Minutes: Moved Paula Hadley: Seconded: Malcolm Salier that the minutes of the meeting held on 18 June 2018 be confirmed and that all decisions made at the meeting be ratified. Matters Arising: Sponsorship 2017-18 and beyond At the meeting in June 2018 it was agreed that this matter should remain on the agenda for future Board meetings. No further action was taken in regard to this matter. Inspection of Glenorchy RSL Green The BTS Greens Advisory Committee s Ryan Guy has undertaken to have a look at the Glenorchy RSL green and give the Club advice if needed. This has not yet been done. Ken Coppleman Beltana and Member Protection Policy Ken Coppleman has requested BTS to refer his complaint to Bowls Tasmania with a request to initiate the Bowls Australia Member Protection policy on his behalf. This has been done and Bowls Tasmania has advised that it has referred the matter to its Governance Committee. No further response has been received from Bowls Tasmania. Appointment of BTS Member Protection Information Officer At the March 2018 Board meeting it was agreed that BTS needs to appoint its own Member Protection Information Officer. Clubs have been requested to seek expressions of interest from members to see if anyone is interested in becoming the BTS Member Protection Information Officer. Information was also placed on the BTS Facebook page. Glenorchy City s Leigh McAdam has advised that if no-one else has expressed an interest before he returns from overseas in mid-july 2018 he is interested in talking further about the role. The Secretary undertook to contact Leigh on his return. Bowls Tasmania Handbook 2018-19 Bowls Tasmania has previously advised that it is investigating some options to produce a different and cheaper version of the Handbook for 2018-19. In particular Bowls Tasmania is investigating a regional specific Handbook with the general Bowls Tasmania information still at the front. No further advice has been received from Bowls Tasmania on this matter. Statewide Conditions of Play 2018-19 At the Bowls Tasmania Annual General Meeting it was agreed to try to come up with one standard Conditions of Play for Saturday Pennant. To assist with this, President Sue Ross and the BT CEO undertook to develop a draft Conditions of Play based on the current Condition of Play s in existence to determine the rules that are already the same v s the rules that differ. Once this is complete the next meeting will be conducted as an online meeting. No further advice has been received from Bowls Tasmania on this matter. From Rosie 1

Page 2 of 5 Format of Midweek Pennant 2018-19 At the May 2018 BTS Board meeting it was agreed to approach Clubs who play Midweek to determine their preference for Midweek Pennant for 2018-19. The BTS Board has strongly recommended to Clubs that they play four rinks of two bowl triples playing straight through without an afternoon tea break. The email to Clubs pointed out the advantages of playing and the reasons why the BTS Board reached this decision. The Secretary circulated a table of responses received from Clubs to Board members prior to the meeting. Responses were received from fifteen of the nineteen Clubs that play Midweek Pennant with ten Clubs preferring three rinks of four players and five Clubs preferring four rinks of triples. Whilst Claremont, Glenorchy Rodman and Sandy Bay voted for three rinks of four players their preference was for Midweek Pennant to remain as is with sixteen players in Divisions 1 and 2. A request from Kingborough to appoint an independent scrutineer to collate the results of the responses received from Clubs was declined, however, it was agreed to send the Secretary s table of responses received from Clubs with the advice of the Board s decision re Midweek Pennant for 2018-19. Moved: Ross Bannister Seconded Tony Fulton that Midweek Pennant for 2018-19 consist of 12 players for all divisions playing three rinks of four players with at least two B Grade players in each rink It was agreed that the summary of responses received would be circulated to Clubs. Southern women s Bowls Tasmania Board Member BTS received two nominations for the position of southern female director of the Bowls Tasmania Board for the next three years Margaret Cornish from St John s Park and Liz Rickards from Geeveston. In accordance with Section 16.1 (b) of the Bowls Tasmania Constitution an election among southern Clubs to determine who will be the southern female director for the next three years was held. Liz Rickards was the successful candidate. Expressions of interest - Southern Selection Committees, Coaches and Managers, Greens Advisory Committee, Vice President: Further expressions of interest in the above vacancies have been called for with expressions of interest closing on 30 June 2018. The following expressions of interest have been received and all were appointed: Open Men s Selector Barry Nash Senior Men s Selector Gerry Tew Juniors Manager Margaret Cornish Vice President Pat Zapotocky It was agreed not to make an appointment for the Bowls Tasmania Junior Selector. It was further agreed to advertise again to fill the remaining vacant positions. Review of BTS Strategic Plan The Secretary has sent out a copy of the existing Strategic Plan to Board members. This matter is to be considered by the BTS Board in the near future. Bowls Tasmania Calendar 2018-19 Bowls Tasmania has adopted its Version 1 of the Calendar which incorporates the Australian Sides Championships in April 2019. The dates adopted by the BTS Board for Pennant last meeting were drafted on the assumption that Version 1 of the calendar would be adopted by Bowls Tasmania. Come and Try Day 2018 At the June 2018 Board meeting, it was agreed to contact Bowls Tasmania to determine if the Come and Try Day is being held again in 2018 and, if so, on what date. If it is being held Clubs need to be advised as soon as possible so that they keep the date free. No response has yet been received from Bowls Tasmania. From Rosie 2

Page 3 of 5 Replacement for SportsTG Database At the June 2018 Board meeting, it was agreed to contact Paul Hoddy to determine progress being made in regard to the move to the new database and when it is likely to happen. Paul Hoddy has advised that the current contract/system will be run through to March 2019, with the new system looking to be developed over the next eight months or so. Bowls Australia hope to have more information on websites in the next few weeks about a move to a new template and provider. Bowls Australia is happy to come down for more training which Paul Hoddy would like to schedule for September 2018. In particular Paul would like to do some more training with Match Managers entering the results directly into the portal and approving the results when their club plays away. BTS 2018-19 Conditions of Play At the June 2018 Board meeting, it was agreed to determine dates for the above meetings at the next BTS Board meeting. The first meeting of the Conditions of Play Committee will be held at the Buckingham Bowls Club on Wednesday 8 August 2018 commencing at 9.30am. Simon Morrison Coach Network Forum Hobart 26 July 2018 Ross Bannister has forwarded this information onto coaches in Southern Tasmania. Cremorne Review of decision re Saturday Pennant Division 7 and Women s Thursday Division 2 players. BTS is unable to change Conditions of Play 4.5 without referring to Equal Opportunity Tasmania as this clause is part of the formal agreed resolution of a complaint by Sandy Bay to Equal Opportunity Tasmania in the 2015-16 season. Accordingly it was agreed to again refuse Cremorne s request. Moved: Ross Bannister Seconded: Tony Fulton that BTS approach Equal Opportunity Tasmania with support from Sandy Bay and Cremorne to change the agreement such that Conditions of Play 4.5 be changed to Clubs shall ensure that all players in all divisions are selected in positions based on their ability and merit. Blatant abuse of such selections may result in penalties being imposed in accordance with Conditions of Play 1.12. Simon Morrison Bowls Tasmania Southern Junior Selector The Secretary undertook to contact Josh Mabb to see if he is interested in becoming a Junior Selector. Rod Cooper Alternate Action Plan - The BTS Communications Protocol provides that correspondence like this must come through a member s Club and must be supported by that Club before it will be considered by the BTS Board. Rod Cooper has previously been advised of this. Page 4 of 5 The BTS Board is concerned that continuing unfounded and non-factual personal criticism of the BTS Board by Rod Cooper could bring the game into disrepute. This will not be tolerated by the BTS Board. It was agreed that the Secretary should write to Rod Cooper and advise him that any further comments and continuing unfounded and non-factual personal criticism of the BTS Board by him will result in action being taken against him under the Bowls Australia Disciplinary Policy. It was further agreed to monitor the BTS Facebook page and ensure that any unfounded and non-factual personal criticism of the BTS Board on the BTS Facebook page by Rod Cooper is removed.
