Information and Rules for 1st Annual Black Dagger Red Snapper Benefit Tournament June 16-17, 2018 Updated 30 April 2018, 8:00 AM Central Contents Tournament Information Tournament Rules Commonly Asked Questions Tournament Information: We are getting ready for our 1st Annual Black Dagger Red Snapper Tournament. Expect a great tournament. We have great sponsors, a T-shirt for registering, and prizes for largest Red Snapper. Be sure to read all the information and rules before you register! Purpose of the Tournament: This is CHARITABLE FUNDRAISING EVENT to fund events for wounded, injured, and ill veterans hosted by Black Dagger MHC. All proceeds will be used to create lasting friendships and memories by, with, and thru veterans. Endstate is to raise awarenss of the veterans who remain injured despite the war ending and facilitate relationships with the community. Date, Time, and Location: All times are Central Standard Time (CST). This tournament is on the full second weekend of Red Snapper season --Saturday through Sunday. This is a two day tournament. Captain s Meeting: Friday, June 8, 2018 at 6:00. Sheraton Bay Point Panama City, FL Fishing: Saturday, June 09, 2018, 5:00 am - Sunday, June 10, 2018 12:00 pm Weigh-In: June 10, 2018, 12:00 noon - 1:00 pm at Sheraton Bay Point Panama City, FL Tournament Divisions: There is only a Recreational division. As stated previously the purpose of this benefit tournament is to raise money for Black Dagger MHC to assist injured veterans, drive awareness in the community, and build lasting friendships between the fisherman and veterans. The two awards given out are donations from sponsors and all personnel are volunteers. This IS NOT A HIGH PAYOUT event.

Prizes for the Recreational Division: Red Snapper Hook and Line: 1st = Rod and reel combo Red Snapper Speargun: 1st = Custom Spear Gun Registration: Registration is $150 per boat, includes as many people on your boat as you would like. Registration is on line at unation from February 1 st up to May 20 th. The cut off date is to allow completion of shirts so they may be delivered at Captains Meeting. During Registration you have the option to purchase additional shirts for additional cost. Again, registration will be available online at www.unation.com. Please print out a copy of your online registration for your records. Please bring your registration form to the Captains Meeting for the door prize drawing. Captain s Meeting: The Captains Meeting will be held at Tides inside the Sheraton Bay Point Resort 4114 Jan Cooley Drive Panama City Beach, FL on Friday, June 8, 2018, 6:00 pm CST. A door prize will be given out at 7:00 pm after discussing rules and answering any questions. There are multiple choices for food and drinks at the Sheraton and the phone number is 850-236-6000. Directions: From ECP- NW FL Beaches International Airport Approximately 38 minutes driving time. Exit Airport and turn right (West) on Hwy 388. Turn left at FL-79 S. Turn left at Back Beach Rd/FL-30 Alt E/PCB Pkwy/US-98 E. Travel approx 8 miles. Take the right hand merge to C R 3031/Thomas Dr/NSA Main Gate/Bay Point. Turn left at Front Beach Rd/US-98 Alt/FL-30 then an immediate merge right toward C R 3031/Thomas Dr. Turn right at C R 3031/Thomas Dr. Turn left at Magnolia Beach Rd/C R 392. Slight right at Delwood Beach Rd following the golf course. Turn right at Jan Cooley Dr. Turn right at Bay Point Resort entrance. From the East / Panama City Take U.S. 98 west over the Hathaway Bridge, and turn left at the second light, Thomas Drive. Go to the fourth traffic light, and turn left on Magnolia Beach Road. Follow the golf course (on your right) around the bend, turn right onto Jan Cooley and follow the signs to the Bay Point Resort entrance on your right. From The West On US 98 east, travel approx. 8 miles past Hwy 79 and take the right hand merge to C R 3031/Thomas Dr/NSA Main Gate/Bay Point. Turn left at Front Beach Rd/US-98 Alt/FL-30 then an immediate merge right toward C R 3031/Thomas Dr. Turn right at C R 3031/Thomas Dr. Turn left at Magnolia Beach Rd/C R 392. Slight right at Delwood Beach Rd following the golf course. Turn right at Jan Cooley Dr. Turn right at Bay Point Resort entrance.

Door Prizes: The Captains Meeting is not mandatory, but T-shirts and a door prize will be given out at the meeting. You must be present to win the door prizes. Drawing begins at 7:00 pm CST. Upon arriving please checkin at the registration table inside TIDE s with your copy of registration form to claim your ticket and drop it in the provided container for drawing. Tickets will be drawn at 7pm CST and the prize awarded immediately. Weigh-In Date: Sunday, June 10, 2018 Time: 12 noon to 1:00 pm CST Location: Pelican s out on the dock at Sheraton Bay Point. See attached website and property map. You must be in line to weigh-in, by 1:00 pm CST. You must sign your weigh-in results. All winners may be subject to a lie detector test administered at the weigh-in site by local law enforcement. Any angler failing the test or refusing to take the test will be automatically disqualified as well as the boat used by that angler. Amy Fowler is the Weigh Master. We use Official Tournament Approved Scales measuring in increments of 1/100th of a pound donated by a local tackle shop for the event. Bad Weather In case of bad weather, monitor the unation and Black Dagger websites (www.unation.com and www.blackdaggermhc.com). We will announce any change of date by noon on the Thursday before the tournament date. The back-up date will be the following weekend. Tournament Rules: 1. There is only a Recreational division. As stated previously the purpose of this benefit tournament is to raise money for Black Dagger MHC to assist injured veterans, drive awareness in the community, and build lasting friendships between the fisherman and veterans. This IS NOT A HIGH PAYOUT event. 2. All times are in Central Standard Time (CST). 3. Participants must abide by State of Florida Recreational Fishing Rules. 4. No mutilation of any fish is allowed. 5. No fish may be transferred from one boat to another. 6. Fish weighed must be caught on the days of the tournament 9-10 June, 2018. 7. All boat registrations are $150; you may fish as many people as you like. 8. Regardless of your departure time, fishing begins at 5:00 am CST on 9 June 2018. 9. Fish Weigh-in ends at 1:00 pm CST 10 June 2018. At the sound of the horn, boats in line and fishermen in line at the scales are allowed to weigh. If you are late, you do not weigh. 10. Participants may register online via www.unation.com up to 20 May 2018.

11. Keep a copy of your registration form in your possession in case there is a question about your registration. We will use a registration roster at weigh- in to check for your registered boat name. Online copy is not required to weigh in, but you must be able to produce a copy if questioned. 12. Any and all disputes will be settled by the Tournament organizer. Any protest must be in writing and submitted to the Tournament organizer. Protests must be submitted prior to presentation of awards that commence at the end of the weigh-in. Upon presentation of awards, protests will no longer be accepted. 13. Only one prize per boat. 14. All fish are subject to inspection for foul play. 15. In case of a tie (two fish weigh the same), the first fish to the scale wins. 16. Winners of prizes over $500 are responsible for applicable tax forms. 17. All boats must depart from the waterways Saint Andrews Bay, Mexico Beach, or St Joe Bay. No exceptions! 18. Red Snapper must have a sufficient amount of body for positive and unquestionable identification by the weigh-master. Fish with an insufficient amount of body, making positive identification questionable, will be classified as mutilated and not weighed! No exceptions! 19. Properly care for fish to be weighed. All fish to be weighed in the tournament must be well preserved as a fresh catch of the tournament day. It s highly recommended that fish be immediately chilled, handled, and stowed to prevent deterioration, damage, and mutilation prior to weigh-in. Fish showing signs of improper care will be suspected as fish caught prior to the tournament day and rejected by the weigh-master. 20. All winners are subject to a lie detector test administered at the weigh-in site by local law enforcement. Any angler failing the test or refusing to take the test will be automatically disqualified as well as the boat used by that angler. Commonly asked questions: 1. Can I leave early from dock? When you leave is up to you. You can leave very early on Saturday morning, but you may not start fishing until 5:00 am on Saturday. You are on your honor not to fish before 5:00 am. 2. Can I leave from another dock somewhere outside of Panama City? Yes, you can leave from the waterways Mexico Beach, St Joe Bay, or Saint Andrews Bay. No exceptions! That is up to you. 3. Do I have to weigh my fish at Pelican s on dock at Sheraton Bay Point? Yes. 4. Can I park my boat at another place and bring my fish to the scales by truck or car? Yes, as long as you make it to the scales before 1:00 pm CST. There is water access or you can park and walk out to Pelican s 5. Can I get assistance getting my fish to the scales? No, you are responsible for getting your fish to the scales to weigh. That is a part of the tournament itself. Getting back from off shore and getting the fish

to the scales is the responsibility of the fishermen. Your boat and equipment are a part of the tournament process. The tournament staff cannot help you get in to weigh your fish. 6. My boat is too big to access the dock at Pelican s. What can I do? You have several options. a. Take fish out of the boat, put into your vehicle, and drive over to the weigh in. Bringing the fish to the weigh station is the responsibility of the fishermen on each boat. You can drive a vehicle up to the scales or come in by boat. Be on time- scales close at 1:00 pm CST on Sunday. 7. If I am in line at the weigh-in and it gets to be 1:00 pm, can I still weigh my fish? Yes. The tournament organizer will blow a horn at 1:00 pm and any boat or truck visually sighted and registered by the director will be allowed to weigh if they are in line to weigh. You can be in sight of the weigh in. You have to be able to be seen from the dock. That is not anywhere in lagoon; it means in the area close to dock so an official spotter on the dock can see you. 8. How do I secure my place at the weigh-in if there is a line at closing time? Place your fish in a cooler and stand in line on the dock. We will have official spotters to sight boats at docks.. You must be sighted and noted by an official spotter. This is a rule. You must follow it. There will be no exceptions. 9. Where do I get gas for my boat? There are several places in Panama City with gas pumps serving NON Ethanol both on and off the water. I would advise to fuel your boat the night before if you want to get an early start. 10. Will someone open early for breakfast? Several locations open up at 5:00 am for breakfast in and around Panama City. Sheraton also has Cabana Café open 6am to 2 pm CST. 11. Can I come down Saturday morning and register? NO. After May 20 th there is no more registration. This end date gives the company providing shirts two weeks for manufacturing and delivery. 12. Do I get a free T-shirt when I register? The free T-shirt is given out at the Captains Meeting. Bring your receipt to claim the shirt. You can elect to purchase extra shirts for crew members during the online registration,. 13.. Are there extra shirts for sale? There may be a few extra shirts sold first come first serve. 14. How can I get more T-shirts? Elect to purchase extra during registration. 15. Can I get a refund? No. This is a charity event / benefit to raise money to help military veterans. If you can not attend the event once you have registered, please let us know and we will work with you. 16. Will pictures be taken? Photos will be taken and also posted at ww.blackdaggermhc.com. 17. Is there parking for my vehicle and boat trailer in the area? All ramps in area have parking and the employee parking lot at Sheraton will be made available also. 18. How does the payment count for who is fishing? Registration is $150 per boat. You can fish as many people as you like on each boat. Please maintain a list of your passengers. 19. What about the meetings? There is a Captains Meeting with a door prize. The Captains Meeting is at 6:00 pm. Friday Rules are clarified and questions answered.

20. Is there a dance? No dance this year but we hope to grow in size and improve every year. 21. Where is the weigh-in? The weigh-in is at Pelican s on the dock at Sheraton Bay Point. The weigh master is Amy Fowler. 22. How many prizes can I win? Door Prize, Hook & Line, and Speargun Three total 23. I would like to donate a door prize. Please contact Keith at rkm921@gmail.com to make your donation to the tournament so Founder of Black Dagger can get you tax forms/letter to deduct the cost you incurred. 24. Can I register early? Yes. Starting 1 st of February 2018, you can register online at www.unation.com. The cost is $150 per boat. 25. How much fun can I have? This one is in your hands. You can register a boat just to join the support for Black Dagger in support of military veterans. 26. If I am late to the scales on Saturday afternoon, can I still weigh and enter my fish? No. Being on time is a part of the rules. Scales will be unplugged, loaded in a vehicle, and driven away after everyone (in line during the end time) are weighed. Be on time, or you will not be weighed. 27. How do you keep from having a tie? That may happen, but, we use professional scales certified for tournaments which are calibrated in to increments of 1/100th of a pound. We can weigh a fish to 100th of a pound, for example, 26.37 pounds. If a tie does occur, the fish are ranked in the order they are weighed. So a 30.23-pound Red Snapper weighed in at 3:00 pm will rank higher than a 30.23-pound Red Snapper weighed in at 3:10 pm. 28. What if I have a protest or complaint? Put it in writing and hand it to Keith (Tournament Organizer) for a resolution. The decision is final. 29. What if I have a suggestion? Any and all suggestions are welcome. We want this to be a friendly tournament and improve where we can. Contact per #43 with any suggestions or comments. 30. Do I get a T-shirt? Yes. You pick it up at registration on Friday night with a copy of your online registration receipt. One receipt per registration one shirt per registration unless you elected to purchase extra during the registration process. 31. What about door prizes? A door prize will be given out on Friday night during the Captains Meeting at 6:00 pm CST. You must be there to win. 32. Can I help? We may need some help to cover the requirements if you would like to volunteer. 33. Will there be any food and beverages at the registration? Yes, there will be food and beverages available for purchase at the location. 34. If I am late, can I still weigh a fish? NO. There has to be a time cut off. No exceptions. 35. How do you monitor starting time of fishing? There is no way we can monitor the entire fishing area. All participants are on the honor system and we trust you to do the right thing. Winners may also be subject to lie detector tests.

36. Where can I read about the tournament? You can read about it at www.blackdaggermhc.com and www.unation.com. 37. If I win, will my picture be in the paper? Your picture will be in www.blackdaggermhc.com. 38. What are the T-shirt sizes? S, M, L, and XL 39. Can I just buy a shirt? If there are extra 40. How much are they? Cost will be contingent on vender 41. Where do I put / launch my boat? Panama City has several marinas and ramps to launch boats and park trailers. Mexico Beach also has an excellent boat ramp where you can launch your boat and park your trailer. 42. If we lose our registration form, can we still weigh a fish? Yes. Unlike past years, you can weigh your fish without showing a copy of your registration. We will have a list of all registered boats and captains and you will sign it when you weigh your fish. However, you are still required to keep your registration form or online receipt in case there is a question about your registration. Be prepared to produce your registration if requested. 43. Who do contact if I have another question? Contact Keith @ 850-866-3186 and he will get back to you ASAP 44. What if my boat has mechanical failure after registering and before the tournament, can I change my registration to another boat? Yes, as long as you do it on Friday before close of registration. You CANNOT change boats on Saturday, the 1st day of the tournament. See #43 above. 45. How can I help Black Dagger help more Veterans? You can donate; we are a tax-deductible organization. Remember us in November and December when you are giving to your charities for tax purposes. 46. Are there tackle and bait locations close by? Yes. Howell tackle is in town and Half Hitch is on the beach. Both sell anything you would need. 47. Are there marine mechanics close by? Yes. Nelson Marine and several other Marinas in the lagoon will have anything you need. **Diagrams are on next page for help with directions to Sheraton Bay Point and locations on the property.
