The revisins (in red text) reflect feedback received frm members f the public and by the CAC at the December 14, 2015 CAC meeting. Since that meeting, the CAC and cmmunity members have prvided transprtatin-related feedback in a number f frums, including at the April 13 th Balba Reservir CAC meeting devted t transprtatin and transprtatin demand management (TDM). Based n this public feedback frm January thrugh May 2016, staff is recmmending additinal updates t the transprtatin parameters (in blue text). Links t all CAC meeting files, including additinal respnses t transprtatin-related questins and cmments, are psted at www.sf-planning.rg/brcac. Several parameters refer t a Balba Area Transprtatin Demand Management (TDM) Plan. Fr general reference: As a result f public input, the Balba Area TDM Plan was recently prpsed and funded with the supprt f Supervisr Yee, the Balba Park Statin Area CAC and the San Francisc Cunty Transprtatin Authrity. The intent f the Balba Area TDM Plan is t study the neighbrhd chesively, rather than site by site, in rder t minimize transprtatin demand impacts frm a ptential Balba Reservir develpment, as well as frm future City Cllege and neighbrhd activity. Many f them are beynd the scpe f a Balba Reservir prject, but are being addressed thrugh a number f transit peratins, streetscape and statin area imprvements arund Balba Park Statin. Revisins t Draft Transprtatin Parameters - Memrandum t Balba Reservir CAC 5/20/2016 TRANSPORTATION PRINCIPLE AND PARAMETER RECOMMENDATIONS Principle #1: Design Site access and circulatin t minimize the develpment s cngestin impacts, especially n adjacent areas, while als maximizing pedestrian and bicyclist safety. Design the site s street netwrk, vehicle circulatin pattern, and placement f building and garage entrances t maximize pedestrian and cyclist safety and t minimize traffic cngestin within and near the site, including n-street vehicle queuing. This gal may be achieved thrugh designing shrter blcks, sharing ff-street parking facilities, meeting Principles 1 thrugh 4, and/r ther strategies. b. Determine the number and lcatin f Site access pints that will best manage cngestin impacts t surrunding neighbrhds and radways, while minimizing r eliminating the need fr curb cuts n streets that are heavily traversed by pedestrians and bicyclists. (Nte that certain access rutes may be subject t negtiatin with apprpriate parties, such as adjacent landwners. Such negtiatins wuld ccur fllwing the selectin f a develper partner.) c. Design site circulatin t minimize cngestin and imprve public safety n streets, particularly rutes t schls within ½ mile f the site. Crdinate site circulatin, parking amunt, and access design with the City Cllege master planning effrt, including the Perfrming Arts and Educatin Center and/r ther develpment n City Cllege s reservir prperty. Address cngestin during mrning and evening peaks, as well as during special events. d. Maximize safe pedestrian and bicycle cnnectins int and within the site. Make bicycle pedestrian facility designs cnsistent with the SF Better Streets Plan recmmendatins., and bicycle facility designs cnsistent with the NACTO Bikeway. Design Guide. Design r design in supprt f the missing Lee Avenue nrthward extensin as per the San Francisc Bicycle Plan. As described in the Public Realm and City Cllege Parameters, crdinate nsite cnnectins with SFMTA pedestrian and bicycle access imprvements beynd the site, especially t and frm City Cllege. e. T ensure attractive, safe and useable public pen spaces fr all transprtatin mdes, design streets and sidewalks t be cnsistent with SF Better Streets Plan recmmendatins, the NACTO Urban Street Design guide, and applicable standards, such as utility separatin requirements. Principle #2: Create incentives fr and imprve the experience f fr increasing utilizing transprtatin chices t and frm between the Balba Reservir Site, transit and adjacent neighbrhds. Draft Parameters: a. Use the strategies herein and ther creative prpsals t meet the perfrmance target f a maximum 60% autmbile mde share (AMS), after cmpletin f the Site develpmentfr the first phase f develpment, with the gal f reducing AMS t the greatest extent feasible. Fr all phases f the develpment, mnitr transprtatin perfrmance n the site, reprt annually n all transprtatin demand management (TDM) and parking measures fllwing City standards, and deply measures t imprve mde share, vehicle miles traveled (VMT) and ther measures as needed. T these ends, establish a TDM budget fr the develpment. The budget shall prvide funding fr a TDM manager t execute transprtatin strategies and crdinate with relevant City agencies, 2 f 6

Identify Creative strategies r partnerships fr mnitring, reprting, and executing TDM measures t meet perfrmance targets are encuraged. b. Maximize carshare availability and cnvenience, and incentivize its use by prviding each n-site husehld with a car-share membership fr the husehld s first full year f residency and by pursuing ne r mre f the fllwing strategies: Meeting r exceeding the number f carshare parking spaces required by lcal rdinance; Lcating car-share parking spaces n streets fr easy access; Prviding space fr ther shared mtr vehicles (such as scters); Facilitating the use f shared vehicles by families with children, by prviding lckers fr individual strage f carseats an n-site lending library f car seats, strllers, and/r ther equipment thrugh the prperty management.t be lcated adjacent t carshare pds. and (ii) prviding n-site bicycle parking spaces fr carg bicycles and ther larger bicycles; and [---Editrial nte: this clause was re-written t be cnsistent with the City s draft TDM rdinance and t avid redundancies with Parameter 2(d) ---] c. Supprt and encurage transit use by: Supprting Demnstrating cmmitment t the City s effrts t imprve the safety, and cmfrt and experience f bicycle and pedestrian access within the Balba Reservir Site and frm the Site t the City Cllege Bus Terminal, Balba Park BART Statin, the Muni K-line, ther bus stps, cmmunity amenities and pen spaces in the area; Implement prjects that enhance the adjacent public realm and prjects frm the Ocean and Geneva Ave Crridr Design plan t the greatest extent feasible. See related City Cllege Parameter 2(d). Prviding each husehld with a mnthly transit pass r, subject t the creatin f an integrated transprtatin benefit allwance, prviding each husehld with a sustainable transprtatin benefit allwance. The allwance culd be used fr a variety f sustainable transprtatin services ther than private autmbile parking, such as transit, bicycle parking, sharing r repair, car share usage fees, etc. Private autmbile parking, tlls, maintenance, etc. wuld nt be eligible expenses. The transprtatin benefit allwance shuld be prvided fr the life f the prjectextend at least thrugh the husehld s first full year f residency. At a minimum, the transprtatin benefit allwance shuld be equivalent t the cst f ne Muni mnthly pass per husehld; Encuraging emplyers t prvide a pre-tax transprtatin benefit prgram and/r a sustainable transprtatin allwance fr nsite emplyees (e.g., a residential building s prperty manager, cnstructin wrkers, etc.). Prviding n-site transit-rider amenities such as benches and sheltered bus stps and data/electricity t supprt real-time displays at bus stps, if applicable. d. Encurage bicycling by: Prviding secure nsite Class I bicycle strage facilities at a rate that meets r exceeds planning cde requirements f at least 1.5 bicycle parking/strage spaces per 3 f 6

These bicycle facilities shuld be secure, cntain electric charging statins, and be capable f string carg bicycles and ther larger bicycles; Ensuring a safe and cnvenient path f travel between n-site bicycle facilities (e.g. lanes, paths, parking, repair space, bike share pds) and existing bicycle facilities n Ocean and Phelan Avenues; Creating a nrth-suth bicycle cnnectin n the Lee Avenue extensin r thrugh the site, utilizing bicycle lanes and/r dedicated bicycle tracks, as per the San Francisc Bicycle Plan, ;this cnnectin shuld be prvided early in the site develpment prcess; Prviding visitr bicycle parking at a rate that meets r exceeds Planning Cde requirements; Prviding a bicycle repair facility n-site; Prviding Spnsring an nsite Bay Area Bike Share pd if ne is nt lcated within 250 feet f the site;, pending agreement n siting with Bay Area Bike Share;; Cnsidering subsidizing the prvisin f limited-time Bay Area Bike Share memberships t residents and emplyees. Prviding a nce a year hw t learn t ride class either n ssite /clse by fr all residents. See Principle 4 fr additinal utreach requirements. e. Identify and implement additinal strategies t increase the utilizatin f safe and affrdable transprtatin chicessupprt the ability t chse alternative mdes f travel, which may include: Facilitating deliveries by including a staffed receptin area t receive packages r ffering receptin area cld strage and ther frms f temprary strage t receive deliveries f grceries, packages, laundry and ther items. Making electric vehicle parking safe and cnvenient, as well as lwering barriers t installing future electric vehicle charging statins (see Sustainability Parameters) f. Identify ptential partnerships and accmmdate capital imprvements that can reduce traffic impacts n surrunding neighbrhds and imprve safety and mbility fr nnsingle ccupant vehicle travel mdes. (Nte that RFP respnses shuld nt assume that the Balba Reservir develpment prject will be required t fund ff-site imprvements ther than imprvements required as CEQA mitigatin measures. Hwever, the City may wish t explre creative partnership and funding arrangements during negtiatins with the selected develper partner.) Such imprvements may include, but are nt limited t the fllwing: Strnger pedestrian safety and access alng Ocean Avenue and int adjacent neighbrhds; Imprved bicycle infrastructure alng Ocean Avenue and the existing Lee Avenue t clse the current gap between bicycle rutes; Crdinatin f bicycle facilities with City Cllege, ptentially including shared strage, shared access t repair r charging statins, and apprpriate supply f Class I and Class II parking t accmmdate bicycles access t either prperty; Imprved intersectin design, turning cntrls and signal timing fr transit, pedestrians and vehicles; 4 f 6

Principle #3: Manage parking availability fr nsite residents wh require it while managing parking t meet crdinating parking management with City Cllege enrllment gals and crdinating with City parking plicies fr the surrunding neighbrhds. Cmply with Planning Cde requirement t unbundle parking, such that parking spaces are purchased r leased separately frm residential units and husehlds pt int the lease r purchase f a parking space. Residential parking spaces may be part f shared parking facilities and/r in n-site buildings ther than that which cntains the assciated residential unit. b. Build residential parking at ratis that are apprpriate fr each unit size and fr a site with access t multiple transit lines and near a transit statin area. a maximum residential rati f 0.5 parking spaces per husing unit. Parking may be supplied at a nt exceed a rate f up t ne parking space per family unit (tw bedrms r greater) and up t ne parking space per fur units f student husing. The verall site parking rati shuld be n greater than 0.5 parking spaces per unit. c. Prpsals shuld describe in detail whether and hw a parking and TDM strategy t address ptential use by the creatin f Shared parking facilities and/r parking management agreements with City Cllege and/r the City may effectively address parking demand and traffic cngestin in the area. Shared parking will allw fr the same parking spaces t be utilized by residents at night and during weekends and by cmmuters, visitrs, students, faculty and staff during the day Mnday thrugh Fridays. In analyzing the ptential fr any shared parking, cnsider existing parking demand frm City Cllege students, emplyees and ther ptential users. Utilize the data which will be identified in the nging TDM Study, City Cllege surveys, and the Balba Reservir Site Study - Existing Transprtatin Cnditins Reprt. c. Participate in a cmbined parking management plan and/r nging transprtatin demand management fr the Balba Reservir Site with City Cllege and the City. Wrking with City Cllege and the City, describe an apprpriate parking and transprtatin demand management plan that accmmdates City Cllege students and emplyees, including fr the future Perfrming Arts and Educatin Center. If expert analysis demnstrates that shared parking is a viable apprach, explre accmmdating City Cllege affiliates and ther nn-residents in shared parking facilities (garages where the same parking spaces are utilized by residents during nights and weekends and accessible t all thers, including City Cllege students, faculty, and staff, during weekdays). Cnsider crdinating n events with including in the events students and emplyees frm nearby educatinal institutins t include their ppulatins as well as n-site residents and emplyees. c. Implement a wayfinding (e.g. signage, design) prgram that facilitates transit ridership, biking, and walking. d. Install real-time infrmatin amenities t assist residents, visitrs, emplyees, and neighbrs in utilizing sustainable mdes f transprtatin. Useful types f infrmatin may include real-time transit arrivals and walking times t thse ptins, availability f shared bikes, and/r availability f shared cars. e.
