Match Day Procedures 1. Report to shed at Cahoon at least 25 minutes prior to your scheduled match time Properly Dressed (shirt tucked in and socks pulled up). 2. Look to the board for location of your fields. 3. Check the rules for anything special that may apply to the age you are officiating. 4. Check to see who else will be officiating with you. Confirm who will be the lead official who is responsible for the official time, conducting the coin toss and recording the match information 5. Go to your field and perform a Field Equipment Check making sure the goals and nets are secured. A Game cannot begin if goals are not anchored to the ground. 6. After inspecting the field, introduce yourself to the coaches and collect their fully completed game cards. 7. Determine which color is the home team and who are the visitors. 8. Perform the equipment check on the players. 9. Call Captains and Conduct the Coin Toss 4

10. Obtain a game ball from the home team; CHECK FOR PROPER INFLATION. 11. Start the Match ON TIME. Enforce the 5 minute half-time. No time is added for Injuries or Stoppages. 12. Update the game card throughout the match. Be accurate and legible (PRINT CLEARLY). Record goals and red/yellow cards and their reason. 13. Record half-time score. 14. At the end of the match a. Record the final score b. Get winning and losing coaches signatures c. CLEARLY PRINT YOUR NAME(s) on both cards d. Return both teams cards to the shed together 15. Referees for first match of the day should bring the flags out from the shed; Referees for the last match of the day for their field should bring the flags back to the shed; if no match follows yours bring your flags back in after the 11:00am match. 16. Once at the shed be sure to initial the master referee schedule and collect your pay. 5

Advice For Referees 1. Act Professional and Dress for Success 2. BE CONFIDENT; you are in charge. Don t be afraid to make decisions. 3. Blow Your Whistle Loudly and with confidence. 4. Don t use a cannon to kill a mosquito. Use the minimum amount of authority to get the job done. Don t give a card for a trifling offense. 5. Don t be afraid to make a mistake. Seasoned referees make them all of the time. If you can correct your error before play begins do so. If you find out later you made an error then admit it. No one can argue with someone who is agreeing with them. 6. Don t be afraid to communicate with the adult coaches. First, look them in the eye, speak slowly and be calm. Don t let them intimidate you. Ask if they can visit with you at half-time or after the game. If you need assistance; stop the match and get a board member or head referee. 7. Work with your partner, make eye contact and stay in your 2-Man Diagonal 8. Learn and ask questions of seasoned referees, head refs or Mr. Spies before or after the match. 9. Have Fun 6

The Best Way to Get Matches 1. Provide Availability Before the Season Begins a. You will receive an excel file with game times to complete via email. b. Once Rec schedules are available you can complete your availability file. 2. Look at your family, church, sports, siblings and school calendars and identify dates and times you cannot ref 3. Look at your Rec games and see what times you play and identify times you cannot ref. 4. Email to bayreferee@baysoccer.org when you can ref 5. If additional conflicts come up let the ref team know via email ASAP so you are not scheduled. 6. Do not get replacements on your own 7

In-House Rules (Condensed for Referees) BSC follows the FIFA Laws of the Game. Special BSC Rules also apply including the following: Equipment: All players must wear shin guards, their jersey and athletic or soccer cleats. (A substitute jersey may be worn of similar color if approved by the referee). Goalies must wear a different color shirt from either team. No jewelry, earrings, watches wrist bands or bracelets. Medical or religious necklaces or bracelet maybe worn but must be taped to the player to avoid injuring themself or others. All casts or foreign objects must be approved by the referee. Ball size: U4/5: size 3 U6-U11: size 4 U12 and older: size 5 Game time: U4/5: 8 min quarters U6-U11: 10 min quarters U12 and older: 25 min halves Four goal differential: If a team is leading by 4 or more goals the losing team may add a player with each goal scored. No slide tackles; result is a yellow card Coaches must sign the cards Specific Age Rules: U4/5: No goalkeepers and both teams may substitute on any stoppage 2/3 grade and younger: One retake for a bad throw-in 2/3 grade and younger: Only coaches may be carded. U8 and older: Yellow card on first slide tackle offense U10 and older: Offsides WILL BE Enforced No heading U11 and younger Jr. High and HS Co-ed: o equal teams when possible o 3 goal maximum 9

FIFA Laws and common rules to observe (reminders): Kick-offs may go any direction and may not be touched twice by the kicker. Drop balls occur when the referee has to stop the game temporarily. The ball must touch the ground first before the players kick it and a goal may not be scored on a drop ball. Balls out of play: Out the touch line (sideline): Throw-in Over the goal line but not a goal: Last touched by attacking team: Goal kick (kick must exit the Penalty Area) Last touched by defending team: Corner kick Offside: Players should be called for offside when they become involved in the play Players should not be called for offsides just because they are in an offsides position Players cannot be offsides in their own half Direct Free Kicks (ball may go directly in the goal) occur when the following take place: Kicks or attempts to kick an opponent Trips or attempts to trip an opponent Jumps at an opponent Charges an opponent Strikes or attempts to strike an opponent Pushes an opponent Tackles an opponent Holds an opponent Handles the ball deliberately with their hands (except the keeper) Indirect Free Kicks (ball must be touched by another player before entering the goal) occur when the following take place: Keeper holds the ball with their hands for more than six seconds Keeper touches the ball with hands a second time after releasing it Keeper handles the ball after it was passed to them by a teammate A player plays in a dangerous manner A player impedes the progress of their opponent A player prevents the Keeper from releasing the ball from their hands 10
