For teams that are eligible, referee deposit refunds will be mailed no later than 14 days after the end of the tournament. Referee deposit refunds will be on a prorated basis, comparing the number of assignments actually completed versus the number that were assigned.(see REFEREE PLAN for additional requirements and details) 5) CANCELLATION A. If the tournament is cancelled before any matches are played, a full refund will be sent to all teams. 6) PLAYERS/TEAM S B. If the tournament is cancelled after it has started, refunds will be made to teams on a prorata basis, depending upon the number of actual matches played. A. The tournament is limited to U10 teams. Only players who were eligible to play on an AYSO U10 team for the 2015 primary season may participate. Players on participating teams must be properly registered to play in AYSO and have played in the 2015 primary season in a minimum of one-half of the matches for which they were eligible. Coaches are responsible

to ensure that all players meet eligibility requirements. B. The team roster must be verified and approved by each player s Regional Commissioner and submitted no later than 10 days before the Tournament. Roster changes may be submitted (with the written approval of the Regional Commissioner); however, these changes must be received by the Tournament Registrar prior to the team check in on tournament day. There will be no roster changes after the team checks in. C. Up to 3 Guest Players (players from a different Region from the applying team s Region) will be allowed for each team. However, the Guest Player will be required to have the approval of both the Guest Player s Regional Commissioner and the Host Team Regional Commissioner (see Guest Player Form). D. Coed teams will be accepted; however they must play in the boys divisions only. E. Division U-10 will play 7-v-7, and there will be a roster limit of 10 players per team. F. All players must play at least half of each match. Violation of these player rules exposes a team to protest and renders them subject to forfeiture of match and possible disqualification at the discretion of the Tournament Director. G. There is no restriction on the amount of time a player may play as a goalkeeper. 7) COACHES A. Teams must have two coaches one of who must be Head Coach and the other the Assistant Coach. No team may have more than two coaches. These coaches must be the ones listed on the Official Team Roster. B. Coaches must provide their AYSO Identification Number, be a currently registered volunteer, Safe-Haven certified, AYSO trained at the minimum age-appropriate level for the U10 Division. A copy of the AYSO coach certification for each coach should be attached to the team roster. Please go to www.eayso.org to print a copy of your coach certification. C. Coaches are expected to set the example for their team in exhibiting proper AYSO behavior and Kids Zone behavior. Coaches are expected to remain in the technical area during matches and only enter the field of play as requested by the referee. 8) REFEREES A. Each team in the tournament should provide a crew of 3 referees. These referees will be assigned up to 4 matches depending upon the needs of the Tournament. B. All referees must be currently registered and trained as an AYSO volunteer, and must be Safe-Haven certified. C. Only the diagonal system of control will be used to referee the matches. D. All referees must be Regional level or above. E. Youth referees must be at least 2 years older than the age group they are refereeing. Youth referees must have a completed Youth Referee Form signed by the youth s Regional Referee Administrator in order to be eligible to referee. F. All referees must be in full uniform as defined by AYSO and USSF, including the referee badge. Referees not in uniform will not be permitted to referee matches, and their team s referee deposit may be subject to forfeiture. G. If all assignments are successfully completed, the Referee Deposit will be refunded (see the REFEREE PLAN on the Tournament website for additional requirements and details). The terms and provisions on the REFEREE PLAN are incorporated as part of these Tournament Rules. H. Referees are expected to check in at the Referee Station at least 30 minutes prior to their assigned match. Failure to appear on time may result in a replacement referee crew being assigned to the field. Once a replacement crew has been assigned, they will have priority and the original crew must report to the Referee Station for an alternative assignment. The Tournament Referee staff may assign referees to standby duty. A standby referee must sign in at the referee station 30 minutes before the match time and wait until either assigned to a match or excused. A standby referee who complies with these requirements, but is not assigned to a match, will nonetheless receive credit toward refund of the team s deposit. See the REFEREE PLAN for further details. I. Coaches may be designated as one of the team s referees if they meet all of the other requirements for refereeing; however, due to scheduling issues, teams are discouraged from designating a coach as one of its referees. Players are not permitted to referee any matches. J. Referees will be expected to uphold the Tournament Rules, AYSO Rules and Regulations, and FIFA laws. Any failure of the referee to uphold these rules may be cause for dismissal from the Tournament, and will place a team s referee deposit refund in jeopardy. 9) FIELDS A. All fields will be set up and taken down by the tournament staff. B. Trash cans will be provided at each field. Teams will be expected to clean up all trash in their area before leaving and to comply with all posted field use restrictions and requirements. 10) FORMAT A. This is a pool play tournament. The Tournament Director will determine the final format, and notify all teams thereof, at the time the match schedules are finalized (which will be approximately one week before the Tournament). Subject to change, due to a last minute withdrawal or team forfeiture, all teams will be scheduled to play 5 matches as set forth below. B. Teams will be provided with a minimum of 4 matches, two matches on each day of the tournament as set forth below. All bracket matches will be played until there is a winner. Bracket matches may extend beyond the starting time for the next match on the field in order to complete overtime periods. D. Finals matches cannot end in a tie. In the event the match is tied at the end of regulation time, the teams shall play two full 5-minute overtime periods. For the first overtime period, the home team shall choose which goal to attack and the visitor shall kick-off. Teams shall change sides at the start of the second half and the home team shall kickoff to start the second half. G. There will be no warming up on the field. Teams must warm up prior to taking the field. As soon as the previous match has ended, teams must clear the field and the teams for the next match must take their places. H. FORFEITS: Teams must report to their assigned fields at least 10 minutes prior to the start of the match. There will be a five-minute grace period at the start of the match for a team to take the field before a forfeit is declared. Except as otherwise provided in Section 15 below, the score for a forfeited match will be 1-0 for the remaining team (see STANDINGS for the points to be awarded). Each team must have a minimum of 5 eligible players on the field to start or to continue a match. If a team cannot field the minimum number of players, the match will be forfeited. A forfeit will also be declared if the team does not have at least one coach (either the designated Head or Assistant coach) present and eligible to coach the team during the entire match.

I. SUSPENDED AND TERMINATED MATCHES: The Tournament Committee may determine to suspend and/or terminate matches early if the field schedule is behind due to match delays, or for interference, or if weather conditions provide unsafe conditions; and may distribute awards according to matches played and points awarded. The Tournament Committee will determine the outcome of any single match which is terminated prematurely (due to inclement weather, participant injury, interference by outside party, referee decision, etc.). The committee s decision with respect to any terminated match shall be made within two hours after the termination. This rule does not apply to pool matches that are shortened as provided in paragraph A above. Any such shortened matches shall be considered as having been completed rather than terminated. 14)SUBSTITUTIONS J. C. Substitutions in overtime periods of medal round matches will be at the beginning of each period only. Free substitution is not permitted and the one-half playing time rule shall not apply during overtime periods. 15) STANDINGS A. The team ranked first will play the team ranked fourth and the team ranked second will play the team ranked third. G. If a finals bracket has 3 teams the team will play each other and the winner of the bracket will be determined based on standings using the point system outlined in Section 15 H. In the event of a tie in the rankings going into finals bracket play, the tie in the rankings will be broken by the director using a coin toss. 17)FINALS PLAY A.
