REMITS to CONFERENCE 2015 1. From Dressage Waitemata Amendment to Rule 488.14 Intent: Re ID Tags. To make PR details compulsory on ID tag worn by horses at events rather than preferable At all other times during the event, horses and ponies must have Identification Numbers, (preferably also) with the horse s name, and the person responsible name and mobile number attached to the horse (eg on the halter, cover)engraved metal discs or cattle ear tags are examples of acceptable methods of identification at times the horse is not being exercised or competed. Rationale: If a horse is loose or injured organising committee or stewards would be able to make contact immediately without having to track down details through the horses ID Number. If this was in the middle of the night this could be problematic. Contact details of the PR would also mean that anyone could contact the PR immediately if there were any issues involving the horse. 2. From Dressage Auckland Manukau Amendment to Rule 463.7 Category M (CM) Masters. For Riders 55yrs & over (age from the beginning of the calendar year that the rider turns 55) Remit: For Riders 50yrs & over(age from the beginning of the calendar year that the rider turns 50). Rationale The current age of 55 is in conflict with the Allinflex Masters League which is 50 years of age. This will make the age the same throughout NZ for DNZ competitions when offering Masters competitions or series. This will offer more riders the opportunity to compete in areas that offer masters classes. Many riders return to dressage after they have had a family and stopped jumping. We want to encourage series for riders of all ages and levels and this is another chance for DNZ to broaden the scope of riders.
Article number Chapter 11 Judging, Scoring and Classification Art 440.1 Preamble to Dressage Rules Art 445.3 (page 40) Art 446.1 Current Article Proposed Change Wording /Issue with Article Refer to ESNZ GR 152 Refer to ESNZ GR 135 (or any substitute regulation governing Foreign Judges at highest level their grading List allows There is duplication of art 446 In all competitions (but see Article 447) National Competitions) Remove grading and List to be amended to Listing Include reference to applying FEI rules in circumstances where our ESNZ Gen Regs and/or Dressage NZ rules are silent Remove the duplication Subject to Article 448, in all competitions Art 447 Additional spacing Remove additional spacing Art 450 The Judges will not Unless it is a take into account requirement of the conformation of the class of competition, horse the conformation of the horse is not to be taken into account when the horse and rider are judged in competition Art 451 Art 451.9 The President of the Jury 20 seconds is punished by elimination Needs to be amended to the Chief Judge of the Competition 20 seconds will result in elimination Comments There has been a change to the GR number No such term Appears to be an editing mistake Current rule refers to the wrong article number and is not clearly worded. Drafting error Do we want any amendment to this article to provide the ability to have conformation taken into account in any specific class, i.e young horse class? If not, then propose leaving out the phrase unless it is a requirement of the class of competition President of the Jury appears to be a new term no context and not consistent with the term of reference for the person who would be responsible in this circumstance Generally Art 451 is untidy and requires general re-formatting and numbering
Art 452.1. Art 452.3 Art 452.4 Art 454 Art 455 in the usual way (Article 451.2). Need to include Int A and B and reference to all FEI tests which are the equivalent of NZ Level 6 and above. Remove NZPCA Team Dressage Championship Finals and have at beginning of Art 452.1 the following All tests may be commanded with the exception of the following: (bullet point out the exceptions Remove according to the wind. in the usual way (Article 451) Remove from preamble the following: Elimination is always at the discretion of the Judge. and amend to With the exception of Article 454 in the case of elimination the rider will complete the test and be notified of elimination at the end of the test. As currently drafted, difficult to interpret and areas which are ambiguous. Lacks clarity in respect to application to all tests ridden at a championship, as opposed to the final championship class. Also is the intent that whenever the tests referred to in article are ridden they cannot be commanded, even if being ridden at nonchampionship event. Unnecessary and potential for issues to arise. Remove.2 Ensure consistency with FEI rule and needs tidying. Will continue work on this article Needs tidying prefer reference to table which lists all the penalties and needs inclusion of penalty for carrying whip with incorrect length and also when whip carried around arena (question for members is should this result in penalty or elimination) Proposed amendments arise from recent issues with interpretation of penalties and their application. Also need to ensure all reference to other articles within this article are correct.
Art 463.1 Update to include Community Membership by removing Exception: Training Events and Non-Graded competitions at LE and RE s. Instead will read: Riders competing in graded competitions must be full members of ESNZ. Riders competing in training and/or nongraded competitions must be at least Community Members of ESNZ.
Art 463.2-6 Requires clarification so no inadvertent exclusion. Propose new Article drafting which is set out as follows: Art 463.2 in competitions and events run under the Dressage NZ Rules : (i)there is no minimum age for a rider competing on a pony; 1 August in each calendar year should be the point at which age is determined. Will also make consistent with showjumping/showing then easier for premier shows such as HOY and another way of encouraging pony riders to do dressage as well as other disciplines. (ii)a rider may compete on a pony up to the age of 16 years; (iii) a rider must be no younger than 12 years to compete on a horse; (iv) subject to Article 463.2.v below a rider may compete in Young Rider Competitions up to and including the age of 21 years; Article generally needs to be easier to read and interpret. As currently worded, reflects the FEI rule and context rather than our domestic competition context. (v) the age of a rider is determined by the age they reach at their next birthday after 1 August in each calendar year Art 463.3 Notwithstanding the rules set out in Article 463.2 above, a competition may be run using the FEI age restrictions set out in the FEI rules in place of the rules above. In the event a competition is run subject to the FEI restrictions this must be clearly set out in the competition schedule.
Art 479.1 479.1 Recommend that the reference to FEI tests is deleted and the rule amended to reflect that a whip may not be carried in any Level 6-9 tests, including FEI tests at Prix St Georges and above. That 479.1 be separated into two paras one about which tests, and the other about the length. Lack of clarity in present rule. Art 481 And Art 478.1.1 General Changes Art 476 Commercial Logos Update references to NF to ESNZ Check all referencing to other articles, rules and gen regs is correct Bit diagrams require updating Catch weight will apply in all Dressage competitions Currently not consistent with ESNZ gen regs Remove Needs tidying. Antiquated rule with no present day application it would seem
