ROBBE & BERKING Star Class European Championship 2018 Flensburger Segel-Club (FSC) Gluecksburg August 07-12, 2018 SAILING INSTRUCTIONS (SI) The Organizing Authority (OA) is Flensburger Segel-Club (FSC) in conjunction with the International Star Class Yacht Racing Association (ISCYRA). The host fleets are the Gluecksburger and Kieler Star Fleets. https://2018euro.starchampionships.org 1 Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) and the rules of the International Star Class Yacht Racing Association (STCR). 1.2 Decisions of the International Jury will be final in accordance with RRS 70.5. 1.3 RRS Appendix P will apply. RRS Appendix P1.2 is changed to permit the hail to a protested boat to be either sail number or bow number. RRS P2.2 and P2.3 are deleted. 1.4 The International Governing Committee of the ISCYRA has approved this Championship as a Test Event regarding SI 9. 3. The approval is available on the Star Class website and will be posted on the Official Notice Board. 1.5 The prescriptions of the national authority, Deutscher Segler-Verband, shall not apply. 1.6 Notation: a) [DP] in a rule in the SI means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. b) [NP] in a rule in the SI means that breaches will not be grounds for a protest by a boat. This changes RRS 60.1(a). 2 Notices to Competitors 2.1 Notices to competitors will be posted on the official notice board located in the FSC Clubhouse 2.2 As a special service to the sailors, the Starclass Office will post pictures and videos on https://2018euro.starchampionships.org/media and results will post on http://www.manage2sail.com/ and https://2018euro.starchampionships.org/race. Failure to do so is no ground for redress. 3 Team Weight Teams must comply with STCR 31.1.3 at all times. Receiving start documents the teams will be weighed in the race office. Random weight checks during the championship are possible. 1

4 Changes to the Sailing Instructions Changes to the Sailing Instructions will be posted before 09.00 hrs. on the day they will take effect, except that any change to the schedule of races will be posted by 20.00 hrs. on the day before it will take effect. 5 Signals Made Ashore 5.1 Signals made ashore will be displayed at the flagpole on the pontoon in front of the harbormaster s office. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the Race Signal AP. 6 Schedule and Number of Race 6.1 Tuesday, August 7 th 15.00 18.00 Registration, Inspection of boats, Team Weigh-In Wednesday, August 8 th 17.30 10.00 18.30 hrs. 8.30 10.00 Thursday, August 9 th 10.00 hrs. 12.00 hrs. No more than three (3) races per day may be sailed as per STCR 34.3.7. If no more than three (3) races are completed, two races may be scheduled on the last day 6.4 No warning signal will be made after 14.00 hrs. on August 12 th 2018. 7 Class Flag The Class Flag shall be a white flag with a red star. 8 Racing Area The racing area will be abt. 1 nm. North East of Gluecksburg Yacht Harbor. See Attachment A. 9 Courses 9.1 The race committee signal vessel will display the course to be sailed on a black board with white Numbers. 2

9.2 No later than the warning signal, the race committee signal vessel will display the approximate compass bearing from the starting vessel to Mark 1 using a white Board with black Numbers. 9.3 STCR 34.3.1 will be changed: no course may be shortened using RRS 32.2 (the Flag S rule) but a course leg or legs may be shortened or lengthened utilizing RRS 33 (b) (Charlie "+" or "-") within the parameters established by STCR 34.3.7 Format B. 9.4 A gate at the leeward mark will be used. 10 Marks 10.1 Except as provided in SI 10.3, 10.5, 10.6 and 12.1, marks will be inflatable red cubes. 10.2 The leeward gate will consist of a pair of inflatable reed cubes. 10.3 For all Courses Mark 2 will be a buoy with an flag. 10.4 Boats shall pass Mark 1 to port and then round Mark 2 to port. 10.5 The starting and finishing marks will be orange spar buoys with an orange flag. 10.6 New Marks, as provided in SI 13.1, will be orange buoys. 10.7 A Race Committee vessel signaling a change of a leg of the course is a mark as provided in SI 11.2. 11 The Start 11.1 Races will be started by using RRS 26. 11.2 The starting line will be between a staff with a red isosceles triangle, displaying an orange flag on the starting mark at the starboard end, and the course side of the port-end starting mark. The Race Committee may position a boat on the portside of starting mark, displaying a RC. 11.3 A boat not starting within 10 minutes after the starting signal will be scored Did Not Start (DNS), without a hearing. This changes RRS A4 and A5 and 63.1. 11.4 A Race Committee boat displaying an X flag, I flag, U flag, or a black flag positioned near Mark 1/1A/ O will attempt to notify boats that have been OCS or disqualified in accordance with RRS 30.1, 30.3, or RRS 30.4 and will display their sailnumber(s). 11.5 Any boat whose sail number is displayed as disqualified shall leave the race course immediately. Failure to comply will be scored DNE without a hearing. 12 Changing the Next Leg of the Course To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and will remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13 The Finish 13.1 The finishing line will be between the orange flag pole on the Race Committee boat and a orange spar buoy with an orange flag. 13.2 The Race Committee boat on, or in the proximity of the finish line may maintain her position by using their engines, for this are not considered shall not be grounds for redress under rule 62.1 (a) 13.3 If Flag L is displayed on the finishing vessel, an additional race will be started following the race. This is an addition to RRS Race Signals. 14 Penalty System 14.1 RRS Appendix P will apply. Per SI 1.3, RRS P2.2 and RRS P2.3 are deleted. 14.2 RRS Appendix T will apply. 14.3 STCR 35.5 changes RRS 44.1 and RRS P2.1 to a One-Turn Penalty. 14.4 The penalty for breaking a Class Rule may be less than disqualification. 3

15 Time Limit 15.1 RRS 35 and STCR 34.3.7 Format B, will be changed. The time limit for the first boat to finish a race will be two (2) hours. 15.2 Boats finishing more than 30 minutes after the first boat to finish will be scored Did Not Finish (DNF), without a hearing. This changes RRS 35, A4 and A5 and STCR 34.6.3. 16 Protests and Requests for Redress 16.1 Protest forms are available in the Race Office, located in the FSC Clubhouse. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 16.2 The protest time limit is 60 minutes after the last boat has finished the last race of the day or the Race Committee signals no more racing today, whichever is later. 16.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Jury Room, located at the FSC Clubhouse beginning at the time posted. 16.4 Notices of protests by the Race Committee, Technical Committee or the International Jury will be posted to inform boats under RRS 61.1(b). 16.5 A list of boats that, under SI 14.3, have been warned or penalized for breaking RRS 42 will be posted. 16.6 Breaches of SIs 18, 20, 22, 23, 24 and 25 will not be grounds for a protest by a boat (NP). Breaches of Rules 18.2, 18.3, 19.1, 19.3, 23 and 24 may be less than a disqualification (DP). This changes RRS 60.1(a). 17 Scoring 17.1 Seven (7) races are scheduled. 17.2 A boat s series score will be the total of her race scores with her worst score discarded if more than four (4) races are completed. This changes RRS A2.1 17.3 To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the Race Office. 18 Liability and Safety 18.1 The safety of a boat and her entire management, including insurance, shall be the sole and inescapable responsibility of the owner and/or entrant. 18.2 Competitors leaving the race course before the end of a race shall inform the Race Committee as soon as possible. [DP] 18.3 Competitors not leaving the dock on a race day shall inform the Race Office. [DP] [NP] 19 Replacement of Crew or Equipment 19.1 Any request for a change of crew shall be submitted to the Race Committee in writing prior to 0900 hours on the day of the race for which the change is to be made. If the Race Committee grants permission, it will do so in writing and post such notice on the Official Notice Board. [DP] 19.2 A change of helmsman will not be permitted. 19.3 Substitution of damaged or lost equipment will not be allowed unless authorized by Race Committee. Requests for substitution shall be made to the International Jury at the first reasonable opportunity. According to STCR 31.2. [DP] 20 Event Advertising [NP] 20.1 Boats shall display event advertising supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. 4

20.2 Boats and their crew shall comply with RRS 80 and WORLD SAILING Regulation 20, Advertising Code 21 Official Boats 21.1 Official boats will be marked as follows: Race Committee White flag with RC International Jury/ Protest Committee White flag with J or Jury Media White flag with M Safety boats PRINT DLRG 21.2 Failure of an official boat to display her flag will not be grounds for redress. This changes RRS 62.1 (a). 22 Support Boats [NP] 22.1 Coach boats, support boats and private spectator boats are expected to render assistance to a boat in danger when requested by the boat, or at the request of the Race Committee or International Jury. 22.2 Coach boats, support boats and private spectator boats shall stay 100 meters outside areas where boats are racing from the time of the warning signal until all boats have finished racing, except as provided in SI 22.1. 22.3 A boat shall receive no outside assistance from coach boats, support boats or private spectator boats once she has left the dock for the day until the finish of the last race of the day, except in the case of emergency and/or towing supplied by the Race Committee and available to all participants. 23 Berthing and Haul out Restrictions [NP] All boats shall be kept at their assigned locations at Gluecksburg Yacht harbor at the area of the FSC from August 9 th at 10.00 hrs. until the end of the Championship. Boats shall not be hauled out during the Championship except with and according to the terms of prior written permission of the Race Committee. [DP] 24 Diving Equipment and Plastic Pools [NP] Underwater breathing apparatus and plastic pools or their equivalent shall not be used between the time the boats are afloat and the end of the regatta. The hull may be cleaned at any time by swimming or keelhauling using ropes, cloth or other equipment designed for that use. [DP] 25 Radio Communication: STCR 31.2.6 permits comptitors to carry a VHF radio for safety purposes and Race Committee communications. Any restrictions in STCR 31.2.6 are modified herein to allow communication from the Race Committee to competitors on a VHF channel to be announced and posted on the Official Notice Board. Failure of the Race Committee to transmit, failure of a competitor to receive, mistaken transmissions, and order of hail shall not be grounds for granting redress. This changes RRS 62.1(a). 26 Prizes 26.1 The OSKAR MEIER PERPETUAL TROPHY will be awarded to the winning crew. 26.2 Series prizes will be awarded to the skipper and crew finishing first through eight. 26.3 Junior Trophy will be awarded to the best scored skipper under 30 years old at the date of the first race. 26.4 Senior Trophy will be awarded to the best scored skipper above 65 years old at the date of the first 5

race. 26.5 Daily prizes will be awarded to the skipper and crew finishing first in each race. 27 Disclaimer of Liability: Disclaimer of Liability Regulation see Notice of Race (NOR). 28 Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EURO 2.500.000 per event or the equivalent. 29 Media Rights: Competitors give absolute right and permission to the FSC, the International Star Class Yacht Racing Association (ISCYRA) and the event sponsors to use, publish, broadcast or otherwise distribute for promotional, advertising or any other purpose, any images, videos and sound recorded items during the event of persons and boats free of any charge. Course 3: Two complete windward-leeward laps with an offset mark at the windward end and a gate at the leeward end, finishing on a final windward leg. Course 4: Two complete windward-leeward laps with an offset mark at the windward end and a gate at the leeward end. Finish to leeward at the end of the 2 nd lap. 7
