Grounds and Materials Introduction Unless herein stated in the Grampians Cricket Association By-Laws, The Laws of Cricket shall apply. The Executive Committee of the Grampians Cricket Association shall conduct the business of the Association in accordance with the Rules, the Regulations and the Act. No By-Law shall be repealed or altered nor shall any By-Law be added without the consent of the majority of the Delegates of the Association at a special meeting called for the purpose and which 21 days notice shall be given in writing and such notice to contain particulars of the proposed repeal, alteration or addition. Any member of a Committee or Sub-Committee shall not vote on any matter in which they have any pecuniary interest or in which they are a member of a member club directly concerned in the business at hand. ADMINISTRATION BY-LAWS 1. Assistant Secretary/Treasurer Ordinary Member Ordinary Member 2. Duties of the Executive Committee 1. Deal with all matters requiring attention between meetings, except those covered in The Rules or By-Laws 2. Enquiries into all disputes which are referred to the Executive Committee, its decisions on such disputes shall be final, except as covered by By-Law 4.3 3. Decide all questions not provided in the rules arising out of Association matters and matches 4. Inflict such fines or impose such penalties as it may think fit on any club or players in those clubs 5. All above matters shall be dealt with by no less than four (4) members of the Executive Committee 3. Pennant Committee The Pennant Committee shall be comprised of the Senior Vice President, who shall be the Chairperson, together with the Secretary, one representative of the Grampians Cricket Umpires Association and one Ordinary Member of the Committee. The duties of the Pennant Committee are: 1. To manage all premiership matches and any other matches duly fixtured by the Association; 2. To deal with all applications for clearances and permits; 3. To settle all disputes pertaining to premiership points; 4. To handle matters arising from matches raised by umpires, captains, players, clubs or officials; and 5. Any other duties which may be conferred upon it by the Executive Committee including maintenance of proper conduct on and off the playing field. 4. Appeals Tribunal 1. The Appeals Tribunal shall consist of five (5) members elected annually, with any three (3) to act at one time. 2. The Appeals Tribunal shall meet when asked by the Association to do so. 3. The decision of the Appeals Tribunal on any matter referred to it shall be final and binding on all clubs and players of the Association. 5. Protests Process 1. All protests must be in the hands of the Association Secretary, in writing, by the Thursday following the match with a deposit of $100. Should the club entering the protest lose the protest, it may forfeit the deposit. 2. It shall be the duty of the Association Secretary to notify the club protested against of the nature of the protest, which shall be heard by the Executive Committee within seven (7) days of the receipt of the protest. Both clubs have the right of appeal to the Tribunal against the decision of the Executive Committee. 6. Appeals Process 2 P a g e

1. Any club or player found by the Executive Committee to be in breach of the By-Laws shall be duly notified by the Association Secretary in writing, and shall have seven (7) days in which to lodge with the Secretary of the Association a written appeal against the Executive Committee s decision, accompanied by a deposit of $100. 2. Any appeal by a club or player shall be subject to By-Law 4.3. Should the club or player entering the appeal lose the appeal, it may forfeit the deposit. 7. Affiliation Entries: Clubs in the Association fielding teams shall pay the Association, prior to 1 st November of the current season, affiliation fees which are to be set at the Annual General Meeting of the Association prior to the upcoming season 1. That all competing clubs, or clubs intending to field teams, shall notify the Secretary of the Association in writing prior to the Delegates Meeting held on the 1 st Wednesday in September, of the number of teams they wish to nominate for the upcoming season. 2. Any new team to be admitted by majority vote at this Delegates Meeting 3. Clubs failure to comply with By-Law 6.1, may be deemed by the Executive Committee as not competing in the upcoming season 4. Any club failing to pay the affiliation fee by the due date shall not receive any premiership points for those matches commenced while the fee is unpaid, nor shall it have any voice in any Association meeting. Any points so lost shall not be recoverable. 8. Club Responsibilities 1. Fines: Clubs are required to pay their fines within seven (7) days of being notified. 2. Annual Presentation Dinner: The Association shall hold an Annual Presentation Dinner. The date of the Annual Presentation Dinner shall normally be the Monday prior to the Grand Final. Each club must purchase at least four (4) tickets and must be represented at the Annual Presentation Dinner. Clubs not represented at the Annual Presentation Dinner shall be fined. 3. Working With Children Checks: With the introduction of the Working With Children legislation, clubs are required to adhere to the Working With Children Act 2005 and all associated amendments. Those people required to carry a Working With Children Check include: All Captains and Vice Captains All Committee Members All Coaches Senior, Junior and MILO PLAYING BY-LAWS 9. Competition 1. The clubs taking part in the competition arranged by the Association shall normally be divided into two (2) grades. However the Pennant Committee shall have the option of further division of grades subject to team entries. The Pennant Committee shall have the power to grade teams as they see fit but normally following the practice of promoting the premier B Grade team to A Grade and relegating the bottom A Grade team to B Grade. 2. Matches shall commence on a date decided by the Pennant Committee. 3 P a g e

3. Points for matches shall be recorded as follows: Outright win if winning team leads on first innings Outright win where first innings is a tie Outright win where winning team was behind on first innings Outright tie First innings win First Innings lead and outright loss Tie on first innings Match not completed due to inclement weather No start due to inclement weather Tie on first innings and outright loss 10 points 8 points 6 points 5 points 6 points 4 points 3 points 3 points 3 points 2 points 4. If two or more teams are equal on points their position shall be determined by average. For the purpose of determining averages the following system shall be adopted. The batting average of the team shall be obtained by dividing the total number of runs scored by the number of wickets lost. The batting average against such teams shall be obtained by dividing the total number of runs scored against by the total number of wickets taken. The former shall be divided by the latter. The team having the highest quotient shall be considered to have the better performance. In any innings which has been completed, other than by declaration or compulsory closure, ten (10) wickets shall be declared lost. 5. In a one day competition if two (2) or more teams are equal on points their position shall be determined by net run rate. For the purposes of determining Net Run Rate, the total runs scored by one team shall be divided by the total overs faced and then deducted from the total runs scored against them divided by the total overs bowled by them. In any innings which has been completed, other than by declaration or compulsory closure, the maximum allowable overs shall be declared as bowled. 6. Any club choosing to forfeit a match must forfeit the lower of any grade competing in that round for the club. No club may forfeit a round and field a team in a lower grade in that round. Penalties for this offence may include loss of points to any or all competing teams of the offending club for that round as seen fit by the Pennant Committee. 10. Players 1. Players shall be registered via MyCricket online at http://mycricket.cricket.com.au, which requires the player s name, date of birth, address, contact telephone number, and carries a registration fee of $5.00. 2. Players must be registered by 5pm the day after their first days play. 3. Duly registered players having played two (2) matches for the club shall be deemed as residents for the rest of the season. 4. In matches of two (2) days duration, teams shall be permitted to substitute a maximum of two (2) players on the second day. Such substituted players shall have full playing status, but must comply with the qualifications for players herein stated. There will however, be no substitutions in any finals matches. 5. No professional shall be allowed to play in competition matches. A professional shall mean anyone who receives a consideration for their services as a player during the season. 6. No player shall play in a semi-final or grand final match unless they have played at least two (2) home and away matches with the participating club during the current season. 4 P a g e

7. Players who have played half the fixtured matches, (the entire number rounds for the higher grade in the current season), in a higher grade during the current season, must be granted a permit by the Pennant Committee before playing in a lower grade during that season. If any club with an A, B, or C team, the B or C teams shall be regarded as second or thirds respectively. 8. Any player or official complaining of, or disputing a decision of an umpire officiating at that time, using foul language on the field, or otherwise misconducting themselves will be charged and required to attend a hearing of the Executive Committee, where the allegation shall be dealt with. 9. No alcohol shall be consumed by any player or official prior to the conclusion of the days play. 10. Any player chosen in an Inter-Association match and failing to attend shall be called upon by the Executive Committee for an explanation. Failure to furnish such an explanation will render the player liable to suspension. The Executive Committee will consider any explanation received and will deal with the player as it deems fit. 11. Dress Code 1. All players are to be acceptably attired. It is the captain s responsibility to ensure all players under their control are in correct cricket attire as mentioned herein. 2. In the case of Grampians Cricket Association home and away matches, semi-finals and grand finals the following standards are to be applied. 3. All players are to be attired in white or cream coloured clothing, trousers/pants are to cover the entire leg, and no shorts are permitted. Shirts/pullovers must be predominantly white/cream. Colours on pullovers are to be restricted to bands around the neck and waist. 4. All hats and caps worn by players in matches under the Grampians Cricket Association s direct management shall be those approved by their respective club and the Association. Club hats from other Associations and unauthorised promotional caps are not permitted. 5. Footwear is to be predominantly white more than 60% white. 6. Advertising logos may be worn on players shirts/pullovers as hereinafter prescribed. 7. Club or association and club or association sponsors logos may be worn on either the left or right breast of either shirts or pullovers. 8. Logos cannot be grouped in one location, i.e. only one logo is to be placed in any one location, and for example players may be permitted to wear one logo on their left and right breasts as well as left and right sleeves. 9. It is also important to note that all club logos and club sponsor logos can only be applied in accordance with ICC regulations in respect to their dimensions, which are as follows: 10. Each commercial logo shall measure a maximum of 16 square centimetres either:- 11. A rectangle (not to exceed 19 square centimeters with no single dimension smaller than 3 centimeters); 12. A square (6x6) centimeters; or 13. A circle of 7.5 centimeters. 14. No alcohol or cigarette advertising permitted. 15. Each team shall supply a fluro coat/bib for each umpire who is not an official Grampians Cricket Umpires Association appointed umpire. For safety and insurance reasons, correct footwear, (cricket shoes or runners), must be worn whilst umpiring. No bare feet, thongs or open toed footwear permitted. 12. Clearances and Permits 5 P a g e

1. Should a player under the age of 21 years on 1 st September, from a B or C grade team in the Association, wish to play with an A grade team of their choice, they may be granted five (5) one match permits per season. After the expiration of such permits, a clearance must be applied for and the closing date for this clearance is 31 st December. 2. Once a player has registered with a club, they must obtain a clearance from that club before they can play with any other club within the Association. 3. Any player listed on the Central Highlands Cricket Region or GCA Defaulting players list will be deemed as ineligible for clearance until such time as the original Association has approved their removal from it. 4. Clearances must be applied for online at http://mycricket.cricket.com.au. They must be approved by both clubs and the Pennant Committee. If the player s previous club has not approved/rejected the clearance within seven (7) days of the request, the Pennant Committee may approve the clearance. 5. Player must enter a valid reason for requesting a clearance. 6. Clubs rejecting a clearance must give a valid reason. 7. Clearances may be applied for from 1 st August until midnight 31 st December. 8. Any player being refused a clearance by a Club has the right of appeal to the Pennant Committee. 9. Any player, who has played in another Association in the current season wishing to play in the GCA must first obtain a permit from the Pennant Committee. Such players shall fill the following criteria: 1. The player is a former member of the club and has played in the current season and has left to play in another Association with the permission of that club. No permit to be granted after 31 st December in this instance. 2. Intends to complete the current season in the GCA. 3. Any other special case which the Pennant Committee may decide. 10. Any club infringing any part of section 12. Clearances and Permits shall be deemed to be playing an ineligible player and liable to a fine up to $50.00 for each offence. In addition the Pennant Committee may deduct points gained in the match or matches in which the player takes part. 11. The Pennant Committee shall have the power to review or enquire at any time into any registration and shall take whatever action the Pennant Committee sees fit. 12. Any player, regardless of age, may obtain a match permit to play with another club in a higher grade, provided both clubs and Pennant Committee agree. Such permits may apply to multiple clubs during the season, but will not be granted for finals matches. Permits must be applied for in writing to the Association Secretary no later than midnight on the Thursday prior to the match. 13. Playing Conditions 1. All games shall be limited to either T20, one or two days except for semi-finals and finals which may be played over such a period as the Pennant Committee sees fit. 2. Conditions of play in matches of two days duration shall be as follows: Time of play, 1.00pm 3.20pm, tea, 3.40pm 6.00pm. There shall be a minimum of 75 overs bowled in the days play, and if at 6.00pm, 75 overs have not been bowled play will continue until the required number is bowled. If the innings of the batting side is not completed the will be a compulsory closure, and the following day the same number of overs will be bowled, unless the team batting last is dismissed before this number of overs has been bowled. of the batting side being dismissed or declaring prior to 6.00pm on the first day, the opposing side shall receive the same number of balls plus the time. 3. In matches of one day duration play will commence at 1.00pm and will be completed at the end of 1. A & B Grade Each team shall bat for one innings of a maximum of 240 legitimate balls. Bowlers are restricted to no more than eight (8) overs each. 2. C Grade Each team shall bat for one innings of a maximum of 210 legitimate balls. Bowlers are restricted to no more than seven (7) overs each. 4. If play is not commenced within fifteen (15) minutes of the scheduled starting or resumption time the offending team shall lose six (6) points from the seasons total points and may in addition, be fined at the discretion of the Pennant Committee. 5. The pitch and stumps, which are the responsibility of the first named team in the draw, will be in position fifteen (15) minutes prior to the scheduled start of play. 6. The Pennant Committee shall be empowered to authorise under special adequate circumstances that a round of matches shall revert to a match of one day duration. 7. Intervals A tea interval shall be taken from 3.20pm to 3.40pm but if an innings shall finish within 15 minutes of 3.20pm the interval of 20 minutes shall be taken and shall be deemed to include tea interval and the change of innings break. In matches of one day duration, if the innings of the side batting first is still in progress at 3.20pm, tea shall be taken at the completion of its innings. 8. That in the event of play being abandoned at any match scheduled for a turf venue, due to an unsatisfactory wicket, and where other matches in the same grade of cricket are being played on pitches of another type, the teams concerned have the right to transfer their match to another pitch if one is available and thus not suffer the loss of points. 9. In the case of the possibility of there being no play due to inclement weather, captains of home sides shall be responsible for notifying the Secretary of the Association by 11.00am on the day of play whether there are prospects of play, and the Secretary in turn shall be responsible for notifying the opposing team of the decision. Where there is an umpire officiating at the match, the umpire adjudicates playing conditions after 11.00am. 10. If half the matches for any Grade are called off due to inclement weather by 11.00am, the entire round for that Grade will be called off. 11. Follow-on and Declaration of an innings: 1. Any team being 100 runs ahead in a two or more day match shall have the power to compel the opposing team to follow-on play. 2. A declaration must be made during the days play. If no declaration is made prior to the end of the days play, a declaration cannot be made until the commencement of the next days play. 12. Teams should be selected and entered on MyCricket http://mycricket.cricket.com.au by 9pm on the Friday prior to the match. 13. Captains of both teams will be responsible for submitting scores online at http://mycricket.cricket.com.au. Scoresheets must be completed by 5pm on Sunday for all home and away matches, and 8pm on Sunday for all finals matches. Failure to comply will result in a $50.00 fine. First Team: Match scores and result. Toss won by, Team batted first, Match Scores and Match Result. Your own players Batting, Bowling and Fielding Figures. Note: Batting figures must include batting order number, how out, runs scored, opposition fielder who dismissed the batsman, opposition bowler who dismissed the batsman and fall of wicket score. Bowling figures must include bowling order number, overs, maidens, wicket and runs. Fielding figures must include catches and stumpings. 14. If inclement weather interrupts a two day game the following conditions shall apply: First Day side batting first 1. No interruptions or total interruptions not exceeding 60 minutes. Play will continue after 6.00pm for the amount of time lost or until 75 overs have been bowled (whichever comes last). If play is not possible after 6.00pm there will be a compulsory closure and the side batting second shall be entitled to the same number of overs. 2. Interruptions to play between 60 minutes and 180 minutes. The number of overs played on day one shall be to the scheduled for day two, one over added if an odd number. The combined total shall be halved and team batting first, if not already dismissed or declaring, shall have its innings compulsory closed at the end of this number of overs. 3. Interruptions to play exceeding 180 minutes. Play to proceed under Ordinary Conditions. 4. If play has not commenced by 5.00pm play will be abandoned and the match shall be played as a one day fixture the following week. 5. If the side batting first is dismissed or declares, the first days play shall end at 6.00pm. Second Day side batting second 1. Interruptions to play not exceeding 60 minutes. Play shall continue after 6.00pm for the amount of time lost or until the minimum number of overs is bowled (whichever comes last). If this is not possible and a result has not already been reached the match shall be drawn. 2. Interruptions to play exceeding 60 minutes. The match shall be played under Ordinary Conditions. 15. Overs limits for underage bowlers of medium and fast pace: Bowlers of medium pace or faster, as determined by the umpire, are broadly defined as those for whom the wicket keeper would normally stand back or as any bowler who is not considered to be a spinner. A player s age shall be determined as that on the day of the match (not as at the 1 st September). Captains must notify the umpires of the age of players that are Under 18 and these players should be identified on the scorebook before the commencement of play. Bowlers shall be limited to a maximum of consecutive overs in any one spell and to a maximum quota per match as follows: Age Group Consecutive Overs Daily Quota Two Day Matches Under 18 8 20 Under 14 4 8 One Day Matches Under 18 8 20 Under 14 4 8 Bowlers who complete a spell must not resume bowling until 60 minutes has passed 14. 1. A player before being eligible for the Association bowling average shall have taken 20 wickets in that Association Grade, in home and away matches. 2. A player before being eligible for the Association batting average must have batted a minimum of eight innings in that Association Grade, in the home and away matches. 15. Umpires 1. Umpires will be engaged by this Association and paid by the Clubs. 2. Umpires fees shall be set at the Annual General Meeting of the Association. 3. Umpires fees shall be paid at the tea break unless alternative arrangements have been agreed upon. 4. In the event of a forfeit after 11am for an umpired match, the team forfeiting shall be responsible for 100% of the umpire s fee. 5. That an Umpire Supervisor be appointed at each Annual General Meeting. Such Supervisor shall be responsible for organising of the Umpires for the ensuing season. 16. Grounds and Materials 1. All pitches are to be approved by the Association. 2. Pitch the Home team, who for the purpose of these rules shall be the first named team as shown in the draw, shall be fully responsible for the preparation of any turf pitch, or synthetic pitch, on all playing days of the match. 3. The JLT Safety Checklist (available as paper based or App) must be completed prior to commencement of play. 4. Ball Each A grade team shall provide a new Kookaburra branded four piece sewn leather ball and must carry the GCA stamp, for the commencement of their respective first innings in each match. 5. Teams in all other grades shall provide a new Kookaburra Tuff Pitch branded two piece sewn leather ball, which must carry the GCA stamp, for the commencement of their respective first innings in each match. 6. In the case of a semi-final or final a new ball shall be provided at the commencement of each innings of each team, and if claimed at the completion of 510 legitimate balls thereafter. Pitches and approaches must be properly prepared to the satisfaction of the umpire. The GCA shall provide the balls required for all semi-finals and finals. 7. Special Rule any ball bowled wide of the matting, malthoid, or any other synthetic pitches, or striking the concrete or such substances as the pitch is composed in the centre of the matting or synthetic surface or the leather binding or pegs that hold the pitch in the centre shall be constituted a No Ball. 9 P a g e
