JOHN LEWIS PARTNERSHIP SAILING CLUB REGATTA NOTICE OF RACE High Water Portsmouth (BST) Saturday 22 nd Sept 1057hrs 4.3m & 2304 4.3m Sunday 23 rd Sept 1133hrs 4.5m & 2341hrs 4.5m 1. RULES and CONDITIONS OF ENTRY 1.1. Racing will be governed by the rules as defined in the Racing Rules of Sailing (RRS 2017-2020), the prescriptions of the RYA, the Island Sailing Club Rating System (ISCRS), this Notice of Race and the Sailing Instructions. In case of conflict, the Sailing Instructions shall prevail. 1.2. All monohull cruising boats shall comply with current ISAF Offshore Special Regulations for Category 4 except that regulations 3.09.1, 3.09.2 and 3.09.4 as regards cockpit self-draining, water tightness and draining and the height of the cockpit sole shall not apply. Boats may use a trisail instead of reefing equipment to reduce mainsail luff to 60% or less. 1.3. A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing in this Notice of Race or the Sailing Instructions or anywhere else, reduces this responsibility. 1.4. It is for each boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and that her crew is competent to sail and compete in them. 1.5. The boat is responsible to ensure that she is equipped and seaworthy so as to be able to face extremes of weather, that there is sufficient crew in number, experience and fitness to withstand such weather, and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it. The fact that the Race Committee may conduct inspections of a boat does not reduce the responsibilities of the boat set out in this paragraph. 1.6. Nothing done by the Organisers can reduce the responsibility of the boat nor will it make the Organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The Organisers encompass everyone helping to run the races and the event, and include the Organising Authority, the Race Committee and the Race Officer. 2. CHANGES TO RACING RULES RRS Appendix A2 is changed in that no scores will be excluded. 3. ADVERTISING Boats may advertise in accordance with ISAF Regulation 20 (Advertising Code) except that no advertising relating to tobacco products is permitted. 4. ELIGIBILITY AND ENTRY 4.1. The Regatta is open to boats rated under the Island Sailing Club s rating system. A copy of the form is included at the end of this NOR. 4.2. All boats will be rated under ISCRS for this year s regatta. 4.3. Boats whose ISCRS rating was calculated more than 3yrs ago may be asked to submit new measurements. 4.4. Entries on the official entry form together with the correct entry fee must be received by the Sailing Secretary, JLPSC, H2E Universal Marina, Crableck Lane, Southampton, SO31 7ZN by Monday 17th September 2018. Late entries may be accepted and will attract a 15.00 administration charge. 4.5. Withdrawal of an entry will be accepted up to 48 hours before the start of the Regatta. 4.6. In the event of race/races being abandoned and not being re-sailed, entry fees will not be refunded. 5. SAILING INSTRUCTIONS Sailing Instructions will be available on the Island Sailing Club website www.islandsc.org.uk/racingdocuments.aspx#jlpsc by Tuesday 18 th September 2018. 7. RACING AREA The Central Solent. 8. COURSE Starts are scheduled to be from the Island Sailing Club Shore Line. The courses to be sailed will consist of fixed Solent marks or a combination of fixed and specially laid marks which have each been allocated a code letter, symbol or number. Courses will be communicated by VHF Radio and mobile phone text message (to the number provided by the skipper on the entry form) 9. SCORING Boats will be placed in sequence from the shortest corrected time after the elapsed time has been multiplied by the relevant correction factor. All races will count. There will be no discards. This changes RRS Appendix A2. 10. PRIZES 10.1. The skipper and a guest of the yachts winning the Jeroma Plate and Jubilee Plate will be invited, as guests, of the John Lewis Partnership Sailing Club to attend their end of season dinner on Saturday 17 November 2018. 11. RISK STATEMENT RRS 4 states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in this series, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the series; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss, to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the series and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own (the competitors ) responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for this event. 12. RYA CHARTER Competitors should note that Island Sailing Club events implement the RYA Racing Charter and that they will be required to sail in compliance with the Charter, which can be found at the front of the RYA rule book ( Racing Rules of Sailing 2017-2020) or at www.rya/org.uk/racing/charter END

1 2 The Island Sailing Club Rating System (ISCRS) is a simple rating system aimed to classify a broad range of cruising and racing ballasted mono hull keel boats for competition by providing ratings based on time allowances. Ratings are for use only in races run by the Island Sailing Club, and by other authorities that have sought, and been given permission from the Island Sailing Club to do so. 3 ISCRS is administered solely by the Island Sailing Club. No certificates are issued. 4 ISCRS ratings are based on owner-supplied information and its calculations will remain secret. The emphasis is on simplicity. 5 Advertising is permitted in accordance with World Sailing Regulation 20 (Advertising Code). 6 RRS 51 (Movable Ballast) shall not apply to movable and/or variable ballast which is declared and rated. 7 RRS 52 (Manual Power) shall not apply. Some or all of the dimensions of production boats may be standardised. In the absence of standard data, owners are encouraged to establish 8 an accurate sailing displacement or empty weight figure by providing an actual weighed weight. Weights obtained from built-in crane weighers or travel hoists are not accurate and should not be used. 9 Owners should provide sail measurements as requested on the rating application form. 10 Subjective judgement where exercised is the sole responsibility of the Island Sailing Club. Length on flotation water plane in empty weight condition, excluding any overhanging rudder and rudder hangings. The maximum horizontal dimension of the boat, excluding any rubbing strake or toe rail. The maximum depth of the boat or any of its appendages below the water plane in empty weight condition. Empty Weight is the weight of the boat in dry condition, fully rigged with all standing rigging and spars (including spinnaker pole(s)). It includes all permanent fixtures and fittings, batteries, main engine installation, or outboard engine aboard in stowed position, but excludes all loose gear. If rated to a class standard rating, the boat s standard fit out may be used. The empty weight with the addition of items such as running rigging, sails, anchors, chains, warps and loose gear, together with adequate fuel and water which puts the boat in racing trim. The half width of the mainsail, measured as the shortest distance between the half leech point and the luff, bridging any hollows in the leech of the sail.
