At Local shows any exhibitor may enter and compete in Arabian Breeders Sweepstakes Points classes. All entries will be counted for Sweepstakes points in a points class. Points will count only for exhibitors enrolled in the Sweepstakes Point Program. You must be enrolled in the points program prior to the show. Sign up direct with AHA at 303-696-4500, #4 or ArabianHorses.org before the event for points to count. You may not sign up for Sweepstakes Points at the show. Page 5 RULES AND REGULATIONS RESPONSIBILITY: The Indiana Half-Arabian Horse Club and Region 13 accept no responsibility for loss or destruction of property or equipment not owned by them or for damages to or by animals on exhibition at this show grounds or stabling areas. Show management will have the responsibility of enforcing all USEF and AHA rules. The sponsoring clubs recommend that all exhibitors become members of the USEF organization. Members receive a complete rulebook for reference when competing in shows. Membership information and application can be found in this premium list. Special emphasis will be placed on rules pertaining to retention of natural action. Leg chains rattlers or other artificial appliances on a horse's leg while on show grounds will be cause for immediate removal from the show and all winnings forfeited. To make the show more enjoyable for all concerned, exhibitors are encouraged to conduct themselves in a sportsmanlike manner, adhering to all rules and regulations. The Show Committee reserves the right to refuse any entry. Intoxication, disrespect for rules, undue punishment or mishandling of a horse at the discretion of the Judge and/or Show Committee will be liable to disqualification for events and cancellation of awards without claims for damages. The Show Committee reserves the right to make changes in procedure, personnel, rules and regulations as shall be deemed by them to be in the best interests of the show, 1. ADMISSION TO ARENA: No person will be permitted to enter the arena except class participants, judges and other assistants, show photographers and show management personnel. Attendants will not be permitted in the arena until summoned by order of the judge. HEADERS are permitted in all driving classes and Walk-Trot/Jog classes, but MUST be properly attired in a plain white smock. 2. AGE OF INDIVIDUALS: For horse show purposes, an individual's age on December 1 of the previous year shall be maintained throughout the entire year. Persons born December 1 shall assume the greater age of that date. 3. AMATEUR STATUS: Every rider/handler having reached his 18th birthday by December 1, of previous year, must possess a current USEF Amateur Certification or be eligible for and have made application of one with the Competition Secretary at least one hour prior to exhibiting in an Amateur Class. 4. AMATEUR OWNERS: Combined ownership is not permitted in Owner or Amateur Owner Classes unless all owners are members of the same family. Horses sold on Contract or Leased horses are not eligible. 5. ASTM HEADGEAR: Except as may otherwise be mandated by local law, all riders in Dressage, Hunter/Jumper, Hunter Seat Equitation or Hunter Hack must wear properly fitting protective headgear passing or surpassing current applicable ASTM (American Society for Testing and Materials) / SEI (Safety Equipment Institute) standards with harness secured while riding anywhere on the competition grounds. Harness must be secured and properly fitting. 6. CALL FOR CLASSES: 2 MINUTES will be allowed after the first horse in the class enters the ring, after which the gate will be closed. This limit will be enforced. It is the responsibility of the exhibitor to be sure that his/her horse is at the gate at the prescribed time. 7. CAMPER REGULATIONS: ($16.00 per night subject to change) Contact the Hoosier Horse Park for information 812-526-5929. Park Personnel collect the fees. 8. COGGINS TEST REQUIRED: A certificate of a negative Coggins test for Equine Infectious Anemia (dated within 12 months of the show dates) is required for horses residing outside Indiana. Out of state horses must also have a current (30 day) health certificate. Page 6

9. COPIES OF REGISTRATION PAPERS: Must be submitted for each horse with the entry form. They will be returned at the show. Also see Rule # 25 page 9 for additional information.. 10. DRUGS AND MEDICATIONS: For every horse participating in any competition licensed by the Federation a $16 Federation fee will be collected ($8.00 shall be an Equine Drugs and Medication fee, $6 is a USEF fee, and $2 to High Performance)) Exceptions: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. 11. ENTRIES WILL CLOSE MAY 20, 2013: Payment may be made by check, money order or charge card (MasterCard or Visa,). Those received by this date will be acknowledged via e-mail if e- mail address is provided. No acknowledgement will be sent if e-mail address is not provided. Entries postmarked after MAY 20, 2013 will be returned unless accompanied by post entry fee. Post entry for classes will close one (1) hour before scheduled starting time of the session. Deadline will be strictly followed. Entries must be on official entry blank with one horse per form. Farm name may not be used unless registered with USEF. Improperly filled out pre-entry forms or incomplete pre-entry forms without back up paperwork will be charged post entry fees and not be considered as meeting deadline of May 20, 2013, unless corrected and turned in/postmarked by said date. 12. ENTRIES: No entry will be processed nor stalls assigned unless a correctly completed entry form is signed and is accompanied by full payment of fees. Payment may be made by check, money order or charge card (MasterCard or Visa) no other cards are accepted. Exhibitors are responsible for their own errors and those of their agent. POST ENTRIES made after May 20, 2013 should be brought to the show office and NOT MAILED! 13. EXHIBITOR CHECKOUT: When an exhibitor is ready to leave the show, they must check out at the show office and settle their account. Pay camping and bedding fees DIRECTLY to Hoosier Horse Park office. 14. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing the entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc. (the Federation ) and the local rules of the Hoosier Horse Classic. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. USEF MEMBERSHIP: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary (Continued) Page 7 15. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon payment of a $30 non-member registration fee. Participants in the following classes are exempted from the requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 16. HOOF LENGTH AND SHOE Requirements: See the current USEF Rule Book for shoeing requirements on Arabian, Half-Arabian and Anglo-Arabian horses. 17. JUDGES: In the event of failure of a judge to attend this show or perform his duties, the Show Committee reserves the right to substitute a judge. 18. Judging System: Note: All Purebred Arabian and HA/AA In-Hand and Breeding classes will be judged using the AHA approved Scoring System and Ring Procedures. The Breeding and In-Hand classes will use the In-Ring Procedure. All Sport Horse In-Hand classes will be judged using the AHA approved Sport Horse Judging System. 19. MEMBERSHIPS: AHA Memberships and AHA Competition level cards are required of all exhibitors. Current Competition Level Membership is required for all owners, trainers, riders, drivers & handlers or a Single Event Membership (available for only Pre-Show participants ) must be purchased for $35 per person. (AHA Single Event Membership is not available for Regional participants). Membership is required in USEF. Breed shows are exempt from USDF Non-Member Fees. See the Entry Blank or page 4 for details. 20. MINORS: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardians(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 21. NO SHOW FEE: Scratches must be reported to the show office or the paddock master before the beginning of the class. If scratches are not reported, a $15.00 NO SHOW" fee will be assessed. This fee will be assessed each time there is a NO SHOW." 22. NUMBER OF ENTRIES IN CLASS: Five or more entries constitute a class. If a class has fewer than five entries, the class may be canceled or combined. Page 8

23. PROTESTS: May be made to the Show Committee by an exhibitor, owner, agent, trainer or the parent of a junior exhibitor for any violation of USEF rules. It must be in writing, signed by the protester, addressed to the secretary of the competition at which the alleged violation occurred; accompanied by a deposit of $200.00 if made by an USEF Member or $300 if made by a Non- Member; (if check, payable to the competition). It must be received by the steward, technical delegate, a member of the Show Committee, the competition manager of the competition or the competition secretary within 48 hours of the alleged violation. GR 603 24. REFUNDS: After May 20, 2013 entry and stall fees will not be refunded for horses entered and not exhibited, except in case of written request accompanied by a Veterinarian s Certificate written on said Veterinarian s letterhead. Exhibitors must notify the Show Secretary of cancellations prior to the time the class is called. Office fees are non-refundable. Stall fees will not be refunded for any reason after June 12, 2013. 25. REGISTRATION REQUIREMENTS: Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc., (or in the case of a foreign entry, have been issued a Competition Visa by the Arabian Horse Registry of America), and/or the Canadian Horse Registry, or, if under one year of age, be eligible for registry, and registration applied for (Exception: AR 236.1) and must be entered in their full registered name. (Only weanlings that have had registration applied for may show without registration papers.) A copy of the registration papers showing proof of ownership must be submitted with entry form at the time of making entry; competition management is responsible for notifying exhibitors of this requirement. A copy of the registration papers will be returned when exhibitors pick up their numbers. In the case of a sale or lease, it is required that a contract of the sale or lease, or statement from owner be submitted with the copy of the registration papers. (Exception: Horses under one year of age that are eligible for registry and registration applied for). Horses shown in the Half-Arabian or Anglo-Arabian Division must have been issued a Certificate of Registration from AHA in the Half-Arabian Registry or the Anglo-Arabian Registry, or have a CPAR permit. If under one year of age, the horse must be eligible for registry and applied for registration. (Only weanlings who have applied for registration may show without papers.) The horse must be entered under its full registered name. Half-Arabian colts/stallions two years and older see USEF Sub-Chapter AR32 for complete rules on stallion competition rules. Additional information: http://www.usdf.org/award s/performance/adultmedal program.asp DRESSAGE DIVISION Open to Purebred Arabians and Half-Arabian/Anglo-Arabians of at least 36 months of age at the time of the competition. Footing consists of two standard (60m x 20m) limestone/sand arenas and one standard sand warm-up. All dressage horses must wear their assigned bridle tag number while in the dressage areas. Failure to comply will result in elimination from the remainder of the dressage competition. The 2011 USEF Dressage Tests will be used. Classes will not necessarily run in prize list order. When assigning riding times, every attempt will be made to avoid scheduling conflicts with other classes in the show, if the show committee is advised of such conflicts when entries are made. Entries will be accepted on a first-come, first-served per class basis. Entries will close on May 20, 2013. There will be no post entries accepted in Dressage except to fill scratches. Because of this, Dressage exhibitors who have failed to notify the show office of their intent to show in Dressage at least 30 minutes prior to their first ride of the show will have their rides released to the scratch waiting list. They will also be assessed a no show fee for each ride. Ride times for Thursday and Friday will be e-mailed when available only by request after June 09, Regional entries for those qualifying after May 20, 2013 will close one hour after the last HHC dressage class is posted on Friday. Ride times for Saturday will be available approximately three hours after Friday s classes end. ATTENTION COMPETITORS Each competitor is responsible for supplying management with correct association numbers (AHA and/or USEF/USDF) for horse, owner, rider and trainer, before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. USEF AR 156.7 states: Introductory (Walk/Trot Dressage) classes at AHA recognized competitions, when ridden by an exhibitor competing only in Walk/Trot classes, will not be considered one of the two levels to which the horse is restricted at that competition under DR 119.2 (Exception: open Dressage classes or divisions.) USEF AR 156.8 states: Dressage horses competing at AHA competitions are not limited to a maximum of three rides per day at Fourth level or below. ONE NUMBER IS ISSUED PER HORSE HUNTER & JUMPER RULES All juniors riding in Hunter, Jumper and Hunter Seat Equitation sections must wear protective headgear passing testing standards while riding in the designated schooling and exercise areas, the show ring and while jumping anywhere on the competition grounds. Adults must wear hard hats when jumping anywhere on the competition grounds. Regular and Green Working Hunters To be eligible for an Under Saddle class counting toward a Championship horses must be entered in at least one full point class over obstacles during the competition. To maintain awards or points in the aforementioned class, the horse must complete the course in at least one class. Hunters will receive points in each class towards a show championships as follows: 1 st 10, 2 nd 6, 3 rd 4, 4 th 2, 5 th 1, 6 th ½. The Champion and Reserve Champion titles will be awarded to two of the four horses, which have acquired the most points, performing over a regulation Hunter course with fences at the required height in the section. In addition to these points, only these four horses shall receive points for ribbons won in an under saddle class. All Hunter & Jumper class fees are the same as performance/equitation; see fee schedule page 4. Warm-Up Class $5.00 @ round limited to 2 rounds per horse per division All over fences classes pay a H/J fee per horse $25.00. Regular Working Hunter classes will run on an open card with the required jog in at the conclusion of the over fences phase. AHA MEDAL CLASS RULES 1. Classes will be held regardless of number of exhibitors. For a Medal to be awarded, three (3) competitors with proper appointments must compete. Open to juniors who have not yet reached their 18 th Birthday. a. AHA Hunter Seat Over Obstacles Medal : To be shown over a course of not fewer than six obstacles with fence heights of 2 6 3 which must include an oxer and two changes of direction (changes of lead.) Two or more tests of the top four contestants are required from USEF EQ 113 - Tests 1-7, 9-15, 17-19 or EC equivalent. Only one rider per horse. b. AHA Saddle Seat Medal: In addition to the rail work, all contestants are required to perform two or more individual tests from USEF Tests (EQ 120) 1-15 or EC equivalent. Markers shall not be used. c. AHA Reining Seat Medal: All contestants are required to perform a reining pattern as outlined in USEF reining or EC equivalent. Order of go will be done by draw. Bits must be dropped and inspected by the Judge or designated official, and all riders must dismount for this inspection. If called for in the ring, assistance, if necessary, may be had from one of the ring officials. Reins shall not be removed from the horse s neck while inspecting bits. In the event the total score is tied, the tie will first be broken by the exhibitor with the highest equitation score. Should a tie still exist, the tie shall be broken by reining rules found in COMP 812. In an AHA Reining Seat Medal class an off pattern rider is eliminated and is not eligible to win a medal or ribbon. The prescribed AHA Reining Seat Equitation Score sheet must be used and posted in accordance with the USEF Arabian, Half-Arabian/Anglo-Arabian Division, Subchapter Working Western rule regarding score sheets. See the USEF Equitation Division rule regarding Numbers under Conduct. d. AHA Hunter Seat Not to Jump Medal: In addition to the rail work, all contestants are required to perform two or more individual tests from USEF, Equitation Division, Tests From Which Judges Must Choose. e. AHA Horsemanship Medal: Following the rail work all contestants are required to perform a minimum of four tests from USEF Arabian, Half- Arabian/Anglo-Arabian Division, Subchapter Western Horsemanship. f. AHA Dressage Medal: Dressage Seat Equitation to be conducted in accordance with Dressage Chapter, DR132: Except: DR132.1K; DR132.2(a-g); DR132.2,(6-8) do not apply for Arabian classes. Must be judged by a licensed Dressage judge. Riders must be judged at the medium walk, working trot (sitting and rising), and working canter in both directions. If you would like to "create" one of these classes, please contact the show secretary. The sooner the better! It will take a minimum of a $50 sponsorship to put a TBA class into the schedule. Sponsorship of the class is considered the entry fee for the sponsoring exhibitor. The decision will be made by the show committee based upon the TBA Requests received by the close of the entries on May 20, 2013. Class names and their time slots will be posted on Thursday, June 13 at the Secretary s office. If made prior to the start of the show, additional entries into these classes may be made at the pre-entry fee of $10. If entries are made after the start of the show, post entry fees will be charged. TBA classes do not get Sweepstakes points. Any class on the AHA Class List or that is recognized by AHA can be added as a TBA with the exception of, Cutting, Reined Cow, or Working Cow. TBA time slots must be listed in the time schedule. A show will be charged the $30.00 for any TBA slots added after the prize list has been published. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 and a USDF NM form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF member there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site.
