The 2005 race season is going fast and the end of summer is quickly approaching. ICSCC has just four Championship races left this year and many championships are still undecided. Now is the time to check your schedules and point standings to determine what plans you need to make in order to qualify and receive that yearend trophy. Our last four races are on back-to-back weekends. First comes Portland August 27-28. Then Labor Day weekend, September 3-4, our racers head north to Mission. We get two weeks off and return to racing on September 24-25 in Portland (Doernbecher Dash), followed by the final race of the year October 1-2 at Pacific Raceways. I realize having four races in six weeks is difficult; however, the long Labor Day weekend helps make the schedule a little easier. This year in my messages I ve been updating everyone about the number of race entries. Race entries are the lifeblood to the member clubs and our racing future. Without driver entries the clubs would not be able to continue to hold races. Team Continental s races in Spokane finished with an entry count fifteen percent lower than last year, which was expected, but still a very good turn out. The SCCBC race at Mission in July and the IRDC race in August at Pacific Raceways each had entry counts that were almost identical to last year. Thank you drivers for your support. There has been quite a bit of discussion about Member clubs having more enduro races. IRDC is in the planning stages for holding a spring enduro next year and, if successful, even more the following year. The clubs must determine what level of support there is for more enduro races. Drivers and workers, please contact your E Board representatives or myself to voice your support or concerns regarding adding additional enduro races to our schedule. Finally, besides being the time of year for rule change proposals, it is also time for Driver of the Year nominations. Each member club, affiliate club or licensed driver may submit nominations for Driver of the Year to the Race Steward. Nominations must be submitted to the Race Steward no later than September 25, 2005. The Selection Committee consisting of Race Steward Ken Hill, last year s recipient Rick Delamare and the Competition Committee (Competition Committee members are listed on page 135 of the rule book) will meet on October 1 st at Pacific Raceways after the Novice races to select the 2005 recipient. The criteria for selection are sportsmanship (on and off the track), driving ability and contributions to ICSCC. See you at the races. Dan Heinrich, ICSCC President

I.R.D.C. EVENT SUPPLEMENTAL REGULATIONS 1. Open to cars eligible under I.C.S.C.C. and S.C.C.A. current regulations. 2. There will be no starting of any race engines prior to 9:00 a.m. 3. No class changes after 1:00 p.m. on Saturday. 4. Drivers are responsible for properly and completely filling out their entry registration form(s). 5. Multiple Entries: A driver entering the same car in more than one event shall indicate on each entry form whether the entry is for the driver s primary or additional event. If the entries are oversubscribed for a particular event (entries exceed the number of cars allowed on the track) drivers and cars entered as an additional event will be restricted from participating, on a first come, first served priority based on the date the entries are received, in order to allow participation by all drivers and cars for whom the event is their primary event including novices upgrading to a championship event on that week-end. 6. Consumption of alcoholic beverages is NOT allowed at any time during the racing event, except in the area covered by the liquor permit issued by the Washington State Liquor Control Board. The time and location is a condition of operation of the track and is enforced by track officials, ICSCC, and IRDC officials or law enforcement authorities. 7. All Entrants shall present at tech inspection empty, sealable, container(s) marked with driver s name and car number, capable of holding 2 gallons of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc., from P.R. Anyone caught dumping oil at the raceway will be fined and banned from Pacific Raceway. There will be a $10.00 per tire charge imposed by the track for the disposal of tires. 8. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. Any damage to any equipment or devices utilized by the sanctioning body (ICSCC) or sponsoring club (IRDC) to conduct this race, regardless of cause, will be charged to the driver responsible. 9. All persons in pre-grid or in racing hot pits shall wear long pants, shirts that cover their shoulders and no open-toed shoes during all practices, qualifying and races. 11. A Minor Release form is required for ALL minors upon entry to the track (NO EXCEPTIONS). Minors must be under direct supervision of an adult at all times. No minors under 18 years of age, are allowed in the hot pits or pre-grid. Operation of any type of wheeled transportation (bikes, scooters, motorcycles, skateboards, skates, etc.) is forbidden for anyone under the age of 16 years. 12. All cars will be off trailers for tech inspection. 13. There will be no refunds on prepaid pit passes. 14. Driver must appear in person at registration to add a crew member to the list on their registration form. 15. All participants are required to have and display at all times the appropriate pit, crew, guest, or worker pass issued for this event. Passes are required for reentry to Pacific Raceway during this event. 16. No overnight camping at the track on Sunday night without the consent of P.R. management. 17. There will be no refueling in the grid area unless accompanied by a fire extinguisher and operator. 18. No motorized tow or support vehicles allowed on pre-grid unless authorized by the Grid Marshall or Race Chairman. Support vehicles behind pre-grid must be parked along the fence 19. No open fires are allowed in the paddock, pre-grid or within the track in-field. 20. All gates are locked at 11:00 PM Friday and Saturday nights. The main gate will open at 7:00 AM. 21. Only one support vehicle or trailer is allowed in the pits per competition car. 22. There will be no saving of pit or paddock areas except as required by I.C.S.C.C. regulations with exception of Novice License director or by Race Chairman for cause. All other pit and paddock areas are on a first come, first served basis. Violators of this regulation can be subject to disqualification. 23. The length of scheduled events may be altered by the Race Chairman due to emergency conditions beyond the control of I.R.D.C. personnel. 24. I.R.D.C. reserves the right to refuse entry to this event to anyone. 25. Line formation to enter the track on Friday afternoon shall start at the main registration booth. The waiver sheet must be signed prior to entry into the pits on Friday. 26. No bicycles, scooters, or walking allowed on the access road adjacent to the main straight from the paddock to pregrid. This is a P.R. rule. 27. King County bicycle helmet laws are enforced at P.R. anyone operating a bicycle or scooter is required to wear a helmet. No motor vehicles allowed in the infield except for race workers. 28. Pets must be leashed at all times and owners are responsible for cleaning up animal waste. 29. All in-car timing system transmitter beacons will be placed at a marked location as defined by the Race Chairman. All transmitters outside of the specified area will be confiscated and retained by the Race Chairman. 30. Turn 1 / Pit Out blend line violators will be dealt with by the Race Steward.

Steward s Soapbox The race at Mission was another excellent event. A good turn out, with very few incidents. Thanks to all the guys and gals that make racing in British Columbia so much fun. The Pacific Raceway weekend on the other hand, was a little more trying. I want to tell all the Group 3 and 6 drivers how much I appreciate them; they ran incident free this past weekend. I believe ALL the GT and Production drivers should have to sit and watch the open-wheel racers it s true, you can run a whole race weekend without hitting the car next to you!! Don t you find it incredible that the open-wheel classes can go almost a full season without two cars coming together, and most of the sedan groups can t even make it past the first couple of laps? Why is that? I don t believe you can find better racing or closer competition than in the ICSCC open-wheel classes, so I m not convinced that it has anything to do with the number of entries. Is it because they re exposed to more risk with their tires in the breeze? Maybe. Sometimes it seems closer to the truth that sedan drivers feel they aren t competitive unless they push it to the point where they bounce off one of their competition. Art and I then get to listen to He hit me!, He cut me off!, She didn t leave me room!, They ran me off the track! excuses and try and determine fault, if any. We have to try and figure out if the was impact was intentional, if it was negligent, if it was accidental, or if it was just lack of experience showing. The ICSCC rule on passing states that it is the responsibility of BOTH drivers to insure that a pass is safe. The overtaking driver has to know that they have the room/speed/talent to get by safely and without contact. The driver being overtaken has an obligation to watch their mirrors, know who s behind them, and if someone pulls up along side, leave them enough room to be able to keep all four wheels on the pavement. Please note that I did not say they are obligated to move over and let the overtaking car go by. The best thing they can do is to drive their line and be predictable. This will give the overtaking driver the best opportunity to plan their pass, and to be able to do it safely and make sure there is no contact in the act. Think of it this way: if you re not 100% sure that you can get by someone without hitting them, don t do it. If you interested in other pointers and want to learn more about safe passing techniques, I d strongly suggest you watch the Formula folks at the next event. That s it for now, any questions??
