ICWL Meeting Minutes Meeting held on 9/17/12 Meeting started at 7pm and adjourned at 9:10pm Members in attendance See attached Items Discussed Treasurer Update: We currently have $5910 in the account. The cost of the room for the monthly league meetings has increased to $90 for 2 hrs. Don Len Eric Lichner: Eric supports our league for trophies and a preferred vendor for BRUTE including, Singlets, Head gear, Shoes, Bags& Mat Tape. Don Len will be offering a two sided singlet this year with sublimation on each side. They are NO LONGER carrying Addias products. Will be offering a fundraiser where they will do a fitting for shoes, singlets etc and each club could make $2-$3 per item. o Packages start out at $98. o They will also be putting out a trophy package which all will receive via-email. Due & Insurance Update: All dues will be collected by Michelle Reardon & Scott Vocht. Verification will be collected by Michelle Reardon. You can bring your dues & insurance to the league meeting or send them to Michelle Reardon 1138 St. Finegan Drive, West Chester, PA 19382. If you only need to provide proof of insurance, you can scan and email it to board@intercountywrestlingleague.org. ALL DUES and PROOF of INSURANCE are due by the DECEMBER meeting. Team Insurance USA Wrestling Van Plocus: Van Plocus & Joe Stabilito explained the insurance programs and benefits of USA Wrestling and the Club Charter memberships available. The $15 card membership is a special program that is available only to ICWL members right now and if your club can take advantage of the programs they can implement it for you this year. If not, they will wait till next year to introduce all PA clubs to their tiered ($15 card) program. In addition, all PA Freestyle/Greco clubs are required to provide the name of a certified USWOA official or Pairer when they renew their charters, or pay a $75 up-charge for not providing a volunteer official or Pairer. The $15 card covers supplemental Insurance/coverage.

They exempted ICWL clubs from this requirement because you are running all folk-style events. Your cost (each individual club) for a charter is $80 for one year. The facility owner can be named as additionally insured for the extra cost of $25. That would bring the total to $105 for insurance for club, club directors and the owner of the building where practices are being held. For each of your clubs they included the USA Wrestling magazine (6 per year) in the online version, included any PAWF folk-style events held, and the $50,000 supplemental accident coverage. The members can upgrade anytime to receive the $1million in supplemental accident coverage and full access card for $40 available anytime within the membership year (Sept 1, 2012 thru Aug 31, 2013). They are planning one major folk-style event this fall in York. Announcements will be forthcoming. If the second injury time-out is taken at the conclusion of the first 30 second tiebreaker and the opponent already has the choice at the beginning of the second 30 second tiebreaker, the opponent will have the added choice at the first restart after the beginning of the second 30 second tiebreaker. *This will be only in affect when we use the NFHS rules for overtime(1 minute sudden victory, 2-30 second tiebreakers, ultimate 30 second tiebreaker) Wrestlers may not wear wristbands, sweatbands or bicep bands during a match Sleeveless tight fitting shirts may now be worn underneath a singlet. Long-sleeve shirts remain illegal.

DUAL/TRI MEETS Referees are instructed to arrive 15 minutes before scheduled start time. I am going to place added emphasis on showing up on time this year with the officials. If they are running late, they will contact home team s rep. I will address lateness and no-shows with the referee and if it a recurring problem, he/she will have assignments revoked. I have discontinued using officials in the past & will do so again. Referees will be scheduled for 4 hours for meets. If a meet exceeds this time, the team can ask the referee if he/she can stay longer. If you think it will run long when doing match-ups, please contact the referees at this time. Suggested start times- AM matches- 8:00/8:30AM, PM matches-1:00pm I will provide host team with assigned referees & contact information. In case of bad weather please contact referees directly. I also will provide all officials with home team contact info I have between 30-40 officials available on most Saturdays; I use an average of 37 officials. This requires some officials to work doubles. My pool also changes depending on how many MS, JV and high school events are occurring in our area. I will make every effort to give you the number of officials you request, please understand sometimes I may not have enough officials available every Saturday. I will make sure you are never short more than one official. Flagrant Misconduct any wrestler, coach or parent assessed a flagrant misconduct penalty will be suspended from next ICWL meet or tournament. Referee will contact me and I will email the team representative with a report. It will be up the league/team to police this. I expect all the officials I assign to act professionally and treat wrestlers, coaches and parents with respect. There will be disagreements on calls, but they are instructed the listen to coaches and explain their calls (at the scorer s table). This must be done in a timely manner and should not impede progress of the match. Judgment should not be questioned. Only coaches should approach the table. Parents should not question official or approach table or mat. I hold my officials to a high standard and work hard to insure you get officials who will work hard for you and your team. I am always available to discuss any issues that may arise with officials. If you have referee you cannot work with it is your responsibility to let Jim know before assigning referees to your event. CONCUSSIONS This continues to a major issue with all sports, specifically youth contact sports. When there is a trainer of healthcare professional assigned to event, we will defer to their diagnosis. If there is not one available, the official will have the final decision and whether a wrestler may continue. I will instruct all officials to error on the side of caution. I ask for you support on this issue. The can be no second guessing of an official when he makes this call. We must be adamant about safety of the wrestlers when it comes to potential head injuries.

FEES - DUAL MEETS Referees - $30.00 per hour Assignor - $7.00 per official assigned FEES TOURNAMENTS Bracketed Tournament- Referees $225.00 per official for 9 hours. Dual meet Tournaments-$30.00/Hour Number of officials required Bracketed Tournaments: 3 Mats-5 Officials, 4 Mats-6 Officials, 5 Mats-8 Officials, 6 mats-9 Officials, 7 Mats-11 Officials, and 8 Mats-12 Officials. Dual Meet tournaments; 1 more official than number of mats used. Head Referee - $25.00 Assignor - $35.00 Jim Webb will provide each league representative with a roster of all of his referees. If you know of any college kids or anyone else who may be interested in becoming a referee, please have them go to the PIAA website for information. Testing for certification will take place 1 st weekend in October. Open Board Position & Vote: Dan Leon has stepped down from the board o The board would like to thank Don for his many years of support and dedication. Mike Medrow was nominated as a New Board member as well as Chuck Springer. A league vote was taken to add both to the board. o Board vote was unanimous to add BOTH to the board. League Schedule Discussion and Committee Volunteers: Mike McGuiness is scheduling chairman. o Mike is looking for looking for committee volunteers. So far he has Brian DiBernardo & Mike Medrow There will be an email set up at schedule@intercountywrestlingleague.org so that all scheduling info can be relayed to the committee and board members. o Mike will handle all scheduling emails. If you do not submit your schedule by October meeting you may not get any host dates. A representative from each zone to oversee the zone for scheduling.. o Zone 1, 3 &4 are covered. o It was mentioned that if we create one more host site in each zone we can get better match ups. Weekend Match Change Suggestion: It was suggested that 0 & 1 s wouldn t get any more than 2 matches and would have to be at a Saturday meet until 10:30am. It was also mentioned that we could eliminate matching them up on Thursday night by just lining them up on Saturday morning and using the Madison system.

Bylaws Update Suggestion to Include Flagrant Misconduct Penalty Enforcements and Rules: Mike Medrow will head up a committee to review and update the by-laws. o One thing that will definitely be added is what defines flagrant misconduct and what the consequences are. Duals Committee Update: Fred Corridetti is Committee chairman o Please contact Fred if you are interested in being a part of the committee. An email will be created for the duals committee at duals@intercountywrestlingleague.org. so that your submissions for dual meets can go right to the committee. We will definitely be doing the Peturnic Duals and an elementary team possibly two to Wildwood duals. Not sure if we will take a middle school team as this is usually the weekend of their county duals. Technology Update: Brian will create an email at fans@intercountywrestlingleague.org so that important emails can be sent directly to each parent rather than relying on the league representative having to relay the info. Each club will have to have their parents provide their contact info to Brian at fans@intercountywrestlingleague.org. Advanced Practice Sessions: West Chester will still have Advanced practices at Church Farm School from 6:30 8:00 pm. Upper Merion & Council Rock will also be having advance practices. ALL advanced practices will cost $40 per wrestler for the season. o WC & CR will hold their practice on Monday nights o UM will hold their practice on Wednesday. Mandatory League Weigh-In Procedures: Scott V. & Michelle are responsible for verifying league weigh-ins and implementation of procedures. Novice and Open Championship Update: Novice tournament will be Sunday, February 24, 2013 League was asked to decide on date for Open tournament of March 3, 2013 or March 10, 2014 o Date is dependent on being able o secure facility. Mike N. is checking with Conestoga to see about facilities availability. ICWL, PJW and MAWA Tournament Announcements: Chuck Springer announced that PJW s is going to split. o They are trying to get the top 4 wrestlers to go to STATES instead of just the top 2. o PJW Sectionals will be held March 3, 2013. ICWL Tournaments already set o Drexel Hill March 3, 2013 o Bruiser Duals March 2, 2013 (Tentative) Meeting Adjourned at 9:10 pm.
