Participation EQUESTRIAN Updated for Jumping on 1 March31 May 2018 Only NOCs recognized by ODECABE and for which National Federations are recognized members of the Federation Equestre Internationale (FEI) and the Panamerican Equestrian Confederation (PAEC) will be able to enter athletes to the Equestrian competition of the XXII Central American & Caribbean Games - Baranquilla 2018. Additionally, if recognized by the sport, associated members, recognized by ODECABE will be able to participate. Events Distribution of Medals There will be 9 sets of medals in three disciplines: three (3) in Dressage, Two (2) in Eventing, over a three day period and Four (4) in Jumping. One per team per discipline. All costs to be covered by each NOC. (2018) Certificates of Capability National Federations will need to certify in writing to the FEI by the 18th June 2018 that each of the rider/horse combination has its capability to participate at the XXII Central American & Caribbean Games. QUALIFYING EVENTS & CERTIFICATE OF CAPA- BILITY* All riders and horses (Not necessarily as a combination) Must obtain a certifícate of Capability (COC) in order to be eligible to participate at the XXII CAC Games A COC can be achieved at any of the following events, providing the height of the class competition is at least 1.35 m and the result in the initial round does not exceed Eight (8) penaltiesy points. No time faults are allowed. - CSI1* (or higher level) Grand Prix - Special Qualifying Events approved by the FEI - Bolivarian Games 2017 - Festival Deportivo Guatemala 2017 Qualification Period : January 1st 2017 - June 18th 2018 HEIGHTS OF EVENT- COMPETITIONS AT 2018 CENTRAL AMERICAN & CARIBBEAN GAMES RESERVE COMBINATION Speed competition: 1.35m Team Competition : 1.40 m Individual Final : Round 1: 1.45 m, Round 2: 1.50 m One Horse/Rider combination will be allowed per NOC presenting a team. Each NOC will be responsible for all expenses for the reserve combination. COMPLETION OF QUOTA TEAMS - If the quota of the Caribbean Island Qualifier is not fulfilled, the remaining slots will revert to the Individuals of the Caribbean Islands participating in this event and they be designated through this event s results. Provided the NF has declared this event as their qualificationfor their riders. If the quota is still not fulfilled, if there are still slots available, they will revert to the Sprts Festival - Guatemala 2017. - If the quota of the Sport Festival - Guatemala Qualifier is not fulfilled, the remaining slots will revert to the Individuals of this region and will be designated through the results of this event. Provided the NF has declared this event as their qualificationfor their riders. If the quota is still not fulfilled, the slots will revert to countries participating at the Caribbean Qualifying event. - If the Team Quota for Bolivarian Games is not fulfilled, the remaining slots will revert to the Individuals, provided the NF has declared the event as their qualification for their riders. If the quota is still not fulfilled the slots will revert to the countries participating in the Caribbean Qualifier. - If the individual quota for the Bolivarian Games is not filled, the remaining slots will revert to the individuals from the Caribbean Islands. If the quota is still not filled then it will revert to the next best NF from the Sports Festival GUA 2017. - If the individual quota of the Guatemala Sports Festival is not filled, slots will revert to the Caribbean Qualifying event. - If the Caribbean Qualifier is not filled, these slots will revert to the Sports Festival in Guatemala. - If the individual quota cannot be filled from the Sports Festival in Guatemala, vacant slots will revert to the Bolivarian Games. Under NO circumstances the quota of 40 participants may be exceeded, unless approved by the Organising Committee. REQUIREMENTS FOR QUALIFYING EVENTS For all jumping qualifying events, competition should be organised over a three day period, with a rest day if necessary. 1. Speed 1.30 2. Team Event over two rounds 1.35 3. Rest day 4. Final two different rounds 1.40 / 1.45 or in the Caribbean Qualifier option for a Table A with a Jump off.
II. DRESSAGE DRESSAGE QUOTA 30 Athlete/ Riders TEAMS 6 TEAMS : - 1 HOST TEAM (COL) - 5 additional Teams will qualify through certificates of capability, which may be obtained at CDI/CDN or World Dressage Challenge - Teams can be made up of a minimum of 3 and a maximum of 4 riders. Qualifying Events Certificates Of Capability & Other requirements NFs not able to participate with a Team, may still participate with a maximum of up to two individual athletes. - 6 additional athletes/riders to fill the quota. Two different events are required to Achieve the Certificate of Capability NFs must organize all CDI/CDN and/or FEI World Dressage Challenge events within the established period. At least two FEI International judges from different nationalities must be present to judge the qualifying event. Athletes must achieve their Certificate of Capabilty using Prix St. Georges & Intermediate I tests at the same event. Riders require an average of 62% score (PSG + INTER I) to obtain certificate of capability over 2 different events. The average of the two events will then provide the final score. The total average percentage of the team results at two CDI/CDN and/or FEI World Dressage Challenge, will count as the qualifying result to define teams. The average percentage of the two CDI events and/or FEI WORLD DRESSAGE CHALLENGE events will count to define the individual riders who will be participating at the Central American Games 2018. The certificate of capability needs to be presented to the FEI no later than June 18th, 2018. TECHNICAL LEVEL 18.01.2018 - Prix St. Georges (First Team Competition and Individual Qualifier) - Intermediare I (Second Iindividual qualifying competition. and Team Final) - Freestyle (Individual Final Competition & Accumulated) Reserved and compulsory for the best 15 riders including riders tied for the 15th place, based on the best individual results from Intermediaire I. Three results to count for the for the overall medal COMMENTS If the intention of participation exceeds the 30 riders, riders with the lowest percentage from the two CDI/CDN events and/or FEI World Dressage Challenge will not be considered for the entries. The athletes that exceed the quota, will be put in a waiting list and will only be included once other NF inform the OC of their non participation, always considering the deadlines established by ODECABE. In that case, the athletes with the highest (average) scores will be first included in the entries. Under no circumstances the quota should exceed 30 athletes.. QUALIFYING PERIOD January 1st 2017 - June 18th, 2018 RESERVES One Horse/Rider combination will be allowed per NOC presenting a team. Each NOC will be responsible for all expenses for the reserve combination.
III. EVENTING EVENTING QUOTA 30 Riders / Athletes TEAMS 7 Teams to qualify: 1 Host Team (COL) 6 Teams will qualify through Certificates of Capability 2 Individuals will qualify through Certificates of Capabilities QUALIFYING EVENTS & CERTIFICATE OF CAPABILITY CERTIFICATE OF CAPABILITY AT 1 CCI + National Requirements Minimum Eligibility Requirements (MER) - Dressage: Max 67 Penalty Points (55%) - No penalties in the XC phase - Not to exceed 75 seconds over the time allowed - Stadium Jumping up to 16 faults TECHNICAL LEVEL CCI 1* RESERVES One Horse/Rider combination will be allowed per NOC presenting teams, Each NOC will be responsible for the expenses QUALIFYING PERIOD January 1st, 2017 - June 18th, 2018 COMMENTS If the intention of participation exceeds the 30 athlete quota, the World Ranking will be used to define the spots. If there is a further tie, we will take the event in which the certificate of capability was achieved for each combination and the best result (with least penalty points) will prevail to decide the slots. The athletes that exceed the quota, will be put in a waiting list and will only be included once other NF informs the OC of their non participation, always considering the deadlines established by ODECABE. Under no circumstances the quota should exceed 30 athletes. GENERAL REQUIREMENTS FOR ALL DISCIPLINES NFs with the option to attend more than one event need, to reconfirm the event of their choice for qualifying purposes by Oct 15th 2016. All horses need to come in to the FEI stabling area, at least 24 hours prior to the Jog. Horse Inspection to be held prior to the first competition and the last competition. Failing to comply with these measures may result in no qualifying result. President of the Ground Jury to report on results to the FEI no later than 5 days after the event is concluded.
