1 RULES Sagamore Junior Sailing located at Sagamore Yacht Club Head of Bay Avenue Oyster Bay, NY 11771 Sagamore Opti Alternate with Green Fleet Monday August 15, 2016 SAILING INSTRUCTIONS 1.1 The regatta will be governed by the rules as defined in the current version of The Racing Rules of Sailing and the 2016 Rules for JSA of LIS (JSA) Events. 1.2 Rule 44.1 is modified to require a One_Turn Penalty rather than a Two_Turn Penalty. 1.3 Rule 60.3 is changed to permit the protest committee to protest a boat when, from its own observation or a report received from any source, it believes that a competitor may have committed a breach of sportsmanship or the Rules for JSA Events. 1.4 Rule 61 is changed as follows: Immediately after finishing a race, without consultation with instructors, coaches or spectators, a boat shall notify the race committee finish boat of its protest against another boat and (if possible) provide the sail number or skipper s name of the protested boat. 1.5 Appendix T (Alternative Procedures for Dispute Resolution) Section B and C are in effect. 1.6 Coaching will be allowed for boats that are no longer in contention. See SI 13. 2 NOTICES TO COMPETITORS AND CHANGES TO SAILING INSTRUCTIONS Notices and any changes to the sailing instructions will be announced from the Race Committee Signal boat, with Code Flag L raised with two sound signals. 3 SCHEDULE OF RACES 3.1 An undetermined number of races are scheduled. 3.2 The schedule is as follows: Time Activity Location 0900-1000 Registration Main Clubhouse 0900-1000 Measurement and equipment check Flagpole and dinghy dock 1

We will eat on the water. 1500 No warning signals will be raised after this time. 3.3 Flag A displayed, with no sound, while boats are finishing means No more racing today. 4 CLASS FLAGS The class flags will be a blue flag, for the red, blue and white fleets who will start together and a green flag for the green fleet. 5 RACING AREA The racing area will be the waters of Oyster Bay, east of Sagamore YC. 6 THE COURSES 6.1 The diagrams with the identifying letters below show the courses, including the approximate angle between legs, the order in which marks are to be passed, and the side on which each mark is to be left. Course W Course T Windward-Leeward-Windward - start and finish in middle of the windward leg. Modified Triangle - start and finish in the middle of the windward leg. Course S Scavenger Hunt A no-wind, fun alternate. See SI Appendix S. Course W Course T 2
6.2 The identifying letter of the course to be sailed will be displayed from the race committee signal boat before or with the warning signal for each class. The number 2 displayed next to or below the course letter means twice around. 7 MARKS 7.1 Rounding marks 1, 2 and 3 will be yellow tetrahedrons or orange spheres. 7.2 The starting and finishing marks will be a race committee signal boat at the starboard end and a yellow inflatable cylinder at the port end. 8 THE START 8.1 Races will be started using Appendix S, Sound-Signal-Starting-System. This changes rule 26. 8.2 The starting line will be between a staff displaying an orange flag on the starboard end starting mark and the course side of the port end starting mark. 8.3 There will be one start for Red, Blue and White, who shall race together, and one start for Green. There will be a fresh starting sequence for both starts (we won t roll into the next start.) 9 THE FINISH The finishing line will be between a staff displaying an orange flag on the starboard end finish mark and the course side of the port end finishing mark. 10 TIME LIMITS 10.1 The time limit for the first boat in each class to finish shall be 45 minutes. 10.2 Boats failing to finish within 15 minutes after the first boat in their class start to sail the course and finish will be scored TLE (time limit expired) without a hearing. They shall receive points equal to the number of boats finishing before the time limit expired plus 2 points, but not worse than DNF. (This changes rules 35, A4 and A5) 11 COACHING 11.1 Coaching is allowed in green division for all boats obviously not in contention for that race. 12 PROTESTS AND REQUESTS FOR REDRESS 12.1 Protest forms are available from the race committee signal boat. Protests and requests for redress or reopening shall be delivered to the PRO within the appropriate time limit. 12.2 The protest time limit is 15 minutes after the race committee signal boat docks. 12.3 The first sentence of Rule 62.2 is changed as follows: The request shall be in writing and be delivered to the PRO no later than the protest time limit, with the following exception: if the race committee posts a list of boats scored OCS, ZFP or BFD on the official notice board before the protest time limit, a request for redress based on such a posted score shall be made no later than 15 minutes after the protest time limit. 12.4 Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held on the upper deck of Sagamore Yacht Club as soon as practicable. 12.5 Notices of protests by the race committee or protest committee will be posted before the protest time limit to inform boats under rule 61.1(b). 12.6 Protests under sailing instructions 4.2, 17 and 19 may be made only by the race or protest committees. 13 PENALTY SYSTEM 13.1 Rule 44.1 is modified to require a One_Turn Penalty rather than a Two_Turn Penalty. 3
13.2 A boat may take a Post-Race Penalty by informing the protest committee (not the race committee) in writing upon coming ashore at the end of a day s racing in accordance with Appendix T Section B. If a protest has been filed regarding the incident for which a boat wants to take a Post-Race Penalty, the protest committee will determine if either an arbitration meeting or protest hearing is required before the Post-Race Penalty can be taken. When it is satisfied that the requirements of rule T2.1 are met, then the protest committee will assign the appropriate scoring penalty based on submission time and give a report to the scorer. 14 SCORING 14.1 Many short races are anticipated. One race is required to be completed to constitute a series. 14.2 Any race sailed using course S and Appendix S (scavenger hunt) shall be included in the series scoring. 14.3 When fewer than four races have been completed, a boat s series score will be the total of her race scores. When four or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 15 SAFETY REGULATIONS A boat that retires from a race shall notify a race committee boat before leaving the race area. If this is not possible, the competitor shall notify a regatta representative immediately after arriving ashore. 17 SUPPORT BOATS Spectator and support boats are welcome on the race course area while boats are racing as long as some discretion is used and shall monitor VHF radio channel 78A for updates and directives coming from the race committee. 18 TRASH DISPOSAL Boats shall comply with rule 55. Trash may be placed aboard support and race committee boats. 19 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications of any kind. This restriction also applies to mobile telephones and any other wireless devices. SAILING INSTRUCTION APPENDIX S Scavenger Hunt If the wind conditions dictate that we cannot get off a regular race, the RC may, at its option, run a Scavenger Hunt. This appendix covers the rules for the Scavenger Hunt. 1 RULES 1.1 Rule 41 is deleted. Coaching is allowed. Contestants are allowed to bring clues to their coaches, but then the prizes must be shared with the coaches. 1.2 Rule42 is modified to allow pumping, rocking, ooching, sculling, repeated tacks or gybes, paddling, but not towing, pulling by swimmers nor pushing by swimmers. 1.3 All contestants shall remain in their boats, except for brief, unavoidable excursions to retrieve missing objects like, clues, paddles, pets, etc. 1.4 Rules when boats meet remain unchanged. If there is no wind, the wind is assumed to be blowing across the starting line from the direction of the first mark, for determination of port/starboard or W/L. 1.5 Rule 14 (Avoiding Contact) still applies. If there is contact, both boats are assumed to be at fault unless SI Appendix S rule 1.6 is in effect, and each must perform a One_Turn Penalty for exoneration. 1.6 Capsizing of a competing boat can only be performed on the last leg of the course. It is, however, by definition a violation of Part 2 and a One_Turn Penalty is required to exonerate the offense. The turn must be performed around the capsized boat (which may try, of course, to escape, effectively delaying the exoneration until after the capsized boat finishes.) 1.7 Rule 56 is deleted. Any boat is allowed to hoist their club flag, personal flag, Jolly Roger or other flag or signal. 1.8 All other rules and provisions not mentioned in this Appendix shall be as in the SI s above. 2 THE COURSE 2.1 The first clue will be given verbally from the RC signal boat prior to the Warning signal. The direction of the first clue will be upwind (or up current, depending on the conditions) of the Starting Line 2.2 The last clue will be downwind (or down current, depending on the conditions) of the Finish Line. 3 PROTESTS AND REQUESTS FOR REDRESS 3.1 Protests? In a scavenger hunt? Really? 3.2 Any rule violations or requests for redress will be dealt with by arbitration with the PRO the sole arbitrator. 3.3 The PRO can issue on-the-water, during-the-race penalty determinations, as in an umpired event, by sounding one sound signal and raising the Jolly Roger flag, then informing the penalized boat of their penalty. 4 SCORING Any scavenger hunt shall count as one race, and scored as per the SI s above. 5
