NORTHERN LIGHTS FOOTBALL CONFERENCE BYLAWS Last Revised: 4/9/15 Article I: PURPOSE 1. To act as the governing body for the Northern Lights Football Conference 2. To allow member schools and individual athletes to participate and receive recognition 3. To insure that safety procedures are enforced for the protection of all participants Article II: MEMBER SCHOOLS Eagle River High School Wolves Kenai Central High School Kardinals Kodiak High School Bears Palmer High School Moose Soldotna High School Stars Article III: OFFICERS & SCHEDULING The Northern Lights Conference bylaws will be the governing body of the Northern Lights Football Conference. A scheduler representing the Northern Lights Football Conference will be nominated and voted on during the fall Region III meeting each year. This representative will serve on the scheduling committee. Article IV: BYLAWS Section 1: Season The Alaska School Activities Association shall establish the starting and ending dates for football. Section 2: Play Beginning with the 2015-2016 football season, JV game will be played by all Northern Lights Conference schools. Section 3: Quarter Rule Players may participate in 6 quarters a week upon the approval of ASAA. A player physically present on the field of play for any part of a quarter has appeared in that game. The one game rule is then in effect. A kicking or punting specialist may play in up to eight quarters per week (two games) provided that in one of the two games he does no more than punt or kick. (Example, JV running back plays four quarters in JV game and punts only for the varsity) Section 4: Team Structure Varsity teams shall consist of player s grades 9-12 Junior Varsity teams shall consist of player s grades 9-11

C teams shall consist of player s grades 9-10 Schools with no varsity may play seniors at the JV level until a varsity program is in place. Section 5: Home and Away Home teams shall wear DARK or colored jerseys and are responsible for reporting stats for that game for both teams. Visiting teams shall wear WHITE jerseys. Conflicts in jersey colors are to be resolved by mutual consent of the administration of the two schools involved. Section 6: Footballs The official football for Conference Football shall be any football that meets National Federation specifications and standards. Section 7: Conference Championship The football Championship for each conference is to be determined by that team s Conference win-loss record. In the case of a two or three way tie, each team will be designated as Co-Champions and will receive first place plaques. Tie breaking procedures for seeding purposes in the playoffs will be as follows: 1. Record in Conference 2. Head to Head 3. Common Opponents in and out of Conference 4. Point differential (scored allowed) in games between the tied schools 5. Fewest points allowed in games between the tied teams 6. Fewest points allowed in Conference 7. Coin Toss Tie breakers will be run through numbers 1-4. Once a single team breaks the tie process and is declared the winner the tie breaking process goes back to the start and the process begins until the tie with the second and third teams is broken. Section 8: State Championship Conference State Berths o Northern Lights Conference 2 o Southeast Conference 2 Semi Final Bracket ASAA Hosts o Game 1 NLC #1 vs. SEC #2 o Game 2 SEC #1 vs. NLC #2 Championship ASAA Hosts o Game 3 Game 1 Winner vs. Game 2 Winner Section 9: All-Conference Team Selection An All-Conference team of 32 players will be chosen at the end of the season by the following procedure:

A. First and Second Team All-Conference selections for both offense and defense will be recognized. Honorable Mention for offense and defense will also be included. B. Each school will have the option of nominating up to 8 offensive, 8 defensive, 1 kicker, 1 punter, 1 return specialist, 1 long snapper, and 1 utility player. Schools are encouraged to only nominate those players worthy of nomination and if you don t have 8 worthy nominations, don t nominate 8. The 32 All-Conference Positions will be selected as follows: Offense Defense 1 Quarterback 2 Guards 2 Outside Linebackers 2 Halfbacks 1 Center 3 Inside Linebackers 1 Fullback 1 Return Specialist 4 Defensive Backs 2 Receivers 1 Long Snapper 4 Interior Lineman 1 Tight End 1 Kicker 1 Punter 2 Tackles 1 At Large 1 Utility Player 1 At Large C. Coaches will need to supply nominations, by position, to the host school no later than three days prior to the selection meeting. The first round ballot should be prepared by the meeting time and date. D. Selection Process 1. All nominations for each position will be listed on the first ballot for that position. 2. When selecting players for a position, each head coach will vote for twice the number of players for that position. (Example: when selecting four interior defensive linemen, vote for eight) will be placed on the second ballot for that position. 3. The appropriate number of players (8) receiving the most votes will be placed on the second ballot for that position. 4. If a tie occurs during the first ballot, both players will be added to the second ballot and the total will increase by that amount. 5. On the second ballot, each head coach will vote for the actual number of players for that position. 6. The actual number of players for each position receiving the most votes on the second ballot will be declared first team All Conference. 7. All first team ties must be broken 8. The remaining players on the second ballot will be declared second team All Conference. 9. All players who are nominated will receive at least honorable mention recognition. 10. All schools must have a voting representative physically present for their school at the all conference meeting for their athletes to be considered for these awards. 11. All conference meeting will be held at the host site of the medium division playoffs on the Sunday following the semi-final games. E. The utility player should be a player who has not played enough at any one position during the year to deserve nomination for all conference. This spot is for the kid that plays running back for two games, wide receiver for three games and maybe tight end for three games. Your utility

player nomination cannot be nominated at another position on offense or defense. He can be nominated as a kicker, punter, or return specialist. F. Coaches will nominate their own players, but will not vote for their own players when voting begins. Coaches must vote for the maximum number allowed on each ballot unless their own players would be included. Ballots with less than the maximum number voted will be returned to that coach for a revote. G. The ballots will be marked by the coaches and collected by the meeting host. All votes will be public and tallied for all to see. H. Additions to the first ballot will not be accepted at the meeting. The only exception to this is if the host school made an error that is correctable. I. Coaches are encouraged to bring information supporting the merits of their nominees and will be allowed time to speak. J. Patches designating FIRST TEAM ALL CONFEENCE will be awarded. The awards to be ordered by the Region Secretary for the All-Conference meeting. K. Following the All-Conference balloting, an Offensive Player, a Defensive Player, a Lineman of the Year, Assistant Coach of the Year, and a Coach of the Year for the Conference will be nominated and selected by ballot. Any player being nominated for one of these positions needs to be on at least one of the first team all conference lists. For voting, coaches can vote for their own players. The Region Secretary prior to the awards ceremony will order plaques for each of these honors. Selection 10: Hosting Events ITEM 1: Medical personnel (EMT s, Paramedics, doctor) will be present during all football games. ITEM 2: Crowd control is the responsibility of the host school. Spectators will not interfere with coaches or officials. ITEM 3: Schools may film or tape only the games that their teams are playing in. Exchange of two previous game films is required. ITEM 4: Equitable facilities or areas are to be provided for coaching staff s and film crew of the teams playing. ITEM 5: Only certified officials shall be contracted to officiate any football game. Section 11: Transportation for schools off the road system If the ferry is available from either Whittier or Homer and the amount of school missed is comparable to flying, the ferry will be required. 25 varsity and 25 junior varsity tickets will be provided. If the ferry is

not available 22 varsity airline tickets will be provided. If a junior varsity game is played an additional 15 airline tickets will be provided. Should these schools earn the right to host a playoff game the same ticket agreement will be honored.
