PUTRAJAYA BASIC FACTS AND FIGURES Area : 4,931 hectares Planned Population : 320,000 Daytime Population : 500,000 Government : 3.8 million sq.m. Commercial : 3.4 million sq.m. Planned Housing Units : 64,000 units (55% Government) (32% Public) (13%Affordable House) Roads (major) : 94.87km Bridges : 8 no.s Monorail line : 18.87km

THE PUTRAJAYA MASTERPLAN Main features of Putrajaya Masterplan: Garden city - large proportion of the city area is designated as green open space Self-sufficient administrative city Emphasis on public transportation Creation of Waterbody (manmade lake and wetlands) Waterfront area created by the lake Government - 5.8% Residential - 23.8% Commercial - 2.8% Public Amenities - 9.2% Infrastructure & Utilities- 21.2% Open Space - 37.0% Civic & Cultural - 0.2%

URBAN ECOLOGY : NATURE IN THE URBAN FABRIC PUTRAJAYA LAKE AND WETLANDS Largest man-made wetlands in the tropics The Wetland is 200 hectares in size Wetland functions as a natural filtration system for the lake Planted with more than 70 species of wetland plants totaling 12 million altogether The Lake covers an area of 400 hectares, creating 38 kilometers of shoreline

IWRM The Government s Policy Integrated Water Resources Management (IWRM) Approaches - policy statement / planning documents: Local RM8, RM9, OPP3, National Water Vision (emphasis on IWRM) International WSSD, Johannesburg, South Africa, 2002 3WWF, Kyoto, Japan, 2003 / 4WWF, Mexico, 2006 Asian Development Bank, World Bank Malaysian Government Policies - Encourage State Government to establish water management bodies to ensure proper planning, monitoring, enforcement & management of water resources in a river basin Selangor Water Management Authority Enactment 1999 - Lembaga Urus Air Selangor, LUAS

One of the river basins in Selangor which need a serious and systematic management approach and control is the Putrajaya Lake Catchment. PAHANG SELANGOR KUALA LUMPUR PUTRAJAYA CATCHMENT PUTRAJAYA PUTRAJAYA LAKE SUNGAI LANGAT RIVER BASIN (IN SELANGOR) NEGERI SEMBILAN

Putrajaya Lake catchment 51km 2 30% outside Putrajaya - MPSJ & MDS Shared catchment - catchment management known no administrative /political boundaries Issues to be resolved - Provide opportunities for transboundary cooperation between Federal & State government

THE PUTRAJAYA LAKE & KEY ISSUE - 1 1. Putrajaya has been developed as a City in a Garden, with the Putrajaya Lake as the central theme in the Putrajaya Masterplan 2. Putrajaya Lake Management Guide (1998) has set the ambient Water Quality to a standard that is slightly higher than Class IIB for the Lake 3. About 30% of the upstream areas of the Putrajaya Lake Catchment lies in the State of Selangor, where the level of enforcement is not as integrated and focused as that within Putrajaya 4. There is a need to enhance the enforcement and monitoring of the 30% through new institutional development and increased legal measures using the LUAS Enactment 1999

Upper Part of Putrajaya Lake Catchment (30% of the Lake s Catchment is not under the jurisdiction of Perbadanan Putrajaya) Catchment Boundary UPM MARDI IOI Sdn Bhd Putrajaya District

THE PUTRAJAYA LAKE & KEY ISSUE - 2 1. Perbadanan Putrajaya completed a Catchment Development and Management Plan for Putrajaya Lake (CDMP) in 2000 2. The CDMP recommended development of an institutional framework to facilitate implementation of the developed CDMP 3. There is a need to identify the relevant clauses in the LUAS Enactment and develop the required institutional framework to enable LUAS to work with Perbadanan Putrajaya to protect Putrajaya Lake 4. There is a need to update the CDMP to incorporate 7 years of implementation experience and the latest policy, legal, current and future landuse plans of catchment stakeholders

THE PUTRAJAYA LAKE & KEY ISSUE - 3 1. Successful implementation requires coordination, co-operation and collaboration between existing planning authorities and between different interest groups and stakeholders; 2. CDMP is more than a technical & engineering solution to catchment management, providing a platform for integration of various stakeholders interest, beside establishing an overall guidance for consistent implementation of policies; 3. Legislative and institutional framework have to be put in place to establish the discipline and direction; 4. It is necessary to establish a mechanism that can merge co-ordination and seek cooperation not only across sectors, but also political and administrative borders

THE CHALLENGE! The problems are known the causes are often complex and the problems cannot be solved overnight The challenge - how to do it! Transboundaries issues. ranhill consulting sdn bhd

IMPLEMENTATION OF LEMBAGA URUS AIR SELANGOR (LUAS) S 1999 ENACTMENT FOR INSTITUTIONAL DEVELOPMENT AND INTEGRATED CATCHMENT MANAGEMENT FOR PUTRAJAYA LAKE Perbadanan Putrajaya Lembaga Urus Air Selangor

1. Study Goal is to Ensure that the water quality and quantity in the Putrajaya Lake Catchment are managed and controlled up to Putrajaya Lake Water Quality Standard (Class IIB level). 2. Two main focus of study: (a) (b) Development of institutional structure and identification of necessary legal provisions in LUAS Enactment to enable management of the 30% of the Putrajaya Lake Catchment, in Selangor, to be upgraded to the same level as that implemented by Perbadanan Putrajaya. Updating of CDMP so that an integrated lake catchment management and monitoring system can be implemented by the developed institutional structure and legal provisions
