INCREASE TO SPECIAL PAY FOR DIVING DUTY 1. Allowable rates for diving duty pay were increased to $240 per month for officers and $340 per month for enlisted personnel effective October 1, 1999. Additionally, the restriction of entitlement to diving duty pay and one hazardous duty incentive pay has been changed to diving duty pay and up to two hazardous duty incentive pays effective October 1, 1999. 2. The Marine Corps approved increases in diving duty pay of $40 above existing rates for all entitled members effective October 1, 1999. 3. The Navy approved increases in diving duty pay of $40 above existing rates for all entitled members effective November 1, 1999. 4. To incorporate these changes into the DoDFMR, Volume 7A, use the attached rewrite of Chapter 11 as a replacement for the current chapter. This rewrite incorporates changes made by Interim Change 42-98. 5. CHAPTER 11 1101 ENTITLEMENT SPECIAL PAY DIVING DUTY 110101. Members entitled to basic pay are entitled to special pay for diving duty for periods during which they are: A. Assigned by orders to diving duty; and B. Required to maintain proficiency as a diver by frequent and regular dives; C. They are either: 1. Actually performing diving duty while serving in an assignment for which diving is a primary duty; or 2. Meeting the requirements to maintain proficiency as described in subparagraph 110101B above, while serving in an assignment that includes diving duty other than as a primary duty. 110102. In time of war the President may suspend diving duty pay. 110103. Situations or conditions that further affect entitlement to diving duty pay are contained in Section 1102, below and Tables 11-1 through 11-9. 1102 QUALIFICATIONS FOR DIVING DUTY 110201. Army. Except as noted in Tables 11-1 and 11-2, an Army member must be a rated diver in accordance with AR 611-75 (reference (ab)) and be assigned to: or Personnel. A. A TOE or TDA position in SC/MOS, SQI, or ASI specified in AR 611-75; B. A position designated as diving duty by the Deputy Chief of Staff 110202. Navy and Marine Corps. Members must be designated divers, be assigned to diving duty under competent orders, and maintain their qualifications for diving. 11-1

110203. Air Force. Members must: A. Successfully complete an approved DoD course for underwater swimmers, B. Be under orders for diving duty as authorized by the major air command, instructions. C. Meet the other qualification standards prescribed by current Air Force 1103 RATES PAYABLE 110301. Officers. Officers assigned to diving duty are entitled to special pay for diving duty at a rate of not more than $240 per month. 110302. Enlisted Members. Enlisted members assigned to diving duty are entitled to special pay for diving duty at a rate of not more than $340 per month. 110303. Specific Rates Payable. See Tables 11-1 through 11-8. 1104 CONDITIONS OF ENTITLEMENT See Table 11-9. 1105 RESTRICTION ON PAYMENT 110501. Diving Duty Pay and Hazardous Duty Incentive Pay. When assigned by orders to both diving duty and hazardous duty for the same period, a member may be paid special pay for diving duty and not more than two incentive payments for hazardous duty from among those listed in Chapter 22, section 2201 and Chapter 24. 110502. Lapsed Qualifications. No member is entitled to receive special pay for performing diving duty after diving qualifications have lapsed. Upon re-qualification, payments will not be made for the period of lapsed qualification. 11-2

The combat diver rating applies to members serving primarily in Special Operations Forces (SOF) units who are assigned to positions that require Special Forces Underwater Operations Systems qualifications and who hold a combat diver rating in accordance with AR 611-75 (reference (ab)).
