Registered as a nonfgovernmental organization under the ZambianSocietiesActin1995,ConservationLowerZambezi(CLZ)begantoassisttheNPWSandthe Chiawa community with their conservation and wildlife protection efforts. Since its humble beginningprovidingessentialsupporttonpwsandzawa,clzhasgrownandincreasedit sactivities andeffortinthelowerzambeziarea.notonlyhasitincreaseditssupportedtozawabutclzhas expanded to now include components of Environmental Education, Village Scout program, Community Development, Safari Guides Training and Examining, research and assisting injured, snaredororphanedwildlife. Conservation Lower Zambezi is a Zambian nonfgovernmental organisation committed to the conservation and sustainable use of the wildlife and environment of the Lower Zambezi for the presentandfuturegenerationsofzambia. CLZhasbeeninexistencefor19yearsandisgovernedbyavoluntaryboard,whichisdemocratically electedatanannualgeneralmeetingundertheconstitutionandmadeupofmembersfromlower Zambezi,ZambiaandSouthAfrica.SomearestakeholdersintheLowerZambeziregionandsomeare independentsupporters. CLZrelyentirelyondonationsfromindividualsandinstitutions,100%ofwhichareuseddirectlyfor conservationactivities. CLZWildlifeProtection According to the most recent, reliable 1 survey of the LZNP and Chiawa GMA the total elephant populationwasestimatedat2200 2.HowevertheLZNPandGMAsarealsopartofthelargerLower Zambezi system. This system is home to one of the largest African Elephant populations in the world,stretchingacrossmozambique,zambiaandzimbabwe,withanestimated23,211elephants 3 roamingacrossinternationalboundaries.since1995whenclzstartedtosupportzawa slower Zambezi Area Management Unit (LZAMU), the elephant population in the LZNP and GMA has increased. Due to the rising global demand for ivory, there was a marked increase in poaching incidents 4 acrossthecontinentandzambiaandwheremanyprotectedareashavebeenunabletoprovide sufficientantifpoachingresourcestoeffectivelyprotectthearea.in2013clzsignificantlyincreased oursupporttozawaandestablishedavillagescoutunitthathasenabledmorepatrolteamsand agreaterwildlifeprotectionpresenceintheparkandchiawagmawhichresultedinthelowest number of poached elephants in the LZNP recorded in CLZ s 19 years of operation. With the increasedpatrolcoverage,theplaneflyingandthesupportofsafariguidesweareconfidentthat the majority of poached elephant carcasses are found and therefore the reduced numbers of poachedcarcassesfoundin2013showsasuccessinwildlifeprotectionefforts. CLZ smainwildlifeprotectionaimsareto: supportzambiawildlifeauthority(zawa) seffortstoreducetheillegalkillingofelephants andotherwildlifeinthelznpandgmas; assist in improving identification of the extent and cause (monitoring) of illegal killing; measureandrecordlevelsandchangesintrendsofillegalkillingofelephantsandother wildlifeinthelowerzambezi;and supportzawawiththerehabilitationofinjuredandsnaredwildlifeinthelowerzambezi. Locations of illegal activities plotted ontogistobettermanagetheeffectivenessofpatrols. Detailed reports of poaching and antifpoaching activities and results will be maintainedandanalysed. AllcarcassesreportedareverifiedinthefieldbypatrolteamsorCLZ.Foreachcarcassreported standardizeddataiscollectedi.e.datecarcassreported,howthecarcasswasfirstdiscoveredand whovisitedit,geofreferencedlocationusingaglobalpositioningsystem(gps)unit,causeofdeath (if verifiable). The cause of death is determined using evidence acquired at the carcass, such as presence of injuries or eyewitness accounts. Cause of death is categorized into either: illegally killed, problem animal control (PAC), natural or unknown. The presence or absence of tusks is recorded for each carcass noting whether tusks are naturally absent or whether they were removedaftertheelephantdied.carcasseswithtusksmissingarenotautomaticallycategorizedas illegallykilledunlessthereiscircumstantialevidencee.g.bulletholes,ivoryiscutoutorobserver reportsofgunshots.withfundingfromawfin2013clzpurchasedametaldetector(ebinger410) for ballistics analysis in the field, which we are already finding useful. Metal detectors have successfullybeenusedelsewhereinzambiatoidentifyammunition,firearmsandassistzawawith investigations, as well as discover a more detailed cause of death of carcasses. ImplementationofVillageScoutUnit WithfundingfromUSFishandWildlifeService(USFWS)CLZpartneredwithZAWAandthe4CRBs around the LZNP to form a Village Scout Unit to support and compliment ZAWA s wildlife protectioneffortsandtoassistthelocalcommunitywitheverincreasinghuman/wildlifeconflict. The village scout positions were advertised in the communities surrounding the LZNP. Over 200 applications were received, of which 70 were selected for interviews and a basic mental and physicaltest.ofthe70interviewed,50wereofferedaplaceina10fdayselectioncoursewherewe identified22candidatestogoontobasicfieldrangertraining.althoughouraimwastohave20 scouts,only18managedtocompletetheintensive6fweekbfrtraining.thevillagescoutswereall equippedwithuniformsandpatrolkitandbrokeninto5teams(eachtoworkwithazawawpo) and became active in June 2013. An Advanced Tactical Training course is to be conducted in January2014. Since they became active the Village Scout Patrol Teams have accounted for 45% of all patrols conducted in the National Park and Chiawa GMA (see table below). In theory this should have resultedina45%increaseintotalmanfdaysforthesemonthshoweverthiswasnotthecase.the decreaseineffortbyzawawpo swiththeimplementationofthevsunitneedstobeaddressed. ThereweretwoseriousincidentsinvolvingtheVillageScoutsin2013.Oneincidentinvolvedgross misconductatatouristlodgeandtheotherinvolvedapoachedbuffalointhelznp.in2013five VillageScoutsweredismissed,fourduetodishonestyandmisconductandoneforfailingtoreport toduty.twoadditionalvillagescoutswerehiredindecember2013,whichmeanttherewere15 VillageScoutsleftintheVSUnitattheendof2013.ItishopeanadditionalfiveVillageScoutswill berecruitedandtrainedin2014tobringtheunitbackuptoitsintendedtotalof20. CLZSupportZAWAforPatrolKits In2013,withfundingandsupportfromtheAfricanWildlifeFoundation(AWF),CLZsponsored ZAWA sofficers,whoareactiveinthelowerzambeziareamanagementunit,with80newsetsof patrolkitsincludingbackpacks,sleepingbags,tents,rollmats,messkits,handcuffs,wetweather gear,waterbottlesandmosquitonets. ImprovedCommunications A triple repeater system was installed in the Lower Zambezi Valley thanks to the generosity of CharlesDavywhohasallowedCLZandZAWAtopiggybackonhistworepeatersatMushikaand MtondoandalsocoveredthecostofthemastatMwambashiwherethethirdrepeaterisinstalled. AlthoughnotaseffectiveasasinglerepeateronMtChilapila,thenewtriplerepeatersystemshave greatlyenhancedtheoperationalcommunicationsandefficiencyinthelowerzambezi. ZAWAPatrolTeamIncentives TheincentivesCLZintroducedin2012forsuccessfulfieldpatrolscontinued.Theseincentivesassist tomotivatescoutsandimprovemoral.in2013clzpaidoutoverzmw8,000inincentivesto officers. 13YearofIllegalActivitiesDataEnteredintoCLZ sgis CLZhasdailyrecordsofactivitiesintheGMAandNationalParkdatingbackto2001.However,the datahasneverbeenorganizedandcompiledintooneformatuntilnow.volunteer,hilary Lohmann,tookdatafromthelast13yearsofdiaries,logbooks,andannualreportsandenteredall activitiesandinformationrelatingtoantifpoaching(patrolteammovements,poachedelephant carcasslocations,snaredanimals,gunshotreports,poacherfires,etc)intoclz sgistheyhavebeen developing.thegoogleearthgisisawaytolinkthehistoryofrecordswithpresentandfuture activitiestoensuremaximumefficiencyandcontinuedsuccessofantifpoachingeffortsinthe LowerZambezivalley.ThedataisnowbeingusedbyCLZandZAWAtobettermanageandfocus ourpatroleffortsandefficiency. 2013ElephantandLargeMammalAerialSurvey With funding from US Fish andwildlifeservicein October 2013 CLZ facilitated an Elephant and Large Mammal Aerial Survey of the LZNP, Chiawa and Rufunsa GMAs and the Rufunsa (Sable) Conservancy,anareaof10,450sqkms.Ingeneraltheresultswereencouragingandreflecteda growthinthepopulationofmostspecies(seeexertbelow). ThesurveywasdesignedandmanagedbyPetriViljoen,anindependentexpertfromSouthAfrican, andwasconductedwithateamfromzawaandclz.thesampleintensityofthesampleblock countsintheescarpmentwas12.9%whileforthevalleyfloorwheresystematictransectswere usedthesampleintensitywas20.6%. GISTraininginTanzaniaforRabsonTembo ThankstofundingfromTuskTrustandAfricanManagementServicesCompany(AMSCO),Rabson Tembo (CLZ s Operation Manager) was sponsored to go to the African Collage of Wildlife Management at Mweka in Tanzania. Over the course of two weeks Rabson joined professional conservationistsfromacrossafricatolearnaboutgeographicalinformationsystemsandremote sensing.amongstmanyotherresponsibilitiesrabsonnowoverseesclz sgis. AerialSupport AvitaltoolinantiFpoachingandwildlifemonitoring,CLZ scessna172isusedforaerialpatrolsover the LZNP and GMAs. It is flown by CEO, Ian Stevenson with the assistance of ZAWA and CLZ spotters, eyes in the skies deter and prevent illegal activity in the area and help provide vital informationandrapidsupporttoantifpoachingfootpatrolswhenillegalactivityisreported.the plane also assists patrol teams with air drops of items such as medicine, ammunition, food and radioandgpsbatteriesandhasbeenusedtoliftsickorinjuredscoutsoutofthefield.ithasbeen calculatedthattheplaneisresponsibleforreportingover30%oftheillegalactivitiesandover15% P age 9

Injuredandsnaredanimalassistance Incomparisonto2012,wheretherewasanotableincreaseinsnaredanimalsintheLowerZambezi andparticularlyinthechiawagma,in2013wesawadeclineintheincidentsofsnaring.although decreased, snaring remains a very real threat and there were several snared animals (mainly buffalo)reportedinthewesternsideofthechiawagmaandfewintheeasternside.patrolteams are instrumental in locating and disposing of snares as well as reporting any animals that have become trapped in a snare. Increased antifsnaring patrol efforts were made, particularly in the easternchiawagmaalongtheriverwherein2012manysnareswerefound.alloperatorswere contactedandrequestedtodisposeofand/orbettermanagethestorageofwireintheircamps. Wethankthemfortheirefforts.CLZonseveraloccasionsin2013assistedZAWAintheireffortsto sedateandtreatanimalsinjuredbysnares.in2013nosnareswereremovedfromanyanimals. For the last 2 years CLZ has been corresponding and meeting with ZAWA and the Zambian VeterinarianCounciltofindasolutionforqualifiedpersonneltobepermittedagaintorespondto andimmobilisesnaredwildlifeunderthesupervisionofavet.in2013clzintendedtocofemploya vet with Game Rangers International (GRI) but due to GRI funding this was delayed. We have budgeted for and hope in 2014 this program can be implemented. The vet will supervise CLZ s injured and snared wildlife efforts and we are informed they will also be allowed to apply for permissionforqualifiednonfvetstobepermittedtodartsnaredwildlifeintheirabsencebutunder theirremotesupervision. NextyearCLZwillalsobepartneringwithBioCarbonPartnersin Chinyunyu who are focusing on deforestation education. They have developed and adapted the CLZEEPcurriculum,whichtheywillusewhencarryingouttheiractivitiesinschools.Thismeans thatclzwillonlycomeinwildlifeconservationeducationandwillallowusexpandourprogramto otherareaswehavenotreached. Overthe2013wetseasonCLZwillbedraftingasuiteofourownCLZHIV/AIDSlessonplans, whichwillbeincludedintheclzeepcurriculumcurrentlydistributedtoallprojectschools. CLZCommunitySupport CLZunderstandsthatthelocalcommunitieslivingaroundprotectedwildlifeareasinZambiaface many challenges in sharing their homes with wildlife. Farmers struggle to grow and store crops withanycertaintyknowingthatanelephantmaydestroytheirharvestinonenight.womenand childrenmovearoundconstantlyawarethatdangerousanimalsmayblocktheirpaths.thesupport of the local communities for the protection of wildlife and environment is essential and CLZ is committedtohelpingtheselocalresidentslivesustainablyinharmonywiththeirvaluablenatural resources. ThroughtheCLZenvironmentaleducationprogramweaimtopromoteanunderstandingofthe value of the environment to the present and future generationsofthearea.however, withthe majorityofresidentsinthechiawagamemanagementarea(gma)livingbelowthepovertyline, CLZ knows that for communities to be able to protect their natural resources, their own needs mustbeunderstoodandfulfilled.incomegenerationmustbepossiblewithouttheneedtoturnto illegal activities such as poaching, deforestation and illegal fishing. For this reason in 2013 have workedwithlocalcommunitiestotrytohelpthemunderstandthewildlifethattheylivewithand howtomakealivinginharmonywiththeenvironment. OuractivitiesarefocusedintheChiawaGMAandthevillagesclosesttotheNationalParkwhoare affectedmostbythedifficultiesoflivingwithdangerousgame,withatotalpopulationofaround 442. PreviouslyacommunityschoolteacheraswellasworkingatmanagementlevelatZambiaRailways innorthernprovince,stephenmovedbacktohishomevillagemushonganende(chiawagma)to farm. In 2011 Stephen joined the CLZ Chilli Project as a participant farmer and successfully harvestedin2013. HehassetupafieldofficeinhisownhouseinMushonganende. It is hoped that this will increase the productivity,accountabilityandtransparencyofthe project. The farmers who plantouttheirseedlings successfullywillbeaskedtosignacontractwithclz to govern their relationship and agree to use chilli toprotectothercropswherepossibleandonlysell any surplus on to Lusaka based sauce company Rivonia. HumanWildlifeConflict Inordertobeabletoeffectivelyaddressthechallengesfacedduetohumanwildlifeconflictinthe region CLZ have been collecting information about HWC incidents in the project area over the courseof2013(withtheexceptionofaprilfjulywhenwedidnothaveahwcprojectcoordinator). SinceJuly,StephenKaliohasbeencollectedcomprehensivedata(includingGPSlocation)aboutall HWCincidentsthatarereportedtohiminthearea,usingtheAwelyreportingforms,whichare then entered into a Microsoft Access database. This information will be analysed, shared with ZambiaWildlifeAuthorityandusedtoensurethattheareasathighestriskfromHWCaretargeted andthateffectivesolutionsareimplemented. ElephantSafeGranaryStores_ Felumbu Using the tried and tested Awely design, Stephen Kalio supervised the construction of the first elephantsafegranarystoreinnovemberinchuiyevillage.atfirst,heencounteredresistanceto P age 17
thisidea,whichisverydifferenttotraditionalstoresmadeofwoodandreeds(highlyvulnerableto elephantdamage,withanentireharvestofmaizepotentiallybeinglostinoneattack).however with further consultation, one household in Chiuye village agreed to build a store designed by Awely using 3 pockets of cement and black plastic (provided by CLZ) and bricks and labour (provided by the owner). The construction was successfully completed and Stephen has now identified a further five households interested in building elephant safe granary store, with two morealreadyconstructed.
