Action Plan Introduction Following the Sport England PPS methodology in a city the size of Bristol identifies a large number of key findings and actions. These actions have been collated on an Excel spreadsheet and categorised in a number of ways to provide the PPS steering group with a useful tool that will aid implementation / delivery. The spreadsheet can be filtered to find actions specific to a particular sport, site, area of the city, type of action or level of priority. Below, the main types or categories of action are described followed by three main action plans: a. Site specific action plans b. Sport specific action plans c. Priority projects action plan Main categories of actions 1. Communication with another ing group. These are actions that should be undertaken with another steering group or service area to avoid duplication of. For example the Bristol Access to Schools group engages with all secondary schools on a regular basis and is well placed to help with school related actions. 2. NGB specific conversation. The data analysis and consultation exercise has identified some potential strategic decisions specific to an individual sport. For example, should we look to move junior and mini football on to artificial grass pitches? The action is not to actually do this, but to explore the possibility and potential impact before either setting a specific action or dismissing the possibility. 3. PPS steering group discussion. The data analysis and consultation exercise has identified several potential actions or strategic decisions that affect more than one sport. The action is to explore the possibility and potential impact through discussion with all relevant stakeholders, before either setting a specific action or dismissing the possibility. 4.. Following the methodology has identified many areas where further information is required to complete a or to understand the potential impact of the identified issue. For example, several school pitches are identified as available for community use but not used, or not available for community use but in an area where there is 8

potential demand. We need to understand why this is the case and what may be done to change the situation- but only if it would be useful to do so. 5.. These are specific problem areas that have been identified and require some actionmostly under the enhance theme. For example, the poor pitches and poor changing facilities have been identified. The is to prioritise these actions. See below for information on the prioritisation process. Prioritising the actions In order to prioritise the categories of action called prioritisation a scoring system has been used. The criteria used reflect the key findings and the consultation. A simple scoring system of 0, 1, 2, or 3 has been used against every relevant criteria. The exact criteria changes slightly depending on what is being scored, but in general: 0 = not relevant 1 = has some relevance but not a direct impact 2 = is relevant / would have a positive impact 3 = is highly relevant / definite impact The scoring criteria The relevant actions have received a score (0, 1, 2 or 3) against the criteria set out below: Bristol PPS objectives Protect Protect Enhance Enhance Enhance Not lose any playing pitches or playing field space (unless investment is made to compensate) Keep teams playing in the city The quality of grass pitches through improving the poor and standard pitches (football: poor pitch=3, standard pitch=2) The quality of changing facilities, prioritising the multi pitch sites and those most used Investment to be made in the most cost effective way (i.e. at sites that do or can sustain the highest usage) The right combination of pitches through changes at current sites and considering all designated playing field space The right number of AGPs across the city that are accessible for community sport 9

Sport specific: Cricket Protect The cricket sites within the Bristol boundary to prevent further displaced demand out of the city Enhance The quantity, quality and availability of the pay and play cricket facility stock New cricket facilities within Bristol to meet the demand from Bristol residents and prevent any further displaced demand out of the Bristol boundary Sport specific: Protect The overall quantity of football pitches Enhance The poor football pitches and poor changing facilities at multi-pitch sites The right combination of 5v5, 7v7, 9v9, 11v11 junior pitches Sport specific: Hockey Protect The number and quality of hockey suitable (sand based) AGPs in the city Enhance The number of hours that sand based AGPs are made available for hockey throughout the week Additional playing and training time for the development of hockey in the south of the city Sport specific: Rugby Protect The current sites within the Bristol boundary so no more are displaced to outside the city Enhance The large number of poor quality pitches in the city through alternative usage patterns, improved standards of maintenance and capital interventions Access to 3G artificial grass pitches in strategic locations that are IRB compliant for competitive training and match play Bristol City Council Priorities Area of deprivation? Neighbourhood Partnership supportive / investing? A BCC owned (3) or leased (2) site? Initiative supported by the Parks department (if BCC owned and maintained)? Partnership funding available? 10

Project measures Viability- how realistic is the project financially? What money is secured and what funding is likely to be available? Other barriers? Impact on participation (increase=3, sustain if at risk=3, sustain but not at risk = 2) Sustainability- what is the management structure in place to sustain/ maximise the investment? Current members/people immediately benefitting (high=3, medium=2, low= 1) Value for money (based on estimated cost and number of people benefitting) 11

Date November 2015 Comment / update School has a sports hall, gym, tennis/netball courts and a new small rubber crumb area all of which are made available to the community and managed proactively by a separate Sports Centre Manager. Due to the management set up the site has potential for grass pitch improvements however the site hasn t been identified as a priority through the scoring matrix. Further research required to explore cost effectiveness of investing in the site. 16

A five point review of all BCC sites covering: i) hire fees and charges; ii) potential delegated management/community asset transfers; iii) pitch maintenance costs and single pitch sites; iv) access systems and match day efficiencies; v) investment in and rationalisation of current changing / ancillary provision. 17

ASHTON VALE PLAYING FIELD Enhance F Adult 1 1 Explore funding opportunities to upgrade a number of standard adult football pitches to good Complete the action plan scoring matrix to identify whether this improvement is a priority for the PPS Date November 2015 Comment / update Main users of pitch are Parsons Street OB. The club are ing on a project to develop their changing rooms and club house but have a significant funding shortfall. The site is not deemed a priority by The FA or the scoring matrix as it does not sustain enough weekly play. The club have two teams that play at another venue. They are a well-run club with the capacity (but not the site) to grow. 19

Avonmouth Rugby Club Site Name (inc. any alias) Protect / Enhance / Type of site (M= multisport, F = football, R = rugby, C = cricket Pitch Type Number of pitches on site of this type Total pitches on site (all sports) Description/notes/key finding Action Classification of action AVONMOUTH RUGBY FOOTBALL CLUB Enhance R Senior Rugby Union 3 3 Assess quality of ancillary provision (changing rooms) Identify the quality of changing provision through a visit or communication with the site AVONMOUTH RUGBY FOOTBALL CLUB R Junior Rugby Union New pitch provision Install new Junior Rugby pitch(es) Project in progress AVONMOUTH RUGBY FOOTBALL CLUB Enhance R Senior Rugby Union 3 3 Explore funding opportunities to improve a number of the poor senior rugby pitches in the city Complete the action plan scoring matrix to identify whether this improvement is a priority for the PPS Project in progress Date November 2015 Comment / update Club ing with RFU on a solution to the poor adult pitches. Creating new junior pitches would help to reduce use and therefore improve quality of senior pitches. 20

Work with provider partners to identify any deficiencies in maintenance or financial planning identify further Date November 2015 Comment / update Badminton School is a private girls school and they only let their AGP to the community for hockey use (i.e. no football). The site is a key site for hockey provision and therefore more information on the future of the pitch would be to the benefit of hockey. There is no suggestion that the school will consider converting to a 3G pitch as hockey is a key part of the curriculum. 22

PPS steering group to discuss and either set an action or dismiss PPS steering group discussion Date November 2015 Comment / update School is next door to the Greenway Centre and Badock s Wood Recreation Field (that has the potential for two junior football/rugby pitches- a proposal that is being looked in to at the time of writing). The site is therefore low priority. 23

BADOCK'S WOOD RECREATION FIELD Enhance F Adult 2 2 Potential BCC cuts to maintenance of LA pitches Meet with BCC Area Parks Operations Managers to discuss pitch maintenance proposals Date Comment / update November Current proposal is for the Greenway Centre to take over the management of the field (from BCC) and provide two junior rugby / football pitches. 2015 Pitches currently used by Southmead United FC (Junior Teams) when their Pen Park site is at capacity. Proposal is part of a wider project to install flood lights on the second pitch at the Greenway Centre and for the users (Southmead Rugby Club) to make it a training pitch and then make use of the Badock s Wood site for their junior section. February 2016 Greenway Centre and Southmead RFC decided not to progress the above proposal. 25

Date November 2015 Comment / update School is a PFI school with BAM and is not used by the community. There is no immediate demand for the cricket or rugby pitches but the football pitches may be in demand if other sites in the area are not improved or become inaccessible (i.e. Kings Head Lane, Merchant s Academy School, Whitehouse Centre). Date November 2015 Comment / update This playing field is not used by the school and has been previously used by the community. There was a previous attempt by Mendip Utd FC to access the field but the FA Officer summarise the situation as follows o The school told the club that if they wanted to buy the lease off BAM it would cost 30,000 but the lease was only for 14 years. o After some negotiation they were told they could use the site, but couldn t put anything on it (currently no changing rooms or anything else). o The club wanted to put containers on it to change in, but were told they could not. o They club have money and wanted to do all the themselves but were turned down by the school. The field is owned by BCC so there may be an opportunity to release the school from their lease. There is demand in the area for this playing field to be football pitches but there are clearly challenges in making it accessible to the community. 32

Proposal is to re-instate a second pitch at this site for pay & play cricket. The re-development of the site is a priority for the PPS.
