York Basketball Chapter Meeting PRESIDENT ELECT; PHIL MILLER Current President Gordy Kauffman, couldn't attend the meeting as he was vacationing is some exotic Caribbean island, enjoying the sun and warmth of the south Atlantic. But Phil Miller stepped in, in many ways tonight as incoming president and this meetings rules interpreter. Phil started by wanting to thank everyone that voted for him as president for the coming season, and covered his goals and ideas of and for the chapter. Next with a years of experience statistic of chapter members: YRS OF EXPERIENCE # OF MEMBERS 1-5 44 6-10 32 11-15 18 15-20 16 21-25 11 26-30 7 31-35 7 36-40 3 40-45 7 46-50 2 TOTAL MEMBERS 147 Some of the topics Phil covered briefly were: Decisions based on whats best for the chapter Executive Board meetings and idea s Being inclusive and part of the chapter Being involved in summer leagues/aau programs/camps and clinics. Outreach program, talking with officials, learning their goals, helping attain their goals Great reputation of the chapter, through out the league/district and the state What we need to do to produce quality officials Future scheduling, everyone on board is very vague on how its done. The season are short we jam a lot into little time. We will be working closely with Chuck Abbott in next years schedule.

Speak up for a school that treated us the way we deserve to be treated when we arrive, work the floor and leave. The amounts being given are $20K, $15K, $10K and $5K. With these amounts Gordy asked that everyone take it serious at all levels, and not just among the players, but how it s promoted from the coaches, parents and fans. DISTRICTS: Next meeting (Monday, January 30 th ) District III Reps, Cindy Rinehart and Rich Czarnecki are expected to attend the meeting, to talk of scheduling, blocks, procedures and expectations of officials and games. There are 6 divisions this year and no one in the chapter has any idea how many games are being distributed this year and/or how they are going to be handled. ATTENDANCE: Both Chapter website http://yorkhooprefs.org/4801.html and the PIAA website is up to date. Check your attendance. GETTYSBURG SPECIAL OLYMPICS: Games are March 19th, from 9:30am until approx. 3:30. If you ever want to leave a game with a feel good feeling, these are some to do. It gives you an opportunity to see kids, young adults with a passion to play a sport and for a brief time and forget about the struggles of the daily grind of life. An email to Tom Ryan will get you on the list, of some games you ll never forget you were involved in. RULES INTERPRETER; PHIL MILLER: EQUIPMENT RULE: 3-5-2 Art.2 Guards, cast and braces must meet the following guidelines: a. A guard, cast or brace must be made of a hard and unyielding substance, such as, but not limited to leather, plastic, plastic or metal shall not be worn on the elbow, hand, finger/thumb, wrist or forearm; even though covered with soft padding. b. Hard and unyielding items (guards, casts, braces, etc.) on the upper arm or shoulder must be padded with a closed-cell, slow recover foam padding no less than 1/2 which. c. Knee and ankle braces which are unaltered from the manufacturer s original design/production are permitted and do not require any additional padding/ covering nor do the braces need to meet the color restrictions. d. A protective face mask may be worn and made of hard material, but must be worn molded to the face with no protrusions. TRAVELING 4-44 Traveling is moving a foot or feet in any direction in excess of prescribed limits while holding the ball. Art.1 A player who catches the ball with both feet on the floor, may pivot, using either foot. When one foot is lifted, the other is the pivot foot. Art.2 A player who catches the ball while moving or dribbling, may stop, and establish a pivot foot as follows: a. if both feet are off the floor and the player lands: 1. Simultaneously on both feet, either foot may be the pivot. 2. On one foot followed by the other, the first foot to touch is the pivot. 3. On one foot, the player may jump off that foot and simultaneously land on both. Neither foot can be the pivot. Art.3 After coming to a stop and establishing a pivot foot: a. the pivot foot may be lifted, but may not return to the floor, before the ball is released on a pass or try for a goal. b. if a player jumps, neither foot can return to the floor before the ball is released on a pass or try for a goal.
Art. 5 A player holding the ball: a. May not touch the floor with a knee or any other part of the body other than the hand or foot. b. After gaining control on the floor and touching with other than hand or foot, may not attempt to get up and stand.
