BACKGROUND AND OBJECTIVES This report describes the proposed coceptual desig for the portio of Halsey Street that goes through the couities of Fairview, Troutdale ad Wood Village betwee 223rd Aveue ad the Historic Colubia River Highway (HCRH). The pla has bee prepared for Multoah Couty, with assistace fro the cosultig tea of Coga Owes Coga, Falcoi Cosultig ad SERA Architects, ad a techical advisory coittee (TAC) that icludes represetatives of the couty, the three cities, TriMet, Metro ad the Orego Departet of Trasportatio (ODOT). Residets ad property owers participated i the plaig process ad provided guidace durig two public workshops coducted i Jauary ad March, 2005. The plaig process grew out of earlier plaig efforts associated with the Fairview Village project. Prior to plaig for that project, this sectio of Halsey Street had bee classified as a ajor arterial street, desiged for five laes of traffic. Durig that project, the City of Fairview ad other jurisdictios requested reclassificatio of the street to a three-lae ior arterial street. The cities ad Couty also recoeded a desig that would eable icreased use by pedestrias, bicycles ad trasit users, while preservig adequate traffic capacity alog the street. Traffic odelig udertake at that tie idicated that Halsey Street would operate at acceptable level of service as a ior arterial, presuig that capacity would ot be coproised o parallel facilities. No additioal odelig was coducted for this project. I additio to the overall goal of developig a ulti-odal pla for Halsey Street, other objectives of the plaig process icluded the followig: Ivolve the public i desigig the streetscape for Halsey Street i Troutdale, Fairview ad Wood Village. Create a corridor that liks the older portios of Wood Village, Fairview ad Troutdale with ewer portios, while visually supportig the character of each. Create sese of idetity ad etryway to each couity. Explore the potetial to icorporate gree-street desigs i the streetscape. Miiize the eed for acquisitio of additioal eeded public right-of-way. This Coceptual Desig described i this report is expected to be ipleeted over tie as developet occurs, lad uses chage ad/or fudig becoes available. Overall, the pla ay take a uber of years to coplete. STUDY AREA OVERVIEW Physical Features ad Coditios As oted previously, the project area icludes portios of the cities of Fairview, Wood Village ad Troutdale. Most of the lad directly adjacet to Halsey Street is relatively flat. I the easter half of the study area, lad slopes uphill to the south ad dowhill to the orth to soe degree, particularly just east of 244 th Aveue. Farther fro the street, the lad slopes ore sigificatly uphill to the south. Large trees are scattered alog the corridor, with cocetratios/groves east of the apartet coplex orth of Halsey Street, east of 238 th Aveue, ad east ad west of 244 th Aveue. Three streas cross Halsey Street -- oe just east of 244 th Aveue, oe ear 223 rd Aveue, ad oe just east of 227 th Aveue. All three streas flow through culverts where they cross roadways. Data fro Metro ad Natioal Wetlads Ivetory (NWI) aps idicate several relatively large wetlads withi the study area; each is withi approxiately 400 feet of Halsey Street. Additioal iforatio provided by the Couty ad Cities of Fairview, Troutdale ad Wood Village idicate the presece of other wetlads, soe of which are withi 100 200 feet of the roadway. The City of Wood Village Coprehesive Pla idicates that areas i the easter part of the city ear Halsey Street (betwee 238 th ad 244 th Aveues) have poor draiage ad a history of floodig. There are soe historic resources i the study area, ost otably the Edgefield Property ad the Couty Far. They are icluded i the Natioal Register of Historic Places. There is also a historic tree o the east side of 238 th Aveue i frot of a care facility. The origial or old Wood Village also is of historical sigificace as it was a copay tow for Reyolds Aluiu. This icludes City Hall ad the coercial coplex at the southeast quadrat of the itersectio of 238 th Aveue ad Halsey Street. Public couity facilities located alog Halsey Street withi or just outside the study area iclude the followig: Marily s Park (ortheast of 223 rd Aveue /Halsey Street) Doald L. The wester portio of the study area (223 rd to 244 th Aveues) is ore itesely developed with a approxiately eve ix of residetial ad oresidetial uses. These uses iclude coercial ad idustrial uses just east of 223 rd ad priarily residetial uses south of Halsey betwee approxiately 229 th ad 244 th Aveues. North of Halsey betwee 229 th ad 244 th Aveues, there is a ix of residetial, coercial, ad couity uses that iclude the Mt. Hood Couity College/Head Start (apartet coplex) facility, Wood Village City Hall, ad several large coercial ad idustrial busiesses. The easter portio of the study area is less developed, particularly orth of Halsey Street ad withi ½ ile east of 244 th Aveue. The Edgefield Maor restaurat/brewpub/bed-ad-breakfast coplex is south of Halsey Street about 700 feet east of the 244 th Aveue. The area at the easter ed of the corridor is coprised of resideces, ope space, ad coercial ad idustrial use (at the far easter ed). The desity of residetial uses varies sigificatly fro relatively dese ulti-faily uits to sigle houses o large lots. Policies ad plas for future developet cotiue to evisio a ix of lad uses alog Halsey Street that is fairly siilar to the existig ix of uses, with the followig exceptios: Fairview s Couity Visio pla aticipates developet/extesio of a ixed-use tow ceter area betwee 223 rd Aveue ad approxiately 229 th Aveue. Much of this area orth of Halsey Street is curretly udeveloped. The area east of 244 th Aveue ad orth of Halsey (curretly udeveloped) is zoed ad expected to be used for light idustrial or coercial developet. The area both east ad west of Edgefield Maor is zoed for future coercial developet. Additioal, deser residetial ad ixed-use developet is aticipated at the easter ed of the corridor. Trasportatio Facilities ad Coditios Halsey Street is classified as a ior arterial by the Couty ad Cities of Fairview ad Wood Village. The City of Troutdale defers to couty stadards for the road. Mior arterials are defied i the Couty s Fuctioal Classificatio Syste as streets that typically carry less traffic volue tha pricipal ad ajor arterial streets, but have a high degree of coectivity betwee couities. Mior arterial streets provide ajor liks i the regioal road ad bikeway etworks; provide for freight obility ad trasit corridors; ad ay serve as sigificat liks i the local pedestria syste, especially where they are desiged as couity boulevards. For ior arterials, couty stadards call for two to four travel laes (two preferred), bicycle laes, sidewalks, platig strips (optioal but preferred) ad a edia/ceter tur lae. The couty stadards provide for a rage of diesios for the width of each eleet of the street ad are illustrated i Figure 3. Halsey Street is classified as a bicycle, pedestria ad trasit route throughout the study area. Street classificatio stadards call for bicycle laes ad sidewalks alog the roadway throughout the study area. Withi the study area, bicycle laes curretly exist alog virtually the etire legth of Halsey Street o both sides of the road. Betwee 223 rd ad 238 th Aveues, there are sidewalks o both sides of the street. East of 238 th Aveue, there are several short, discotiuous sectios of sidewalk. Prepared a draft Cocept Pla based o the results of the public workshop ad guidace fro the TAC. Preseted the draft Cocept Pla at a secod public workshop o March 10, 2005 i Fairview. Participats provided coets ad suggested revisios to the Pla. Reviewed results of the workshop ad proposed chages to the draft Cocept Pla with ebers of the TAC; revised the Cocept Pla accordigly. Prepared this Fial Report. PROPOSED CONCEPT PLAN ELEMENTS Developet of the Cocept Pla was drive priarily by the overall project objectives ad results of public workshops. I reviewig ad recoedig possible desig eleets, public workshop participats recoeded the followig: Cosistecy throughout the corridor is iportat for the look ad feel of the street desig, but preservig the uique qualities of each couity eeds to be a cosideratio. Chages i desig aog couities ca be subtle, rather tha proouced. For exaple, differet lightig stadards ay be used to differetiate aog the couities. O-street parkig should be provided where beeficial, such as i coercial areas, but is ot ecessarily desirable or eeded i other areas because of perceived ipacts to pedestria safety, eighborhoods ad driver visibility. I geeral, a ope ceter tur-lae is preferred to allow for traffic access ad akig turs oto both sides of the street, particularly for eergecy vehicles. Pedestria islads are recoeded i specific locatios such as id-block crossigs ear locatios with sigificat pedestria oveet. Ladscapig is desired but i a aer that will ot icrease aiteace work or costs.
