COTSWOLD HILLS LEAGUE SPONSORED BY MARTSON S PEDIGREE ANNUAL GENERAL MEETING 2018 PROPOSED CHANGES TO RULES PLEASE NOTE As per Rule 5b of the Constitution, these proposals will be simply be voted upon at the AGM rather than debated Change to Rule 3 proposed by Stanway Cricket Club a. Two Panel Umpires will be appointed for Premier Division games. In all other Divisions both sides shall provide a non-playing umpire. If only one umpire is present he will stand at the bowlers' end for the entire game. In Premier Division games the umpires must be paid prior to the start of the match. b. In all Premier Division games, fielding sides for both innings are required to commence the 45th over within two hours and 45 minutes or pro rata when the allocation is reduced, to avoid a penalty of points reduction. One point will be deducted for every over bowled beyond the time allocated. Umpires are requested to use their discretion on the application of this rule and make allowance for any unavoidable breaks in play. Proposed change, to add paragraph c c. In all other divisions the captain of the fielding side should make every endeavour to commence the 45th over within 2 hours 45 minutes or pro rata when the allocation is reduced. Change to Rule 5 proposed by Stanway Cricket Club Any bona-fide member of a club can play in matches provided that :- a. after 31st May that season, he has not played for any other Club in the League, except for players in Divisions 4 and below who have not made more than two appearances for a team in a higher division and provided the Secretary of the League is notified of the name and circumstances. b. he has not played League cricket at all on a Saturday for a club outside of the League after 31st May that season. A person moving into the district is eligible to play after the Secretary of the League is notified of the name and circumstances. c. students who were previously bona-fide members of a Cotswold Hills League club will be eligible to play upon return from their further education provided that the League Secretary is notified of the circumstances. d. he has no outstanding payments owed to his previous club. In each and every match where a team breaches this rule, the team will forfeit all points earned and incur a 20 point penalty. Points earned by the opposing team will stand, subject to a minimum of 20 points being awarded. Proposed change, to replace paragraph b b. a player who has played League cricket on a Saturday for any other club on leaving that club is eligible to join a Cotswold Hills League club up to 31st July that season. A person moving into the district is eligible to play after the Secretary of the League is notified of the name and circumstances. Change to Rule 8 proposed by Shipston-on-Stour Cricket Club If owing to bad weather or other circumstances play is suspended after the match has started, the following guidelines will apply to each suspension of play :- a. If a suspension in play occurs during the innings of the team batting first, the team batting first must complete its innings. The team batting second will have their innings reduced by one over for every three and a half minutes of suspension, after first taking into account the time of any unused overs from the side batting first, with a minimum innings of 25 overs. The revised target score for the team batting second shall be calculated by multiplying the reduced number of overs, without taking in to account any additional overs gained by the side batting first not using their full quota for any reason, by the average number of runs per over scored by the team batting first. In the event of the team batting first being all out or declaring in less than their full quota of overs, the calculation of the run rate shall be based on the full quota to which they were entitled. b. If suspension in play occurs during or immediately prior to the start of the innings of the team batting second, their number of overs and revised target score shall be calculated as in 8(a) above. The calculation applies only when play is resumed after the suspension. c. If play is suspended and not resumed, then Rule 8(b) still applies, unless the team batting second has not had the opportunity of receiving 25 overs in reply, then the match is abandoned. Proposed change, to insert the following before paragraph a [to be effective from 2018] In Premier Division matches, the Standard Edition of the Duckworth-Lewis methodology will be used to calculate the revised target. In all other Divisions the methodology will be as follows : -... To bring the CHL into line with other recreational cricket across the country and correct the imbalances of the current rain rules. To be trialled in the Premier Division in 2018 (using a prescribed, consistent method which is to be decided by the Executive Committee) with the aim of rolling out down the divisions from 2019. Executive Committee comments It is not clear what happens to any overs unused by the side batting first does D/L take account of this or are they just ignored? This proposal does not take account of whether there should be a minimum number of overs in the second innings before a match is abandoned. If this proposal is adopted, it would need to be established who would be responsible for calculating a D/L target and how. Also, scoreboards at most grounds do not have the ability to display D/L targets. The target score can change when a wicket is lost, so how long would it take to re-calculate each time? Would each club have to have a D/L set of tables, or use an online app - in which case, some kind of internet capability might be required. Feedback from the Premier League Panel Umpires suggest that they are not in favour. page 2 of 5

Changes to Rules 7 and 9 proposed by the Executive Committee Rule 7 (extract) If owing to bad weather or other circumstances the start is delayed, the captains have the option to agree on a match of a lesser number of overs with a minimum of 50 overs in total. Such a match will count under the point scoring system as if the full 90 quota of overs had been played. Rule 9 (extract) If a match starts as a 45-over match, no bowler may bowl more than 10 overs in an innings, and his allowance shall not be restricted owing to the weather. If, however, from the start of the match is delayed, and the overs innings of both teams are restricted to is less than 45 overs, no bowler shall bowl more than the quota below :-... This is purely to make the wording more generic, making it easier to handle proposals made in previous years to reduce the number of overs in matches in some divisions. Change to Rule 10 proposed by Shipston-on-Stour Cricket Club and Stanway Cricket Club (first paragraph) In Premier Division matches, for each match there shall be a Fielding Circle... Change to (first paragraph) proposed by Shipston-on-Stour Cricket Club In Premier Division matches all matches in Division 4 and above, for each match there shall be a Fielding Circle... Change to (first paragraph) proposed by Stanway Cricket Club In Premier Division matches all matches in Division 3 and above, for each match there shall be a Fielding Circle... To give more players exposure to Premier Division match conditions in preparation for clubs ascending the divisions, and for young players moving from 2nd XI to 1st XI cricket. Executive Committee comment There is concern that it is difficult to enforce this rule unless there are two non-playing umpires. page 3 of 5

Proposed change (third paragraph) In Premier Division matches all matches in Division 4 and above, any offside delivery which in the opinion of the umpire does not give the batsman a reasonable opportunity to score shall be called a wide... To give more players exposure to Premier Division match conditions in preparation for clubs ascending the divisions, and for young players moving from 2nd XI to 1st XI cricket. Change to Rule 10 proposed by the Executive Committee (last paragraph) Any delivery which in the opinion of the umpires would have struck or passed the batsman standing in his normal position above waist height on the full shall be called a no ball. Proposed change To delete this paragraph as it is now covered by The Laws of Cricket 41.7.1. Changes to The Laws of Cricket Change to Rule 10 proposed by the Executive Committee Proposed change to add the following paragraph In the Premier Division matches, all balls that pass down the leg side and behind the striker shall be interpreted as negative bowling and called Wide. Save that the delivery is not a Wide if: - the ball passes the wickets on or inside the line of Leg Stump when the striker moves towards the off side and allows the ball to pass behind him. - the ball passes between the striker and leg stump. - the batsman attempts a switch hit or reverse sweep; in which case the normal interpretation of a wide prevails Change to Rule 15 proposed by the Executive Committee The fitness of grounds, weather and light and guidelines to umpires appear in The Laws of Cricket under Law 3 and are to be adhered to except where an umpire (or umpires) is (are) not present then the captain(s) of the team(s) shall deputise. Change to Rule 16 proposed by Overbury Cricket Club To be effective from 2019 (last paragraph) Two teams shall be promoted and relegated from each Division with the previously quoted provisions of equality applying. Proposed change, to replace this paragraph with The League is to be structured with a Premier Division, a Division 1, with the divisions below Division 1 to be split on a North/South regional basis. Two teams shall be relegated from the Premier Division and two teams promoted from Division 1. Two teams shall be relegated from Division 1 and the winners of Division 2 North & South shall be promoted. Two teams shall be relegated and two teams promoted between Division 2 North and Division 3 North; similarly between Divisions 2 and 3 South, Divisions 3 and 4 North, Divisions 3 and 4 South. The previously quoted provisions of equality shall apply. If necessary, some switching of teams between North & South Divisions may be necessary depending on the geographical locations of promoted and relegated teams. Hopefully this will lessen transport times and costs especially for 2nd teams which are trying to encourage younger members to commit to playing more regularly. Executive Committee comment With the current 8 divisions teams appear to find their correct playing level. Previous experience of combining divisions 6 and 7 led to making matches less competitive, which clubs have said is a not what they want. Another problem is that teams from the same club or two teams from different clubs sharing the same ground cannot play in the same division (Rule 3b Constitution); one would have to play in the North Division, the other in the South, which is not very logical. page 5 of 5
