To: All Competitors Subject: SERVICE RIFLE EXECELLENCE-IN-COMPETITION MATCH Dear Competitor, The Civilian Marksmanship Program Competition Rules and Regulations governing the National Rifle and Pistol Trophy Matches and Excellence-In-Competition (EIC) Matches are effective July 1 1997. In compliance with rule 3-8, all competitors must sign an affidavit (enclosed). If your name is listed below in the Affidavit File and your information has not changed, you are not required to submit another affidavit. This affidavit MUST be notarized and included with the results of the EIC match. We understand this additional administrative requirement may cause some inconvenience; however it is required under Title XVI, the U. S. Code. RIFLE RANGE LOCATION -MAGTFTC Twentynine Palms, California 1-760-830-6879 FROM DOWNTOWN TWENTYNINE PALMS TO THE RANGE From the 62 take Adobe Rd. to the main gate, about 5.4 miles. Check in. Then turn left at the signal onto Del Valle Rd. for about 3 miles. You should see a sign Rifle Range. Turn right onto Rifle Range Rd. and it will take you directly to the range, 1.7 miles. When the 1000 yd line is open they close the lower road. Just take the road to the right and turn left at the top. This is the 1000 yd line. If no one is there head for the Range Headquarters. MANDATORY GUEST LIST All competitors and guest must be on the Guest List posted at the main gate to gain access to the base. INFORMATION SHEET TRANSPORTATION Transportation must be provided by the competitors. Privately owned vehicles are permitted at the rifle range in designated public parking areas. CHECK IN - SIGN IN All competitors and guest must stop at the visiting center at the main gate to sign in. Visitor passes will be issued by the PMO gate sentries. Please allow sufficient time to check in. Due to security all competitors and guest must be on a guest list prior to entry. If you have any problems call the Range Headquarters at (760) 830-6879 for assistance. BILLETING DoD and Civil Service personnel desiring quarters should make reservations by contacting the Combat Center Billeting Officer at (760)830-6642/7375 or the Temporary Lodging Facility Manager at (760)830-6583. The DSN prefix for the Combat Center is 230. Billeting is limited and we cannot guarantee availability. A partial list of motels within the 29 Palms area is located on page 10. Space is available at the Range complex for self contained recreational vehicles. There are no RV hookups. There are rest room facilities aboard the range. Please keep the range clean. What you bring in must be disposed of properly. PARKING No vehicles will be allowed to park down range. Equipment may be staged at the 200 yard line, but the vehicle must then be moved and parked adjacent to the range office or in the parking area adjacent to the 600 yard line. The range assumes NO responsibility for parked vehicles.

REFRESHMENTS The Marine Corps Exchange Lunch Wagon may be available at the range during the mornings and afternoons, providing assorted sandwiches and snacks. There are several eating establishments on the base and in the city of 29 Palms with moderate pricing. LIABILITY The US Gov. and the High Desert Competitive Shooting Club accept no responsibility for injuries to competitors or spectators while engaged in tournaments aboard this installation. Additionally, all civilian competitors and guest must sign a Hold Harmless agreement at the time of Match registration. GENERAL RULES and ENTRY INFORMATION All firing will be conducted in accordance with the current edition of the NRA High Power Rifle Rules. Note that starting this year there will be a Long Range Grand Aggregate Plaque for shooters using a Palma Rifle (NRA Rule 3.3.3). In addition, the CMP LEG match will be governed by the current edition of the CMP competition rules and regulations. ELIGIBILITY All regular competitors, individuals and teams, must be members of the National Rifle Association (NRA). All junior competitors must be either a member of the NRA or member of an NRA-affiliated club. CLASSIFICATION The NRA classification system will be used in all matches except Match 12. Categories will be Service Rifle, Civilian Service Rifle and NRA Match Rifle and Palma Rifle. TARGETS 200 yds SR, 300 yds SR-3, 600 yds MR, 1000 yds LR and 1000 yds. F-LR. AMMUNITION Competitors must furnish their own safe ammunition for all matches. The ammunition for the LEG Match must be of a pointed design and metal jacketed. Hollow points are acceptable. Ammunition for the LEG Match will be inspected and triggers will be weighed. SIGHTING SHOTS Sighting shots will be allowed as shown in the conditions for each match. Sighting shots are allowed in any position, but such position must be one of those described in Rule 5 of the NRA High Power Rifle Rules. CHALLENGES A challenge fee of $2.00 will be charged for each challenge made and lost. See Rules 16.1 and 16.4. Challenge time for posted scores will end I hour after cease-fire for the day. All scores will be assumed correct and no changes will be made after that time. Competitors are responsible for ensuring their posted scores are correct. (Rule 18.11)

SCORING Competitors will perform score keeping functions. The last relay will score the 1st, the 1st relay will score the 2nd, etc... Any competitor failing to perform scoring duties may be disqualified and entry fees will be forfeited. OPEN BOLT INDICATOR An NRA approved open bolt indicator is required. (Rule 3.21) Open bolt indicators will be available for sale for $1.00 each at the center of the line. POSITION Positions will be in accordance with Rules 5.6, 5.8, 5.10, and 5.12. And 2008 Rule Change 10.1.7 Rapid Fire Procedure TARGET PULLERS Paid target pullers will be provided for MATCHES ONLY. Target pullers MAY be available for hire on the practice day. SQUADDING All matches will be squadded. Squadding tickets must be picked up at the stat-office one hour prior to the scheduled firing start time. The stat-office will be open at 06:00 AM daily. A competitor, who fails to be at the proper firing point when called, will forfeit that relay. ENTRY FORM Please use the official entry form or a copy. Make sure your NRA membership number is recorded on the form. Circle the events that you wish to fire. Mark your correct NRA Long Range and NRA High Power classifications. Include a check or money order for the full amount made payable to Ken Miller. Mail the entry form and fees to: HDCSC, 11325 Pyramid Peak Court, Rancho Cucamonga, CA 91737. You will receive an official receipt of you entry by E-mail or post card. All competitors and guest must be on the Guest List posted at the main gate to gain access to the base. Any new guest must contact Ken Miller or the range by Monday, November 16th to insure they will be on the Guest List. ENTRY LIMIT 200 competitors (4 Relays). ENTRY FEES (includes paid pullers) Long Range Package (Including Palma) - Matches 1-2-3-4 and 5... $50.00 per person High Power Package - Matches 7-8-9-10... $70.00 per person NBPRP Leg Match... $30.00 per person Team Matches (per match)... $40.00 per team Individual Fired Matches... $25.00 per match F-Class - Match fired in Matches 1, 2, 3, 4 and 5... $25.00 per individual All Junior Competitors (Except LEG Match)... Half price per match Packaged entry fees DO NOT INCLUDE team and leg match fees. NRA fee of $9.00 is included in all match fees.

ENTRY DEADLINES Monday, November 2rd, 2009. All entries received after this time will be charged a NONREFUNDABLE late fee of $10.00. REFUNDS Fees, less a $10.00 service fee, will be refunded provided that notice of withdrawal is received prior to Monday, November 10th, 2008. MILITARY TEAMS Pay at the match site when checking in. TEAM ENTRIES Team entries will be registered at the stat-office by the team captains. Teams will consist of four firing members. An alternate non-firing captain and coach may also be named. A team captain must be named (Rule 12.1). TEAM ENTRY DEADLINE - LONG RANGE Deadline for team entries for the Long Range Team Match will be 30 minutes after completion of firing of the Long Range individual matches on Friday, November 20th. TEAM ENTRY DEADLINE - HIGH POWER Deadline for team entries for the NRA High Power Team Match on Sunday will be one hour after the completion of the Regional High Power Match on Saturday, November 21st. We will shoot the team match on Sunday followed by the CMP LEG Match. PICKUP TEAMS per Rule 2.10 scores will not be eligible for National Records. Entries will be accepted from Pick-Up teams (teams whose members are selected without regard to club or other organizational affiliation). Pick_Up teams will be eligible for all awards, but per Rule 2.10 scores will not be eligible for National Records. Match Descriptions and Awards High Power Long Range MATCH 1, 2 & 3-1000 Yards Slow Fire Prone Any Rifle / Any Sight McVey Memorial Trophy Match. Individual Match. This is an any rifle, any sight match open to all classes and categories, military and civilian. It is an aggregate of three strings of fire, fired on three separate relays on the first day. Each string is unlimited sighters and 20 rounds for record at 1000 yds, prone position (Rule 5.6) within a 30 minute time limit. Match winner will receive a Plaque and 20 NRA points. MATCH 4 & 5-1000 Yards Slow Fire Prone Any Rifle / Iron Sight Stockinger Memorial Trophy Match. Individual Match. This is any rifle, iron sight match open to all classes and categories, military and civilian. It is an aggregate of two strings of fire, fired on two separate relays on the second day. Each string is unlimited sighters and 20 rounds for record at 1000 yds, prone position (Rule 5.6) within a 30 minute time limit per string. Match winner will receive a plaque and 20 NRA points. ONSLOW MEMORIAL TROPHY MATCH - Matches 1-2 3 4-5 Service Rifle This is a service rifle only match open to all classes and categories, military and civilian. It is an aggregate of five strings of fire, fired on two separate days. Each string is unlimited sighters and 20 rounds for record at 1000 yds prone (Rule 5.6) within a 30 minute time limit. This match will be shot at the same time as the Matches 1,2, 3 and 4,5. Match winner will receive a plaque and 20 NRA points. COMMANDING GENERAL GRAND AGGREGATE Matches 1 2-3 - 4-5 Commanding General Grand Aggregate Trophy Match. Aggregate Match. This is the Long Range Regional Championship Match. An aggregate of matches 1, 2, 3, 4 and 5. Match winner will receive a plaque and FREE entry in the 2009 NRA Long Range and High Power Regional. There will also be a plaque and 20 NRA points awarded for the Grand Aggregate Palma Rifle (NRA Rule 3.3.3) in Matches 1 through 5. MATCH 6-1000 Yards Slow Fire Prone NRA and Service Rifle Team Matches CWO4 Doyle D. Gracey Memorial Trophy Team Match. This is an NRA Any Rifle, Any Sight Team Match and a Service Rifle Team Match open to all classes and categories, military and civilian. Each team has 4 members and a coach (coach may be a firing member). Each team fires 20 rounds per individual in a total time limit of 83 minutes. THERE ARE NO SIGHTERS. Winning teams will each receive a plaque (up to 5 for each team) and 50 NRA points. Separate plaques will be awarded for Any Rifle/Any Sight and Service Rifle It is our hope that all awards for match 5 will be presented by CWO4 Doyle D. Gracey, USMC (Ret). High Power MATCH 7-200 Yards Slow Fire Standing Individual Match. Two sighters and 20 shots for record at 200 yards, slow fire standing position (Rule 5.12), within a 22 minute time limit. Match winner will receive a plaque and 20 NRA points. MATCH 8-200 Yards Rapid Fire Standing to Sitting Individual Match. Two sighters and 20 shots for record at 200 yards, rapid-fire, standing to sitting (Rule 5.10) fired in two strings of 10 rounds each with a time limit of 60 seconds per string. Match winner will receive a plaque and 20 NRA points.

MATCH 9-300 Yards Rapid Fire Standing to Prone Individual Match. Two sighters and 20 rounds for record at 300 yards, slow-fire, prone position (Rule 5.6), fired in two strings of 10 rounds each with a time limit of 70 seconds per string. Match winner will receive a plaque and 20 NRA points. MATCH 10- - 600 Yards Slow Fire Prone Individual Match. Two sighters and 20 rounds for record at 600 yards, slow-fire, prone position (Rule 5.6) within 22 minute time limit. Match winner will receive a plaque and 20 NRA points. Master Sergeant Jenks Memorial Trophy Aggregate of Matches 7-8 9-10 Master Sergeant Jenks Memorial Trophy Aggregate Match. This is the Regional Champion-ship Match. An aggregate of matches 7, 8, 9 and 10. The match winner will receive a plaque and FREE entry in the 2007 NRA Long Range and High Power Regional. Proof Trophy Aggregate Medallion First 10 Rounds Matches 7-8 - 9 and all 20 Rounds Match 9 A 500 point aggregate consisting of the first 10 rounds for record of matches 6, 7, 8 and all 20 shots of match 9. First, second and third place winners will receive a Twentynine Palms medallion designed by CWO4 Doyle D. Gracey USMC (Ret). First place gold, second place silver and third place a bronze. Michael Gorchinski Memorial Trophy Aggregate of Matches 1-2 4 5 and 7-8 - 9 10 An aggregate of matches 1, 2, 4, 5, 7, 8 and 9. The match winner will receive a plaque and 20 NRA points. MATCH 11-4 Person Team NRA Course Match No Sighters The High Desert Open Championship Team Match. This is a 4 person team match firing the National Match Course of fire. An alternate and a non-firing captain and coach may be named, or the captain and coach may be firing members of the team. A team captain MUST be named (Rule 12.1) THERE ARE NO SIGHTING SHOTS. The winning team will receive 5 plaques and 50 NRA points.. MATCH 12 - CMP Excellence In Competition Leg Match Civilian Marksmanship Program Excellence In Competition Leg Match. Individuals will fire the National Match Course. THERE ARE NO SIGHTING SHOTS. The match will be run strictly in accordance with the current edition of the CMP competition rules and regulations. Any competitor 16 years of age or older and a Citizen of the United States may enter this match. Military personnel may enter if they comply with applicable service regulations. MILITARY COMPETITORS FAILING TO COMPLY WITH REGULATIONS GOVERNING THIS COMPETITION WILL BE DISQUALIFIED. No person may fire this match for practice. Due to time constraints, entries are limited to 150 competitors (3 relays). Priority will go to non-distinguished competitors. Rifles covered by the NRA H.P. Rifle Rules 3.1, 3.1.1, or 3.1.2 maybe used. (U.S. Rifle M1,.30 cal, or 7.62, U.S. Rifle M14 7.62, U.S. Rifle M16 5.56mm or commercial equivalent thereof) More than one competitor may use the same rifle. F-CLASS F-Class is now a sanctioned NRA class. The HDCSC is once again supporting F-Class at 1000 yards. Competitors will shoot a total of 60 shots for record with unlimited sighters fired in Matches 1, 2 and 3 on Thursday November 20 th and matches 4 and 5 on Friday November 21st. This match is open to everyone. We will use the F-LR centers. We will be using the NRA Rules as posted on the NRA.com, High Power Rules. Muzzle brakes are not permitted. The F-Class Grand Aggregate Match winner will receive a plaque and 20 NRA points.
