South Jersey Traffic Safety Alliance South Jersey Transportation Planning Organization Integrating Traffic Safety Into the Metropolitan Planning Process Teresa Thomas, SJTSA Program Manager

SJTPO s Call To Action ISTEA and TEA-21 called for a renewed emphasis on safety in the metropolitan planning process. Authorized additional funding for safety programs to: Increase seat belt use Reduce crashes at highway-rail crossings Fight drunk driving (.08 BAC)

SJTPO s Answer: South Jersey Traffic Safety Alliance Bring together traffic safety professionals from the fields of law enforcement, education, emergency services, engineering and planning to: Develop region-wide traffic safety programs. Share successful practices. Exchange information. Support and advance traffic and pedestrian safety projects.

Safety Needs Assessment Survey Conducted every other year. 1998, 2000, 2002, 2004 Questionnaire about current traffic safety issues and possible problem locations. Provides information: SJTSA to develop programs SJTPO identify capital programming needs

Survey Results 1998 Survey Lack of sidewalks Excessive Speed Lack of bike helmet use Aggressive Driving and Drunk Driving Child Passenger Safety 2000 Survey Identified 43 locations for the RTP Lack of knowledge of rule of the road (bike safety) Same as 1998

Radar Speed Trailers Innovative agreement with FHWA to use federal planning funds. Outfitted with ATR s to support SJTPO s regional planning. Maintained by County Engineers and borrowed by police.

Sidewalks - Federally funded. - Completed Concept Development. - US 130 and US 9 projects funded in TIP. - SJTSA advice on sites and preliminary design schemes.

Alcohol/Drug Related Crash Analysis Requested by the Alliance. Defined correlation to road corridors, specific geographic areas, and non-geographic variables. Crash data from NJDOT website. Served as basis for State and municipal police DUI checkpoints.

Executive Board Total of 12 members. SJTPO Policy Board County Representatives appoints two representatives from each county. NJ Division of Highway Traffic Safety appoints one representative from each county. Associate Board Members. NJDHTS, SJTPO, AAA, NJSP

Saved By The Seat Belt Club Recognizes those who have avoided serious injury or death because they wore a seat belt. Gives them the opportunity to share their story about how they were saved. Given a baseball cap and certificate. 3 year total = 103 2004=35 2003=51 2002=17

CPS Continued PART II - Public education and inspection events. Year 2004 Participated in 22 events Checked 393 seats Replaced 50 seats defective old or used in a crash

Bounty Program Educate the public about the dangers of using old and used car seats and seats that have been in a crash. Establish lead agency and drop off locations. Schedule Crush events.
