 09 Description/Analysis Issue Detail: The Fire Department has a continuing need to purchase Advanced Life Support (ALS) medical supplies and its agreement with BoundTree Medical, LLC has expired December 4, 2017. After evaluating options, staff is recommending Council approve the Fire Department to purchase required medical supplies from BoundTree until June 30, 2018 through the cooperative purchase agreement with Seminole County, Florida. The Seminole County, Florida, ALS medical supplies were competitively-bid and the list of supplies meets the Fire Department s operational needs. Policy Considerations: The recommendations in this report are in accordance with provisions of the City Code Section 3.56.240, which allows for the use of legal contracts of other government jurisdictions or public agencies without separate competitive bidding by the City upon approval of the City Council. Economic Impacts: None. Environmental Considerations: This report concerns administrative activities that do not constitute a project as defined by section 15378 of the California Environmental Quality Act (CEQA) Guidelines and is otherwise exempt pursuant to sections 15061(b)(3); 15378(b)(2). Sustainability: None. Commission/Committee Action: None. Rationale for Recommendation: The Fire Department has provided ALS services to the citizens of Sacramento since 1994. The Fire Department responded to more than 50,000 calls for emergency medical services last year. The EMS portion of the Fire Department operations continues to grow and provides a vital service to the community. Staff recommends utilizing the Seminole County cooperative purchase agreement (contract number IFB-602939-17/TLR) until June 30, 2018. The Fire Department staff is currently preparing a comprehensive bid to establish our own medical supply contract for the City of Sacramento for the subsequent fiscal year. Financial Considerations: Sufficient funding has been identified for this contract in the Fire Department s FY2017/18 operating budget. Local Business Enterprise (LBE): BoundTree Medical, LLC is not an LBE. The minimum LBE participation requirement is waived for the procurement of supplies totaling greater than City of Sacramento January 16, 2018 powered by Legistar Page 2 of 47
