Chapter 1: Itroductio What is a Active Trasportatio Pla? The Ceters for Disease Cotrol defies active trasportatio as ay self-propelled, huma-powered mode of trasportatio, such as walkig or bicyclig. Active trasportatio plas seek to defie a strategic logterm approach to meet demad for active trasportatio facilities ad programs much like Trasportatio Master Plas seek to pla for the vehicular demads of future growth. The Riverto Active Trasportatio Pla accomplishes this by providig directio for the establishmet or improvemet of particular bicyclig ad walkig routes (e.g. bike laes or trails) while also providig policy ad program recommedatios to support the active trasportatio system. With Riverto s populatio expected to swell to 60,000 by 2025, this pla was coceived at a opportue time to address Riverto s curret ad future eeds for bicyclig ad walkig. Why is bicyclig ad walkig importat? Safety ad Health Walkig ad bicyclig have profoud effects o the health of idividuals ad commuities. Levels of diabetes, high blood pressure, ad obesity are all lower i cities with higher shares of commuters bicyclig or walkig to work. Likewise, where commuters bicycle or walk to work i higher shares, more of the populatio is meetig the recommeded amout of weekly physical activity. Quality of Life Bicyclig ad walkig are also importat ways to improve quality of life for existig ad prospective Riverto residets. Trails cosistetly rak i the top five ameities desired by prospective home buyers.1f0f0f1 Milleials ad baby boomers alike are tredig towards locatios where they ca bike or walk to access their daily eeds. More specifically, a survey of Riverto residets foud that early 80% walked at least a couple of times a week ad more tha 87% biked at least oce or twice a moth. Air Quality The Wasatch Frot suffers from poor seasoal air quality. Durig witer iversios, high cocetraisecouragig bikig ad walkig trips is oe way to help mitigate this commuity-wide problem. O- ad off-road vehicles cotribute to early half of the air pollutio i Utah.1F2 I additio, poor air quality affects more tha just our health. Tourism, busiess recruitig, ad employee retetio efforts are also iflueced by Utah s air quality issues. I fact, a 2015 survey by Evisio Utah foud that Utahs raked air quality as the leadig threat to quality of life i our state. Safety, too, has a close relatioship with bicyclig ad walkig levels. Pla Visio Statemet The visio statemet ad goals of this pla are priciples that will guide the developmet ad implemetatio of the Riverto Active Trasportatio Pla for years to come. Goals direct the way public improvemets are made, where resources are allocated, how programs are operated, ad how City priorities are determied. This pla lays out a framework of how to create ad expad programs ad improvemets to icrease bicyclig ad walkig i Riverto. Based upo public feedback, the Plaig Team ad the Steerig Committee developed the followig visio statemet for the Riverto Active Trasportatio Pla: Riverto City will improve residets quality of life ad promote bikig ad walkig by providig a safe, coveiet ad comfortable bicycle ad pedestria etwork for trasportatio ad recreatio. Project Goals I cojuctio with the Project Steerig Committee, the Plaig Team idetified the followig project goals i support of the pla s visio statemet Plaig ad Desig Pla ad implemet a safe ad coected etwork of bikig ad walkig facilities that serve a variety of users Develop robust bikig ad walkig ifrastructure to ad aroud Riverto s key activity ceters ad destiatios Prioritize ad ivest i coectios to key activity ceters ad destiatios Maiteace Fudig Develop a coordiated maiteace approach for the active trasportatio system that works across departmetal boudaries Develop a fudig strategy to leverage ad optimize ivestmet i the active trasportatio etwork Ecouragemet Develop a suite of programs to ecourage active trasportatio trips 3

Chapter 2: Existig Coditios Riverto possesses may existig active trasportatio assets icludig the Jorda River Trail, a quiet local street etwork, ad umerous caal corridors which could offer future trail developmet potetial. 5

Chapter 2: Existig Coditios Overview Located i the southwest corer of the Salt Lake Valley, Riverto City is bordered by South Jorda to the orth, Bluffdale to the south, Draper to the east ad Herrima to the west. The Jorda River, upo which Riverto s amed is based, makes up part of the city s easter boudary. As of July 2014, Riverto has a populatio of 40,921 livig i 12.6 square miles with a desity of aroud 3,200 residets per square mile. Riverto is expected to be oe of the fastest growig cities i Utah as it develops from a rural farmig tow to a suburba city with a projected populatio of aroud 60,000 people by 2025. Riverto is preparig for this growth by seekig to ehace the city s bicycle ad pedestria etwork, policies ad programs i order to maitai a high quality of life for its preset ad future residets. Review of Related Studies There are several differet existig codes, policies, ad plaig documets that cotribute to existig ad proposed bicyclig ad walkig coditios i Riverto. The followig review summarizes the documets or policies that most affect bicyclig ad/or walkig. Riverto City Stadard Specificatios ad Plas Riverto City updated its stadard street cross-sectios i 2015 to iclude bike laes o all collector ad arterial streets. Riverto City Code Witer Sow Removal There is a witer o-street parkig limitatio i Riverto City wherei it is illegal for vehicles to park o ay street i the city betwee 12:00 am ad 7:00 am from November 1 st util April 1 st i order to allow for more complete coverage by sow removal equipmet. (Sectio 10.10.050) Sidewalk Maiteace It is the resposibility of busiesses to sweep ad keep sidewalks that ru i frot of their property clea (icludig sow removal ad limbs, leaves, ad other debris from private trees) before 9:00 am every day. I the case of a storm that occurs betwee the hours of 5:00 pm the previous day ad 6:00 am o that day, sidewalks must be clear by 9:00 am. Sidewalks are ot allowed to be used for sellig goods or other merchadise by ay busiess without first obtaiig writte approval from the City Coucil. Eve whe approved, a six-foot passageway for pedestrias must be maitaied o the sidewalk at all times. (Sectios 12.05.070, 120.05.120, 12.05.130, ad 12.20.070) Subdivisio Stadards I the subdivisio stadards i Title 17, all developed lots are required to have cocrete curb, gutter, ad sidewalk istalled by the developer/ower i accordace with the Riverto City Stadard Specificatios ad Plas Maual ad the Trasportatio Master Pla; sidewalks must be five feet wide ad are ecouraged to be meaderig (Sectios 17.15.020 ad 17.15.030). The subdivisio stadards do ot require dead eds or cul-desac streets to have walkig ad/or bicyclig coectios at their termius i order to reduce walkig ad/or bicyclig trip distaces betwee destiatios i the subdivisio. Most of Riverto, from the Jorda River to the Moutai View Corridor ad 11800 South to Bagerter Highway, is withi the North Sub-area of the pla. Riverto City has ie major trail destiatios ad several parks as smaller trail destiatios. The primary objective of this pla was to look at this area of Salt Lake Couty from a broader perspective ad establish a itegrated ad coheret approach to trails ad park developmet i the Southwest part of the Valley. North-South Trails Regioal Trails The Jorda River Trail lies alog the easter boudary of the North subarea ad is complete from the souther boudary to 11800 south. No additioal regioal trails are proposed. Trail Crossig Coflicts Salt Lake Couty Southwest Parks ad Trails Master Pla also icluded a summary of coflict areas that illustrated costraits or barriers to the proposed trail aligmets. These icluded issues such as busy roadway crossigs, isufficiet right-of-way, caal or stream crossigs, ad areas lackig a defied a trail corridor. Possible solutios were also offered for each of the coflict areas. Nearly all of the proposed trails i the Master Pla are primarily aliged parallel to caal rights-of-way due to prior developmet ad a orectiliear roadway etwork. From east to west the caal systems are: South Jorda Caal, Utah ad Salt Lake Caal, Distributio Caal, Welby-Jacob Caal. From 12100 south to approximately 13600 south the highway right-of-way excludes ay accompayig trails. East-West Trails The two proposed east-west trails follow the existig aligmets of Midas Creek ad Rose Creek, respectively. Past developmet did ot icorporate the draiage caals ito their overall desig ad layout, which resulted i the relocatio, miimizatio, or pipig of the creeks. Curretly, there is little to o remaiig public ope space or opportuities for trail easemets. Possible corridors are fragmeted ad most are proposed to follow sidewalks withi existig right-of-way. 9

The Network Study idetifies oe ew trasit corridor that sigificatly impacts Riverto. The corridor was amed the Southwest Salt Lake Couty Trasit Corridor ad icludes a bus rapid trasit (BRT) lie alog to serve the commuities of Riverto, South Jorda, Herrima, Bluffdale ad Draper. I Riverto, the route travels primarily alog 13400 South, 3600 West, ad 12600 South. Existig Walkig ad Bicyclig Activity Jourey to Work/Commute Data, America Commuity Survey (2014) The America Commuity Survey (ACS) of the U.S. Cesus Bureau collects data about commute to work trips. It does ot, however, record all other types of trips, icludig trips to the grocery store, parks, frieds houses. Whe compared with other cities i Utah with similar demographic makeup ad populatio sizes like Boutiful, Draper, ad Lehi, Riverto is about average whe it comes to walkig ad bicyclig (see Figure 2.7). I the same figure, Riverto s walkig ad bicyclig rates are also compared to some cities i Utah with higher rates of walkig ad bicyclig to work, like Boutiful, Draper, Sady, Lehi, ad Murray. Utah Travel Study (2012) Jourey to Work data from the ACS is a importat ad cosistet data source to measure chages i mode share over time. However, this data represets oly oe type of trip ad does ot accurately reflect overall levels of bicyclig ad walkig for all trip purposes. The 2012 Utah Travel Study was developed as a statewide survey ad report i cojuctio with the Utah Departmet of Trasportatio (UDOT), the Utah Trasit Authority (UTA) ad several statewide metropolita plaig orgaizatios, icludig the Wasatch Frot Regioal Coucil. The primary tool of the study was the household travel diary survey which was supplemeted by additioal surveys icludig the Log Distace Survey, the College Travel Diary, Bike/Pedestria Debrief Survey, the Bike/Pedestria Barriers Survey, the attitude Debrief survey, ad the Residetial Choice Stated Prefereces Survey. The study measured trips for all modes ad all purposes (ot just commutig to work trips) ad thereby paits a clearer picture of curret trasportatio habits beyod the traditioal ACS data. Household Travel Diary As Figure 2.8 shows, the walkig ad bicyclig mode share of the area i the Utah Travel Study that cotais Riverto, as well as Bluffdale ad Draper west of I-15, is equal to the ACS data for bicyclig trips (about 0.1%) but about three times greater for walkig trips. Compared to the Wasatch Frot Regioal Coucil area (Salt Lake, Tooele, Davis, Morga, Weber, ad Box Elder couties) ad Utah as a whole, trips take o foot ad by bike are lower tha the regioal ad state averages. These umbers idicate a eed for wider implemetatio of walkig ad bicyclig ifrastructure ad programmig to ecourage Riverto residets, employees, ad visitors to utilize active trasportatio more frequetly. Existig Riverto Bicycle ad Pedestria System Existig Facilities Riverto City curretly possesses a moderate but somewhat discoected bicycle ad pedestria trasportatio etwork. Recet fudig through Salt Lake Couty ad UDOT has made may of the curret o-street bikeways possible. Other active trasportatio ivestmet to date has focused o shared use paths. Resposes were recorded for walkig barriers ad bicyclig barriers separately. The locatio, ature of the barrier, ad severity were documeted for each respose. Moutaiview Corridor does possess bike laes ad a wide sidewalk that cotribute to orthsouth coectivity ad help coect wester Riverto to the Daybreak TRAX statio, however, there are few existig east-west opportuities to cross Moutaiview Corridor presetly. Citywide Barriers Caals Although Riverto s four caals preset opportuities as trail corridors, they pose sigificat challeges to east-west coectivity. The South Jorda Caal, Utah ad Salt Lake Caal, Distributio Caal, Welby-Jacob Caal ru orth-south through Riverto. Oly six of Riverto s local streets iclude crossig over caals. Most streets ru parallel to caals with residetial lots backig up to the caals or dead ed ito the caals with a cul-de-sac. The resultig street etwork creates a situatio where it is very difficult to travel east or west through the City without utilizig the high-speed, high-volume arterial streets. Street Network East-west arterial streets i Riverto vary from three to five laes ad traffic volumes rage from 6,000 AADT to 27,000 AADT. Due to the lack of cotiuous local streets, these roads preset some of the oly optios for movig bicyclists or pedestrias across the City i east or west directios. Arterial streets also complicate the viability of utilizig the city s caals as trail corridors. Shallow caal box culverts offer little opportuity for pedestria udercrossigs. Due to the umber of laes ad higher traffic speeds, pedestria hybrid beacos or full sigals may be ecessary at these locatios to facilitate crossig of these arterials by trail users. Offset itersectios where local streets meet arterial streets are commo throughout Riverto. These scearios preset challeges whe tryig to route users alog these lower-stress corridors. Commuity Survey I order to uderstad the demographics, travel habits ad prefereces of people livig, workig or visitig Riverto, a survey was coducted durig August ad September of 2015. The survey icluded 25 questios ad took about 10-15 miutes to complete. The survey was promoted o Riverto City s Facebook Page. Of the 98 idividual resposes 84% lived i Riverto. Respodets curretly believe that walkig ad bicyclig coditios are o average, betwee fair ad good. 87% of the respodets stated that they bike at least oce or twice a moth. More tha 80% of respodets stated that they walk at least a couple times a week ad 30% bike at least a few times a week. Respodets were more comfortable allowig their kids to walk to school ad frieds houses tha bike there. The most commo reasos for ot walkig or bicyclig more ofte iclude too much traffic ad/or traffic is too fast, lack of sidewalks, bike laes, routes or paths ad usafe street crossigs. There were also a few key themes i the ope respose fields available at the ed of the survey that are worth othig: Respodets would like to prioritize ivestmets i bike laes, trails, sidewalks ad paths; improve crossigs, ad calm traffic. Respodets were iterested most i walkig ad bicyclig to parks, trails ad paths, frieds ad family, school ad shoppig destiatios. Riverto Active Trasportatio Backboe Network The Riverto Active Trasportatio Pla cosists of a variety of o- ad off-street facilities, however, the ultimate success of the proposed system higes o the ability for this pla to overcome may of the barriers to coectivity that exist i the form of highways, caals, ad arterial streets. The pla has idetified four key backboe etworks that i cocert, seek to establish coectivity betwee Riverto eighborhoods, schools, parks, ad commercial ceters. Caal Trails Caal corridors i Riverto have the potetial to provide low-stress orth-south routes withi easy reach of most areas of the city. Although, the Utah ad Salt Lake Caal Compay is the oly caal compay that has agreed to allow trail developmet, Riverto ad Salt Lake Couty should cotiue discussios to seek trail access with all caal compaies. Neighborhood Byway Corridors Neighborhood byways, (also sometimes referred to as bicycle boulevards) offer low stress coectios for people walkig ad ridig bicycles by focusig travel o streets most residets already fid comfortable. I Riverto, may of these cadidate corridors ca be foud alog low-volume, local streets such as those the back up to caals. By likig these local streets with shared use path facilities, these corridors ca fuctio as effective cross-tow bicycle ad pedestria routes. Acquisitio of property or easemets may be ecessary to achieve some corridor aligmets. Riverto City should develop a ivetory of critical acquisitio areas eeded to facilitate coectios betwee potetial eighborhood byways. Followig this step, the City could iitiate discussios with property owers to gauge iterest i acquisitio egotiatios. Agreemets with caal compaies to develop bicycle/pedestria crossigs may also be ecessary to implemet some eighborhood byway corridors. Trails i Riparia Corridors Riverto possesses two creek corridors that have trail potetial i additio to the completed Jorda River Trail. These iclude Midas Creek o the orth side of the City ad Rose Creek o the south side. I particular, Rose Creek has bee idetified as a regioal trail corridor by the Salt Lake Couty East- West Trails Study. These corridors offer a low-stress eviromet for bicyclig ad walkig separated from traffic. Roadway crossigs ad private property pose obstacles to implemetatio i some areas but both corridors have existig segmets of trail i place. Figure 1.1 below illustrates the existig ad proposed mileage of shared use paths i Riverto. Shared Use Paths Shared use paths ca provide a desirable facility for users of all skill levels preferrig separatio from traffic. A 8-foot width is the miimum allowed for a two-way shared use path ad is oly recommeded for low traffic situatios. 10 is recommeded i most situatios while 12 foot ca be specified for heavy use locatios. A 2-foot (miimum) shoulder ad 3-foot obstructio-free clear zoe is required o either side of a shared use path. Ceterlie stripig ca be provided o tight or blid corers ad o approaches to roadways. Asphalt ad cocrete are the most commo surfaces for shared use paths. Crushed fies or other atural surfaces are permissible if they meet ADA requiremets though they may deter certai types of users ad preset challeges i terms of durability, maiteace ad skid resistace. Example: Existig Jorda River Parkway Trail Sidepaths Shared use paths alog roadways, also called sidepaths, are a type of path that ru adjacet to a street. Because of operatioal cocers it is geerally preferable to place paths withi idepedet rights-of-way away from roadways. However, there are situatios where existig roads provide the oly corridors available. Alog roadways, these facilities create a situatio where a portio of the bicycle traffic rides agaist the ormal flow of motor vehicle traffic ad ca result i wrog-way ridig where bicyclists eter or leave the path. Salt Lake Couty has formed a agreemet with the Utah ad Salt Lake Caal Compay that allows trail costructio withi the Utah ad Salt Lake Caal ROW give terms of the agreemet are met. These agreemets are icluded i Appedix B. Oe particular term icludes that trails must be costructed o the opposite bak from the maiteace road. This substatially icreases costs associated with trail costructio ad elimiates the potetial for shared maiteace of the caal maiteace road. Curretly much of the lad beeath the Utah Power ad Light Co. corridor is either udeveloped or uderutilized. If ad whe this developmet occurs, Riverto City should seek to work with developers to esure trails are proposed withi these powerlie easemets. Riparia Corridors Riparia corridors such as the Jorda River Trail, Midas Creek ad Rose Creek also preset opportuities for trail developmet. The Jorda River Trail is complete through Riverto City. Work is curretly uderway i the South Jorda to coect to Riverto s segmet of the Jorda River Trail. Midas Creek has multiple segmets of trail developed alog the orther edge of the city. Other utility corridors such as the Salt Lake Couty Water Coservatio District water lie also preset opportuity for trail developmet. Riverto should work with the water coservatio district to determie the specific parameters for developig trails i their ROW. The Need for Low-Stress Bicycle Facilities Ifrastructure improvemets are oe primary way to icrease the umber of people bicyclig i Riverto. The public survey coducted as part of the Riverto Active Trasportatio pla demostrated that certai aspects of Riverto s trasportatio ifrastructure are keepig residets from bikig ad walkig more ofte. Retrofittig Existig Streets for O-Street Bikeways May streets i Riverto could beefit from the implemetatio of ostreet bikeways. Although opportuities to add o-street bikeways through roadway wideig may exist i some locatios, may major streets have physical ad other costraits that would require street retrofit measures withi existig curb-to-curb widths. As a result, much of the guidace provided i this sectio focuses o effectively reallocatig existig street space through stripig modificatios. Ideally, bike space ca be provided without reducig roadway or parkig capacity, however it is ofte ecessary to balace the eeds of multiple roadway users. Three mai strategies have bee proposed to accommodate bikeways o Riverto streets. Example: Proposed 11800 S Bike Lae Buffered Bicycle Laes: Buffered bike laes are covetioal bike laes with a desigated buffer space that separates the bicyclist from adjacet motor vehicle traffic. This treatmet is appropriate for bike laes o roadways with high motor vehicle traffic volumes ad speed; however, this treatmet may be appropriate wherever sufficiet road space exists. Flexible Implemetatio The Riverto Active Trasportatio Pla illustrates two primary eighborhood byways that ru east ad west through the city.
