GENERAL INFORMATION Walla Walla and Waitsburg residents are generously accommodating us. Please return the favor by showing good sportsmanship. Obey traffic laws whenever you are not racing. Be courteous to the locals. Do not park on the side of the road. Use the parking lot or side roads to allow traffic to get by. Do not litter. In the road races throw water bottles and trash in the feed zone and on corners where volunteers can pick them up. Do NOT throw empty water bottles or other trash into the farm fields. There will be a $10 fine and possibly other additional penalties for violations. **Women Pro-1-2 and Women Category 3 categories will race together and be scored separately for the following Stages: Stage 2 Waitsburg Road Race Stage 3 Downtown Criterium Stage 4 Kellogg Hollow Road Race Prize lists will remain separate for the Women Pro-1-2 and Women Cat 3 categories. Individual General Classification (GC): Individual General Classification (GC) will be determined by the cumulative elapsed time for each rider and each stage less any time bonuses and plus any time penalties as outlined in 2015 USAC Rule 3H4(c) page 98. Ties in the Individual General Classification (GC) will be resolved as specified by 2015 USAC Rule 3H4(c) page 98. Team General Classification (Team GC): The Men Pro-1-2 Category will be the only category with a Team General Classification (Team GC) competition. Team General Classification (Team GC) will be determined by adding up the three best times made by members of a given team during each stage omitting time bonuses and penalties at outlined in 2015 USAC Rule 3H4(f) page 100. Ties in the Team General Classification (Team GC) will be resolved as specified by 2015 USAC Rule 3H4(f) page 100. Race Packet Pick-up: Rider s license will be checked prior to picking up race packets, bib numbers, and other information. Everyone is required to check in at packet pickup. Rider will be required to sign two separate waivers upon picking up their race packets. All junior riders must have their parent sign a USAC release form before they will be permitted to race. All international riders with a UCI license from another National Federation will be permitted to race. Race Packet Pick-up Times: Thursday, April 16 1 to 7 pm Allegro Cyclery 200 E. Main St Walla Walla Friday, April 17 Starting at 6:30 am Waitsburg Fairgrounds Saturday, April 18 Starting at 7:30 am Allegro Cyclery Rider Sign In: Rider Sign In is required for all participants no later than 15 minutes before your start time for all stages except the Stage 1 Wilson Hollow Time Trial. The sign in table will be under a blue Tour of Walla Walla tent near the staging areas. At 15 minutes prior to the start of each race the race officials will pull the Sign In sheets from the Sign In table. Failure to sign in will be met with penalties deemed appropriate by the race officials and in accordance with the 2015 USAC Rulebook. 2015 Tour of Walla Walla Technical Guide REVISION B Page 3 of 26

NOTE: For any Men Cat 4, Men Cat 5, and Women Cat 4 rider who cannot attend and participate in the Stage 1 Wilson Hollow Time Trial on Friday morning April 17, 2015, will be allowed to start the Stage 3 Downtown Criterium on Saturday, April 18, 2015 AND will be given the slowest time trial time from the Stage 1 Wilson Hollow Time Trial for their category. Number Placement: Race numbers shall be issued for the Tour of Walla Walla including a frame number and two bib numbers. Riders must ensure that their race numbers are visible at all times during the event. Riders with race numbers that are altered (cut, folded), mutilated, badly positioned, or covered shall by subject to penalties outlined in 2015 USAC Rule 8AI(J) page 178 and are further subjected to penalties as deemed necessary by the race officials. Number placement for ALL Stages, including the Stage 1 Wilson Hollow Time Trial, shall be both sides including frame number. It is the rider s responsibility to ensure proper placement of their race numbers. PROPER BIB NUMBER PLACEMENT Time Cuts: For the Stage 3 Downtown Criterium, the Men Pro-1-2 and Men Cat 3 categories must complete at least one half (1/2) of the race distance before being lapped and be removed from the race by the race officials in order to receive a finish time and be allowed to continue to Stage 4 Kellogg Hollow Road Race. For all other stages and categories there are no time cuts. 2015 Tour of Walla Walla Technical Guide REVISION B Page 4 of 26

Time Bonuses: There will be Finish Time Bonuses for each category for Stage 2 Waitsburg Road Race, Stage 3 Downtown Criterium, and Stage 4 Kellogg Hollow Road Race. Finish Time Bonuses will be reflected on the Individual General Classification. Finish Time bonuses will be awarded as follows: 1 st place = 10 second time bonus 2 nd place = 6 second time bonus 3 rd place = 4 second time bonus Note: For the Women Pro-1-2 and Women Cat 3 races that are run together, Finish Time Bonuses will be awarded to the Top 3 places in each of the Women Pro-1-2 and Women Cat 3 categories. Men Pro-1-2 Teams: All riders of a given team must wear identical jerseys in all stages (2015 USAC Rule 3H5 page 101 & 2015 USAC Rule 8A1(e) - page 178). The leader's jerseys are the exception. The minimum number of riders for a team to compete in the Team GC competition (Men Pro-1-2 field only) is three (3). At least three (3) riders must finish all stages for a team to compete for Team GC (2015 USAC Rule 3H4(f) page 100). A Pro Team cannot be assisted by a Training Team or Subordinate Team (2015 USAC Rule 1H4(d) page 32-33). All teams must designate a Team Manager to represent the team at the Team Managers meeting and act as a point of contact with the Race Commission and promoter (2015 USAC Rule 3H7(c) page 105). Men Pro-1-2 Team Managers Meeting: A mandatory meeting with the Men Pro-1-2 team managers, caravan drivers, and the Chief Referee will be on Friday at 3:00 PM in Waitsburg (2015 USAC Rule 3H7(b) page 105). The meeting will be in the Waitsburg fairgrounds building off 10th St. Protected Enclosure for Men Pro-1-2 Category: The Stage 2 Waitsburg Road Race and Stage 4 Kellogg Hollow Road Race for the Men Pro-1-2 category will be operated as a protected rolling enclosure giving riders both sides of the road throughout the races. CAUTION: Please note in many places there is no shoulder for an oncoming vehicle to park and visibility around the corner is often limited. Caution is advised especially on the left side of the road. 2015 Tour of Walla Walla Technical Guide REVISION B Page 5 of 26

Regarding using oncoming lanes, two sections that are not settled by press time are the highway sections of Friday s road race. Pay attention at the start line for final instructions. Also note, the two railroad crossings on Bolles Rd will be covered on the RIGHT SIDE only. Racers that fall behind the following sheriff vehicle must obey the rules of the road including the centerline rule. Wheel Support: There will be no wheel support for Stage 1 Wilson Hollow Time Trial. Riders who suffer a verified mishap and cannot finish their time trial will be given the time of the slowest finisher in their category and allowed to start the next stage. Riders who suffer mishaps during their time trial MUST check in with the Chief Judge at the finish line immediately. See the section for the Stage 1 Wilson Hollow Time Trial for details. For the Stage 2 Waitsburg Road Race and Stage 4 Kellogg Hollow Road Race wheel support will be on a wheels in-wheels out basis. If the space inside the wheel support cars cannot accommodate the number of wheels provided by the riders the wheel support will be deemed neutral. For categories where a second support car is being used, the second support car will be supplied by the riders from the Wheels in / Wheels Out or Neutral wheels protocol. Protocol for Wheels in / Wheels Out o When a rider flats the rider shall stop alongside the right hand side of the road with their arm in the air. If that rider placed a wheel(s) in the wheel support vehicle(s) they will only receive that wheel(s). A record will be kept of who received which wheels. Protocol for Neutral Wheels o When a rider flats the rider shall stop alongside the right hand side of the road with their arm in the air. A wheel will be provided to the rider from a wheel support vehicle. A record will be kept of who received which wheels. Racers taking a wheel must return the wheel immediately after the stage. The wheel is NOT for use for the rest of the weekend. The owner of the wheel needs it back and the flatted or damaged wheel will be returned to its owner. At the end of each stage race wheels are returned to a designated pick-up location. Tour of Walla Walla staff will be placed at the wheel pick-up location to monitor who is picking up which wheels. 2015 Tour of Walla Walla Technical Guide REVISION B Page 6 of 26

Men Pro-1-2 teams with a minimum number of riders will be allowed to have a team car for the caravan. This team car shall adhere to the team car requirements set forth in USAC Rule 3C4(b) page 87 of the 2015 USA Cycling Rulebook. Men Pro-1-2 Neutral Support: NW Tech Support will be proving neutral wheels for the Stage 2 Waitsburg Road Race and Stage 4 Kellogg Hollow Road Race for the Men Pro-1-2 category. NW Tech Support will be providing neutral support for the Stage 3 Downtown Criterium for all categories. NOTE: Please be aware the race support is composed of local citizens donating their time and vehicles. They may not be experienced in changing wheels; you will probably be faster at it. Junior Riders: All Junior Riders are subject to gear restrictions in all races even in category races. Roll-out will be available for riders who wish to check their gears before the start of each stage. All juniors, including those who had their gearing checked before the stage, must report to roll-out immediately after each stage. Juniors who fail to report to roll-out immediately upon finishing, or who fail roll-out will be disqualified (2015 USAC Rule 1I4(a) page 40-41 & 2015 USAC Rule 8A1(i) page 178). Mishaps in Final 3K of Stage: 2015 USAC Rule 3H6(c)(ii) page 102; A rider who suffers a mishap in the last three kilometers of a road race stage or after free laps have ended in a criterium stage shall be given the same finish time as the riders he/she was with at the time of the mishap, provided that the mishap was observed or otherwise verified by a race official. The rider shall be given their actual place across the finish line, or last in the stage if the rider is unable to cross the finish line. This rule shall not apply in cases of a hill climb finish. This rule shall not apply in cases of a hill climb finish except if the mishap occurred before the climb. The race commission shall determine the applicability of the rule to particular stages and circumstances. The Stage 2 - Waitsburg Road Race on Friday has a hill climb finish that begins 3.4 km before the finish line (East 10 th Street). Therefore 2015 USAC Rule 3H6(c)(ii) will not apply for this stage. 2015 Tour of Walla Walla Technical Guide REVISION B Page 7 of 26

Timing Procedures: Timing procedures will follow 2015 USAC Rule 3H4(b) page 97-98 of the 2015 USA Cycling Rulebook. The exception will be the combined Women Pro-1-2 and Women Cat 3 races as outlined in the Women Combined Field Time Gaps section below. Women Combined Field Time Gaps: For the Women Pro-1-2 & Women Cat 3 combined races, a new time will be assigned when there is a difference of one (1) second or more between the back of the rear wheel of the last rider in a group and the front of the front wheel of the first rider of the following group regardless if the riders are Women Pro-1-2 or Women Cat 3 categories (2015 USAC Rule 3H4(b)(ii) page 97). Penalties/Rules: This race Technical Guide and the 2015 USA Cycling Rulebook will be used for the event. Penalties will be in accordance with the 2015 USAC Rulebook. All USAC rules will be enforced, including helmet and centerline rules. Radios are now banned in all races for all categories and will be met with penalties per USAC Rules (2015 USAC Rule 8A1(m) page 179). Results: Results will be posted in the following locations: Portable sandwich boards near each stage The outside windows at Allegro Cyclery 200 E. Main Street downtown Walla Walla www.gcracingllc.com/2015-tour-of-walla-walla/ Protests: Any protests other than on the order of finish must be submitted in writing, accompanied by $20, and filed with the Chief Referee. Protests concerning placing or order of finish must be submitted in writing to the Chief Judge. (see page 3) Protests must be presented within the following deadlines: o Concerning placing: No later than the close of sign-in for the next stage; o Concerning an incident during the race: No later than one hour after the finish; o Concerning the final general classification: Up to 15 minutes after the official announcement of posting the final GC results. It is the riders responsibility to check results and bring any issues up to the Chief Judge immediately. 2015 Tour of Walla Walla Technical Guide REVISION B Page 8 of 26

2015 USAC Rule 1O Protests and Hearings page 51-52 and 2015 USAC Schedule of Fees will be used in the handling of protests Prizes: Criterium primes will be available after each race. They can be picked up at the finish line truck. All Stage and GC prizes will be mailed within 10 days following the event. Please make sure your mailing address is correct on the registration or email your correct mailing address to race director. Leader's Jerseys: Sponsored by Woodward Canyon Winer Leader s Jerseys will be available as soon as the preliminary results are available. This will allow leaders in the Men Pro-1-2, Cat 3 Men, Master Men, and Women Pro-1-2 categories to receive their jerseys to pin on their numbers in advance of the next stage. Before the start of the Stage 3 - Downtown Criterium the organizers want to get the jerseys back to allow a public presentation at the criterium starting line. Emergency information: First aid stations will be located near staging areas each day. The stations will close 15 minutes after the end of the last race each day. Walla Walla: St Mary s Medical Center Emergency Room is at 401 W Poplar, between 5 th and 7 th Avenues in Walla Walla. Phone number is 509-525-3320. Dayton: Dayton General Hospital is located at 1012 S. 3 rd St. Go east on Hwy 12 into Dayton (10 mi from Phone Waitsburg), turn right at S. 3 rd St. Go 7/10 mile, hospital on the right. Phone 509-382-2531. A portion of the proceeds (if any) will be donated to the Waitsburg school district and the Amateur Radio Emergency Service. As always the volunteers are donating their time. Treat them with appreciation and patience. STAGE 1 WILSON HOLLOW TIME TRIAL FRIDAY MORNING - APRIL 17th ALL CATEGORIES There is no sign-in for the Stage 1 Wilson Hollow Time Trial. Your presence at the start line is your sign-in. Racers are responsible to get to the start line five minutes before your start. There will not be anyone in the parking area calling you to the line. Competitors beware the road is open to traffic. There is an early kicker right off the start. Refer to the map and profile below. Preliminary results posted in the staging area and online at GC.TrackScoreboard.com. STAGE 2 WAITSBURG ROAD RACE FRIDAY AFTERNOON - APRIL 17th CATEGORIES Men Pro-1-2 Men Cat 3 Master Men 40+ Women Pro-1-2 & Women 3 Sign-in will be under a blue Tour of Walla Walla tent near the staging area between 3:00 pm and 15 minutes before your category start. The first two miles of the race will be neutral, until the top of the climb. Warming up is highly advised though. Trainers are recommended. If you prefer the road, 8 th St two blocks to the north is a good place. Stay off the highways and the Stage 2 Waitsburg Road Race course. Refer to the Waitsburg map in this bible. Please exercise cautionschools get out shortly before the race begins. The center line rule is in effect except the last 200 meters for all Categories except the Men Pro-1-2 Category. Men Pro-1-2 riders that are in front of the follow cars may ride on either side of the center line. Caution is nevertheless advised, as the shoulder is narrow at best, leaving little room for an oncoming car to pull over. The course has two significant climbs. Corner marshals will be directing automobile traffic. Their last priority is to direct you, the riders. Racers must know the course. There will directional signs at all intersections where the course takes a turn. Any racer in any category that is outside the enclosure must stay to the right of the center line at all times, including on the corners. All categories take the right fork onto Ferris Rd on every lap. Ferris is 7.3 miles into the race, including the neutral climb, or 5.1 miles after the summit. Racers are forewarned there are two railroad crossings on Bolles Rd before the town of Waitsburg. Both are at a serious angle. The first crossing will be covered with plywood; the second will be covered in plywood and carpet. The feed zone is on Lower Waitsburg Rd at the grain elevator about a mile from the top of the climb. Feed will only be available to Men Pro-1-2 on the second lap. Support personnel must park at the grain elevator on the left side of the road. Feeding will be on the right side as usual. There will be NO neutral water at the feed zone. Please discard water bottles and trash at the feed zone, the finish line and at corners where volunteers can collect them only. Do not toss bottles into the farm fields. Finishing time bonuses for the first three riders in each group on the Stage 2 - Waitsburg Road Race will be: 1 st Place = 10 seconds 2 nd Place = 6 seconds 3 rd Place = 4 seconds Note: For the Women Pro-1-2 and Women Cat 3 races that are run together, Finish Time Bonuses will be awarded to the Top 3 places in each of the Women Pro-1-2 and Women Cat 3 categories. STAGE 3 DOWNTOWN CRITERIUM SATURDAY - APRIL 18th ALL CATEGORIES Sign-in will be on the southwest corner of the intersection of Main and Spokane across from the finish line. Warm-up should be trainers or rollers. Don't count on any warm up on the course. Please keep clear of doorways and display windows for stores that are open for business. The course is a 0.9-mile loop, and is rough or bumpy in places. The start/finish is on Main Street in front of Allegro Cyclery. The free lap rule is in effect until five laps remain in the race. Riders with a legitimate mishap as determined by the pit official will be granted one free lap. Finishing time bonuses for the first three riders in each group on the Stage 3 Downtown Criterium will be: 1 st Place = 10 seconds 2 nd Place = 6 seconds 3 rd Place = 4 seconds Note: For the Women Pro-1-2 and Women Cat 3 races that are run together, Finish Time Bonuses will be awarded to the Top 3 places in each of the Women Pro-1-2 and Women Cat 3 categories. STAGE 4 KELLOGG HOLLOW ROAD RACE SUNDAY - APRIL 19th ALL CATEGORIES If you don't warm up on a trainer 8 th St is the best road for doing so. Please help us reduce congestion by not crossing Coppei Ave (Hwy 12) before your race. The center line rule will be in effect for all categories except the Men's Pro-1-2 field. The road will be open for the sprint. You will be notified at the start line where the road will be opened. Men Pro-1-2 racers may ride on both sides of the road if they are ahead of the follow cars. Those that fall behind must stay to the right of the center line at all times. Any racer in any category that is outside the rolling enclosure must stay to the right of the center line at all times, including on the corners. Oncoming traffic will not be stopped. The course is rolling terrain on generally good roads. There is one railroad crossing less than a mile after the start. The crossing is rough and at a high angle. The crossing will NOT be covered. The race will be neutral until after everyone crosses the tracks. Each category will do a series of loops around the circuit loop. See the race schedule below for the number of loops designated for each category. The loop distance is 17.1 miles and has 1,280 feet of climbing. The entry section of the course from the start to the beginning of the loop is 6.4 miles and has 384 feet of climbing. The finish stretch from the end of the circuit loop to the finish line is 2.9 miles mostly downhill. The finish is flat commonly into a head wind. WARNING- There is a sharp left turns at the bottom of high speed descents. Caution is advised. The sharp left turn is at 10 miles into the circuit loop at the bottom of Kellogg Hollow Rd where the course turns onto McKay-Alto Rd. You will be bombing down Kellogg Hollow Rd at 9% gradient.
