ASCE Rocky Mountain Regional Conference - Standing Rules Preamble Continuity from year to year and safety have been two considerations that have led to the adoption of these standing rules. The intention, however, is to promote creativity and therefore a minimum number of rules should exist. Continuity Each year a different university will host the competition. A basic framework of rules that will be the same year to year will make the job of the host school easier. However, the intention is to allow maximum flexibility for the host school and promote competition and creativity. Each and every host school in the Rocky Mountain Regional Conference shall adhere to these standing rules. These rules will be adopted by and may be amended by majority vote of the schools present at the annual business meeting. If no quorum (a majority of the schools in the region) is present, action must be ratified by mail. Safety There have been enough serious safety concerns, especially in the steel bridge and the concrete canoe competition, that this problem must be addressed. It is not good enough to simply say the judges are also responsible for safety. Safety must not and cannot be compromised. One person shall be clearly identified as the safety official at the site of the steel bridge competition and at the site of the concrete canoe competition. Safety concerns shall be addressed to and by this person. This person shall have final responsibility to make safety decisions. This person shall not be responsible for any other decisions such as timing, scheduling or rules violations. It would be preferable for this person to be independent of any school, such as a search and rescue leader, fire marshal, etc. Awards Banquet There will be no cash bar at the awards banquet. Event Judges List It is recommended there should be a list of judges provided to participating schools in the registration packet. List would include: Event judged Affiliation 2

Concrete Canoe Competition The competition shall follow the national rules. To shorten the competition, because of safety or weather considerations, the sprint finals may be canceled. Any races may be canceled by vote at the business meeting or by the safety officer. A minimum of two qualified personnel shall be in each rescue boat. Qualified EMT personnel shall be available. The races shall not proceed if the rescue team is not in a motorboat stationed in its staging area on the water in a position to rapidly render aid. Paddlers are required to have wet suits available. The safety official has the final authority for safety issues. Steel Bridge Competition The competition shall follow national rules. The test area shall be roped off by the safety officer to keep observers back a safe distance. Loading methods shall be safe and not endanger the personnel testing the bridge. Outside bridge assembly or testing in large open areas shall not proceed if lightning is visible. The host school will decide on a safe method of loading and will inform the other schools about the method by Jan. 15. The other schools will have until Jan. 31 to reply with any comments. Technical and Non-Technical Papers Both paper sessions shall be organized but, to speed up the competition, the sessions may be presented simultaneously if the time factors make simultaneous scheduling expedient. There should not be any other competition at this time. Predesign Competition This competition should normally be something other than structural, since the steel bridge is basically structural, and usually should be transportation, geotechnical, environmental or water related. Mystery Design This competition allows more students to participate without more timeconsuming advance preparation. This competition may be any theme but should exercise the ability of engineers to think on their feet, work under pressure and produce a useable product in a short period of time. Point Distribution Concrete Canoe Steel Bridge 350 points* 250 points* 3

Technical and non-technical paper (it is recommended that the Mead Paper be the non-technical paper) 250 points (125 each)** Pre-design 100 points Mystery design 50 points TOTAL 1000 points *The canoe and steel bridge should adhere to national rules; the canoe presentation requires a technical paper and oral presentation so it has more points allocated in the point distribution. **Technical and non-technical papers should be written and presented only by undergraduate ASCE student chapter members. Tally of all points All points shall be maintained on spreadsheet and copies shall be distributed to all universities at the close of the awards banquet. Major notifications There should be three notifications by the host school. The first notification shall be sent as early as possible, but no later than Thanksgiving, and shall be by US mail with a return card confirmation that it was received. The first mailing shall include information on due dates, rules, page limits, etc., for all papers. The second notification, which shall contain registration and predesign information, shall go out in January. The third notification should contain maps that are readable, final schedules, etc. Each school shall provide two names and addresses for receiving the notifications. Please include a fax number, an e-mail address and a number where messages can be left. Request confirmation of each notification by email. If no confirmation is received, a fax, which is the final word, shall be sent. New events If a host school wishes to try a new event, the best procedure is to do it as a voluntary exhibition, for a year or two, to see how as it goes. This is how the steel bridge evolved. It can then be discussed in the business meeting to see if it should be continued. Try a Can-struction, possibly as Pre-Design. Or, try some kind of a service project the first year as a non-point event. Scheduling of the conference Almost always the conference is between the weekend of the EIT exam and the weekend of Easter. The date of the next year s conference must be decided in the 4

business meeting. The host school must verify the dates of the EIT and Easter. The following dates for Easter were found on the Internet but have not been confirmed from a second source. The attached dates for the FE/EIT should also be confirmed as they may be subject to change. The date of April 4-5, 2008 was selected and voted on. The host school shall conduct the meeting and Robert s Rules of Order shall be followed, with one vote per school. Minutes shall be kept by the host school and distributed no later than one month after the meeting. The meeting should not conflict with competitions or other meetings. 5

After Conference Report The host school is required to prepare an after-conference report for national ASCE. The host school is required to forward copies of this final report to all chapters as soon as possible. Friendly Reminders The weather may vary all the way from hot and sunny, to cold, windy, rainy, and snowy; (from one day to the next, one year to the next, or one location to the next.) Therefore, bring water, sunscreen, shade, sunglasses, as well as a big coat, waterproof shoes, etc., for cold weather. A tent may not be unreasonable. The bridge testing and the canoe races may go on for several hours. You should probably bring lawn chairs. Safety should be a concern for all of us. If you see an unsafe act or condition, do something about it. This goes for students, too. Do not wait for someone to be hurt or killed. That would ruin the whole event. So far we have been lucky. 6
