1. Hockey Development Camp - Overview The Hockey Development Camp Program is part of the IIHF s National Association Assistance Program. The intention is to help all National Associations develop hockey in their nations from the developmental stage they are currently at. The IIHF working in conjunction with its member National Associations prepare and operate the IIHF Hockey Development Camp as a sport initiative for all area s of development. The Camps are designed to meet specific objectives and are intended to meet the development needs of all participants. The Hockey Development Camp allows countries to come together to develop hockey in a spirit of cooperation and partnership. The key component of the Development Camp is the mixing of teams and participants to create an international learning experience. This is a unique and innovative approach that teaches participants the value of working and learning together in an environment of mutual respect. The objective of the HDC Operations Manual is to provide a guideline for the operation of Hockey Development Camps by each National Association. It is a resource to enable National Associations to operate and participate in future Camps independently and in a self-sustainable manner. The IIHF promotes the vision of Partnership for Progress and Fair Play and Respect. Camp Goals: Encourage Fair Play and Respect Develop and improve all participants skills Educate the leaders of hockey in the nations Life skill development of all involved Promote international relationships Page 5

2. National Association Camp Operations The National Association must undertake all the organisation and co-ordination of the camp. The IIHF will have input into the design and curriculum of the camp if asked. IIHF Instructors can provide the leadership and the instruction for the programs during camp. The IIHF office in Zürich will manage the allocation of IIHF Instructors. Involvement in the Camp Program is meant to improve the level of the playing ability and expand the development of hockey in nations at an age where a large number of players leave the sport. It should not replace an already established national team program at this age. It can be a supplement to the program or it can be the first step in establishing such a program. Measurable Improvement Indicators Participants continued involvement in hockey after attending a HDC after 1, 2 and 3 seasons Operation of Development Camps inside home National Associations Participant s participation in World Championship events National Associations development and expansion of specific programs i.e. U16, U17 and the involvement in their yearly plan 3. Language The spoken and written language of the camps should be the mother-tongue of the host nation. IIHF Instructors working on the camp will all speak English and all the IIHF documentation including manuals are written in English. This material will be made available to the host nation to translate. Any translation of Hockey Development Camp materials is the responsibility of the participating nations. Page 6

4. Format/Structure The Hockey Development Camp has been designed to operate in a any format from 4 to 8-days on the time available. There are schedules that support all of the different camp lengths. Any number of National Associations can participate in the camp program. It will be a Mixed Team format, with 4, 6 or 8 international teams formed. The managing and coaching staff from each national association will remain together. The players from all national associations will be assigned to one of the international teams at the camp. The game officials will work together as an international group. There will be an Executive Committee including: IIHF Sport Department Technical Directors of the Participating National Associations. 5. Scheduling Guidelines and Samples The Hockey Development Camp Schedule spreadsheet includes schedules for all the different areas operating during the camp. These include: a) Master Schedule: Includes general events affected by everyone b) Individual Team Schedules: Includes all daily events, specific to each team c) Game Officials Schedule: Includes all daily events, specific to the Game Officials d) Ice Time Schedule: Includes all on ice sessions during the camp e) Meal Schedule: Timings and number of people at each meal f) Gym Schedule: Includes all gym sessions during the camp g) Daily Schedule: Includes all events for every group during that day Page 10

6. IIHF-Legal Policy Regarding Release Forms IIHF Hockey Development Camp Participant Entry Form Any participant under the age of 18 years of age (player or game official) must have the official Participant Entry Form completed, and signed by their Parent/Guardian and National Association with the official National Association stamp. The Participant Entry Form must be presented to the IIHF Camp Director on arrival at the camp. In accordance with IIHF Regulations and By-laws as set out below the Participant Entry Form include the following clause: Participant Entry Form The National Association confirm that: Neither the IIHF nor the Organising National Association shall be held liable for any injury or illness of [player/team official] when participating in the IIHF Hockey Development Camp [place, date] howsoever they may arise and that it is our responsibility to accept that risk and/or to take out appropriate insurance We be held liable for damages to third parties or property arising from the actions of [player/team official] when participating in the IIHF Hockey Development Camp [place, date] and that it is our responsibility to accept that risk and/or to take out insurance for third party liability and that we shall indemnify, defend and hold blameless the IIHF against any claim from third parties. The Parent/Guardian and Player declares that: I understand that the IIHF may expel any participant from the Camp should the participant not behave in accordance with the Disciplinary Rules and I am aware that the participant will be held liable for the costs and travel arrangements in relation hereto. IIHF By-laws The IIHF is neither responsible for insurance nor for any liability whatsoever or howsoever arising of any kind for teams, players, team officials or any other persons or bodies whatsoever participating in IIHF activities of any kind. (Article 401) IIHF Championship Regulation Every national team must on arrival at any IIHF competition, provide written evidence of medical insurance coverage in either official language of the IIHF which will apply world-wide medical service while at the event. (Team Entry Form, Player Entry Form) (Article 10.4) 7. Host National Association The IIHF will work together in a partnership with the Host National Association and the Organising Committee to operate the Hockey Development Camp. The respective parties will follow the guidelines of the Hockey Development Camp Operations Manual to ensure smooth preparation and operation of the Hockey Development Camp, as well as to complete the post camp responsibilities. The Host National Association will be responsible to organise and to operate the event. The Host National Association chooses the Organising Committee. It is recommended that it should include representatives from the Host National Association, the Host City and the Local Hockey Club. a) Financial Responsibilities Page 12

The Host National Association is responsible to cover all travel costs to and from the event relating to their NA participants, staff and Organising Committee. The Host National Association is responsible to cover all administrative costs including supplies, photocopying, fax, local phone-calls and Internet connections. The Host National Association should provide a financial proposal, prepared on the HDC Financial Balance Sheet, to be presented to IIHF 30 days before the beginning of the camp. When HDC Financial Balance Sheet has been received by the IIHF, the Host National Association may be advanced up to 50% of the allocated Hockey Development Camp Budget. This money is the assist the Host National Association with pre-camp reservation fees or guarantees for facilities. The remainder of the Hockey Development Camp Budget will be made after the camp on receipt of the final HDC Financial Balance Sheet and all invoices, with descriptions of the invoices, by the IIHF Office. b) Organising Committee These positions are the optimum for the smooth operations for the Hockey Development Camp. The positions can be expanded or combined as the OC Camp Director sees fit. I. OC Camp Director Head of Organising Committee and site operations Selection of Organising Committee Link with the IIHF and the Executive Committee Find suitable site, meeting the needs of Operations Manual Contact local authorities (e.g., club, city) Translation of OM if necessary Arrange initial site visit to review OM with local authorities Present proposal to IIHF and Executive Committee Incorporate feedback and adjustments to proposal Continuous pre-camp updates to the IIHF Arrange and organise site inspection by IIHF official Provide direction to the OC members Link between host OC and Camp Directorate Delegate roles and responsibilities to OC members Collects information from OC members Arrival at camp 3 days in advance Continuous monitoring of camp preparations Continuous monitoring of camp financial situation Link between IIHF, Camp Directorate, and Organizing Committee Attend daily meetings during camp Provide feedback to Organising Committee, and local authorities (i.e., Thank you notes) Implements any adjustments concerning site Continuous feedback to the National Association Page 14

Facility Supervisor Responsible for all site facilities Report to OC Camp Director Selects facilities according to the needs of OM Reservation/Booking of facilities Ice Arena to be 24 hr a day general access during Camp and ice time according to schedule Gymnasium access according to schedule Provide a price quote for all facilities to Financial Manager Provide final copy of invoice to Financial Manager Ensure direct invoicing to IIHF Zürich Office Provide Arena / Gymnasium floor plan Ice Arena: IIHF Staff Office for a capacity of 4 people. Supplies required include telephone, Internet access/modem, photocopier, fax, office supplies, coffee machine Organizing Committee Office where a computer, modem and printer is available for OC Administrative Secretary 4-8 Team Dressing Rooms (for 17 players) equipped with shower facilities. Access 24 hours per day 1 Game Official Dressing Room (for 10-20 officials) with private access equipped with shower facilities. Access 24 hours per day 1 Coaches Dressing Room (9-18 coaches) equipped with shower facilities 1 Classroom with a capacity for 25 people) equipped with overhead, flip chart, T.V. and VCR equipment, white board, and writing desks Ensure safe ice conditions Ensure availability of on-ice equipment (e.g., pucks, nets, pylons, etc.) Responsible for maintenance and janitorial services Time keeping equipment On-call technicians in case of problems with arena and facilities Page 15

Special Events Supervisor Responsible for Opening and Closing Ceremonies, Banquet, and Team Photos Report to OC Camp Director Fundraise gifts from NA and local merchants Provide price quote for all special events to Financial Manager Provide final copy of invoices to Financial Manager Opening Ceremony: Arena location in the stands 15 minutes Room for 110-220 people Required materials include flags, banners, music, microphone, podium, stage/platform Presenter need to be visible Speakers (Master of Ceremony, Host NA OC Camp Director, Host Club, City Official, IIHF Staff) Speaking Points include Welcome, Vision of the Program, General Rules, Organisation Closing Ceremony: 10 minutes preferably on ice after last game Same requirements as above, but with a farewell message Speaking points should stress the importance of carrying the message back to participating countries Banquet: Saturday Evening Music Stage Page 16

Selection and Reservation of Hotels according to standard (i.e., double-quadruple rooms for players, team staff, game officials, NA instructors; single rooms for Camp Directorate) Ensure seminar classroom for game officials in respective hotel Reservation of transportation between airport and camp (transit from and to airport paid by each NA) Reservation and scheduling of transportation for on-site use (i.e., to and from arena, hotels, special events) Provide price quote for Hotels, Meals and Transportation to Financial Manager Ensure clear and consistent invoicing from hotels, meal providers and transportation. IIHF to be invoiced per head per day only for accommodation and meals; all extras (e.g., telephone, etc.) to be covered by participants Provide final copy of invoices to Financial Manager Set up meal plans with assistance of Medical Supervisor Arranging for office staff meals and refreshments at arena site (fruit, coffee, light refreshments and drinks) VI. Media and Public Relations Supervisor Responsible for media and public relations Must have previous experience from media, or media relations or public relations in the community where the event is being held Report to OC Camp Director Promotion of event prior to camp start including: o Local press and other media o Local schools o Local community o Local and regional sport associations o Ice hockey publications Send out timely press releases Use of IIHF Promotional Poster and Sticker Hang up Flags of Participating Countries and IIHF Banner / Flag Organize press conference and open media sessions with camp participants Page 18

Distribute press kit Get feedback from press If possible, provide digital camera and internet uplink through IIHF and NA Websites Collection of newspaper and internet articles VII. Medical Supervisor Responsible for medical staff Report to OC Camp Director Must be involved in medical field, not necessarily a Doctor Develop Medical Plan for camp involving Doctor, Physiotherapist, Hospital, Dentist, Ambulance, First Aid Consult with Hotel, Meal and Transportation Supervisor on development of Meal Plans Organize Emergency Action Plan Organize Seminar on Nutrition Inform staff about Medical and Emergency Action Plan VIII. Financial Manager Responsible for camp finance Report to OC Camp Director Coordinate all price quotes Develop budget to be presented to IIHF Quotes should include Arena, facilities, gymnasium, hotel, meals, transportation, photos, special events, personnel (i.e., medical staff) Office supplies, registration kit to be provided by Host NA Payment of all invoices relating to camp operations c) Host Staff Positions The Host National Association is also responsible for the nomination of the three important additional positions. These positions must be filled by the Host National Association as part of their continued involvement in the Regional Hockey Development Camp Program. Page 19

I. National Coach Instructor The National Coach Instructors will be guided and assist the IIHF Coaching Instructors, acting as coach mentor, to the Team Coaches assigned to camp. Arrive to camp one day in advance to assist in preparations Cooperate closely with IIHF coach instructor Report to IIHF coach instructor Gather international experience Arrange post-camp information seminars to communicate message throughout home country Selection criteria should include the following: Two Coaching Instructor per hosting national association maximum limit Minimum one year experience as an instructor for the national association Knowledge of IIHF Coach Development Program Must be able to speak and understand English Must possess good instructional ability Must have experience in teaching adults Must be a good role model as an instructor Must be committed as an instructor to the national association Coaching Program Must demonstrate Fair Play and Respect Must have good leadership skills Must have credibility in coaching During the camp the National Association Coach Instructors will be expected to fulfil the following roles during the camp: Participate in off-ice and classroom sessions Perform player evaluations during the games Perform game and practice analysis Prepare and give presentations to other coach instructors Become familiar with the IIHF Level I and II coach education material Page 20

Exchange ideas and information with coach instructors from around the world Gather information during camp and share it with other instructors upon returning to the home national association II. Goalkeeper Coach Runs two on-ice goalie activities during camp Works with all goalies including all international teams and shares in the responsibility for all aspects of the international teams at camp including: discipline, education, development, participation, team building Evaluation of the goalies and individual feedback to goalies Provide post-camp feedback (reports) to NA, IIHF, individual players coaches and parents Selection criteria should include the following: One Goalkeeper Coach per hosting national association Minimum one year experience as an instructor for the national association Knowledge of IIHF Coach Development Program Must be able to speak and understand English Must possess good instructional ability Must be a good role model as an instructor Must demonstrate Fair Play and Respect Must have good leadership skills Must have credibility in coaching During the camp the National Association Goalkeeper Coach will be expected to fulfil the following roles during the camp: Participate in off-ice and classroom sessions Perform goalkeeper evaluations during the games Perform game and practice analysis Prepare and give presentations to other coach instructors Become familiar with the IIHF Level I and II coach education material Page 21

Exchange ideas and information with coach instructors from around the world Gather information during camp and share it with other instructors upon returning to the home national association III. National Referee Instructor The National Referee Instructor will be guided and assist the IIHF Referee Instructor, acting as teacher and mentor, to the Game Officials assigned to camp. Participate in on-ice, off-ice and classroom sessions Perform Referee Supervisor duties during the games Perform off-ice official s duties during the games Prepare and give presentations to other instructors and game officials Gather information during camp and share it with other instructors upon returning to the home national association 8. Participating National Association This is only relevant if another National Association is participating in the camp. The Participating National Association will work with the Host National Association to coordinate their participation in the Hockey Development Camp. The respective parties will follow the guidelines of the Hockey Development Camp Operations Manual to ensure smooth preparation and operation of the Hockey Development Camp. The Participating National Association s are responsible to fill all positions including staff and participants to qualify for the event. The Participating NA is responsible to forward all their participant information, including National Association Registration List, Team Coach and Game Official Information Forms, to the Host National Association before the beginning of the camp. It is the responsibility of every National Association to ensure that all of the Participants from their NA have the proper domestic and international medical and accident insurance to cover any situations that may occur during the event. Financial Responsibilities The Participating National Association s, travelling to a Hockey Development Camp, are responsible to cover all costs, relating to their participants and staff, to and from the site of the camp. The Participating National Association s are responsible for direct payment to the affected parties or reimbursement to the IIHF for any lost or damaged property during the camp i.e. facilities, uniforms, equipment etc. Positions and Participants I. Team Leader Head of Participating NA Responsible for pre-camp arrangements including: - Selection of Team Manager and Staff composition - Travel arrangements - Game official selection - Assumes primary responsibility for all issues related to participant entry form such as insurance, passport, etc. - Address any necessary budget issues - Ensure the distribution of parent and player information - Inform all staff of camp guidelines as outlined in the operations manual - Ensure the distribution of game official information Continuous monitoring of National Association camp preparations Continuous pre-camp updates to the IIHF During camp, link to Team Manager (may visit site to learn set up for upcoming host role) Initiate and monitor post-camp educational activities to ensure that message is carried throughout country Post-camp, collect and process team reports; if possible collect and process any data related to player skill testing or other IIHF player data Page 24

II. Players Players are to be selected from the Under 16 level in any season and should possess the following qualities: Great desire to play the game fairly Demonstrate sportsmanship both on and off of the ice Respect for team-mates, coaches, game officials and administrators A positive and enthusiastic attitude that supports teamwork A good role model to support the development of ice hockey in your country Duties include: Completion of participant entry form and return to Home National Association before camp Pre-camp preparations including: - Players come prepared in all respects ready to participate - Be informed of disciplinary guidelines and sanctions - Bring certified equipment in good condition During camp players are to: - Represent respective nation - Interact cross-culturally - Report problems and concerns to team coach Post-camp communication of message throughout home country Players are not to attend two camps in the same season, the idea being to expose as many players as possible to international hockey through the Hockey Camp Experience. During camp the selected players will be expected to fulfil the following responsibilities: Participate in all games during the camp Participate in all on-ice, off-ice and classroom sessions Page 25

Gather information during camp and share it with other players upon returning to the home national association III. Game Officials National Associations submit two applications to the IIHF office for game officials fulfilling the criteria to attend camp. The IIHF Referee Committee approve the selection of the game officials to the attend camp. These selections will be made based on the following selection criteria: Either male or female Referee s age 20 to 30 years old Linesmen s age 18 to 27 years old IIHF licensed game official preferred Must be a good prospect as a game official Must be a good role model Must be self-confident Must be able to speak and understand English Must be in good physical condition Must possess good skating skills Must have a good knowledge of ice hockey rules Duties include: Pre-camp completion of participant entry form as well as game official information form Under responsibility of host NA referee instructor Participate in classroom sessions On-ice officiating of games. Off-ice officiating duties (e.g., time keeping, scorer, speaker, etc.) Post-camp communication of message throughout home country. Work to develop a unified IIHF rule interpretation It is recommended to continue the Game Officials education that they attend a second camp the following season. Game Page 26

Officials are not to attend two camps in the same season or attend more than two camps in total the idea being to expose as many Game Officials as possible to international hockey through the Hockey Camp Experience. IV. Team Manager The Team Manager will be to work as a member of the Team Staff being responsible for one of the teams; the staff will consist of a Team Manager, two Coaches and an Equipment Manager. As a leader, the Team Manager takes care of the staff and brings their own experience to create a good and safe atmosphere in a team. The Team Manager has a big role along coaches in establishing group interaction among the team. Duties include: Pre-camp, responsible for communication with parents regarding camp information package such as departure and arrival times, disciplinary guidelines Head of Participating National Association during the camp Link to National Association, as well as responsible for providing ongoing media updates and feedback on the Camp To organize, manage and lead team activities Hotel room checks for respective coloured team Collection and presentation of participant entry forms Attend all meetings at camp serving as a link between team staff and players to camp directorate Responsible for participants if parents are not present, also for contacting parents in case of emergency or need Bring gifts from home National Association as well as bring back gifts to home National Association The Team Manager selection criteria include the following: Page 27

Must be able to speak and understand English Must be experienced in team management functions Must have experience in working in a team setting Must possess good organisational abilities Must have good leadership skills Must be a good role model Must demonstrate Fair Play and Respect Must have credibility in team management All camp information and communications must be funnelled through the Team Manager Team Coaches Each participating National Association is expected to provide two coaches for each of the camps they participate in, unless stated otherwise for the specific camp. The Team Coaches will be guided and assisted by IIHF Coaching Instructors, acting as coach mentors, assigned to camp. This coach mentorship program will be under the direction of the IIHF Coaching Committee. The coaches will be responsible to plan and operate the complete daily program for each team including the classroom sessions, practices and games. Duties include: Be good role models Be a leader in demonstrating Fair Play and Respect Plan, organize and lead all on-ice, off-ice and classroom sessions for the players Responsible for all aspects of international team at camp including: discipline, education, development, participation, team building Evaluation of players and individual feedback to players Provide post-camp feedback/reports to National Association, IIHF, individual players coaches and parents Page 28

Gather information during camp and share it with other coaches upon returning to the home national association The coach selection criteria includes the following: Minimum Level I coaching certification within the National Association Must be currently active within the National Association s league and / or participating in the National Team programs within the National Association Be able to coach, as a minimum, within the National Association s Under 16 National Team Program Be a role model for other coaches Demonstrate Fair Play and Respect Demonstrate good leadership skills Have a commitment to the National Association s Coach Development Program Must be able to speak and understand English very well Different coaches should be selected for participation in the camps, the idea being to expose as many coaches as possible to international hockey through the Hockey Camp Experience. IV. Equipment Manager The Team Equipment Manager will be to work as a member of the Team Staff being responsible for one of the teams; your group of four staff will be consisting of a Team Manager, two Coaches and an Equipment Manager. The Team Equipment Manager is very important in ensuring a positive and safe atmosphere in the dressing room. Duties include: Page 29

Responsible for all assigned IIHF (jerseys, socks) and National Association equipment (water bottles, tape, all other hockey related equipment) Control of inventory Maintenance and management of the dressing room, Teaching players how to take care of their equipment Should perform skate sharpening and minor equipment repair services for the team Be prepared to assist and cooperate with other equipment managers and teams Participate in development sessions (e.g. skate sharpening techniques, development of a tool box, etc.,) The equipment manager selection criteria include the following: Must be able to speak and understand English Should be experienced in team equipment management functions Must have experience in working in a team setting Must possess good organisational abilities Must have good leadership skills Must be a good role model Must demonstrate Fair Play and Respect All equipment managers are to bring any equipment, as they deem necessary to fulfil their duties. 9. IIHF The IIHF will work together in a partnership with the Host National Association, Organising Committee, and the participating National Association s. The IIHF will help coordinate the organisation of the camp with all the participating National Associations. The respective parties will follow the guidelines of the Hockey Development Camp Operations Manual to ensure smooth preparation and operation of the Hockey Development Camp. Page 30

12. Disciplinary Guidelines The IIHF Hockey Development Camp promotes the vision of partnership for progress, people coming together and learning from each other. The aim is to develop not only Hockey Skills but also to develop life skills. The IIHF Hockey Development Camp emphasises Fair Play and Respect both on and off the ice. IIHF is taking a pro-active approach to ensure a positive camp experience. Awareness Participant Cover Letter, Player Entry Form and Disciplinary Guidelines sent out by National Association (NA), prior to camp to all Participants and their Parents Personal phone call by NA. to all Parents to follow up on Participant Cover Letter, Player Entry Form and Disciplinary Guidelines. NA. team meeting prior to camp, (i.e. on the bus), to reinforce Disciplinary Guidelines. First Camp meeting with the international groups, review and discuss Disciplinary Guidelines. Preventative Measures Inform Hotels, Restaurants, Stores etc.. (no alcohol in hotel room fridges, vending machines, block pay TV channels, no room credit, etc.). Routine as well as surprise room inspections. Give ownership to participants, pro-active group discussions. On-Ice Rules The on-ice practice rules are the responsibility of the Team Coaches. The on-ice game rules are the responsibility of the Game Officials; please refer to the Hockey Development Camp Game Protocol (attached). Page 35
