The meeting called to order at 2:00. USATF VIRGINIA ASSOCIATION MEETING FEBRUARY 11, 2018 UNIVERSITY OF RICHMOND, ROBBINS CENTER Secretary s Report Minutes from the September meeting were approved. Treasurer s Report -- Jim Holdren Ross brought up the problem of not receiving money we are due for events. Money from Athletic Net has not been punctual. Jim proposed a form that is standardized for reimbursement for athletes going to Nationals and for delegates to National meetings. The form would be filled out reflecting income and expenses etc. This will make reimbursement easier.. Ray Funkhouser suggested a motion to accept the Treasurer s report. Bill Anderson wants budget to show income/revenue from officials clinics. Ray commented on line item for membership. Individual memberships, especially Youth should be up, as Virginia is hosting Regional, and National is in North Carolina. Opening Remarks -- Ray Funkhouser --Annual meeting--11 attended. At the Association workshop, we had 6 attendees, highest number ever. --We remained in the TOP 10 associations in the country!!! We did get a monetary award for this. --Grievance panels got a lot of attention. Jim only recalls one grievance when we had to get rid of an official. --Marketing items--we get 500 dollars from National.. The catalog came out in January. Ray ordered 4 banners for championships and some Association finish tapes. --Accreditation--full accreditation. Process this year based on 2017 data. --One big change--championships reporting to the National office is now on a spreadsheet. Sanction number must be included. The Association Championship director(s) please keep track of this. --Grants--they do give Assoc grants. Ray plans to put one in for perhaps some portable defibrillators. COMMITTEE REPORTS Race Walk -- Chris English The Race Walk Chair expressed frustration that there is no effective vehicle to distribute info on events. This is a problem that needs to be addressed. Tidewater Striders have dropped sponsorship and interest in Race Walk Men s Track & Field Report -- Bob Disse The primary item of activity in the last six months was the 2017 USA Track & Field Annual Meeting and Association Workshop. Below is a recap of my participation there and other items of interest. The Annual Meeting was held in Columbus, Ohio, the week of November 29 thru December 3rd. My week began with travel and arrival on site, Tuesday midday, November 28th. 2017 s meeting was a celebration of the successes at the World Championships and a developing a more cooperative mood between the Associations, Membership and National office. Wednesday 11/29 was the Association and Youth Workshops. The Workshops are held the day prior to the Annual Meeting. They were attended by several Va. Assoc.

delegates. Ray Funkhouser, Chris McCann, Ross McDonald, Jim Holdren, Marquita Mines and I attended the Assoc. and Maurice Hutton the Youth workshop. This year s workshop was more vibrant than previous sessions. Many of the topics were heated and related to situations we at the Virginia Association have dealt with. Such as, events, especially Championships being sanctioned by the National Office without the knowledge of the local association, and competition with the AAU and their scheduling events on USATF dates. Another topic of discussion was the Run, Jump and Throw youth program and its success in California. Thursday 11/30 was the beginning of the general sessions of the Annual Meeting: NCSA (Next College Student Athlete) a service to educate parents and students on college rules, recruiting, and where they can continue their athletic careers. They have some Free services as well as for pay counseling. Coaches Advisory Exec. Comm. discussion of a private association, a union like organization. Coaches Education review of new rules and certifications required for coaches to maintain their name on the Coaches Registry and the development of Learn by Doing clinics in 2018. Men s Executive Committee general discussion of 2017 successes at the World Championships, election of new members of the committee and the 2018/2019 meet schedules. Opening General Session official opening of Annual Meeting, recap of Vin Lananna s first year as President of USATF. Friday 12/1 continued multiple sessions: Associations discussions on association operations and accreditation, Vin s Listening Tour, Benefits, Communication, younger officials and the lack of facilities. The Hottest topics were the website, AAU, and financial procedures between the associations and the national office. Sports Phycology main topic of discussion was the transition from college to professional athlete. Standards final approval of entry standards for championship meets. Men s Track and Field General Session recap of 2017 successes Saturday 12/2 sessions included: Awards Breakfast a social event and opportunity to meet informally with other members or groups with similar concerns and ideas. Rules minor discussions, except citizenship, national teams and National Records. Men s/women s T&F, Jr. / High School Focus The Major topic continues to be Safe Sport Requirements. All Youth Coaches and Official are required to complete the Safe Sport course. Representatives from various other committees and groups spoke regarding their relationships with Youth & High School athletes. Such as, NFHS, USATF Youth, National Senate, USOC Paralympics, Jr. colleges. Associations grants, infrastructure, programs to develop membership. Sunday 12/3: USATF Closing Session bylaw and appropriate USATF business and votes and closing remarks. Travel Home Additional Items of note during the last 6 months: Discussion has begun for the Masters, Open Assoc. Championships Women s Track & Field Report -- Marquita Mines Coaching notes--all coaches are required to be Level 1 certified. If you don t do Level 2, there are limited ways to advance.. Scholarships available for Level 1,2,3 Coaching Clinics. Changes in IAAF--changed exchange zones. 30 meter zone with no fly zone. Masters--At the USATF Annual meeting last year, it was announced that (Regional and National) Masters Championship events will have drug testing requirements. 150% increase in funding for Masters at National level. In 2020, World Championships will be in Toronto. Participants will wear same uniforms as Olympians. Masters National Champs may be in Buffalo. But they want elite Master s athletes to paticipate. The question was raised about how much rest should be given between meets. The (national?) Senior Games saw an increase in participation, with a strong showing by Virginia. Upcoming meets: --Regional Indoor Champs Jan. 21 in NC. Indoor Nationals will be held in Landover MD --Virginia Senior Games at J. R, Tucker on May 19 --Southeast Region Outdoor June 2-3, Birmingham AL --2018 Decathlon Men and Womens--not known --2018 Outdoor Nationals July 26-29 Spokane WA --Virginia State Games-- July 29. --National Senior Games next year. This year is qualifying year. --Virginia Commonwealth Games--Lynchburg July 29 Youth Report No report as Youth Chair is not in attendance. --Assoc JO June 22, 23 at Virginia State --Regional JO--JUly 5-8 at Hampton University. LDR Report Currently, we don t have an LDR chair. Howard Nippert has been filling in. Greg Roth wants to take over Womens Open position. If anyone knows anybody, let us know. Peachtree will not host 10K Road Champs. Sportsbackers has offered at Ukrops 10K (Monument Ave). Officials -- Chris McCann and Bill Anderson --A project is underway to standardize certification and advancement nationally. --Proposal is being prepared to create junior officials programs. --Apprentices getting experience in all events before being certified.

--Officials needing shirts--send in your size. Before you can get a shirt or work at a meet, background checks etc. must be completed. --Average age for certified officials has been going up. But dropped this year to age 57. Clinics were held in the following places:-- UVA VMI Fairfax University or Richmond Liberty Unoversity--first Sunday in March. --New regulation: Now to be certified, you have to renew membership every year. Backlog of background checks has hurt officials numbers too. Mountain, Ultra, Trail -- Howard Nippert --8 Championships were held at 4 different distances. Howard very busy. One of thethe Championship sites is Norton, VA next Oct.8. Membership -- Melissa Johnson Question came up that since all memberships are on line, what to do if someone doesn t have access to computers. This was not answered. OLD BUSINESS --Youth CC camp at Colorado Springs. We sent one boy, one girl, and will do it again.. The runners selected were two returning athletes who finished the highest at the USATF State Championships. This year, a camp will be held at Lake Placid too. The cost for either camp is 1250 dollars. Money is sent to the USATF National office--pay them the fee, they will plan travel etc. Without airfare, the cost is 500 to 600 dollars. The question arose about if we would prefer to pay $1250 through National, or do our own airline planning. ***Group approved paying $1250, and letting National make plans. NEW BUSINESS --Exclamation Services--Andy Martin Will put out email blast at beginning of each month. Andy does more for us than our contract stipulates. We are now paying him $5500 annually. He has volunteered to handle additional services t in addition to his regular duties. Motion: A motion was made and seconded to increase Andy s salary to $10,000. For this Andy has offered to do more services, such as monthly newsletter and athlete interviews, etc. Motion passed. --Run, Jump, Throw, and WALK We are exploring what s involved in a one day program, or a several day program etc. Hopewell Track coach as well as State PE coordinator interested. Vanessa Weigand. This would be a great way to improve our visibility. --Steve Taylor --Kids Run RVA connect with Sportsbackers.to do this. --Increased visibility--do things around the State. CPR classes???

--Championship schedule--sanctioned before we can get it on the calendar. Steve Taylor--we will gaain host CC Sept. 1 8:00am --SafeSport background checks--in 2018, all volunteers at events at USATF must have Safe Sport and background checks. MUST be a USATF background check. No other one will do. Encourage as many USATF members to get Safe Sport done. Officials must have background checks and Safe sport. --Steve Taylor asked what are the ramifications of not everybody having one at an event? (Water stations) Do we lose insurance coverage? We are researching an answer to this. --We thank Steve for the use of UR, officials clinic and meeting. Motion: Budget--proposed, seconded. Amend the marketing budget to $10,000. Jim Holdren suggested using money from the investment account to balance the increased expenditure to Andy Martin in marketing. Motion passed. All were in favor of an amended budget with an increase in Marketing to $10,000. To offset this increase, money will be taken from the investment income. --Steve Taylor read Times Dispatch article from Feb. 9, New facilities proposed in the county, The Association would benefit if we could be given the opportunity to offer input into Henrico County.. --Next meeting--sept. 9, 2018 2:00, University of Richmond The meeting was adjourned 4:02 pm Respectfully submitted, Annette M.
