Rapid Transit statins are prpsed at: 1. Clarence Street and Angel Street (N+E); 2. Clarence Street and Queens Ave (N+E); 3. King Street and Clarence Street (Central Transit Hub); 4. King Street and Waterl Street (N+E); and, 5. King Street and Talbt Street (S+W). Summary Dwntwn Lndn is ne f the largest transit trip generatrs and critical t the success f Rapid Transit. Dwntwn Lndn is the natural chice t cnnect the nrth, Exhibit 1: Preferred Dwntwn Rapid Transit Rutes east, suth and west Rapid Transit crridrs, prviding a new way fr Lndners t cnnect t the Dwntwn t live, shp, wrk, and play. The preferred ruting fr the Nrth + East Rapid Transit rute uses a cmbinatin f King Street and Clarence Street thrugh Dwntwn. The preferred ruting fr the Suth + West rute utilizes King Street fr east-west travel t Wellingtn Street. The Rapid Transit cncept is based n prviding dedicated lanes fr RT vehicles thrugh dwntwn, wherever pssible, t prvide a premium service and ensure reliability. In additin t a detailed technical evaluatin, the fllwing cnsideratins influenced the selectin f the preferred ruting: The Dundas Place Flex Street cncept priritizes pedestrians and will nt be available fr transit starting September 2017; Queens Avenue is prpsed t be recnfigured t accmmdate a cycle track prviding a majr cycling link acrss the Dwntwn; Using King Street fr Rapid Transit achieves the bjective f eliminating general traffic n Kensingtn Bridge; The centre f gravity fr existing transit users is at Dundas Street and Richmnd Street, s lcating Rapid Transit statins as clse as pssible t this intersectin best serve current transit riders and majr transit trip generatrs; IBI Grup is a grup f firms prviding prfessinal services and is affiliated with IBI Grup Architects

2 Preferred Dwntwn Ruting - March 6, 2017 Prviding tw-way Rapid Transit n a single street, as ppsed t ne-way service parallel streets (e.g. King/Queens cuplet) is desirable frm bth a user experience and life-cycle cst perspective; King Street and Queens Avenue will see significant increases in regular transit service with the remval f buses frm Dundas Place and transit pririty measures will be required regardless f Rapid Transit; All rutes are cnstrained by the presence f designated heritage prperties. T avid heritage impacts, the transit rutes and statin lcatins must be lcated where existing right-f-way is generally sufficient; King Street is a gd candidate fr cnverting general traffic lanes t dedicated transit lanes, given its current ne-way eastbund cnfiguratin, and lack f cnnectivity beynd the Thames River t the west and Western Fair t the east. The verall capacity f the rad netwrk is nt significantly reduced by adding rapid transit t King Street; and, Yrk Street has a wider right-f-way and is clser t the VIA statin and bus terminal. Hwever, Yrk Street is farthest away frm the majrity f existing transit user destinatins. In additin, cnverting tw existing traffic lanes t transit-nly and restricting left-turns wuld significantly cmprmise vehicular access t and thrugh the Dwntwn given ther parallel streets cannt be widened t handle diverted traffic. Issue Tw-way transit lanes n King Street thrugh Dwntwn were presented as the preferred rute at Public Infrmatin Centre #2, held May 28 and 30, 2015, and at Public Infrmatin Centre #3, held December 2, 2015. At Public Infrmatin Centre #4 n February 23, 2017, we heard cncerns related t the selectin f King Street thrugh the Dwntwn. The preferred rutes will be defined in the Rapid Transit Master Plan, which requires City Cuncil apprval. This Technical Briefing prvides a summary f the analysis cmpleted t date in supprt f the preferred dwntwn rutes. Transit Rute Changes fr Dundas Place The Dundas Place Flexible Street Class Envirnmental Assessment, accepted by Cuncil n December 19, 2016, mves existing bus rutes ff f Dundas Street and nt King Street and Queens Avenue. Changes t eleven (11) rutes are planned fr implementatin in September 2017. Exhibit 2 illustrates the current prpsed ruting cncept prepared by LTC, as f March 3, 2017. Refinements may be made by LTC t these rutes as apprpriate. As a result f this re-ruting, King Street will carry apprximately 1 eastbund bus every 1 t 2 minutes during peak hurs. Westbund buses will travel n Queens Avenue. Changes t the public right-f-way are required t install bus stps and accmmdate these rute changes. Apprximately 12 parking spts will be remved: 10 spts n King Street between Ridut Street and Wellingtn Street, plus 2 spts n Ridut Street suth f Dundas Street.

The rute must travel between the tunnel prtal fr the Richmnd / CPR rail grade separatin, and the tw-way n King Street thrugh the Old East Village which starts at Waterl Street and Dundas Street / King Street. Frm the tunnel prtal, the Rapid Transit (RT) rute culd cntinue suth n Clarence Avenue, r turn west and then cntinue suth n Richmnd Street. There are fur ptential east-west streets: Queens Avenue, Dundas Street, King Street, and Yrk Street. Characteristics f these east-west streets include: Queens Avenue is mre than 400m frm the existing VIA train statin. Transferring t interreginal buses and rail, and ptential future high speed rail, wuld be incnvenienced by additinal transfer time r a lng walk. Ruting alng Queens Avenue and lcating the Central Transit Hub n Queens Avenue des nt serve as many majr destinatins cmpared t the ther east-west streets, cnsidering an ideal 400m walk radius frm the Hub Statin. As a result Queens Avenue was excluded frm the ruting ptins. Dundas Street between Wellingtn Street and the Thames River is envisined as a flexible street, as identified in My Dundas: Dundas Place Flexible Street Class Envirnmental Assessment. This study prpses that Dundas Street exclude all transit rutes t allw mre flexibility fr wide pedestrian areas, special events and street clsures. Transit wuld be allwed n Dundas Street nly between the Thames River and Ridut Street. Due t the ther pririties fr Dundas Street, it was excluded frm the ruting ptins. King Street is currently ne-way eastbund with a bike lane and n-street parking. King Street runs frm the Thames River (at Thames Street) t the Western Fair grunds (at

The capacity f King Street t carry general traffic wuld be reduced with the cnversin f tw lanes t RT nly. King Street is centrally lcated t majr destinatins and pprtunity sites fr redevelpment and/r increased utilizatin. There are existing driveways alng bth sides f King Street, and turning traffic will ptentially impede RT speeds and create cnflicts. King Street was carried frward as a ruting ptin. Yrk Street is a majr east-west crridr fr general traffic t the east and west thrugh Dwntwn. T the west, Yrk Street is ne f the tw Thames River crssings near dwntwn. T the east, Yrk Street becmes Flrence Street and cntinues t Highbury Avenue. The suth side f Yrk Street has limited blck depth due t the CN Rail crridr, which limits the ptential fr future intensificatin. There are existing driveways alng bth sides f Yrk Street, which wuld be restricted t right-in/right-ut nly. Cnverting tw lanes t RT n this majr crridr wuld have significant impacts t the verall perfrmance f the dwntwn transprtatin netwrk. Hwever, lcating the Central Transit Hub n Yrk Street wuld prvide a cnvenient cnnectin t the inter-reginal bus statin and train statin. Yrk Street was carried frward as a ruting ptin. The resulting Nrth + East transit rute dwntwn alternatives are: 1. Clarence-King 2. Richmnd-King 3. Clarence-Yrk 4. Richmnd-Yrk These alternatives are illustrated in Exhibit 2. The alternatives vary in length frm apprximately 1.1 km t 1.7 km, resulting in a difference in RT travel time f abut 90 secnds excluding dwell time at statins. These alternatives were cmpared and their suitability fr the RT rute was assessed based n a critical flaw analysis, prvided in Exhibit 3. The evaluatin assumes Richmnd and Yrk RT wuld run in dedicated lanes in the centre f the existing street; while Clarence and King RT wuld run in curb lanes. The evaluatin cnsidered: Prviding a direct rute thrugh the dwntwn fr transit passengers (e.g. shrtest rute length and fewest left-turns); Minimizing walking distance (i.e. a desirable walking distance f 400m r less) between RT statins and existing destinatins, Activity Generatrs and Pririty Sites fr Redevelpment (Exhibit 1.5) thrughut dwntwn and the ptential future high-speed rail statin (assumed t be the current VIA Rail Train statin n Yrk Street west f Clarence Street); Maintaining reasnable access fr general traffic t and thrugh Dwntwn and minimizing adverse impacts t traffic peratins, e.g. intersectins, n-street parking, driveway access; and, Prviding pprtunity fr public realm imprvements within the right-f-way.

Due t the ther pririties fr Dundas Street, it was excluded frm the ruting ptins. King Street is the preferred street fr the Nrth + East rute. King Street was carried frward as a ruting ptin. Yrk Street des nt prvide fr a Central Transit Hub, given the preferred Nrth + East rute n King Street. RT passengers wuld have t walk abut 150m between Yrk Street

Prviding a Central Transit Hub with easy transfer between the tw rutes is a critical success factr fr the RT netwrk, and as such, Yrk Street was excluded frm the ruting ptins. The resulting dwntwn alternatives develped fr the Suth + West transit rute are: 1. Wellingtn-Queens 2. Wellingtn-King These alternatives are illustrated in Exhibit 4. The alternatives vary in length frm apprximately 1.5 km t 1.7 km, resulting in a difference in RT travel time f abut 30 secnds, excluding dwell time at statins. These alternatives were cmpared and their suitability fr the RT rute was assessed based n a critical flaw analysis, prvided in Exhibit 5. The evaluatin assumes Wellingtn RT wuld run in dedicated lanes in the centre f the existing street; while Queens Avenue r King Street RT wuld run in dedicated curb lanes. The evaluatin cnsiders the same elements described fr the Nrth + East rute, plus the general principle that an in-line central transit hub will prvide the simplest transfer between the RT rutes. As shwn in Exhibit 7, using existing traffic vlumes, Yrk Street prvides the mst general traffic capacity. Putting tw rapid transit lanes n King Street requires the remval f ne eastbund traffic lane. ON-street parking will als require remval, as illustrated in the next sectin. Putting tw rapid transit lanes n Yrk Street wuld require remval f ne eastbund and ne westbund traffic lane, requiring a mre significant change in travel patterns.
