MEET FORMAT: The meet will be conducted in a trials/finals format. In the evening finals sessions, there will be 3 heats: a bonus, a consolation and a final heat in that order, in all events except the 1500 M Freestyle, the 800 M Freestyle and the relays. The top heat of the 800 M Freestyle and the 1500 M Freestyle will be swum in finals as well as all of the relays. The meet will be A/B flighted. The A flight will be approximately 2 ½ - 3 hours in duration. The A Flight will include approximately; 15 heats of the 100s 12 heats of the 200s 6 heats of the 400s All the 50 heats (A flights will go slowest to fastest with the last 3 heats being circle seeded in all events 200 M or shorter, and the last 2 heats in the 400 M events) The B flight will include: the remaining heats of each event in the same event order swum fastest to slowest 400s alternating woman and men. Flighting protocol will be subject to the Meet Referee, Senior Chair and Meet Director and may be adjusted after the entries are received. DISTANCE EVENTS: Thursday and Sunday Distance Events (800/1500 freestyles): The fastest heat of 8 in the women s event followed by the fastest heat of 8 in the men s event will be swum at the beginning of the evening final session. The remaining heats will swim in the afternoon, such that the last heat finishes at 5:00 PM. The heats will be swum alternating women and men such that the second fastest men s heat swim last, the second fastest women s heat swims next to last, etc. The heat order and schedule will be published after the positive check-in deadline. Early distance option: During the positive check in process for distance events, coaches will have the option of declaring for a preliminary session option. Swimmers can also ensure an early distance swim by entering with a non-conforming, qualifying time. Swimmers must provide their own timers in the B flight of the 400 s and one timer and one counter for the preliminary session of the 800 and 1500 Freestyle events. There will be no 2 per lane competition. SITE: Located at 235 Hope Street, the Katherine Moran Coleman Aquatics Center opened in May 2012 and is home to Brown University's Swimming, Diving, & Water Polo teams. The Center has an 8- lane, 50 meter pool with seven and one half foot-wide lanes and non-turbulent lane lines. The timing system includes fully-automatic Daktronic Time Systems electronic timing with touchpads at the finish end of the pool. There are touchpads at the turn end of the pool. A 25 yard lane is available for warm-up and warm down. The finish end of the pool is 13 feet deep and the turn end of the pool is 5 1/2 feet deep. The

facility has a seating capacity for 400 spectators and a state of the art video HD scoreboard. Directions may be found later in this document. The competition course has not been certified in accordance with 104.2.2C(4). ADDITIONAL WARM-UP SITE: Fox Point Boys and Girls Club pool will be available for warm up and warm down 1 ½ hours before the start of the B flight, and for 1 hour after the A flight ends. Fox point is less than a mile from the Brown pool COURSE: Long Course Meters (50 meters) EVENTS: See event list. BONUS EVENTS: (Must be a time that is verifiable in SWIMS) Qualify in 1 event get 3 bonus events Qualify in 2 events get 2 bonus events Qualify in 3 or more events get 1 bonus event To swim the 400 Free or 400 IM as a bonus, you must have qualified in either the other 400, the 800 Free or 1500 Free To swim the 800 Free as a bonus, you must have qualified in the 1500 Free To swim the 1500 Free as a bonus, you must have qualified in the 800 Free CUT PROTOCOL: If a session is over-subscribed, the following changes will take place in the meet format in no particular order: 1. Bonus events will be cut for Maine swimmers. 2. Maine teams will be cut. 3. New England bonus events will be cut. 4. 800 Free Relays will be limited to one (1) per team. Clubs will be notified of changes by Friday July 7, 2017. RESERVE THE RIGHT TO MAKE CHANGES: Once a meet is sanctioned, changes can be made to the meet invitation before the meet, only with the approval of the Technical Chair, Bob Menck. Any change to the meet format after the meet begins will be at the discretion of the Meet Referee and will be presented to the coaches at a coaches meeting. MEET COMMITTEE/JURY: The Meet Jury will be made up of one official, one coach, and one athlete to be selected by the Meet Referee who will present issues and moderate the Jury, but not vote. The three members shall be from separate teams. The Meet Jury will decide all issues of eligibility and anything not addressed in the meet announcement. The Meet Referee shall have authority as described in the current USA Swimming Rulebook. WEATHER PROTOCOL: If weather or facility conditions make it impossible to follow the original timeline of events, the Meet Director and Meet Referee have a right to make changes to the meet sessions. The Meet Director will notify the teams of the changes with as much notice as possible. Cancellation of the meet or session is a decision of the Meet Director and the Meet Referee.

DISABILITY SWIMMING: Any current athlete members of USA Swimming with a disability, as defined by USA Swimming Rules and Regulations, may enter this meet at the discretion of the Meet Director in consultation with the Meet Referee. If modifications to USA Swimming rules are necessary, then the coach or athlete must notify the Meet Referee and Meet Director of any disability prior to competition. ELIGIBILITY: All contestants must be current USA Swimming- New England or Maine registered who have achieved at least one qualifying time between January 1, 2016 and the entry deadline. All swimmers must be registered before the entry is submitted. Teams that enter unregistered swimmers will be subject to a fine of $100 per unregistered swimmer. All New England teams entering the meet are required to check their entries with the online registration check tool on the New England Swimming web site. Please contact the New England Swimming Office for registration information: office@neswim.com. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY INFORMATION: USA Swimming Teams/Athletes must enter this meet on-line at https://www.usaswimming.org/home/events/event-registration. On-line entries will be accepted from the opening of the OME portal until the OME deadline of July 4 th at 6 PM. Do not email your hy-tek entry file; you must use the online meet entry system. You will be required to pay for on-line entries with a check. No refunds will be given for entries that are accepted or for entries that are rejected due to improper entry. We will not be accepting credit cards for the entries, and your entry is not considered received until the cover page and check are received. Once you check out of the entry on OME, send the cover/liability waiver page, and a copy of your online entry, with a check by the Saturday before the meet to: Make checks payable to: Seekonk Aquatics, Inc Mail to: C/O Alan Sanders PO Box 623 Buzzards Bay MA 02532 It is the coach s responsibility to know the events for which your athlete is qualified. You can modify your entry on-line by adding to the original entry, but only BEFORE you check out. You cannot delete an on-line entry. Once you complete your on-line entry, you will be sent confirmation via e-mail by the OME program. Please print this report and include it with your payment, and keep a copy for yourself. No deck entries will be accepted. LATE TEAM ENTRIES: Anyone submitting a team s entry late is subject to a fine of $100 at the sole discretion of the Meet Director. If a team already entered in the meet wishes to add either swimmers or entries after the OME deadline, but before the new cuts deadline, they will be accepted at the discretion of the Meet Director and subject to a $10 penalty per individual entry. No entries will be accepted after the new cuts deadline

NEW CUTS: Athletes achieving the qualifying time standards for the first time between July 5 th and July 9 th may be sent via email to the Entry Chair. These entries must be received no later than 6:00 pm on Monday, July 10, 2017. Full payment and a printed copy of the entry, including the swimmer facilities fee, must be received prior to the start of the meet. If payment is not received, the swimmers will be scratched from the meet. ENTRY TIME UPDATES: are not accepted. ENTRY LIMITS: Swimmers may enter in as many events in which they have qualified, but may only compete in a maximum of three (3) individual events per day (including time trials) and a maximum of seven (7) individual events in the meet (not including time trials). ENTRY FEES: Electronic entries: $8.00 for individual events 200 M and under $10.00 for events 400 M and longer $25.00 for relays. Non-electronic fees: add $10 per swimmer and use the standard paper entry form found on the event page. The Swimmer Participation Fee is $10.00 per swimmer. The New England Swimming Travel fee is $2.00 per swimmer. All fees should be included in one check to Seekonk Aquatics, Inc. ENTRY TIMES: Entry times must be achieved between January 1, 2016 thru the entry deadline. Entry times will be seeded in the following order: LCM, SCM, SCY. VERIFICATION SWIMS DATABASE PROOF OF TIME: Times from the USA Swimming Sanctioned, Approved, and Observed competitions will be in SWIMS, the national times database. Times in the database are not automatic entries to the meet, but must meet qualifying time standards. All individual entry times must be achieved prior to the entry deadline and must be proven prior to the scratch deadline for that event through the SWIMS database. Any entry times not in the SWIMS database will be rejected. All entries will be verified through the SWIMS database before the meet. Do not ask to change entry times or events after the entry deadline. No deck entries will be accepted. RELAY ENTRIES: Teams are limited to 2 relays per team per event, each of which must achieve the qualifying standard time. Relay teams must have achieved the qualifying time or may use a qualifying aggregate time. If a team has a qualifying relay, then any swimmer entered in the meet may swim on the relay, including relay only swimmers. All relay swimmers must be entered through the OME entry process and will pay the associated swimmer fees. RELAYS: All relays will be swum as timed finals at the end of the finals session. The following format will be followed: Flight A: The fastest 2 heats of girls will be swum slowest to fastest followed by the fastest 2 heats of boys swum slowest to fastest.

Flight B: Following the A flight, the remaining heats will be swum fastest to slowest, alternating girls and boys. The Meet Referee in collaboration with the Meet Director and the Senior Chair reserve the right to run some heats of the relays during the prelim session if it is beneficial to the timeline. There will be a 10 minute break each night between events and relays. RELAY CHECK-IN & SEEDING: Entries for the all relays must be checked in prior to the end of the prelim session. Coaches shall pick up relay entry forms from the Assistant Administrative Referee. Coaches shall list the competing relay swimmers first and last names, and order of swimming for each entered relay. Relay forms shall be returned to the Assistant Administrative Referee by 6:45 PM; however, relay order may be changed up to the time of the swim. DISTANCE CHECK-IN & SEEDING: Entrants in the 800 M and 1500 M Freestyle must positive check in by 9:30am on Thursday and Sunday. During the positive check in process for distance events, coaches will have the option of declaring for a preliminary swim option. Swimmers can also ensure an early distance swim by entering with a nonconforming, qualifying time. SCRATCH DEADLINES: The scratch deadline for all events except the Thursday and Sunday distance events and all relays is 6:00 pm on the day before the event. Scratch forms will be located at the Assistant Administrative Referee table on deck. Before the meet, email any scratches to the entry chair. Write SCRATCH: (your team name) in the subject of the email. All Thursday event scratches should be made via email to the entry chair by Wednesday 6:00 pm. Write SCRATCH: [your team name] in the subject of the email. SPECIAL SCRATCH NOTES: 1. Coaches and swimmers are expected to understand the scratch, verification and relay rules before the meet begins. 2. Any swimmer who fails to compete in a prelims individual event heat in which he/she is entered and has not been scratched will be barred from further competition for that day, including relays and time trials. The swimmer will be also automatically scratched from his/her remaining events unless the Assistant Administrative Referee has been notified of the swimmer s intention to compete by 6:00 PM. NOTE: Finals are considered continuation of events starting with trials. 3. Any swimmer who competes in a preliminary heat and qualifies for finals and fails to notify the Assistant Administrative Referee of his/her intention to withdraw from finals within 30 minutes of the posting of the results and qualifiers for that event, and does not compete nor is excused by the Meet Referee, will be barred from all subsequent competition in the meet, including relays and time trials. 4. On Sunday, any team whose swimmer competes in a prelim individual event and qualifies for finals and fails to notify the Assistant Administrative Referee of his/her intention to withdraw

from the finals within 30 minutes of the posting of the prelim results and qualifiers for that event, and does not compete, nor is excused by the Meet Referee, will be fined $100. The Meet Referee may waive the fine, if based on her judgment, the swimmer was ill or the reason for missing the final was beyond the control of the swimmer. ADMISSION: $5.00 per session HEAT SHEETS: $5.00 per session MEET MOBILE: Meet Mobile will be functional for this meet for all those who have purchased the App. All users should be aware that Meet Mobile publishes unverified raw data which may not always be accurate. WARM-UPS: USA Swimming warm-up policies will be in effect for the meet. Diving will be prohibited during warm-ups in the warm-up/down pool at all times during the meet. One- way sprint lanes will be announced during warm-ups for starting practice only. Coaches must instruct their swimmers to obey these rules. Failure to comply with a designated safety marshal s orders could result in disciplinary action. All swimmers participating in the meet without a USA Swimming registered coach shall report to the Meet Referee before warm-ups prior to each session. SAFETY: 1. Diving will be prohibited during warm-ups except in specifically announced one-way sprint lanes. There will be no diving in the warm-up and warm-down areas at any time 2. No shaving is permitted at the competition site. 3. No glass containers are permitted within the facility. 4. Swimmers must be under the supervision of a coach. If a swimmer arrives at the meet without a coach, the swimmer should notify the referee before he/she warms up. The referee will assign the swimmer to a registered coach for warm-ups. 5. Deck Changes are prohibited. DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Exceptions may be granted with prior written approval by the Vice President of Program Operations. RULES: Current USA Swimming rules will govern all competition. Decisions by the Meet Referee will be final unless a written protest is lodged within 30 minutes of the heat swum. All swimmers, coaches and officials will follow the USA Swimming code of conduct under article 304 of the USA Swimming rules and regulations. Any violation of such policy will be reported to the Meet Referee and the New England Swimming office for further review and/or action. SAFE SPORT: The conduct of all participants and spectators at a meet is governed by USA Swimming Rules 304/305. Any and all infractions must be reported to an official, the Meet Referee or the Meet Director to be resolved. USA Swimming and NE Swimming encourage all to report any witnessed or suspected forms

of abuse/safe sport violations to the NE Swimming Safe Sport Chair, Anne Kaufman: nesafesport@gmail.com (857-928-3638) or through the USA-S online reportable form. PHOTOGRAPHY: PHOTOGRAPHERS ON DECK: As per New England Swimming policy, professional photographers contracted by Seacoast Swimming Association or press photographers who have been approved in advance by the Meet Director, are allowed on deck. TIME TRIALS: Time trials will be available at the discretion of the Meet Referee and Meet Director. All time trial swimmers must provide at least one timer for their swims. Time trials are $10 for individual events and $40 for relays. Swimmers cannot swim more than 3 individual events per day, including time trials. A relay time trial does not count in the daily individual event count. Sign-up for time trials is at the Assistant Administrative Referee table. Time trials are open to any swimmer registered with New England Swimming or Maine Swimming. Time trial swimmers not already entered in the meet must notify the entry chair by Tuesday, July 11th, of their intent to do a time trial and provide their USA Swimming registration information. Time trial swimmers not already entered in the meet also must pay the swimmer participation fee of $10 in addition to the time trial fee of $10 per event. These fees can be paid at the Assistant Administrative Referee table on the day of the time trial. If offered, time trials sessions will be scheduled to begin 20 minutes after the conclusion of the all of the preliminary sessions. The competition pool will be open for warm-ups during this 20-minute period. DECK ACCESS: Only swimmers, coaches, authorized meet and Brown University personnel will be allowed on deck. Proper credentials are required. Credentials for this event will be provided at no charge for participating athletes and officials who are members of USA Swimming. Credentials for coaches that will serve as deck passes for this event shall be issued to those coaches listed on each team s deck pass request list in OME. These deck credentials are issued according to the below schedule, based upon the total number of participating athletes. If a team wishes to purchase more coach passes than the below stated amounts, there will be a charge of $25.00 and all coach names and payment must be submitted by the entry deadline. All individuals should check in upon arriving at the meet to pick up their deck passes. 1-3 swimmers in individual events:1 coach pass 4-6 swimmers in individual events; 2 coach passes 7-9 swimmers in individual events; 3 coach passes 10-20 swimmers in individual events; 4 coach passes 21-30 swimmers in individual events; 5 coach passes 31-40 swimmers in individual events; 6 coach passes 41-50 swimmers in individual events; 7 coach passes 51 or more swimmers in individual events; 9 coach passes Unattached swimmers with a team shall be included in above schedule even if listed on separate entry. Individuals without a valid membership card or Deck Pass will be removed from the pool deck and will be subject to a fine by New England Swimming. OFFICIALS All applications to officiate that are received by the meet entry deadline, July 4, 2017 will count towards the work requirements for the official's team. "Walk-on" officials are always welcome and will be assigned to positions that are not filled. The uniform for all preliminary sessions and all timed final sessions will be navy blue bottoms with white polo shirts. The uniform for all finals sessions will be khaki bottoms and navy blue polo shirts. All briefings will begin 45 minutes prior to the start of each session. TIMERS AND OTHER WORKERS: According to New England Swimming policy, the meet host will make timing assignments for both the A and B flights for this meet based on the size of the team s entry. We need the full cooperation of all teams, large and small, to adequately run this meet so please be cooperative and punctual. Teams treating this meet as a team travel meet need to assure that they have enough parental workers at the meet to fulfill their team obligation. The timing assignments will be posted on the web page and sent to the team contact person with ample time to get workers. All swimmers in the 1500 Freestyle and 800 Freestyle are reminded that they must provide at least 1 timer and 1 counter. All swimmers in the B flights for the 400 Freestyle and 400 IM must provide at least 1 timer. NO SHOW WORKERS: If a team does not provide the workers it has been assigned at a championship meet, the team will be fined $100 per incident and will not be allowed to enter swimmers in another New England meet until the fine(s) is paid. This can be appealed to the Board of New England Swimming and is enforced only if the meet management has properly assigned timers based on the number of swimmers a team has entered in the meet. COACHES NOTES: All coaches should check-in with the control table upon arrival at the pool and must provide their cell phone numbers for emergency purposes. There will be a coaches meeting at 8:00 am on THURSDAY. Coaches are responsible for the behavior of their swimmers at all times. Any damage to the premises or equipment is the responsibility of those doing the damage. Swimmers, parents, coaches, and spectators are restricted to the pool, spectator stands and concession area. Banners or posters of any kind are not permitted either on the pool deck or in the spectator area. No smoking is permitted inside the building. Brown University, SSA-Seekonk and New England Swimming will not assume responsibility for lost or stolen articles. Parents are responsible for supervising younger children in attendance at the meet. Meet Staff will be patrolling the facility and locker rooms and will have the authority to dismiss swimmers and spectators immediately from the facility. There will be no exceptions. Coaches are responsible for communicating this to both swimmers and parents. Coaches are responsible for ensuring their graduation seniors are present for the Senior Ceremony and are properly signed up. This information will be available at the Control Table.

The high point ceremony will take place on Sunday evening at the conclusion of the session. Coaches are responsible for making sure their swimmer is present to receive their award. Please note that only championship final and consolation heats will be scored for team awards and open high point awards. READY ROOM: A Ready Room will be used at this meet prior to each final event. Each swimmer participating in the championship finals heat must report to the Ready Room 10 minutes preceding the event. RESULTS: Event results will be posted on the pool deck and in the spectator area. HOSPITALITY: Coaches and officials will be served food during prelims and finals sessions. Cold drinks and snacks will be available throughout the meet. VENDOR: A swimming equipment vendor will be selling suits, goggles, and other accessories for the duration of the meet. FOOD: A concession stand will be in operation for the duration of the meet: No Food or Drink will be allowed into the facility. LOCKER ROOMS: The locker room area will be strictly for use by properly credentialed individuals. Do not leave locks on lockers overnight. Do not leave valuables in your locker.
