About the regulatios The ocea seasos were developed ad adopted by the Pacific Fishery Maagemet Coucil. The regulatios for ocea areas from 3 to 200 miles offshore the were approved by the U.S. Secretary of Commerce. The Orego Fish ad Wildlife Commissio approved the regulatios for ocea areas from shore to 50 miles. Uless specified i this booklet, all other regulatios remai as listed i the 2008 Orego Sport Fishig Regulatio pamphlet. All-Depth Seasos The Stoewall Bak YRCA (about 15 miles west of Newport ad defied by waypoits o page 5 is closed to Pacific halibut fishig. Vessels possessig Pacific halibut are prohibited from fishig i the Stoewall Bak YRCA, eve whe targetig legal species. Sprig Seaso: Ope May 8-10, 15-17, 22-24, 29-31; ad Jue 12-14. Backup dates (if sufficiet quota remais) are Jue 26-28; ad July 10-12, 24-26. Catch limit is 159,577 lbs. Summer Seaso: Opes Aug. 1. Scheduled to be ope every other Fri.-Su. (i.e., Aug. 1-3, 15-17, 29-31; Sept. 12-14, 26-28; Oct. 10-12, 24-26) util the total subarea all-depth catch limit of 212,769 lbs. is take. Stoewall Bak Yelloweye Rockfish Coservatio Area (YRCA) Withi the Stoewall Bak YRCA it is UNLAWFUL to fish for, take or retai ligcod, Pacific halibut, flatfish, rockfish, greelig, cabezo, skates, ad other marie fish species fallig uder the Marie Fish bag limit of 6 as of Ja. 1, 2008. It is ulawful to fish for or take ad retai ay legal species while possessig o board ay species ot allowed to be take i the area. The YRCA, located approx. 15 miles west of Newport, cosists of the high-relief area of Stoewall Bak (also kow as the Rock Pile ) defied by the waypoits listed. The Stoewall Bak YRCA is OPEN to sport fishig for these commoly targeted species: salmo ad steelhead (usig authorized methods durig authorized seasos). tua ad other offshore pelagic species (except leopard shark, soupfi shark, white shark ad baskig shark are prohibited). 5

I additio, ocea waters are closed April 1 through Sept. 30 outside of the 40-fathom curve (defied by latitude ad logitude see pg. 11) for these species. Stoewall Bak YRCA (defied by latitude ad logitude see pg. 5): Closed for these species ad Pacific halibut. Special Regulatios for this zoe (see also Special Regulatios o pages 100-101 of the 2008 Orego Sport Fishig Regulatios): Area Humbug Mt. to Cape Falco Cape Falco to WA/OR Border Special Regulatios (Possessio Restrictios) Whe Pacific halibut are o board a vessel o ay day ope for the all depth sport halibut seaso (see pg. 4), the take or possessio of ay fish refereced i the table above is prohibited except sablefish Whe Pacific halibut are o board a vessel o ay day ope for the sport halibut seaso (see pg. 4), the take or possessio of ay fish refereced i the table above is prohibited except sablefish ad Pacific cod. It is ulawful to fish for or take ad retai ay species while possessig o board ay species ot allowed to be take i that area at the time. Aglers are advised to cosult the 2008 Orego Sport Fishig Regulatios for Geeral (statewide), Zoe ad Special Regulatios prior to fishig. The Marie Zoe cosists of the Pacific Ocea, coastal bays ad beaches.. 6

2008 Modificatios to Salmo ad Sturgeo Regulatios for the Columbia River System Columbia River Summer Chiook Salmo Ope for adult chiook durig Jue 21 28 ad jack chiook durig Jue 16-July 31 from Rocky Poit o the Washigto bak through red buoy 44 to the avigatio light at Togue Poit o the Orego bak upstream to Boeville Dam. From Boeville Dam to the OR/WA border, ope for adult ad jack chiook durig Jue 16 July 31 or util harvest guidelie is reached. Retetio of both adipose fi-clipped ad o fi-clipped jacks ad adults is permitted. All other permaet rules apply. Buoy 10 Salmo Ope from the Buoy 10 lie upstream to a lie projected from Rocky Poit o the Washigto bak through red buoy 44 to the avigatio light at Togue Poit o the Orego bak. Ope Aug. 1 Sept. 1 (or guidelie) for chiook, adipose fi-clipped coho, ad adipose fi-clipped steelhead, with a daily bag limit of two salmoids, oly oe of which may be a chiook. Durig Sept. 2 Dec. 31, oly adipose fi-clipped coho ad adipose fi-clipped steelhead may be retaied. All other permaet rules apply. Columbia River Fall Salmo below Boeville Dam Ope from Rocky Poit o the Washigto bak through red buoy 44 to the avigatio light at Togue Poit o the Orego bak upstream to Boeville Dam durig September 1-16 for chiook ad Aug. 1 Dec. 31 for adipose fi-clipped coho ad adipose fi-clipped steelhead. The daily bag limit is two salmoids, oly oe of which may be a chiook. All chiook retetio is prohibited i the area from a lie projected from the lower ed of Bachelor Islad, Washigto to the Warrior Rock Lighthouse, Orego dowstream to a lie projected from the red avigatio Marker 62 at the head of Deer Islad, Orego, across to the gree avigatio Marker 63 at Marti Islad, Washigto, (RM 79-88). Columbia River Fall Salmo above Boeville Dam Ope for chiook, coho, ad adipose ficlipped steelhead durig Aug. 1 - Dec. 31 from Boeville Dam upstream to the OR/WA border. The daily bag limit is two salmoids. All coho retaied dowstream of the Hood River Bridge must be adipose fi-clipped. Columbia River Sturgeo below Boeville Dam Regulatios have bee modified as described o page 11. Columbia River Sturgeo above Boeville Dam The Boeville, The Dalles, ad Joh Day pools are maaged uder separate sturgeo retetio quotas. The Boeville Pool is curretly ope to retetio util the quota is met. Cosult the local ODFW office for status of the Boeville Pool fishery. The Dalles Pool closed to sturgeo retetio March 15 ad the Joh Day Pool closed to sturgeo retetio March 26. From May 1- July 31, sturgeo aglig is prohibited from the west ed of the grai silo located ear Rufus upstream to Joh Day Dam. From May 1- July 31, sturgeo aglig is prohibited from the Highway 395 Bridge upstream to McNary Dam. Deschutes River Sprig Chiook Ope for chiook durig Apr. 15 Jul. 31 from the mouth upstream to Sherars Falls. Daily catch limit is oe adipose fi-clipped adult chiook ad five adipose fi-clipped jack chiook. It is ulawful to cotiue to agle for jacks after retaiig a adult limit. Deschutes River Fall Chiook - Ope for chiook durig Aug. 1-Oct. 31 from the mouth upstream to Sherars Falls.. Daily catch limit is two adult chiook ad five jack chiook. 7

Waua Powerlies upstream to Boeville Dam ad Willamette River dowstream of Willamette Falls, icludig Multomah Chael Retetio of white sturgeo allowed four days a week (Thursday, Friday, Saturday ad Suday), Ja. 1 July 31 ad Oct. 1 Dec. 31. Retetio of white sturgeo prohibited three days a week (Moday, Tuesday ad Wedesday) Ja. 1 July 31 ad Oct. 1 Dec. 31. Retetio of white sturgeo prohibited seve days a week Aug. 1 Sept. 30. White sturgeo aglig prohibited May 1 July 31 from Marker 85 upstream to Boeville Dam. Catch-ad-release of white sturgeo may cotiue durig retetio closures. Sturgeo fisheries are maaged o area-specific quotas. Retetio seaso dates may chage o short otice. Cosult your local ODFW office for status of these fisheries. It is ulawful to use lamprey for bait. It is very importat to miimize hook-ad-release mortality by followig these guidelies wheever releasig fish: 1. Idetify the species of the fish as soo as possible, ad for coho whether or ot it has a adipose fi-clip. 2. Avoid usig a ladig et if the fish is to be released. The fish will have a better chace of survival if it is ot etted or removed from the water. If you must use a et, use a cotto or o-abrasive et. 3. If you must hadle the fish, avoid touchig the gills. 4. Whe removig the hook, use oe of several types of tools for removig the hook (log eedle-ose pliers, a dowel with a cup hook at the ed, or ay of the commercial hook-removig devices available). 5. If the fish is hooked deep, cut the lie as close to the hook as possible. Chiook Fishig Methods To help preserve chiook fishig opportuities outside the coho seaso, it is importat for aglers to miimize coho hook-ups. The followig are suggestios to help icrease chiook catches while avoidig coho: 1. From March through Jue, use larger lures or baits to avoid coho. Durig this time period, coho are still fairly small, ad prefer prey items smaller tha 5 iches. 2. Whe fishig i offshore areas, make sure the lure or bait is fished deep (i.e., greater tha 80 feet dow). As a geeral rule, coho ted to be i the top 10-50 feet of the water colum, ad chiook usually are more abudat much deeper (100-200 feet). I order to get to that depth use oe of the followig techiques: a. For trollig, use a dowrigger with at least 150 feet of cable, ad a weight of at least 7 lbs., or b.
