FORT CLARK SPRINGS ASSOCIATION, INC. 2015/2016 HUNTING RULES & GUIDELINES Welcome to Fort Clark Springs! Thank you for joining us this season. Please read these guidelines carefully and initial where appropriate. You will be asked to sign below. I am a member of Fort Clark Springs Association (Please check if yes). All Hunting on FCSA property is in accordance with FCSA Rules & Regulations regarding hunting. The FCSA Executive Director or their designated agent will act as the Hunting Supervisor. No one is allowed to hunt on FCSA property without the permission of the property owner. The property owner (FCSA) allows hunting to take place on FCSA property through the following Rules & Guidelines. Anyone found to be hunting on FCSA property without the property owners consent or outside of the perimeter of this set of Rules & Guidelines, will be considered POACHING and will be subject any and all penalties, fines or legal action as deemed necessary. FCSA Hunting Rules & Guidelines and deer harvest availability are subject to change at any given time, depending upon the recommendations of Texas Parks & Wildlife, the FCSA Wildlife Management Committee or the discretion of the Property Owner. Due to decreasing numbers in White-Tail deer, Fort Clark Springs has chosen to allow the hunt of MATURE (3 years or older) White-Tail deer buck or doe. The Hunting Supervisor will set hunting days. All FCSA members must be in Good Standing before they are able to hunt. Hunters are not allowed to wonder the grounds, walk to and from a place of residence, rental property or motel with weapons in visible site. PLEASE INITIAL THE BELOW: Payment in full prior to the time of the hunt is required. FCSA does not guarantee that any hunter will kill any animal. 1

10 Day Rule Refunds/Rescheduling/Transfers/ No Call, No Show We are committed to serving you to the best of our ability while providing competitive prices for the hunt! Please help us keep our costs down by choosing your date wisely and committing to your dates! 100% of hunting fees must be paid at the time of booking. Cancellations or reschedule requests occurring 10 days prior to scheduled hunt date will receive a full refund or payment transfer, (rescheduling is based on availability). If a cancellation is made less than 10 days before the scheduled hunt, 50% of the booking fee may be returned only if notification is given prior to the hunt. (see below) No Call, No Shows will NOT be given a refund. If you make arrangements with an alternate hunter to fill your space, it is up to you to collect, recover, or exchange fees. FCSA will not participate in this type of transfer, but you are welcome to try to fill your spot in the event that you cannot make your hunt. Hunters will not tag deer with their own deer tags. MLDP tags will be provided. Fees, Penalties and/or Fines All Fees, Penalties and/or Fines are at the discretion of the property owner (Fort Clark Springs Association, Inc.) or their designated agent. Violations of State or Federal Game Laws will be enforced by State Game Wardens. Member rates per day $100.00 ( 1 st & 2 nd doe, White-Tail or Axis). Non-Member rate per day $150.00 (1 st & 2 nd doe, White-Tail or Axis). Member $50.00 per additional doe. (White-Tail or Axis). Non-Member $100.00 per additional doe. (White-Tail or Axis). Additional Fees Any White-Tail shot or killed less than 3 years of age will incur a $300 penalty. Turkey Membership rates per day $100.00 with a bag limit of 2 birds. Non-Member rate per day $150.00 with a bag limit of 2 birds. During deer season, turkey will be hunted out of blinds only. During Spring Turkey season, turkey hunters will not be confined to blinds. White-tail deer must be of mature age in order to be harvested. Trophy White-tailed Buck $500.00 (Any size of horns above and outside of the ears.) Trophy Axis Buck - $1,500.00 (All Axis bucks 28 plus inch longest main beam, antlerless-mature 150 lbs. or better, or any size velvet horned deer will apply). Axis Buck - $1000.00 (All Axis bucks from 16 plus inch to 28 inch longest main beam, hard horned antlers only will apply). 2

Axis Buck - $500.00 (All Axis bucks from 0 to 16 inch longest main beam, hard horned antlers only will apply). Trophy hunting will take place in blinds only. There will be no guided trophy hunts. White-tailed Cull Bucks Free- 6 points or less, both set of horns must be protruding above the ears and inside of the ears. This is judged by the ears being in the alert position. Not a Cull Buck : White-tailed Bucks with horns below the ears (as judged by the ears being in the alert position) will be subject to any and all additional fees, penalties and/or fines. Not a Cull Buck : White-tailed Bucks with one horn (or horns) protruding above the ears and one horn (or horns) protruding below the ears will be subject to any and all additional fees, penalties and/ or fines. Not a Cull Buck : Half horned (wrack) White-tailed Bucks. Bucks (other than spikes) that have half of their horns (wrack), but the other half is missing due to them being knocked off for whatever reason. All White-tailed Bucks that are not considered Cull Bucks are considered to be Trophy Deer and subject to all applicable Trophy fees, penalties and/or fines. Turkey - Gobblers or Bearded Hens only. Nov. 7 thru Jan. 17 spring season Mar. 19 thru May 1. All Turkey must be tagged with a tag from the hunter s own license IMMEDIATEY upon kill. FCSA enforces a wounded animal policy. If any animal is shot (wounded or killed), then all Fees and/or penalties will apply. Axis and White-tailed Deer are not allowed to be hunted at night. Predator Animals such as Coyote, Bobcat, Fox and Feral Hogs are free of charge. Javelina No charge. Bag limit: 2 per license year. Hunter must take animal. FCSA is home to the Federally Protected Blue Indigo Snake. All Federal laws apply; No one is allowed to kill, harm, harass or try to catch or obtain possession of this snake. Violators will be prosecuted. Hunters that shoot an animal that cannot be paid for, it becomes the property of Fort Clark Springs Association, Inc. and all additional hunts will be forfeited without refund. Any penalties, fines or other legal action will be at the discretion of the property owner. Hunters are not allowed to tamper, alter, damage or destroy any FCSA property including vehicles, hunting equipment, blinds or feeders. Individuals caught doing so will constitute a breach of this contract and all penalties and/or fines (criminal charges) will apply as set forth by the property owner. The hunting experience while on Fort Clark Springs is quite unique and will be considered as Residential Hunting. Fort Clark Springs is approximately 2700 acres of low fenced property; all animals are freeroaming. While hunting you may hear noises of vehicle and pedestrian traffic. Gunfire from the FCSA gun range is also possible. Aircraft noise by planes landing, flying out, or circling the skies above the Fort may also be heard. The deer and other animals residing on FCSA property live and thrive in an urban residential environment and are used to the everyday sounds and interactions of people. 3

All hunters must check in at the FCSA Old Motor Pool for briefing. Morning hunt check-in time is at 5:00 a.m. Afternoon hunt check-in time is at 3:00 p.m. or as set by the Hunting Supervisor. Late arrivals will not be seated. All Federal and State Game Laws will be enforced in additional to all FCSA Association, Inc. Rules, Regulations and Policies not mentioned herein. All hunters must have a valid Texas Parks & Wildlife Hunting License. FCSA will enforce Texas Hunters Education requirements: Every hunter (including out-of-state hunters) born on or after Sept. 2, 1971, must successfully complete a Hunter Education Training Course. Proof of certification or deferral is required to be on your person while hunting. An Adult must accompany persons under the age of 16. Only 2 persons will be allowed per blind. If both individuals hunt, both individuals will be paying as individual hunters. Hunter s will be allowed to only hunt with the weapon (Rifle or Bow / Crossbow) they scheduled to hunt with. Changing weapons during a hunt will be at the discretion of the Hunting Supervisor. *ONLY* Bow Hunters will be allowed to hunt in elevated tree stands under the following guidelines: It is the responsibility of the Bow Hunter to bring his/her own equipment (stand). The proper safety harness and/or equipment is required to be worn at all times by Bow Hunters while hunting in elevated tree stands. The property owner will tell the Bow Hunter where he or she is allowed to place the stand. The stand may be put up the day before the Bow Hunter s scheduled hunt and must be taken down and removed the day after their hunt is over. All hunters must sign the Liability Release, Authorization Of Medical Treatment & Hunting Rules & Guidelines before they are able to hunt. All paper work must be handed in prior to hunt. All hunters must insure that their hunting equipment is in excellent working condition prior to hunt. It is the hunter s responsibility to come prepared for the hunt this includes both equipment and proper clothing. A drawing before each day s hunt will determine hunter placement in the ground blinds. Blind type: Wooden box blinds, Pop-up and homemade blinds. Rifle blinds Distance from blind-to-feeder is between 50 to 100 yds. Bow blinds Average distance from blind-to-feeder is approximately 20 to 30 yds. FCSA personnel will take and drop off each hunter at their assigned blind. Hunters are not allowed to drive to or from the hunting area. Hunters will travel in the bed of pickup trucks to and from the designated hunting blinds. All weapons will be unloaded (no rounds in the chamber) with safety on placing weapons (barrel) in a safe direction away from other individuals when traveling to and from the designated hunting blinds. 4

No Hunting / Shooting from any motorized vehicle will be permitted. FCSA personnel will maintain hunting blinds & feed prior to the hunt. Hunters will be allowed to bring and distribute their own corn or attractants while hunting. Hunters are allowed to use rattling horns and/or mouth or hand held devices to lure deer or turkey while they are hunting. Hunting is allowed only in FCSA designated ground blinds. Anyone caught hunting outside of these permitted FCSA rules will not be allowed to continue hunting for the rest of the season and/or future hunts on FCSA property. The hunter shall remain in his/her blind until picked up by FCSA personnel. Hunters are not allowed to wonder outside of their blind! Any hunter caught wondering around outside of their assigned blind will be no longer allowed to hunt on FCSA property. All hunters must shoot in the direction given (from the blind directly to feeder) when they are assigned a blind. No shooting across or outside of blind boundaries will be tolerated. No target practicing or unauthorized shooting is allowed. No shooting skyward (upward) or through/into trees or treetops will be permitted. There will be no smoking, alcoholic beverages, animals (pets) or littering while hunting. When an animal is shot, the hunter should: If the animal drops within site, stay in the blind and contact the guide for more instructions. If the animal runs away, the hunter should note the time & location of travel, stay in the blind & contact the guide for more instructions. Do not attempt to track or wonder around looking for wounded animals without FCSA personnel being present. Cleaning and processing of the animal(s) is the responsibility of the hunter. The hunter may ask a FCSA Volunteer to help with the processing or cleaning of his animal, but it will be at the desecration of the Volunteer. The FCSA Volunteer is not obligated to help the hunter. The Volunteer may ask for compensation for their assistance. This transaction is solely between the Hunter and the Volunteer, holding FCSA not responsible for any actions or transactions or agreements thereof. FCSA will make a cleaning area available for the hunters. FCSA is not responsible for lost, stolen or damaged property. The Hunting Supervisor should be notified prior to any hunt of any medical, physical or mental condition of a hunter that may inhibit, impair or put anyone in jeopardy or danger while on Fort Clark Springs Association, Inc. property. Everyone s safety & wellbeing is FCSA # 1 priority. FCSA reserves the right to deny any individual the availability to hunt. This includes, but is not limited to individuals who are intoxicated, not of sound mind, violating state or federal law, violating FCSA Rules & Regulations, argumentative or aggressive individuals not wanting to follow the property owner s rules or for any reason the Hunting Supervisor feels necessary for the wellbeing and safety of others. 5

Any hunter who violates any portion of this contract will constitute a breach of contract and will be subject to the contracts immediate termination. Depending on the circumstances of the breach of contract the hunter may be subject to any such penalties and/or fines as set forth by the property owner. The hunter will not be allowed to further hunt on FCSA property and any and all additional hunts will be forfeited without refund. For the hunting season of 2015/2016, Fort Clark Springs Association, Inc. will be allowing only FCSA registered hunters name s to be placed in a drawing for an Axis Trophy Hunt. The guidelines are as follows: Hunter must have hunted during the 2015/2016 hunting season. Only the registered hunter is allowed to put their name in the drawing (valid upon paid receipt). If the registered hunter is paying for other individuals to hunt. It will be at the discretion of the paying registered hunter which names are put into the drawing. Multiple hunts Name will be entered into drawing per hunt. Cancellations or money give backs will disqualify the hunter from the drawing. Violations of State Game Laws or FCSA Rules as written above will disqualify the hunter from the drawing. The drawing for the free Axis Trophy Hunt will be on the last hunting day of the season. The winning Trophy Hunt will take place at the discretion of the property owner. The winning Trophy Hunt will take place prior to the end of the calendar year (December 31, 2016).
