11 REPORTS 11.2 ELECTED MEMBER REQUEST FOR TRAVEL Author: Authoriser: Lynlee Baily, Manager Democratic Services Kaiwhakahaere Ratonga Manapori Darryn Grant, Acting General Manager City Growth and Partnerships Pouwhakahaere Whakakapi PURPOSE The purpose of this report is to seek approval for Councillor Seiuli to attend the Sister Cities International Youth Connect Forum and Youth International Sports Carnival in Quirindi, New South Wales, Australia. RECOMMENDATIONS That the Council: 1. Receive the report. 2. Approve attendance by Councillor Seiuli at the Sister Cities Youth International Sports Carnival and International Youth Connect Forum in Quirindi, New South Wales, Australia from 25 to 29 October 2018. Reports contain recommendations only. Refer to the meeting minutes for the final decision. BACKGROUND 1. The Council delegated the following authority to the Elected Member Training and Travel Committee: To consider and recommend to the Council all travel outside New Zealand for the purpose of attending a conference, inspecting or evaluating initiatives, facilities or operations which may benefit Porirua City. To consider and recommend to the Council travel as part of the sister city delegations where cost of such travel is not covered by the host city. 2. The Committee would ordinarily consider the request and make a recommendation to the Council. However due to the tight timeframes this request has been brought direct to the Council for a decision. 3. The Council is asked to consider attendance by Councillor Seiuli at the Sister Cities Youth International Sports Carnival and International Youth Connect Forum in New South Wales, Australia from 25 to 29 October 2018. DISCUSSION AND OPTIONS 4. Elected members are required to seek approval from the Council before embarking on overseas travel. 5. Councillor Seiuli is seeking approval to attend the Sister Cities Youth International Sports Carnival and Youth Connect Forum in Quirindi, New South Wales. 6. Following on from the success of its inaugural Hangi in the Country event in August 2017 Blacktown City Council and its Sister Cities partner Liverpool Plains Shire Council decided that a further event would be held in 2018 with the focus being on youth and sport. Cities Sports Carnival and Youth Connect Forum will include a Maori influence with entertainment and a hangi social event. 7. Youth teams (under 14) have been invited to participate in a variety of sports. Ngāti Toa is sending a youth basketball team from Porirua. The youth connect programme will run in conjunction with the sports programme. 8. The youth connect forum will cover topics such as mental health, community youth participation, equity, equality, domestic violence awareness and social change. Marsella Hippolite, the Mayor s nominee for the youth connect forum, will also be attending. Marsella is part of a Mayoral mentoring programme for Māori youth. 9. Blacktown City Council covers the costs associated with the trip with the exception of airfares which, for Councillor Seiuli, will be paid for from the Councillors travel budget. 10. A Porirua City Council staff member will not be attending this Sister Cities event. CONCLUSION 11. The Committee is asked to approve Councillor Seiuli s attendance at the Sister Cities Youth International Sports Carnival and International Youth Connect Forum in New South Wales, Australia. FINANCIAL CONSIDERATIONS Cost The cost of air travel for Councillor Seiuli to attend the Sister Cities Sporting Carnival in Australia is covered in the approved budget. STATUTORY REQUIREMENTS There are no statutory or legal implications identified in this report. TREATY CONSIDERATIONS There are no Treaty implications identified in relation to the issues in this report. SIGNIFICANCE The issues in this report do not trigger the Council s Significance and Engagement Policy. ENGAGEMENT AND COMMUNICATIONS No community engagement is required.
