Dear New Elmira Tower Employee; I am the manager at Elmira Tower and want to first say welcome to the FAA and second, tell you how glad we are to have you join our air traffic control team. Let me give you a little more general information about us. Elmira Tower is a level 5 tracab facility located near the Pennsylvania border, two hours southeast of Rochester, two hours southwest of Syracuse and about four hours west northwest of New York City. If you are into NASCAR we are about 20 miles south of the Watkins Glen race track. The Thursday before and the Sunday of the NASCAR race are our busiest traffic days of the year. We have two paved crossing runways and a short turf runway parallel to our main runway. That turf runway is used by the sailplane (glider) school on the field. In addition there is a very active soaring club located about three miles away on top of one of the hills around the airport. The airport, as well as Horseheads, Corning and Elmira are located in the valleys between hills that are about 700 feet (AGL) high. The cost of living, compared to NYC, is low and having more than 4 cars waiting at a traffic light is considered a traffic jam. A couple of the controllers are avid hunters, one or two enjoy downhill skiing/boarding, one or two golf and a few are road and trail runners. Other outdoor activities readily available around here are cross country skiing, hiking, biking, fishing and water sports up on the Finger Lakes. Elmira Tower Staffing Elmira Tower s staffing consists of the air traffic manager, Kammie Morrisey, two front line managers (FLMs), Jim Cox and Mike Wold and thirteen controllers. Of the thirteen controllers eight are certified professional controllers (CPCs) and the other five are tower qualified and training on approach/departure radar. The facility uses a three team concept to staff the shifts. There is one crew that works primarily days, one nights and the third rotates covering both day and night shifts. The teams have set days off. The controllers training on radar have set days off but are not always assigned to a crew but instead scheduled to facilitate training. Policies Reporting for Duty Report for duty in the tower cab which is where you will sign on duty. If you will be late or will not be able to report for duty, call the facility (607 739 1971) as soon as possible, and advise the front line manager (FLM) or controller-in-charge (CIC). Hours of Duty The normal shift length is 8 or 9 hours. During those hours you will receive a meal break of at least a half hour and occasional other breaks as assigned by the FLM or CIC. During your shift you will not be able to leave the airport to get lunch so plan on bringing your lunch. You may also go the airport restaurant for meals but they are not always open in the evening. The facility has a refrigerator, microwave and two burner stove top. If you are going to go the restaurant or need to go to your care, let the FLM or CIC know in case you are quickly needed back in the tower cab. Parking There is one parking lot for all people who work at the airport. That lot is just west of the main entrance for the airport. You will receive a badge from the airport operations department that will allow you to access the parking lot. Security Access to the FAA leased space is controlled at each floor. A key or proximity card is required to open the door from the stairwell. Each FAA employee is issued both a key and a proximity card. If either is lost it must be reported to an FLM or the air traffic manager (ATM). People cannot be given access to FAA floors without first being met at the door to find out reason for the visit and have their identification checked. If there is a need to evacuate the building the exit is down the main stairwell, exit the terminal and assemble at the far end of the main car parking lot, near the road. Specific procedures and diagrams are contained in the Elmira Order 1900.1, Facility Security and Emergency Operations Plan. 4

FAA ID Cards Your FAA ID must be worn while you are in an FAA facility. Let your FLM know within a few months of the date your ID will expire as it takes a while to receive new IDs. Guests and Visitors If you have family or friends that you would like to give a tower tour to, talk with an FLM or the ATM. Cell Phones Cell phones are permitted in the facility but must be turned off or left in your locker while you are in the tower cab. Local Area Information Chemung/Steuben/Schuyler County Attractions Board the "Elmiran" for a 60-minute narrated historical tour of the City of Elmira. The fine arts are also on display in Chemung County with the Clemens Center, the region's performing arts center. A restored 1925 Vaudeville theatre, the Clemens Center presents drama, music and dance throughout the year. The Clemens Center's full calendar of events features critically-acclaimed plays by Broadway touring companies, live concerts by orchestras and contemporary performing artists, modern and classical dance, and the country's hottest stand-up comics. If hiking and fishing in the spring, camping and swimming in the summer, taking in fall foliage in the autumn and cross-country skiing in the winter is your idea of a great family get-away, visit Park Station! Park Station s 500 acres await you and your family with hot shower facilities, laundry and electrical service camper sites. Rent a canoe, rowboat or paddleboat, dangle a fishing line, or just your toes at the 100-acre lake with a sand beach - there is something for everyone at Park Station! In the summer, you will enjoy Elmira s 100-year tradition of baseball at Dunn Field Memorial Stadium, home to the Elmira Pioneers, a New York Collegiate Baseball League team. The New York Collegiate Baseball League, founded in 1978, is a summer wood bat league sanctioned by the NCAA and partially funded by Major League Baseball. The league gives college players who have not 6

yet signed a professional contract the opportunity to develop their skills at a higher level of play, gain experience with wood bats, and be evaluated by scouts. Grab some peanuts, sit back and relax while watching America s favorite pastime where Abner Doubleday began the game of baseball 100 years ago! Fall and Winter in Chemung County bring professional ice hockey excitement at the First Arena in downtown Elmira, home of the Elmira Jackals - Elmira s own professional ice hockey team!
