HANDICAPS, THE RESPONSIBILITIES OF THE PLAYER The UNIFIED HANDICAPPING SYSTEM is based on the premise that a player will endeavour to make the best score he/she can at each hole in every qualifying round he/she plays and will report all such rounds for handicap purposes. Any player who fails to carry out any of the responsibilities below imposed by the UHS is not entitled to a CONGU handicap. The player must: Have one exact handicap only, which must be allotted and adjusted by his Home Club. If he/she is a member of more than one Affiliated Club, he/she must select one as their Home Club and notify that club and the others of his/her choice. It is recommended that the Home Club selection is the club where Qualifying Competitions are most frequently entered. A. Not change his Home Club except by giving advance notice of the change which can take effect only at the end of a calendar year unless he/she has ceased to be a member of their Home Club. B. Prior to playing in any competition ascertain whether all appropriate reductions to playing handicap have been made. Before commencing play on the day of a Qualifying Competition ensure that entry has been registered (as set out by the Competitions Committee in charge of the competition) A player who fails to enter in the required manner is deemed to have neither a score for the competition nor a score for handicap purposes. C. Must enter his/her current playing handicap on all cards returned in competitions, return all cards, whether or not complete, and make such computer entries as required. 1. Report as soon as is practicable all Qualifying Scores (including No Returns and Disqualified Scores) returned away from his/her Home Club advising the Handicap Committee the Date of the competition, the Venue, Standard Scratch Score (SSS) together with the following: 2. Stroke Play, the gross score returned and any Stableford/ Nett Double Bogey adjustments. 3. Par/Bogey, the Par of the course and score versus Par. 4. Stableford, the Par of the course and the number of points scored COMPETITION/ NON-COMPETITION HANDICAPS England Golf will join with the Scottish and Welsh Unions in using the c notation to denote a competition handicap and the i notation will no longer appear. Any non-competition handicap will have no notation after it. A single date for the activation of c handicaps in each year has been agreed by England, Scotland and Wales. This will be 1 st January. SUPPLEMENTARY SCORES A restriction is being placed on the use of supplementary scores by Category 1 players and any player attaining Category 1. These players will only be permitted to submit supplementary scores to the extent that such scores are necessary to retain a competition handicap. Such scores will only be allowed to be submitted between 1st September in one year and 31 st December in the following year. Any Category 2 player who has submitted supplementary scores prior to attaining Category 1 status will only be permitted to submit further supplementary scores in the period if he/she requires them to retain a competition handicap even where they have returned to Category status. There has been some discussion over the definition of a week in respect of the submission of Supplementary Scores. For the purposes of clarity we wish to define a week as being from Monday to Sunday but please note that clubs do have the discretion to permit players to submit more than one Supplementary Score in a week Recording of Non Qualifying Scores. From 1st January 2017 England Golf require all players to return all scores in Non Qualifying Competition, to assist handicap committees with handicap reviews. (Clause 4.5b/8.12) Please note these scores will not directly affect a player s handicap, but may be used as supporting evidence of performance when it comes to a handicap review.

Scores should be returned in all Singles, Am-Am, 4BBB and team competitions, with the exception of Texas Scrambles and Greensome competitions. Clubs should also be aware of regular roll-ups that take place at their club, where players are playing off a measured course under Competition Play Conditions. We would advise that these types of competitions should be played as qualifiers when possible. To assist with the return of scores, we advise that clubs outline a process to allow players to record these scores. It is recommended that this is done directly to the Handicap Committee, and that the Committee keep a copy of all information for the current year and one previous year. The information does not have to be recorded on the handicap software, but should be stored in a format that can be used for any handicap review. Information to be recorded: Date of Competition Format of Competition Venue/Course Tees used SSS of Course Name of playing partners Score returned Failure to return these scores could result in loss or suspension of handicap under clause 24.1.
