The tournament will run Saturday July 05 through Wednesday July 09. The site of the tournament is Fond du Lac Baseball Complex, 101 Morningside Drive. Fond du Lac, WI 54935 and the Marian University Herr/Baker baseball field located a few blocks to the NE on Morningside Drive. The following tournament documents must be given to the Co-Tournament Director Dan Mueller or Rusty Kryzanowski one hour prior to your first game. If any documents are missing, you cannot play per Babe Ruth Rules and Regulations 11.04. Parking fee will also be $200.00 and will need to be handed in at the time of your documents. Checks must be made out to Fond du Lac Babe Ruth Baseball. There will be no gate fees for admission for spectators. 2014 Babe Ruth Tournament Required Documents and Rules 11.04 Documents The tournament team manager MUST place in the custody of the Tournament officials / Director the following documents prior to the start of competition. A. Birth Certificates or records specified by rule 0.04, paragraph 1, for each of the tournament team players B. Accord Certificate of coverage of group accident insurance policy. C. Accord Certificate of coverage of leagues commercial general liability insurance policy. D. Tournament team roster certified and signed by league president. E. Babe Ruth League Inc. Letter of Tournament Eligibility Form. F. Consent for treatment form (starting at state level) G. A color team photograph with identification must be uploaded with your tournament roster thru Babe Ruth online. Print and place one copy in your teams credentials. Digital photographs may be emailed. H. Coaching certification I.D. Card or Certificate. Tournament managers and coaches must complete coaching education and certification prior to the start of their first level of tournament competition. NOTE: These documents must stay in the possession of the tournament director during each tournament level. These same documents shall accompany the team as they advance in tournament competition. Note: If a team is not ready to play when game is scheduled, Official Babe Ruth Rules 4.15 thru 4.17 will apply. These additional Babe Ruth Rules will be followed with no exceptions: A. Coaches not in full baseball uniforms and no Babe Ruth patches cannot be on the field B. Players not having patches on left sleeve or Hat cannot play C. Coaches not wearing baseball caps cannot be on the field D. Teams can have different color uniforms but must have different numbers E. Must have official Babe Ruth consent for treatment forms F. Catcher must have throat protector per Babe Ruth Rules G. US Flag patch is optional We have a concession stand at both fields available throughout the entire tournament. No carry in food or drink allowed. NO EXCEPTIONS!!! Managers it is your responsibility to Inform your team member and parents Special Tournament Rules: 1. There will be no infield prior to each game. 2. Teams are reminded to be on time for their games. A coin flip for the home team will take place 30 minutes before the scheduled game takes place. Please have the manager and team captains at your field ready for toss at scorers table. 3. Line up cards are due at the official score table 1/2 hour before your scheduled game along with the name of the adult persons name representing your team on the Protest committee. 4. Babe Ruth uses Official Baseball Rules, which doesn't permit courtesy runner for the pitcher or catcher or automatic walks, Appeal plays must be done with the baseball. 5. A tournament game must be terminated once becoming regulation if one team is ahead by 10 or more runs after 4 1/2 or 5 innings for Babe Ruth (16/18) and has equal times at bat, or home team is leading. 6. Teams may play only two games in one day. 7. Two trips to the mound in the same inning, the pitcher must be removed as a pitcher but can play another position, and cannot return as a pitcher. 8. Contact Rule (All Divisions) If a runner attempting to reach home play intentionally and maliciously runs into a defensive player in the area of home plate, he will be called out on the play and ejected from the game. The objective of this is to penalize the offensive team for deliberate, unwarranted, unsportsmanlike action by the runner for the obvious purpose of crashing into the defensive player, rather than trying to reach home plate. Obviously, this is an umpires judgement call.
9. Re-Entry Rule (All Divisions) Any of the nine starting players may withdraw and re-enter once provided such player occupies the same batting position whenever he is in the line-up. A substitute who is withdrawn may not re-enter. All pitchers are governed by the provisions of Official Baseball Rule 3.05 if withdrawn while on the mound pitching. The pitcher withdrawn while a batter or base runner may re-enter the game immediately. If the pitcher is removed from the game because of a second trip in the same inning, he may re-enter the game in any position with the exception of the pitcher. 10. Re-Entry of Used Player (All Divisions) Babe Ruth League, Inc. will allow re-entry of already used players if all substitutes have been used and injury occurs or a player is ejected. Selection of this substitute must be made by the opposing manager. This type of re-entry can only take place when an injury prevents a player from continuing in the game, or a player is ejected. The injured player or ejected player, once removed from the game, cannot re-enter. 11. Shoulder Emblems (All Divisions) All teams participating in Babe Ruth Local League and Tournament competition are required to wear the official Babe Ruth Baseball shoulder emblem (shown in official Babe Ruth supply catalog) on their left outer uniform sleeve, or if vest type, sleeveless jersey on the upper left chest of the jersey. The official shoulder emblem is required to be permanently affixed for World Series Competition. 12. Cap Emblem Option - Leagues have the option to purchase caps approved dealers of Pacific Headwear and/or Outdoor Cap or Replica Major/Minor caps licensed by Outdoor Cap containing the Official Babe Ruth Baseball emblem. These caps from Pacific Headwear and Outdoor Cap with the official Cal Ripken emblem and Babe Ruth emblem will satisfy the Official Shoulder emblem requirement for local league and tournament play not including the Babe Ruth League World Series. 13. The umpires are in full control of the game. They must be respected. If a player or team is warned about conduct, we expect the manager to take control of his team s situation. After a warning, players must be ejected from the game, but will be eligible to play in the next game. Keep players under control. 14. Cal Ripken Baseball Major/70 Division; Babe Ruth 13-15 Division; Babe Ruth 16-18 Division Rule 8.05(c) Comment: Requires the pitcher, while touching his plate, to step directly toward a base before throwing to that base. If a pitcher turns or spins off of his free foot without actually stepping or if he turns his body and throws before stepping, it is a balk. A pitcher is to step directly toward a base before throwing to that base, and is required to throw (except to second base) because he steps. It is a balk if, with runners on first and third, the pitcher steps toward third and does not throw, merely to bluff the runner back to third; then seeing the runner on first start for second, turn and step toward and throw to first base. It is legal for a pitcher to feint a throw to second base. (d) The pitcher, while touching his plate, throws, or feints a throw to an unoccupied base, except for the purpose of making a play; (e) The pitcher makes an illegal pitch.
NON-COMPLIANT BATS FOR 2014: Contained below is a current listing of non-compliant bats that are not eligible, or approved, for use in any Babe Ruth/Cal Ripken Baseball program or activity. * Babe Ruth League, Inc. has been informed that Nike Bat Model #Aero CX2-BTO636 (light grey), CX2-BTO573 (dark grey) and CX2-BTO598 (blue) have failed recent performance standard compliance testing. Effective immediately and until further notice, Nike Bat Model #Aero CX2-BTO636 (light grey), CX2-BTO573 (dark grey) and CX2-BTO598 (blue), including all graphic variations, is not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity. * The National Collegiate Athletic Association (NCAA) has advised Babe Ruth League, Inc. that the BBCOR decertification process has been implemented for the following bats: Marucci CAT-52 33-inch model, CAT-52 34-inch model, and Black 33-inch and 34-inch Models Reebok Vector-TLS 33-inch model Effective immediately and until further notice, the bats listed above are not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity. PENALTY If the illegal bat is discovered prior to a batter completing his at bat the bat is simply removed from play and the at bat continues. A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out.! No advancement on the bases will be allowed, and any outs during the play shall stand.! This is an appeal play.! The at bat will be considered legal once a pitch is thrown to the next batter. Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.! 14. Refer to your 2013 Babe Ruth League, INC. Baseball Rules and Regulations And Official Playing Rules for all other situations. 15. All coaches out on the field must be dressed in baseball uniform per Official Baseball Rules. If not possible, the players will coach the bases. 16. A Protest must be lodged, by the Manager, immediately after the alleged rule infraction. The game is stopped. The Protest Committee then makes a Final Decision and then the game continues. 17. No Tobacco - the use of tobacco of any kind will not be allowed by field personnel (Players, Manager, Coaches, and Umpires) during their active participation in the game. 18. Warming up a Pitcher - Anyone warming up the pitcher must wear protective headgear. 19. Please clean out your dugout immediately following the conclusion of your game. Team meetings can be held after your dugout has been cleaned out and is ready for the next game. 22. Teams may only play two games in one day. Souvenir programs and t-shirts will be available for purchase at concession stands. There will be no admission charge for fans in this tournament
