Page of 4 Emergency Procedures Last saved on 8-Jan-6 RIDDOR The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 995, by the Health and Safety Executive require that all public accidents are reported. This is determined as; Work-related deaths Major Injuries Over three day injury Work related diseases Dangerous Occurrences Near Misses If the instructor on duty feels that an incident falls into this category they must complete The Scout Associations Incident/Accident Form and make the Duty Manager aware so a RIDDOR report can be completed. Incident forms can be found in the Activity Centre Office. Incident Forms The Scout Association has a policy of reporting any incidents and near misses that have the potential to result in an accident including verbal abuse, harassment and child protection issues. Incident forms are located in the Activity Centre Office. Serious Injury/Drowning The following is the procedure for the Instructors on session for serious injury or drowning at Gilwell Park. The on water instructor will shout for the bank side instructor. The bank side instructor will blow three whistles and radio for a lead instructor 3. The bank side instructor will then assist in the evacuation of the bomb hole 4. The on water instructor will paddle to the casualty and keep them calm (if casualty has sustained injury or unconscious then airway must be maintained) 5. When lead instructor arrives they will assist in the rescuing of the casualty 6. Call Emergency Services if required by radioing the reception or calling from the Bomb Hole and conveying the details a. Location

The following is the procedure by the Duty Manager/Reception Staff/Duty Instructor for serious injury or drowning at Gilwell Park. The lead instructor responding to the radio message will make their way over to the bomb hole. The lead instructor will convey to the Duty Manager what additional resources are required. 3. The Duty Manager will then provide these resources 4. If the Bomb Hole session is out of hours the reception will inform the Duty instructor by phone. The Duty instructor will make their way immediately to the bomb hole. The Reception Staff/Duty Manager will then raise additional resources are required. 5. Call Emergency Services if required by radioing the reception or calling from the Bomb Hole and conveying the details a. Location b. Age c. Injury d. Conscious e. Breathing f. Bleeding 6. Complete Accident/Incident report form. Note that the Emergency Services should only be contacted from the bomb hole if the reception is un-manned or not contactable. In this case the call can be made from the bomb hole, but the Duty Manager must be informed at the earliest convenience. Minor Injuries The following is the procedure by the duty instructor for minor injury or incident at Gilwell Park. The casualty can be towed to the side of the bomb hole and taken off the water by the bank side instructor and the group leader. The bank side instructor can raise assistance by using their personal radio 3. Treat injury or deal with incident accordingly 4. Report using an Incident/Accident form and report to Duty Manager

Upon hearing three whistles Exit the Bomb Hole in a safe and orderly manner Proceed to the area in front of the kayak shed Wait for further direction from a member of staff Go to Camp Square if it is unsafe to stay at the assembly point EVACUATIONS. In the event of an incident (Fire, Gas Leak, Explosion/Risk) at the bomb hole requiring evacuation of the bomb hole area, the duty manager should be informed immediately and a member of staff or the duty instructor shall coordinate the evacuation of the bomb hole.. In the event of a site evacuation, which will be made known by the single pitched horn evacuation alarm, the bank side instructor shall co-ordinate the evacuation of the bomb hole.

Risk Control Measures in Place Remaining Risk Falling from a height Participants 5 All instructors are trained and assessed by a competent person All staff members are periodically monitored to ensure compliance with procedures. All participants are provided with a suitable climbing harness. All participants are provided with a suitable climbing helmet. The instructor explains how to fit the harness correctly and checks before assent that the harness is fitted correctly. At all times whilst climbing the participant is connected to a safety rope using a suitable climbing knot. The instructor monitors the group to make sure no one climbs before the instructor has checked their equipment and safety rope. The group is shown how to belay, either the five points or bell ringing technique depending on the groups competency and age. Safety rope is connected to a ground anchor belay system Gri Gri s are used so that there is a degree of safety back up. Participants are instructed to move away from the stack of crates when not placing a crate for the participants that are ascending. All participants are to keep back and be facing the crates at all time to avoid falling crates. If the crate tower is being push over, it must be pushed away from the belayers and where the group are standing.
