(1) Invitation to the GB Poomsae Squad (a) (e) (f) The first step to becoming involved with the British Taekwondo GB Poomsae Squad is attendance at the National Squad Training Open Sessions (details can be found on the British Taekwondo Website). Players wishing to be considered for the National Squad must complete an application form at the start of the Open Session for review by the GB Coaching Team. Once invited to the Poomsae squad, attendance at the National Squad Training (NST) is not mandatory but is highly encouraged so that you can work with the GB Coaches and others in your category for pairs/teams work. Players looking for 2017 European Selection should attempt maximum attendance. Home Counties players may attend the their own Regional Training instead, although Selected European Players are required to travel to the specialist Team-Only Sessions in preparation for the Championships. The Coaching Staff retains the right to remove an athlete from the squad at any time due to: Being medically unfit to compete as a result of injury or illness. A fall in performance, following selection, below the required standard. Acting in a way that is deemed to be detrimental to British Taekwondo and the GB Poomsae Programme. Any unforeseen circumstances that leaves the athlete unable to be insured by the National Governing Body or eligible for squad membership. It is mandatory for all squad members to attend the British Taekwondo National Poomsae Championships, and the British Taekwondo GB International Championships. (2) Ranking (a) All Squad Players in each official category (Dan grades only) will be ranked, on their UK results at the following Championships: The British National Championships (Nov 2016), The French Open (Jan 2017) and The Northern Ireland Open (Feb 2017). The updated squad rankings and attendance records will be emailed to the squad after each ranking event. After the 2017 European Selection is made the details of more ranking competitions will be released. Please note that the ranking system is separate from the selection criteria. The ranking system is to keep the competitive spirit within the squad and to keep players in top form throughout the calendar. (3) Selection Eligibility To be eligible for UK Team Selection athletes must have: A valid British Passport. A current British Taekwondo (BT) Membership. A Current 1st Dan (and above) Kukkiwon certificate. A Current GAL licence. Signed the 2017 Expression of Interest document. Attendance at the Selection Play-Offs (18 th March 2017). Page 2 of 6
(4) Selection for 2017 The European Poomsae Championships (TBC-Greece 7/8 May) (a) (e) The selection panel will be the full GB Poomsae Coaching Team and an external adjudicator (to ensure the selection criteria has been followed correctly). GB Coaches with family members included in the selection will not be included on the panel for that particular category. All squad members interested in selection must complete an expression of interest form (deadline Friday 10 th March) and must attend the Selection Play-Offs (Saturday 18 th March 2017 Bluewave, Unit 3A Vickers Business Centre, Priestly Road, Basingstoke, Hampshire, RG24 9NP). In the interests of full inclusion the Selection Play-Offs are also open to non-squad members who meet the Selection Eligibility (see section 3). Non-Squad members wishing to attend the Play-Offs must confirm their interest by completing the attached form and email the signed copy to the Head Coach by Friday 10 th March 2017. Eligible players (section 3) expressing an interest must attend the mandatory Selection Play-Offs to determine they meet the required level for European Team Selection. The selection criteria for the 2017 European Poomsae Team will be performance at the following events: 2016 British Taekwondo National Poomsae Championships (5 th /6 th Nov 16) French A Class Open (14 th /15 th January 2017) Northern Ireland International Championships (25 th February 2017) Selection Play-Off Event (Mandatory) (18 th March 2017) (f) (g) (h) (i) (j) (k) The selection panel will also take into consideration other relevant factors such as performances during 2016, commitment to training, and ability to prepare correctly for a major Championship. Athletes may only be selected for a maximum of 2 different categories (individual, pairs, teams, freestyle) this is the discretion of the Selection Panel. The Selection Panel will select Pairs and Teams at the play-offs from those that have elected their intent to be considered for these categories. The criteria will also use the events listed in section 4 (e) but the panel will exercise their discretion on the selection and take into consideration other factors such as: Logistics for training Commitment Performance in group performances Group Aesthetics and ability to work together The team selection will be announced at the Open Session on Sunday 19 th March 2017 and all players will receive an email confirmation within 48 hours. The Selected European Championship Team will be expected to attend additional Team-Only training sessions to work closely with the Coaching Team (see Section 6 Training calendar). We are hoping to secure some funding for the potential medallists this being the case is at the discretion of the selection panel based on performances and results of Page 3 of 6
(l) the above criteria). As it is unclear at this stage, it would be wise to assume that the European Championships is self-funded by the athlete. The Selection panel has the right to de-select any athlete post-selection that is not fulfilling the selection criteria : Being medically unfit to compete as a result of injury or illness. A fall in performance, following selection, below the required standard. Not fully participating in the event preparation and the team s activity programme. Lack of commitment, dedication or poor attendance Selected European Players must make every effort to attend the Team training sessions. Acting in a way that is deemed to be detrimental to the British Taekwondo and the GB Poomsae Programme. Failure to pay any sum required to be paid to attend the event by issued deadlines. Any unforeseen circumstances that leaves the athlete unable to be insured by the National Governing Body or eligible for squad membership. (m) The selection panel reserves the right to amend the selection criteria at its discretion. Any amendments will be published at the earliest opportunity. Athletes De-selected will be given written reasons within 72 hours of removal. (n) (o) The panel may replace any de-selected athlete with a reserve athlete if they have met the above selection criteria. Athletes selected to represent Great Britain will be required to consent to the requirements of the British Taekwondo anti-doping policy. (5) Selection Appeal Procedure (a) (e) Appeals against a selection decision are only limited to athletes under consideration for that selection and are permitted solely on the grounds that the applicable Selection Procedure was not followed. The Parties agree that any challenge to a selection decision shall be exclusively referred to and finally resolved by arbitration under the Appeal Procedure. The Appeal Panel shall apply English law in determining any dispute referred to arbitration under the Selection Appeal Procedure and the seat of the arbitration will be England. The Parties agree that the powers of the Courts are excluded (including, without prejudice to the generality of this provision, those powers under sections 44,45, 69 and 79 of the Arbitration Act 1996) and shall not apply to any arbitration commenced under this Selection Appeal Procedure. The Selection Appeal Procedure has time limits designed to resolve issues as expeditiously as reasonably possible, consistent with ensuring a fair and just outcome. Breach of any time limit will end the appeal process, references to days include weekends and bank holidays expiring of midnight of the deadline date. Where an athlete is not selected or is de-selected a brief written explanation by email will be provided within 72 of the selection decision. Notice of Appeal must be lodged in writing within 4 days of the athlete being notified of the decision. The appeal must be addressed to the Head Poomsae Coach and posted wo the British Taekwondo Office accompanied by a cheque for 300 (payable to British Taekwondo ) to be held by way of deposit towards the administrative costs of holding the appeal hearing ( The Appeal Fee ). The Notice of Appeal must specify the provision of the selection policy which it is alleged has not been adhered to, and a brief explanation. For athletes under the age of 18 years, a parent/guardian may the lodge the appeal on their behalf. Page 4 of 6
(f) (g) (h) (i) (j) If the Head Poomsae Coach determines that it is appropriate for the appeal to proceed it will be referred to the Sports Dispute Resolution Panel Ltd, Company Number 3351039 who will appoint an independent sole arbitrator, the decision of the sole arbitrator is final and binding on all concerned. Time limits are as follows: Notice of Appeal (within 4 days of notification of selection/de-selection) Statement of Appeal containing all grounds of appeal, all facts relied upon in support of each ground of appeal, with copies of all relevant documents attached must be received by the British Taekwondo Office within 2 days of the above expiration date. GB Poomsae s reply containing all matters of response relied upon, with copies of all relevant documents attached must be received by Sport Resolutions (UK) and a copy sent to the athlete within 7 days of the Statement of Appeal. Communication of the decision by Sport Resolutions (UK) within 14 days of receipt of the papers by Sport Resolutions (UK) (where the appeal is to be determined on paper) or within 7 days of the hearing (where there is a hearing). It is recognised that it is in the interests of the Parties to deal with any selection appeal expeditiously and that all time-sales set out above may be reduced when necessary. No costs shall be awarded to either party, and each party shall be liable to Sport Resolutions (UK) for an equal share of the charges of Sport Resolutions (UK). If the selection decision is quashed, the Selection Panel will meet within 7 days to make a new selection, and will inform the athlete of its decision within 24 hours of the new meeting. The decision of the Selection Panel at this stage will be final and binding, and no further appeal will be permitted. If the Appeal is dismissed, the selection decision will be upheld and there will not be any further right of appeal.
