European Kata Championship Message from EJU President Dear Judo friends. I am sincerely happy to welcome guests and participants to the European Kata Championships in Romania. Kata is one of the three main parts of judo developed by Jigoro Kano. Kata contains the spirit of Judo which was founded by Jigoro Kano. It is going through all the philosophy of judo and improves not only physical possibilities but also spiritual features. It is very glad that a lot of people are interested in this movement. European Kata Championship Message from Host Country President Ladies and Gentleman, distinguished members, dear participants, dear guests. Let me addresses you a very warm welcome to the European Kata Championship that will take place in May 9th and 10th 2009. I am totally convinced that the Romanian Judo Federation will do all the best, to assure the conditions for obtaining notable performances. As you all may know, in 2008, Romanian athletes won the first place in the E.C Malta in Nage No Kata. We do hope that this remarkable success to represent for everyone a strong motivation for exceeding higher performances. Moreover, we express our satisfaction that great personalities from Europe will join us to celebrate a doubtless triumph of sport competition and friendship. Section A - European Kata Championships 1. Technical Information 1.1. DATE The competition will be held on the 9 th and 10 th of May 2009. 1.2. PARTICIPATION Each federation may enter up to a maximum of 3 couples per Kata, totalling up to a maximum of 15 couples. The competitors can only participate in one Kata. The competitors must be of the same nationality as the country, which enters them. Competitors who have double nationality can only represent only 1 participating country. When a competitor changes nationality, he must wait 3 years before he can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize his entry for the new nationality and this is accepted by the IJF (According to the Olympic charter Art. 42). 1.3. AGE & GRADE Participants are to be 18 years of age and over, ranking 1 st Dan or over. Couples can be composed of either 2 males, 2 females, or a male and a female. 1.4. KATA The Kata recognised for these championships, will be five: Nage-no-kata; Kime-no-kata; Katame-no-kata; Kodokan-Goshin-jitsu; Ju-no-kata The Judges will evaluate these Kata on the basis of the official Kodokan Kata standard according and with reference to the official Kodokan edition of video (official amendment only should be considered if any) 1.5. INSCRIPTION Inscriptions have to be done strictly by the Federation affiliated to the European Judo Union in JUMAS. Inscriptions not from the federation and not in the Jumas system will not be accepted. Numerical inscriptions The numerical inscriptions must arrive at the EJU secretariat and the organisers about two months before the start of the competition. (See Annex 2 for the deadline and the address of the EJU Secretariat can be found in Annex 4. Please use Form 1 for the numerical inscription). IMPORTANT: THE NUMERICAL INSCRIPTION WILL ALSO SERVE AS THE ORDER FOR THE NUMBER OF BACK NUMBERS. The back numbers will be sent by post to the National Federation who will be responsible for the sewing of the back numbers on the Judogi, before travelling to the host country of the EC Kata. Nominal inscriptions The nominal inscriptions must be entered into JUMAS. The JUMAS entry closes Monday of the week before the championships. (Form 2 must be sent to the organisers. See Annex 2 for the deadlines). Entry fee The federations must pay an entry fee per competitor, the moment they make the numerical entry. Section A - European Kata Championships All payments entered after the inscriptions deadline will be 125 Euro per competitor. Once the inscription fee is paid it will not be refundable if the competitors fail to participate in the competition, however the surplus paid entry fee will be kept on credit for the following event on behalf of the concerned federation. 1.6. CONTROL OF NATIONS a. Finances The federations must be in order with the annual fee and other financial obligations to the EJU. The entry fee per competitor must be paid to the EJU. In order to take part at the competition the national federation must have fulfilled the necessary payments to the organizer and the EJU. b. Control of Entries Identity: Nationality and age of the participants. (each athlete s passport has to be presented to the EJU official by the representative of the delegation.) List of entries: The list of entries is confirmed with the EJU official. No other inscriptions will be accepted after the end of the nation control. c. Accreditation A list of all the registered athletes is generated by the JUMAS system, which is confirmed by the head of delegation that it is the final list. (The competitors must only be present at the nation control if they have to make a new Jumas card). The EJU accreditation cards, which are printed from JUMAS, must be presented before each demonstration. 1.7. CLOTHING UNIFORM Strongly made in cotton or similar material, in good condition (without rent or tear): The competitions will be held in white judogi. The jacket shall be long enough to cover the thighs and shall at a minimum reach to the fists when the arms are fully extended downwards at the sides of the body. The body of the jacket shall be worn with the left side crossed over the right and shall be wide enough to have a minimum overlap of 20 cm. at the level of the bottom of the rib-cage. The sleeves of the jacket must reach to the wrist joint at the maximum and 5 cm above the wrist joint at the minimum. A space of 10-15 cm. shall exist between the sleeve and the arm, along the entire length of the sleeve. The trousers shall be long enough to cover the legs and shall at the maximum reach the ankle joint and at the minimum 5 cm. above the ankle joint. A space of 10-15 cm. shall exist between the trouser leg and the leg along the entire length of the trouser leg. The belt is black, 4 to 5 cm wide and long enough to go twice around the waist and leave 20 to 30 cm protruding from each side of the knot when tied. Female competitors shall wear under the jacket a plain white T-shirt, with short sleeves, rather strong, long enough to be worn inside the trousers. EJU Kata Championship back number must be applied on the back of the jacket: no old back numbers are allowed. Zori or mules are part of the uniform. Acceptable markings: National emblem on left breast of jacket maximum size 100 cm2 Manufacturer s trade mark on bottom-front of the jacket, on bottom front of the left leg of the trousers and on the belt. Maximum size 20 cm2 Shoulder markings from collar, across shoulder down the arm on both sides of the jacket with the same advertising or national colours on both sides. Maximum length = 25 cm Maximum width 5 cm. HYGIENE: The judogi shall be clean, dry and without unpleasant odour. The nails of the feet and hands shall be cut short. The personal hygiene of the athletes shall be of a high standard Long hair has to be bound with an elastic band. Spectacles, jewellery pieces are prohibited. Make up is not allowed. Section A - European Kata Championships 1.8. RESPONSIBILITY OF THE FEDERATIONS a. Medical certificate The gender certificate and the medical certificate of the participants are not required. The participants will compete under the full responsibility of the federations. b. Insurance Each national federation is responsible for insuring its competitors against «injury and third part risk (public liability)» during the period of the championships. The European Judo Union declines all responsibility. c. Attitude of the competitors The member-federations are responsible vis-à-vis the EJU concerning the general attitude of their competitors. 1.9. ANTI-DOPING No anti-doping tests are done at the Kata European Championships. 1.10. FREE ACCREDITATION PER DELEGATION Each Delegation will be given a number of free accreditations depending on the number of Kata couples. a) 1-2 couples - two officials e) 9-10 couples - six officials b) 3-4 couples - three officials f) 11-12 couples - seven officials c) 5-6 couples - four officials g) 13-14 couples - eight officials d) 7-8 couples - five officials h) 15-16 couples - nine officials Each National Federation will be provided with another 2 free VIP accreditations for the President and the General Secretary of the Federation. Section A - European Kata Championships 2. Judges 2.1. COMPETITION FORMULA Each Kata will be shared in two groups: the top three pairs with the maximum points on each group (nber 6 pairs for each kata) will compete in the finals. The finals will be done on one mat. If the Nber of pairs is less than 10, there will be only one group: the top 6 pairs of the group will compete in the final. For each Kata the pair with the maximum points will be awarded the gold medal, the couple with the second least points will be awarded the silver medal; and the third, the Bronze medal. All the participants will receive a certificate for participation. 2.2. POINT SYSTEM Each judge will award points on the official EJU scoring sheet. The Maximum points and the Minimum Points awarded for each technique (included open and close ceremony) are cancelled and the remaining three are totalled to get the final score. Each technique is evaluated with the following method: Open and Closing ceremonies are evaluated with a maximum positive score of 10 points. The positive score is decreased according to the following mistakes: Small: o Value of mistake - 1 o Maximum number of crosses - 2 Medium: o Value of mistake - 3 o Maximum number of crosses 1 Big: o Value of mistake - 5 o Maximum number of crosses 1 o Small and Medium mistakes can be added if necessary Forgotten Technique: o Score of the technique 0 o o Total score of the Kata is halved If there are more than 1 forgotten technique, the score of the technique is 0 but the total score will not be halved again. If the halved value is decimal, the score is rounded down. A global evaluation of the Kata will be given from 0 to 10 according to: Fluidity, Course and Rhythm Right and Left techniques for Nage No Kata will be evaluated globally (only one score) In case of equal score between the pairs, the following criteria will be applied: Total value of big mistakes wins who does less mistakes If couples still have equal score: Total value of medium mistakes wins who does less mistakes If couples still have equal score: Total value of small mistakes wins who does less mistakes If couples still have equal score: The score of fluidity, course and rhythm will decide wins who has a better score 2.3. COMPETITION AREA The Competition area has dimensions 10 x 10 metres and shall be covered by Tatamis or similar acceptable material, generally green in colour. The Competition area must be fixed to a resilient floor. When more adjoining competition areas are used, a common safety area of 2 metres is necessary. Document last updated 12/03/2009 Page : 7/26

Section A - European Kata Championships A strip of visible colour adhesive tape, approximately 10 cm. wide and 50 cm. long, shall be fixed on the centre of the competition area 6 m. apart, to indicate the starting position of Tori and Uke. The centre of the Competition area shall be indicated with a strip adhesive tape of the same colour. 2.4. SYSTEM OF JUDGING Each Kata shall be evaluated by five judges under the supervision of the EJU Kata Commission. The five judges will be positioned on the Shomen side and they will seat at about 1 m distance each other. The position of the five judges will be the same for all the competition. If one judge is temporary replaced, he will take place in the same original position when he re-enters the competition. A Judge cannot be a competitor. The judges shall always be in their position before the arrival of the couple in the competition area. The couple enters the competition area at the opposite side of shomen in the centre, then they reach their corner. The judge in the centre at shomen side gets up and, with tense arms and palms of the hands turned upward, invites the couple to enter the competition area. Each competitor reaches their position. After the bow, at the end of the Kata, the couple leaves the competition area walking until they reach the same side they entered. 2.6 INJURY, ILLNESS and ACCIDENT When Tori or Uke is unable to continue because of injury, illness or accident during the execution of the Kata, the couple will be considered out of competition. In case of Minor injury like bloody wound, broken nail or a problem with contact lenses, according to the decision of the judges, the Kata execution will be stopped and the athlete will be assisted by a Doctor out of the competition area. The competition will continue and the couple will repeat entirely the Kata soon after the last called couple. In case a new Minor injury happens at the same athletes during the second execution of Kata, the couple will be considered out of competition. In the case that Minor injury happens after a forgotten technique, the couple will be considered out of competition. 2.7 LEVEL OF THE JUDGES The contests will be judged by EJU qualified Kata Judges. Section A - European Kata Championships 2.8 INSCRIPTIONS The number of judges per federation is limited to: Participating countries may enter 3 Judges. Non participating countries may enter 2 Judges. The organizing country may enter 4 Judges. The EJU KATA COMMISSION may decide on the number of Judges according to the entries. Each participating federation has to enter at least one judge. Only the judges entered by their federation can judge. The costs for travelling, board and lodging of the judges are at the costs of the member federation. Inscriptions of the Judges have to be sent to the EJU General Secretariat not later than 2 weeks before the championships. For the exact date, please check Annex 2. An inscription form is enclosed as Form 3. 2.9 JUDGES SEMINAR All Judges are to arrive one day before the European championships and attend a half day refresher course organised on Friday at the Rin Grand Hotel before the competition to qualify to Judge at the Championship. Only judges are to attend this seminar. 2.10 JUDGES MEETING A judges meeting is scheduled on the first competition day at 08:00hrs. The attendance to this meeting is strictly compulsory. The competitors must be of the same nationality as the country, which enters them. Competitors who have double nationality can only represent only 1 participating country. When a competitor changes nationality, he must wait 3 years before he can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize his entry for the new nationality and this is accepted by the IJF (According to the Olympic charter Art. 42). 1.3. AGE & GRADE Participants are to be 18 years of age and over, ranking 1 st Dan or over. A show can be composed of male(s) and/or female(s). 1.4. SHOWS The show is a technical confrontation of fight simulation containing techniques of judo and self-defence. Each show can be composed of 2 to 6 competitors Each team of judo show will be judged individually on a performance lasting 2 to 3 minutes. Should the performance be selected for the finals, it could be carried out with a classical numerical musical support that the candidates will provide to the organizer, during registration. During the whole day of competition, the candidates will have to present the same test. The accepted equipment is made up with an imitation of traditional weapons of Japanese origin or a gun as in the goshin jitsu. The performances are carried out in white judogi in conformity with the regulation of the official competitions. Phases of demonstration in slow motion are authorized. The candidates will have to put forward their technical skills while respecting the judo spirit. 1.5. The European Judo Union declines all responsibility. c. Attitude of the competitors The member-federations are responsible vis-à-vis the EJU concerning the general attitude of their competitors. 1.9. ANTI-DOPING No anti-doping tests are done at the Kata European Championships. 1.10. FREE ACCREDITATION Each Delegation will be given 2 free accreditations. Section B - 2. Judges 2.1. COMPETITION FORMULA The top three teams with the maximum points will compete in the finals. In the finals, the team with the maximum points will be awarded the gold medal and will be the European champion, the second will be awarded the silver medal; and the third, the Bronze medal. 2.2. POINT SYSTEM The show will be judged on the following criteria: - efficiency - precision and variety of the techniques - choreographies - originality The total points accumulated will be the final result. 2.3. COMPETITION AREA The Competition area has dimensions 10 x 10 metres and shall be covered by Tatami or similar acceptable material, generally green in colour. When more adjoining competition areas are used, a common safety area of 2 metres is necessary. 2.4. SYSTEM OF JUDGING Every Judo-show will be controlled by five Kata Judges, one of them acting as the head judge. Each judge will award points on the official EJU scoring sheet. The Maximum points and the Minimum Points awarded are cancelled and the remaining three are totaled to get the final number of penalties. All of them should be coordinated by the Head of the Education and Coaching commission. 2.5. LEVEL OF THE JUDGES The contests will be judged by EJU qualified Kata Judges. 2.6. INSCRIPTIONS The number of judges per federation is limited to: Participating countries may enter 3 Judges. Non participating countries may enter 2 Judges. The organizing country may enter 4 Judges. The EJU KATA and SHOWS COMMISSION may decide on the number of Judges according to the entries. Each participating federation has to enter at least one judge. Only the judges entered by their federation can judge. The costs for traveling, board and lodging of the judges are at the costs of the member federation. Inscriptions of the Judges have to be sent to the EJU General Secretariat not later than Monday of the week before the championships. For the exact date, please check Annex 2. An inscription form is enclosed as Form 3. 2.7. JUDGES SEMINAR All Judges are to arrive one day before the European championships and attend a half day refresher course organised on Friday at the Rin Grand Hotel before the competition to qualify to Judge at the Championship. Only judges are to attend this seminar. 2.8. JUDGES MEETING A judges meeting is scheduled on the day of competition at 08:00hrs. The attendance to this meeting is strictly compulsory.
