2018 By-Laws HANFORD YOUTH BASEBALL Local Playing Rules SECTION 1: Constitution Changes. These By-laws may be amended, repealed or altered in whole or in part by a majority vote at any duly organized meeting of the Members provided notice of the proposed change is included in the notice of such meeting. Safety Rules for All Divisions 1. One (1) manager and two (2) coaches per team, exception T-ball and Farm Division (a maximum of 4 total coaches/managers). One (1) coach/manager MUST be in the dugout at all times. 2. Due to safety, there is no on deck batter and no bat swinging in the dugout. 3. No chanting will be allowed. Any chanting by a player or coach will result in a warning followed by an ejection if necessary. 4. No batting donuts or sleeves are allowed in the dugout or on the field. 5. The Player Agent(s) shall be notified by the manager of any player that misses three (3) consecutive games or practices. The Player Agent(s) in conjunction with the Hanford Youth Baseball Board of Directors will determine if loss of play time is warranted. 6. Profanity by any player/coach/manager will not be tolerated. Per HYB Code of Conduct (see appendix A), any player, coach, manager, parent or spectator caught using profanity will get a warning followed by an ejection if necessary. 7. No live batting practice during pre-game warm ups. Warm ups may be conducted with waffle balls only. 8. No slash bunting will be allowed in any division of play. Player will be automatically out. 9. Pitching Rule: For the safety of our young players Hanford youth baseball has adopted a pitch count for the 2018 season. These pitch count limitations will apply to all games played. 1. If the pitcher reaches the maximum pitch count limit while facing a batter, he may continue to pitch until the batter reaches the base safely or is put out. 2. All pitchers must adhere to the pitch count rest requirements before pitching in another game. 3. Games, in which an ineligible pitcher has been used, as specified above, shall be declared forfeited. The withdrawal of an ineligible pitcher after that pitcher is announced, or after a preparatory (warm-up) pitch is delivered, but before that player has pitched a ball to a batter, shall not be considered a violation. 4. Managers will be responsible for designating a scorekeeper as the official pitch count statistician. The scorekeeper shall record all pitches. (A pitch is a ball delivered to the batter by the pitcher.) In addition to any pitches delivered to the batter ruled a no pitch by the umpire. 5. The scorekeeper must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager has the ultimate responsibility for knowing when his/her pitcher must be removed to meet the rest requirements above. 6. The official scorekeeper should notify the umpire when a pitcher has delivered his/her maximum limit of pitches for the game. The umpire will inform the pitcher s manager that the pitcher has to be removed. However, the failure by the scorekeeper to notify the umpire, and/or failure of the umpire to notify the manager, does not relieve the manger of his/her responsibility to remove a pitcher when that pitcher is no longer eligible. 10. Hanford Youth Baseball will follow all equipment standards as per Babe Ruth guidelines. A team and/or player caught breaking equipment standards at any H.Y.B. activity, including, but not limited to practice and games will face the following consequences: First Offense: Team will forfeit current game or next, and the player breaking any Babe Ruth equipment standard will be suspended for the next scheduled game along with the team Manager. Second Offense: Player and manager of the team found breaking any Babe Ruth equipment standard will be suspended from H.Y.B. for the remainder of the season. 11. Any person warming up a pitcher, at any location, must wear a mask, including throat guard. Those not complying with the rule will be subject to disciplinary action as follows: first offense: warning; second offense: ejection from game; third offense: ejection from game.

12. Feet - first sliding is always permitted, while head- first sliding is only permitted when returning to a base. 13. Bat Rule: All non-wood bats must have the USA BAT MARKING. Barrel maximum 2 5/8. No BBCOR bats are permitted in the Cal Ripken division. Solid one piece wood bats are permitted for use in all divisions and must conform to rule 1.10. No laminated or experimental bats shall be used in a game. Field Decorum 1. The following rule has been established to ensure safe, appropriate and efficient usage of the Hanford Youth Baseball batting cages prior to games. The home team will have use of the batting cage 50 minutes prior to game time for 20 minutes. The visiting team will have use of the batting cage approximately 30 minutes prior to the start of the game for 20 minutes. All teams must vacate the cages 10 minutes prior to the start of the game. Example: Game Starts at 5:30 pm home team will have use of the batting cage 4:40-5:00 pm. Visiting team will have use of the batting cage at 5:00-5:20 pm. 2. Coaches may warm up pitchers between innings. The coach may not visit the mound between innings; this will count as a mound visit for the inning. 3. All players must wear league issued jerseys and hat, or Major League replica hat that is of the same color and design as league issued hat. All other attire (pants, belt, socks, etc.) must be uniformed and deemed not distracting. Undershirts must match team colors, but cannot be white. 4. Jersey must be tucked in at all times. No miss-matched socks if socks are exposed. 5. No jewelry; earrings, bracelets, necklaces, etc. (including titanium necklaces and balance bracelets). 6. Field Maintenance: Mangers and coaching staff are required to maintain field standards before and after all games and/or practices. Fields standards for care and maintenance are listed in the manager/coach field responsibility list. Failure to do so will result in a first offense warning, all additional violations will result in loss of home field advantage for the next scheduled home game. SECTION 2: Selection of Players for all divisions except Farm and T-ball /Team Names.All candidates who are league age eleven (11) and twelve (12) must be drafted to a Major Division teams. Exceptions can only be made with written approval from the Board and the parent of the candidate. 1. A parent or guardian that feels their player may be a safety liability may submit in writing, a request to the board for their player to be moved down. 2. All players in divisions shall be re-drafted annually. 3. The draft order for all divisions will be determined by blind draw.

4. Only players present at ONE of the tryouts will be placed in the draft. Players who do not meet this minimum will not be eligible to move to the next division nor will they be eligible for an All-Star selection at any level. Players not meeting ONE tryout will be placed on teams in order of team draft pick by blind draw. 5. Prior to tryouts, a count will be made of all players for each division and the Player Agent(s) and the President will determine the number of teams, and their size and roster spots available. 6. The draft format for Majors, Minors, Rookies AA, and Rookies A will be of the serpentine method. 7. Only the manager or manager designee may attend the draft. No manager aide is permitted. No cell phone use during draft, no texting. 8. Managers have a maximum of two (2) minutes to make a draft selection. Missed selection is postponed until the end of that round, at which time, selection must occur immediately. Failure to make an immediate selection at this time will result in being assigned a player. Draft 1. Sibling in the Draft (Rookies - Majors): When there are two or more siblings in the draft, and the first brother/ sister is drafted by a manager, that manager automatically has an option to draft the other brother/sister on the next turn. If the manager does not exercise the option, the second sibling is then available to be drafted by any team 2. All Divisions: A manager s child will be protected until the fourth (4th) round. (Manager s option). Manager s option must be exercised by the fourth (4th) round regardless of age, at which time the player will be unprotected. If the manager has sons/daughters (multiple), players are protected through the fourth (4th) round, and unprotected thereafter. 3. Trades: All trades shall be made through and only with the approval of the Player Agent 1 and President. The only authorized person to request a trade is the team s manager. Trades must be completed in the draft room. Exception: No trades will be allowed from any team drafted without a manager. 4. Team names will be selected by the manager, unless otherwise selected by a sponsor, in reverse order of draft. Sponsors have the ability to secure a team name prior to the draft. Sponsorship forms will be dated and time stamped by HYB. In the case of more than one sponsor requesting the same team, a first come first serve method will be followed. SECTION 3: Hanford Youth Baseball By-laws - Major Divisions: The following By-laws are adopted to govern play at the Major Division level. Official Regulations and Playing Rules published annually by Babe Ruth League, Inc. and Cal Ripken Baseball shall govern play except as follows:

1. Major Division ages are 10 12 years old. 11 and 12 year-olds are mandatory. 9 year-olds may be drafted to a Majors 46/65 only if there is a roster spot open for all 11 s and 12 s to be drafted. For a 9 year-old to be considered to be drafted up, they must attend ONE tryout in each age group ONE tryout with the 9 year-old age group and ONE tryout with the 10 year-old age group, total two. 2. All Major Divisions will follow the nine (9) batter/position playing rules with 10th batter as an extra player. 3. In the event of multiple open teams in the 50/70 division, managers will be selected by the HYB board. 4. Replacing of a player loss to any team will be at the discretion of the Player Agent(s) and President and only if the active players are ten (10) or less. 5. A player may be intentionally walked only one time per game. Intentional walks must include four pitch outs; catcher must be in catcher s box until ball is thrown from pitcher. 6. Minimum play per player is six (6) defensive outs and one (1) time at bat. Players not meeting the minimum play time due to time limit will start the next game; any other occurrence will result in manager suspension. 7. The time limit will be two (2) hours from the official start time; no new inning shall be started after the time limit. An inning starts when the third out is made. 8. A minimum of 8 players are necessary for game play. If team has 7 players or less, a forfeit will result. 9. Tie-Breaker System in 50/70 Division only: In the event of a tie, the "California" tie-breaker rule will go into effect. Each team puts the batter who is scheduled to bat last in that respective half of the inning on second base and plays out a full inning. This happens until the tie is broken and the game is complete. 10. After the third (3rd) out is made in an inning, the defensive team has two (2) minutes to take the field before the umpire calls first pitch. 11. If after three (3) and a half (bottom of the 4th) innings, if the home team has a lead of ten (10) or more runs or eight (8) runs after four (4) and a half (bottom of the 5th) innings, the opponent shall concede the victory. 12. No change shall be made to these by-laws except by procedures outlined in the Hanford Youth Baseball Constitution. SECTION 4: Hanford Youth Baseball By-laws Minor Division: The following By-laws are adopted to govern play at the Minor Division level. Official Regulations and Playing Rules published annually by Babe Ruth League, Inc. and Cal Ripken Baseball shall govern play except as follows:

1. Minor league ages are 8 10 years old. 7 year-olds may be drafted to a Minors team only if there is a roster spot open for all 8 s, 9 s & 10 s to be drafted. For a 7 year-old to be considered to be drafted up, they must attend ONE tryout in each age group, ONE tryout with the 7-year-old age group and ONE tryout with the 8 year-old age group, total two. 2. Replacing of a player loss to any team will be at the discretion of the Player Agent(s) and President and only if the active players are ten (10) or less. 3. The time limit of all games will be one hour and 45 minutes from the official start time, no new inning shall be started after the time limit. An inning starts when the third out is made, or the fifth run is scored in the previous inning. 4. Hanford Youth Baseball adopts a format using the complete roster as the batting order. The side will be retired after five (5) runs (dead ball after 5 runs) or when three (3) outs occur. There is a five (5) run limit per inning (dead ball after 5 runs). There will be no limit of runs in an open inning started after one hour (1) twenty-five (25) minutes. An opening inning can be declared by an umpire in any inning starting after 1 hour and twenty-five minutes. An open inning is three (3) outs, or once through the lineup, whichever comes first. After an opening inning has been declared NO new inning shall start if time permits. 5. A player may be intentionally walked only one time per game. 6. Minimum play per player is six (6) defensive outs and one (1) time at bat. Players not meeting the minimum play time due to time limit will start the next game; any other occurrence will result in manager suspension. 7. After the third (3rd) out is made in an inning, the defensive team has two (2) minutes to take the field before the umpire calls first pitch. 8. A minimum of 8 players are necessary for game play. If team has 7 players or less, a forfeit will result. 9. If after three (3) and a half (bottom of the 4th) innings, if the home team has a lead of ten (10) or more runs or eight (8) runs after four (4) and a half (bottom of the 5th) innings, the opponent shall concede the victory. 10. No change shall be made to these by-laws except by procedures outlined in the Hanford Youth Baseball Constitution. SECTION 6: Hanford Youth Baseball By-laws Rookies Division: The following By-laws are adopted to govern play at the Rookie level. Official Regulations and Playing Rules published annually by Babe Ruth League, Inc. and Cal Ripken Baseball shall govern play except as follows: 1. Rookies League ages are 6-8 years of age. Players that are league age 6 years-old may try out for the Rookies A Division only and only if they have played at least one year of league T-Ball. Player s league age 6 will only be drafted after all 7 year-olds are allotted a spot in the draft, and if said 6 yearold has attended at least ONE of the tryouts.

2. Hanford Youth Baseball adopts the use of a pitching machine for the Rookies A Division. The pitching machine begins the season at 38 M.P.H. and 40 M.P.H half way through the season.the ball-feeder will be an umpire or coach (if necessary). Prior to the start of the game and at the end of each inning, the ball feeder may make adjustments to the pitching machine at the request of either manager or at the umpire s discretion during the inning. During any at bat, the umpire may declare a "no pitch" if it is obvious that the ball was not hittable, if the player did not swing. 3. The pitching machine will be placed on the mound at 46 feet from home plate. Any ball that is batted or thrown and hits the pitching machine is a live ball. A player will be placed in the pitcher s position to the left or the right with one foot on the dirt area around the mound for fielding purposes. Pitchers may not leave their position until the ball has reached the batter. (PENALTY: No pitch or let play stand-offensive choice). 4. The ball is considered dead when the live ball is returned to the pitcher and the pitcher has one foot on the dirt area around the mound. 5. Strikes will be called if the batter swings and misses. 6. The batter will receive a maximum of five hittable pitches. If batter watches the fifth pitch of which is hittable, the batter will be out by strike out. The umpire will determine if the pitches are hittable. If the batter hits a foul ball on the fifth pitch, he/she will receive more pitches until they either swing and miss or hit the ball into play. 7. Stealing will NOT be allowed. 8. Runners will only be allowed to advance 1 base on an overthrown ball. 9. Hanford Youth Baseball adopts a format using the complete roster as the batting order. The side will be retired after five runs (dead ball after 5 runs) or when three outs occur. There is a five run limit per inning (dead ball after 5 runs). There will be no limit of runs in the sixth inning, or what is determined by the umpire or umpire in chief to be the last inning. An open inning is three outs, or once through the lineup, whichever comes first. 10. Replacing of a player loss to any team will be at the discretion of the Player Agent(s) and President and only if the active players are eleven or less. 11. Minimum play per player is six defensive outs and one time at bat. Players not meeting the minimum play time due to time limit will start the next game; any other occurrence will result in manager suspension. 12. The time limit of all games will be one hour and thirty minutes from the official start time, no new inning shall be started after the time limit. An inning starts when the third out is made, or the fifth run is scored in the previous inning. 13. After the third out is made in an inning, the defensive team has two minutes to take the field before the umpire calls first pitch. 14. If after three (3) and a half (bottom of the 4th) innings, if the home team has a lead of ten (10) or more runs or eight (8) runs after four (4) and a half (bottom of the 5th) innings, the opponent shall concede the victory.

15. A minimum of 8 players are necessary for game play. If team has 7 players or less, a forfeit will result. 16. No change shall be made to these by-laws except by procedures outlined in the Hanford Youth Baseball Constitution. SECTION 7: Hanford Youth Baseball By-laws Farm League Division: The following By-laws are adopted to govern play at the Farm League Division level. Official Regulations and Playing Rules published annually by Babe Ruth League, Inc. and Cal Ripken Baseball shall govern play except as follows: 1. Farm League Division is age 6 years old. 5 year olds may be eligible for Farm League, but only if they have played at least one year of league T-Ball. Player s league age 5 will only be placed on a Farm team after all 6 year olds are placed. 2. Hanford Youth Baseball will adopt the use of the pitching machine. The machine will be set at 32 M.P.H. The ball-feeder will be the coach of the team batting. Prior to the start of the game and at the end of each inning, the ball feeder may make adjustments to the pitching machine at the request of either manager. 3. The Farm League Division is a non-competitive division established to introduce the fundamentals of baseball. Games will be played without umpires and no League standings will be held nor will score be kept. 4. Eligible players will be placed on a team by the Player Agent(s). 5. The complete roster shall be the batting order with all players batting through the roster each inning, and all players shall play defense, with maximum of 7 players in the infield, including pitcher and catcher. An inning is over when all players have batted once regardless if three outs occur. 6. No game will exceed four innings or one hour time limit from the scheduled start time of the game. 7. The batter will receive a maximum of five (5) pitches; if the batter fails to hit the ball successfully in fair territory the batter is out. Unless last pitch is a foul ball. Batter will continue until a swing and miss or no swing. 8. When the batter has successfully hit the ball the batter/runners will be allowed to advance one base only. If batter hits the ball past the infield dirt area, the batter will be allowed to run up to two bases. Batter will have to reach the base safely to stay. 9. Runners will not be allowed to advance bases on any over thrown ball. 10. Players who are called out shall vacate the bases in preparation of standard rules. 11. The pitching machine will be placed on the 40 feet from home plate. Any ball that is batted or thrown and hits the pitching machine is a live ball. A

SECTION 8: Hanford Youth Baseball By-laws - T-Ball 4/5 Division: The following By-laws are adopted to govern play at the T-ball 4/5 Division level. Official Regulations and Playing Rules published annually by Babe Ruth League, Inc. and Cal Ripken Baseball shall govern play except as follows: 1. Any child reaching the age of 4 years as of May 1st and no older than 5 yearsold shall be eligible for T-Ball. 2. Team names will be selected by the manager, unless otherwise selected by a sponsor. Sponsors have the ability to secure a team name prior to the draft. Sponsorship forms will be dated and time stamped by HYB. In the case of more than one sponsor requesting the same team, a first come first serve method will be followed. 3. The T-Ball 4/5 Division is a non-competitive division established to introduce the fundamentals of baseball. 4. Games will be played without umpires and no League standings will be held nor will score be kept. 5. Eligible players will be placed on a team by the Player Agent(s). 6. No game will exceed four innings or one hour time limit from the scheduled start time of the game. 7. The complete roster shall be the batting order with all players batting through the roster each inning, and all players shall play defense, with maximum of 7 players in the infield, including pitcher. An inning is over when all players have batted once. 8. Games will be played with the use of a tee. However, coaches will have the option to give 3 pitches. If after 3 pitches the player fails to make contact, a tee will be placed at home plate for the player. Five fouls or misses, five total attempts, will constitute an out (This includes the 3 coach pitched balls). The ball shall be considered fair when it passes the grass line in front of home

plate. This is to protect a child from running up on a batter with the bat still in hand. There are no walks. 9. Batter and runner will only be allowed to advance one base per hit. Last batter will advance all bases. 10. Runners will not be allowed to advance bases on any over thrown ball. 11. Stealing bases will not be allowed. 12. Players who are called out shall vacate the bases in preparation of standard rules. 13. A player will be assigned as pitcher for defensive purposes; he/she must stand with one foot on the pitcher s mound until the ball is hit. 14. The position of catcher will not be played when the tee is used, for safety reasons. 15. Only two coaches shall move freely about the field to instruct the players defensively. 16. The offensive team shall have a first and third base coach to instruct players around the bases. A manager/coach should remain at home plate at all times to position their batter. 17. No warm-up batters will be allowed on deck. Players must remain in the dugout until it is their turn to bat. 18. There must be a coach or parent volunteer in the dugout supervising the players at all times. 19. No change shall be made to these by-laws except by procedures outlined in the Hanford Youth Baseball Constitution. SECTION 8: Rescheduling of Games: No game shall be re-scheduled; unless weather conditions, time constraints, or un-controllable acts of nature prevent the game from being played. In such cases, managers, the Board Member in charge of the field shall re-schedule the game to be played in the next available opening on any field that is of proper size for the division regardless of any other games scheduled for either team for that week. The only exception is that no team will be re-scheduled to play a game, which results in a double-header. Absent managers, coaches, or particular players shall not be a reason for rescheduling a game. Managers who attempt to re-schedule games without due cause as expressed above will receive a letter of reprimand and may not be considered as tournament managers or coaches as a result. SECTION 9: Scorebooks and Scorekeepers: 1. The official scorebooks will be returned/kept in or around the concession stand.

2. Home team is responsible for keeping the official scorebook for the game. If the home team does not have an official scorekeeper, they are responsible for making arrangements in advance to assure the score is kept properly. If arrangements are not made, the home team manager is responsible for keeping the score from the dugout. If the book is not kept at all, or by an inexperienced person, this could result in a forfeit. Scorebooks apply in all divisions except Farm and T-Ball. 3. All managers, in all divisions (except Farm and T-Ball), must give substitutions to the official scorekeeper. Managers must also, in Minors and Majors divisions, verify and sign the pitcher tracking form located in the scorekeeper s binder before leaving the field. It is the responsibility of the manager to sign the pitcher tracking form, not the responsibility of the scorekeeper to track the manager down. Pitcher innings is not only vital to the rules, but the safety of our young player. 4. Season standings, in the event of a tie record: head to head, runs again and runs for will be used to determine the winner. SECTION 10: Practice Facilities: Practice facilities (schools, parks, etc.) must be covered under Hanford Youth Baseball insurance prior to the beginning of practice. Teams may be allowed to practice on the fields at the Bob Hill Youth Athletic Complex, if permission is obtained from the league President and Vice President of Operations No batting practice is allowed without a backstop. Conducting soft toss batting practice against a backstop or fence is not allowed unless you are using whiffle balls. Ropes with balls attached to them are not to be used on any trees at any schools. Note: Practice at the Bob Hill Youth Athletic Complex prior to the start of the season is a privilege. Teams must have a minimum of 16 hours volunteer time to receive scheduled time. Note: Practice facilities must be left clean and orderly when practice is complete. Teams that receive complaints may be reprimanded. SECTION 11: All-Star/Tournament Team Issues All Divisions: Hanford Youth Baseball postseason play on an All-Star or Tournament Team is a privilege afforded to only a few of our player members in each division. Hanford Youth Baseball will support these individuals as follows: Manager Selection(s): Any interested Manager or Coach shall submit an application form to the Player Agent 1 by league specific date. Any applications received after the specified deadline will not be considered. The HYB board members will review and select candidates from all submitted applications. A ballot will be made up (per age group) consisting of all

candidates approved by the HYB Board. The members of the HYB Board will vote for one Manager for each age group team. The HYB Board will award the candidate with the most votes the All-Star team. The HYB board may choose to interview any candidates that submit an application form to be a Manager for an All-Star team. All Managers and Coaches for any All-Star team sanctioned by HYB must be certified by the Cal Ripken Division of Babe Ruth Baseball and be a current season rostered Manager or Coach. If there is enough interest B Managers will be selected at this time. The Managers for any B All-Star teams will be chosen from all submitted applications by the HYB board. B teams, Managers, and Coaches that will be participating in the State Qualifiers or tournaments must be a rostered in the current season. The HYB board will have the undeniable right to include or exclude a Manager or coach from their recommendation to the board for reasons they feel are in the best interest of the team or the league. All-Star Selection(s): The All-Star selection process will be conducted by the Player Agent 1. Any player that has been ejected from a game during the regular season for unsportsmanlike conduct will be deemed ineligible for All-Stars and players must have participated in at least 50% of his/her team s regular season games to be eligible for All-Star team selection. Any and all 8, 9, 10, 11, and 12 year old All- Star teams must roster at least 12 players. Managers may elect to carry more, but must be declared prior to team selection, and only 13 players are allowed per team. HYB will at first be represented for a tournament team (1) for each of the following divisions: 12-70 s, 11-70 s, 10 s, 9 s, and 8 s and if there are enough players, at any of the for mentioned divisions, another team will be assembled. B team Managers from their respective divisions (Majors 50/70, Majors 46/60, and Minors) will vote for 9 players to be selected to the All-Star Team. The remaining 3 or 4 players will be Manager s picks. Selection process for 11 and 12 year olds: HYB will provide a scout list to all Majors Managers of interested players for the All-Star Team near the end of April. A list of all players will be given to all Major Managers to evaluate and later vote on for the All-Star team. In no way should this list be made public, nor players notified of potential selection to All-Stars. There will be a meeting in the 1st week of May, with All-Star Managers in place. During this meeting, Majors 50/70 division Managers will elect players that they feel deserve to be on the A or Blue 50-70 team. Managers need to include batting averages, pitching statistics and any special skills to back up their claims. All names will be put into a pool for voting. Each Majors 50/70 Manager will vote on his or her top 15 selections. Votes will be counted, in the presence of all Managers; players receiving the top 9 votes will be selected on the A or Blue 50-70 team. All-Star Managers son or daughter is included in the voting. Voting Managers should evaluate the Managers son or daughter just like all other

players. The Manager will then fill his/her roster to 12 players or 13, if desired. If there is a tie to determine the 9th spot, the Managers will vote again on just the tied players to form the 9 man foundation. If there are B or Red 46-60 teams, player selection will follow the same format, but including Major 46/60 Managers. Selection process for 10 year olds: HYB will provide a scout list to all Majors Managers of interested players for the All-Star Team near the end of April. A list of all players will be given to all Majors Managers to evaluate and later vote on for the All-Star team. In no way should this list be made public, nor players notified of potential selection to All-Stars. There will be a meeting in the first week of May, with All-Star Managers in place, during this meeting Majors division Managers will elect players that they feel deserve to be on the A or Blue team. All-Star Managers need to include batting averages, pitching statistics and any special skills to back up their claims. All names will be put into a pool for voting. In no way should this list be made public, nor players notified of potential selection to All-Stars. There will be a meeting in mid to late May, with All-Star Managers in place, during this meeting, Minors and Rookies AA Managers will elect players that they feel deserve to be on the A or Blue team. Managers need to include batting averages, pitching statistics and any special skills to back up their claims. All names will be put into a pool for voting. Each Minors and Rookies AA Manager will vote on his or her top 15 selections. Votes will be counted, in the presence of all Managers; and players receiving the top 9 votes will be selected on the A or Blue team. A Managers son or daughter is included in the voting. Voting Managers should evaluate the Managers son or daughter just like all other players. The Manager will then fill his/her roster to 12 players or 13, if desired. If there are ties for one of the 1st eight spots, the Managers will vote again on just the tied players to form the 9 man foundation. If there is a B or Red team, player selection will follow the same format. All-Star Tournaments Ages 8, 9, 10, 11, & 12 have the opportunity to represent Hanford in the Cal Ripken State Tournament. The tournament trail, which is very competitive, continues on to Regional and World Series play (10 & 12 year olds). Competing in the World Series tournament trail is one of the many highlights. Managers and players should conduct themselves with the utmost integrity when attending this tournament and all tournaments that Hanford Cal Ripken enter. The selection process for Managers, Coaches, players, and families should consider only those that are 100% committed. Fees for All-Star play: There will be no fees charged to All-Star participants as long as HYB is able to provide uniforms and World Series tournament fees. Players will receive a hat to keep, a jersey, and experiences that will last a lifetime. Parents are responsible for whatever color pants, socks and belt the Manager decides the team will wear. Managers need to be clear when informing families that their player has been selected to the All-Star team about the time commitment and financial obligations. Managers do have the flexibility not to take a player, even if the player was selected to the team if said player can t attend all tournaments and practices. Families can request a scholarship for the participating fees, but not for travel expenses. Managers should inform families about play time

philosophies and that there is generally no minimum play time required at most of the tournaments we attend. If this is done upfront, a family may make a more informed decision on whether or not to participate before any ill feelings occur on the baseball field.

Appendix A Parent Code of Conduct and Safety Code Hanford Youth Baseball has implemented the following Parent Code of Conduct for the important message it holds about the proper role of parents in supporting their child in sports. Parents should read, understand and sign this form prior to their children participating in our league. Any parent guilty of improper conduct at any game or practice will be asked to leave the sports facility and be suspended from the following game. Repeat violations may cause a multiple game suspension, or the season forfeiture of the privilege of attending all games. The essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Good Citizenship. The highest potential of sports is achieved when competition reflects these six pillars of character. I therefore agree: 1. I will not force my child to participate in sports. 2. I will remember that children participate to have fun and that the game is for youth, not adults. 3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others. 4. I will learn the rules of the game and the policies of the league. 5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other sporting event. 6. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting; refusing to shake hands; or using profane language or gestures. 7. I will not encourage any behaviors or practices that would endanger the health and well-being of the athletes. 8. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence. 9. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability. 10. I will teach my child that doing one s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance. 11. I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time. 12. I will never ridicule or yell at my child or other participants for making a mistake or losing a competition. 13. I will emphasize skill development and practices and how they benefit my child over winning. I will also de-emphasize games and competition in the lower age groups.

14. I will promote the emotional and physical wellbeing of the athletes ahead of any personal desire I may have for my child to win. 15. I will respect the officials and their authority during games and will never question, discuss, or confront coaches at the game field, and will take time to speak with coaches at an agreed upon time and place. 16. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all sports events. 17. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team.
