Constitutional requirements TTV is an incorporated body under the relevant State Act the Board is required to manage and control the sport according to its published constitutional document. Further, the Board is required to discharge its duties in the best interests of all members. This opening statement is very important for it sets the framework for proper decisionmaking. Thus, I can now easily dispose of one heresy which is unfortunately still quite pervasive within the sport. The sport can only prosper if all members travel in the same direction to suggest, as some do, that a particular category of players should be managed somehow differently is quite inimical to the success of the sport. The TTV constitution does not make specific mention of different categories of players at all, and thus it is difficult to understand why a separate regime is necessary. It must also be noted that all players play to the same rules on the court. In short, all members (juniors, seniors, veterans and paras) are vitally important to the sport and one category should not be elevated above another. Membership Membership of TTV is divided into life members, affiliates and individual members. The number of affiliates grew to 53 in 2016 (up 1 from 2015). But quite remarkably, TTV recorded a record individual membership of 4454 this represents an increase of 5.6% from 2015 and is the largest on record (up 236 on 2015). Thus, the individual membership base had grown 13% in the past 2 years. Financial reports It was quite an extraordinary year in 2016 on the financial side. The profit for 2016 is $91,170 the highest profit recorded ever in the history of TTV. It represents an increase of $74,725 from 2015 and is due to sound prudent management. TTV is heavily reliant on registration fees and grants thus, it is important not to waste such streams of income. In terms of equity, TTV increased its equity base to $301,992 which provides a more secure base for the future. MSAC licence The TTV licence expires at the end of June 2017 thus it is vitally important the Board attends to negotiations as quickly as possible and hopefully we can secure the long-term future of the state body at MSAC on reasonable terms and conditions. However, it is likely that any negotiations on this issue will be extremely difficult for TTV. International tournaments Congratulations must go to a number of players who performed wonderfully on the international stage. First, to Buddy Reid who won the O/75 Mens Singles title at the World Veterans Championships held in Alicente, Spain a truly remarkable performance. Second, to David Powell, Heming Hu, Jian Fang Lay and Melissa Tapper who qualified to play for Australia at the Olympic Games held in Rio de Janeiro, Brazil much effort goes into training and it was wonderful to see all 4 players participate in the biggest sporting event in the world. Third, to Melissa Tapper who also qualified to play for Australia at the Paralympic Games held in Rio de Janeiro, Brazil where she played some great table tennis both in the teams and individual singles events. Finally, to Dominic Huang, who represented Australia at the World Junior Championships held in Cape Town, South Africa in the Boys Teams event, Australia recorded their highest finish ever in 15 th place. Reform of the State body In seeking election at the 2015 AGM, I campaigned on a number of issues it is worth noting the achievement in the past 2 years. These include: better communication with all affiliates particularly by timely emails more effective decision-making this has included a review of all TTV committees a review of all TTV by-laws re-introduction of TTV membership card introduction of new membership form which included the repeal of onerous terms and conditions mediation and settlement of outstanding legal disputes the past practice of having a private legal firm on retainer simply cannot be justified introduction of Ratings Central as the athlete ranking system for table tennis in Victoria regular publication of the State Points tables for players on website increased entries to all tournaments, particularly at the senior level increased promotion of the Victorian Open tournament with more prizemoney offered transition to new TTV website which is more user-friendly to members with an increase in information being made available review of affiliation and membership fees with no increase forecast for 2017 a more fiscally prudent approach adopted in decision-making. However, more needs to be done in the next 12 months. Such issues include: more visits to affiliates by the CEO review of TTV Constitution increased focus on the promotion and development of the sport particularly in primary schools the development of junior players is critical to future success of the sport. National body It is of some concern that the national body, which comprises 9 directors, does not have currently anyone from Victoria sitting this is particularly so when Victoria has by far the largest membership base and very strong representation in elite players. To that end, I have decided that I will seek election to Table Tennis Australia at the upcoming 2016 TTA AGM. In short, if I am elected, I will need to vacate the Chair position of TTV due to TTA constitutional requirements. If so, I thank everyone who has made my time at TTV somewhat enjoyable. The Future TTV requires further reform. However, it is now able to do so in a climate of increased membership and financial equity levels. It is important to remember at all times that TTV is the state body it must show leadership and drive change which should benefit all players and not just a select few. Further, affiliates should also demonstrate a real interest in the state body as it is a vital to the overall future development of the sport. Page 8

It has been a successful year for TTV in regards to membership numbers, financial viability, increased human resources and national competition results. After coming on board in August 2015 as the CEO, I feel proud of what we as a state have achieved collectively from that time. Starting with our membership numbers, an increase from 3927 at the end of 2014 to 4454 by end of 2016 is quite an achievement. A net profit of $91,000 in 2016 compared to $16,500 in 2015 is a result of cutting unnecessary spending in general administration, marketing and office expenses. More income was also generated in 2016 through deliveries of coaching courses and greater participation in pennant matches at MSAC through table hire. Part payment of a $250,000 grant provided to us by Sport and Recreation Victoria throughout the year for a three year project period also boosted our income. However, it is important that TTV spends this grant on the target groups the subject of the grant such as increasing participation by females, AAA, CALD and senior players. Some associations/clubs have already taken advantage of this opportunity and we have currently arranged an AAA program with Alfred Health to start in 2017. A Females Only Ping Pong program will be initiated by TTV shortly and will be distributed to all affiliates in due course. Our State Development Officer, James Pountney resigned in December 2016 to take up a different challenge within the sports industry. TTV will be employing a new SDO soon to be cofunded with TTA and that person will have a more pro-active role in developing our sport within schools and liaising with our affiliates to achieve this objective. Our administration officer, Rosie Murphy, resigned in September 2016 and was replaced by Alex Morella who came from an administrative background with the Coburg Football Club. Our Board structure also changed in 2016 with the gender ratio of now 6 men and 3 women. SRV encourages all state sporting association boards to achieve a 60/40 per cent ratio of male/female. I have experienced full support from the TTV Board in every strategic and operational process that has been delivered. Major improvements that I will be looking to achieve in 2017 is for affiliates to encourage their own members to run programs that are funded by SRV, better responses when we request participation data from affiliates, and increase the number of coaches and umpires in the regional areas. All these objectives play an important part in developing our sport which will help maintain sustainability and also hopefully increase participation numbers. Congratulations to all the players who represented our state in various National Championships, especially to those who represented our country in the Olympic Games and other international competitions. Congratulations is extended to our newly crowned Hall of Famers and award recipients. We also paid tributes to people who devoted their lives to Victorian table tennis these were Bin Baba (Sunbury TTC president), Len Bergemann and Adolf Marcen (Coburg TTC), Eric Rosario (fitness advisor and father-rosario family), Trevor Barr (Veterans TT) and my own sister Vera (State junior representative). I extend a big thank you to all our volunteers that help run and manage our tournaments, affiliates, coaching programs and also to all our umpires and officials. Without all these people, our registered members will experience lesser competition and lesser participation. The year of 2017 promises to be an exciting one, and I look forward to keep working with all our affiliates, members, volunteers and everyone else who love playing our sport. Page 9
