PESTA SUKAN DINGHY REGATTA 2018 in conjunction with SINGAPORE NATIONAL GAMES 3-5 August 2018 Singapore Sailing Federation in partnership with GetActive! Singapore National Sailing Centre NOTICE OF RACE 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 National prescriptions will apply. For Rule 40 PERSONAL FLOTATION DEVICES; LIFE-SAVING EQUIPMENT, add on after the rule, the following: - Singapore Sailing prescribes that every boat shall carry life-saving equipment conforming to Singapore government regulations that apply in the racing area. 1.3 All Boats must adhere to Maritime Port Authority regulations. 1.4 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.5 If there is a conflict between languages the English text will take precedence. 1.6 If there is any conflict between the Sailing Instructions and Notice of Race, the Sailing Instructions will take precedence. This changes rule 63.7. 2 ADVERTISING Advertising will be restricted to ISAF Regulation 20. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the classes/events as stated in NOR 4. 3.2 All local competitors are required to have at least an SSF Opti-Racer certification or a Dinghy Proficiency Level 1 for single-handed dinghy sailors. For Pacer Class, a Dinghy Proficiency Level will be required only for the skipper. All other doublehanded sailors will require at least a Dinghy Proficiency Level 2. Windsurfers will require at least a Windsurfing Proficiency Level 1. Foreign competitors are required to have similar proficiency certifications. 3.3 Competitors must be a member of an affiliated club to Singapore Sailing Federation, or for the case of foreign competitors, must be a member of an affiliate to their respective member national authority for sailing. 3.4 For the Optimist class, it is the responsibility of the competitors to participate in the correct fleet. No ranking points will be awarded to a competitor who races in the wrong fleet.
3.5 A minimum of 6 entries in each class is required to form an event. All other sailors in the national ranking shall sail in the Optimist Silver Fleet. International entrants who are not on the national ranking will be allocated to either the Gold or Silver Fleet at the Organising Authority discretion based upon their own national ranking and previous result history. 7 SAILING INSTRUCTIONS The sailing instructions will be available after 23 July 2018 at National Sailing Centre or you can download from: https://sailing.org.sg/event/pesta-sukan-regatta-dinghy-3/ 8 VENUE 8.1 Attachment 1 shows the location of the regatta centre. 8.2 Attachment 2 shows the location of the racing areas. 9 THE COURSES For the Fleet Race, the IODA course will be used for the Optimist Gold Fleet and the windward leeward trapezoid course will be used for all other classes.
10 PENALTY SYSTEM For the 29er class, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 11 SCORING 11.1 3 races are required to be completed to constitute a series. 11.2 (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 12 SUPPORT BOATS 12.1 Support Boat Regulation shall apply. A copy of the Regulation will be posted on the Official Notice Board. 12.2 Support boat safety briefing will be conducted during the Skippers briefing. 13 BERTHING Boats shall be kept in their assigned places while they are in the boat park. 14 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 18 INSURANCE Each participating boat shall be insured with valid third-party liability insurance. 19 MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 19.1 By participating in an event, competitors automatically grant to the Organising Authority, their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and
