REGULATIONS GOVERNING THE ORGANISATION AND PRESENTATION OF INTER-CLUB CHAMPIONSHIPS, INTER-COUNTY CHAMPIONSHIPS AND ALLIANZ LEAGUE GAMES These regulations have been drawn up by An Lár Choiste Cheannais na gcomortaisí and approved by Ard Chomhairle in accordance with Riail 3.45, Riail 3.49(f), and Riail 6.37 T.O. 2012 and Riail 4, Rules of Control, Official Guide 2012 Part 2. For the purposes of these Regulations three Categories of games have been created, for imposition of penalty purposes, as follows: Category A: All GAA Senior Inter-County Championship games Tier 2, Tier 3 and Tier 4 Hurling Finals GAA All Ireland Under 21 and Minor Finals Allianz Leagues Division 1 and 2 Finals Allianz Leagues Division 3 and 4 Football Finals GAA All Ireland Senior Club Semi Finals and Finals GAA All Ireland Intermediate and Junior Club Finals GAA Inter-Provincial Hurling and Football Championships Category B: All other Inter-County games Category C: All other Inter-Club games It shall be the duty of the Sideline Official to report any breaches of these Regulations to the Committee in Charge and penalties shall be imposed/proposed accordingly. Additionally a Match Monitor or Monitors shall be appointed for Category A games together with any other games as decided by the Committee-in-Charge. The Match Monitor(s) shall report to the Sideline Official, who, in turn shall include this report in the Sideline Official s Report which may then form part of the Referee s Report in accordance with Riail 1.6, Rules of Control, Official Guide 2012 Part 2. 1

In addition to the Monitoring of Match Regulations and Reporting of breaches to the Sideline Official the Match Monitor(s) shall be responsible for any duties assigned to them by the Committee-in-Charge including arrangements in connection with the following: a) Team party entry to the grounds. b) Team party entering and exiting dressing room and field areas. c) Team and Team Officials allowed to sideline area. d) Entry and egress for Referees and other Match Officials. e) Observation of Clár an Lae. The Committee-in-Charge may also impose penalties for breaches of the Regulations brought to its attention by members of the Committee-in-Charge or the Management Committee. 1. Number allowed entry (a) (i) (ii) (iii) The number of players allowed external entry to a Venue and Pitch Enclosure shall be up to a maximum of 26 in Senior Inter-County games, 24 in Non-Senior Inter County Championship games and 30 in Inter- Club games (cf Riail 6.25 and 6.32(a) T.O. 2012). only these names i.e. up to 26 in Senior Inter-County games and up to 24 in Non-Senior Inter-County Championship games and up to 30 in Inter-Club games shall be published in the Official Programme. The number of Team Officials (excluding players) allowed external entry to a Venue shall be up to a maximum of 17 in Football and Hurling. 2

(iv) The number of Team Officials permitted to remain in the Pitch Enclosure during the game is up to a maximum of five who are the Water Carriers/ Hurley Carriers (2) the Bainisteoir (1), Maor Foirne (1) and Medical Person (1). The Kit Manager is permitted entry to the pitch enclosure while the Team is warming up but must take his seat in the designated seated area provided for substitutes after the pre-match warm up. Selectors (other than Bainisteoir and Maor Foirne), second Medical Person, Rúnaí and Cathaoirleach may sit in the designated seated area provided for substitutes. (v) The name and number (where relevant) of the following Team Officials must be included on a list submitted to the Referee prior to the commencement of the game and must occupy their designated area on the sideline as outlined in Section Six of these Match Regulations: Bainsteoir Maor Foirne (The Runner who shall be one of the Selectors) Medical Person I (Doctor)* Medical Person II (Physio)* Cathaoirleach Cúige/Contae/Club Rúnaí Cúige/Contae/Club or Nominated Representative Water Carrier 1 and 2 Water Carrier/Hurley Carrier 1 and 2 (Hurling) *One Medical Person is permitted to sit in the Designated Area, the second person in the designated seated area provided for substitutes. Penalty - Fine Category A - 700 Category B 500 Category C - 300 3

2. Clár an Lae (i) (ii) Teams shall be notified in advance by the Committee in Charge regarding Clár an Lae (Pre-Match warm-up, Half Time Protocol, Dressing Room, Seating area on the sideline, bib colour, etc.) arrangements. During a double or triple header players/team officials are not permitted to enter the pitch enclosure during the playing of the first/second game, at half time in the first/second game or between games. Penalty Fine - Category A - 400 Category B 300 Category C - 200 3. Parade/Amhrán na bhfiann (a) Parade (i) (ii) (iii) Only the 15 players commencing the game as per the official list handed to the Match Referee may remain on the field of play for the Parade/Amhrán na bhfiann. All other Players/Team Officials must vacate the field of play three minutes prior to the throw-in and go to their designated area on the sideline/dugout/stand as appropriate. Where a parade is organised, players shall march in numerical order (in their team positions) as per the match programme behind the Team Captain. Tracksuits/Training tops shall not be worn during the parade without prior permission. 4

(iv) Water bottles may be carried during the parade but Water Carriers are not permitted to approach players with water during the parade. Penalty Fine - Category A - 700 Category B 500 Category C - 300 (b) Amhrán na bhfiann Amhrán na bhfiann shall be played immediately before the throw in in the main game (or second game where two games of equal status are being played) on all Championship occasions. Teams must stand to attention facing the flag in a respectful manner in accordance with Riail 1.8 T.O. 2012 and Regulation 3 (a) (i). This protocol also applies on occasions that a tribute period is observed. Penalty Fine - Category A - 700 Category B 500 Category C - 300 (c) Helmets Helmets must not be worn for Team Photographs or during the pre-match Parade.. Penalty Fine - Category A - 200 Category B 100 Category C - 100 5

4. Kick/Puck Around A Kick/Puck around shall not be allowed at halftime. Penalty - Fine Category A - 400 Category B 300 Category C - 200 5. Substitutions A maximum number of three substitutes, without a football(s)/sliotar(s), shall be allowed to warm up on the sideline at any one time and shall be confined to their own half of the field, on the dugout side, as determined by its location. Substitutes warming up must wear tops that are clearly distinguishable from the Team Jerseys being worn on the field of play. Penalty- Fine Category A - 200 Category B 100 Category C - 100 6 Team Officials Team Officials must be named on a list submitted to the Referee. (a) *CATHAOIRLEACH CÚIGE/CONTAE/CLUB The Cathaoirleach, who shall remain seated in the designated area provided for substitutes, is responsible for adherence to Match Regulations by his Province/County/Club. He cannot be represented by any other person. In the event of his non attendance his responsibilities will pass to the Rúnaí/Nominated Representative. 6

(b) *RÚNAÍ CÚIGE/CONTAE/CLUB or NOMINATED REPRESENTATIVE The Rúnaí or nominated representative is permitted to move to the Sideline Official to relay details of substitutions. When not notifying the Sideline Official of substitutions, the Rúnaí or Nominated Representative shall remain seated in the designated area provided for substitutes (c) *BAINISTEOIR One authorised Team Official shall wear a distinctive top (supplied by the Provincial/County/Club Committee) which shall have the word BAINISTEOIR in clear large letters. The Bainisteoir is permitted to move along the marked exclusion line, one metre outside the sideline from the 65m line to the 45m line (on the side of the pitch in front of his team s dugout/designated area. The Bainisteoir is not permitted to enter the field of play. Other than where the Bainisteoir is suspended, excluded from the pitch enclosure or is unable to attend the fixure, may the Bainisteoir top be worn by another member of the Official Team Party. In no circumstances, may the known Bainisteoir wear a Maor Foirne top and thus enter the field of play. (d) *MAOR FOIRNE/RUNNER The Maor Foirne/Runner (who must be a Selector) may enter the field of play as specified hereunder to make changes and/or to give instructions to players. The Maor Fóirne shall enter the field of play through the substitution zone and only when the ball has gone out of play following a score or a wide or during a stoppage in play which is called by the Referee for medical attention to an injured player. He shall exit the field of play at the nearest endline or sideline after which he must immediately return, without interfering with play, and resume sitting in 7

the designated area. Any discussion between Bainisteoir and Maor Foirne must take place in the Designated Area. This named official shall wear a Yellow or Tangerine coloured bib/top (supplied by the Provincial/County/Club Committee) which shall have MAOR FOIRNE in clear large letters. The Committee-in-Charge shall determine and notify the colour to be used by each team in advance of the game. The Maor Foirne may not act as a Water Carrier/Hurley Carrier and must not be a listed member of the Team Panel. The Maor Foirne may carry water when he enters the field of play as permitted in Regulation). (d) *SELECTORS Selectors may not act as Water Carriers/Hurley Carriers. (e) *MEDICAL PERSONNEL (I & II) The Medical Personnel (2) shall wear distinctive tops/bibs supplied by the Provincial/County/Club Committee which shall have the word DOCHTÚIR or PHYSIO in clear large letters; they may only enter the field of play to attend to an injured player on the instruction of the Referee. Medical Personnel are not permitted to carry out the role of Water Carriers but are not restricted in providing fluids in their medical capacity. When not attending to injured players, one Medical Person shall remain seated in the designated area on the sideline and the other Medical Person shall remain seated in the designated area provided for substitutes. The Referee is advised to delegate authority to the Linesmen to assist him in the event of an emergency i.e. serious injury on the field of play. 8

(f) *WATER /HURLEY CARRIERS Football Two Water Carriers are permitted per Team and must not be under 18 years of age. Water Carriers are not permitted to enter the field of play. One Water Carrier will be stationed at least 2m outside each 45m line as per the illustrated diagram, and must remain seated when not dispensing water. They may only approach the sideline at that point to dispense water to a player, and must then return to their designated position. Water Carriers will wear distinctive bibs supplied by the Provincial/County/Club Committee with the words MAOR UISCE in clear large letters and numbered 1 and 2. Hurling Water Carriers will also act as Hurley Carriers and must not be under 18 years of age. One Water/Hurley Carrier will be stationed at least 2m behind each 45m line as per the illustrated diagram, and must remain seated when not dispensing water, or providing a replacement hurley. Water/Hurley Carriers may enter the field of play with a replacement hurley when necessary. However they may not enter the field of play with water at any stage, they may only approach the sideline to dispense water, and must then return to their designated position. A distinctive bib with the words MAOR CAMÁN/MAOR UISCE in clear large letters and numbered 1 and 2 (supplied by the Provincial/County/Club Committee) must be worn by each Hurley Carrier/Water Carrier. Hurley/Water Carriers are not permitted to carry sliotars. 9

The following persons are not permitted to act as Water/Hurley Carriers; (i) (ii) (iii) (iv) (v) Bainisteoir Maor Foirne or other Selectors (The Maor Foirne may carry water when he enters the field of play as permitted in Regulation) Cathaoirleach or Runaí/Nominated Representative Medical Personnel Substitutes, members of extended panel and injured players (g) OTHERS ON OFFICIAL TEAM LIST The name and number (where relevant) of each Team Official shall be included on a List submitted to the Referee prior to the commencement of the game. (h) *The Referee or other Official(s) appointed by the Committee-in-Charge shall report any unauthorised entry on the field of Play. The Referee also has the authority to send any person in repeated contravention of Match Regulations to the stand/outside the pitch enclosure and such person cannot be replaced. 11

Penalties for Breaches of Regulation 6 (i) (ii) Penalties shall be at the discretion of the Committee-in- Charge, taking into account frequency of Breaches of Regulation. Offenders reported by the Referee for unauthorised entry on to the field of play may be dealt with under (i) above or Riail 6.42 (e) T.O. 2012. Sliotars (i) (ii) (iii) Only sliotars approved by Cumann Lúthchleas Gael which display the official GAA stamp may be used. Goalkeepers are not permitted a private supply of sliotars in the goal area. Umpires have the authority to control the supply of sliotars to the goalkeeper and to confiscate if necessary nonapproved sliotars. Penalty- Fine Category A - 500 Category B 300 Category C - 200 12

8. After-match Presentation During the post match presentation ceremony all players must wear their own Team Jerseys. Penalty Fine Category A - 400 Category B 300 Category C - 200 9. Programme (a) Teams shall be provided for the official programme and to the media four days before the game to the Committee in Charge i.e. no later than Wednesday noon prior to Saturday evening/sunday game. Penalty Fine 500 (b) Players shall be numbered in accordance with the Official Programme and from 1 to not more than 24 (26 in the case of Senior Inter-County games) (Riail 6.31 T.O. 2012). In the case of a valid withdrawal the jersey number of the player being replaced shall be used by the replacing player. Such withdrawal shall be notified in advance of the commencement of the game to the Committee in Charge at least 15 minutes prior to throw-in. Penalty Fine 500 (c) The inclusion of A.N.Other is not permitted. Penalty Fine 500 13

10. Media Interviews Any Provincial/County/Club Committee Official or Team Official(s), Designated Person(s), Players (as per the list supplied to the Match Referee prior to the game) who make derogatory comments in relation to Games Officials before, during or after a game in interviews shall be dealt with in accordance with Riail 7.2(e) T.O. 2012. Penalty A minimum 8 weeks Suspension. Debarment and Expulsion from the Association may also be considered. 14

Definitions Field of Play The Field of Play is defined as follows: the area inside the Sidelines and End Lines. Pitch Enclosure The Pitch Enclosure is defined as follows: the area between the Side Lines and End Lines and the Perimeter Fence. Exclusion from the Pitch Enclosure Persons who are excluded from the Pitch Enclosure for breaches of Regulation 6 may be accommodated in the stand but not in the area assigned to Substitutes and Officials. Designated Area Seating for up to three people [Bainisteoir, Maor Foirne, Medical Person] shall be provided for each participating team on the sideline. The Designated Area is defined as the area immediately in front of the seating out to within one metre of the sideline and one metre to the right and left of the seating. Substitutes Designated Area Seating in the stand for the substitutes and other team officials. 15
