PRECISIONS AND INSTRUCTIONS FOR THE SEASON 2016/2017 EDITION Northern Hemisphere - National Ski Associations * * Will be sent to the National Ski Associations for the attention of the team captains and trainers. The reproduction of further copies is the duty of the National Associations. Precisions approved by the FIS Congress and FIS Council in Cancun (MEX), June 2016 and Oberhofen (SUI), November 2016. The Alpine Committee Executive Board Transponders at Olympic Winter Games, FIS Alpine World Ski Championships and FIS World Cup. Transponders delivering live and recorded data that are provided by the official timing and data provider and approved by FIS must be worn by the competitors in competitions and official trainings. Transponders deliver external data from competitors such as speed and positioning. Competitors that are not wearing the transponder, for other than technical reasons specified by the provider, will be sanctioned. Qualification Race for Ladies As part of the Alpine Programme at the 2017 FIS Alpine World Ski Championships, St Moritz (SUI), a Qualification Race for Ladies (same as for Men) in Giant Slalom and Slalom will be organised. Adaptation of the specifications for Giant Slalom Ski Men. New specifications for the start of the Southern Northern Hemisphere 2017/18 winter season. Proposed adaption for all FIS level competitions: Ski length: 193 cm * ( * - 5cm tolerance only in FIS level competitions) Max width under binding: 65mm Radius: 30m Minimum Max width at the tip: 103 mm International Ski Competition Rules (ICR) FIS to set human rights standarts and acknowledge the importance of safeguarding young people in sport 205 Competitors Obligations and Rights Competitors whatever their age, gender, race, religion or belief, sexual orientation, ability or disability have the right to participate in snow sports in a secure environment and protected from abuse. FIS encourages all member nations to develop policies to safeguard and promote the welfare of children and young persons. Insurance when participating in FIS events 1

212.4 All competitors participating in FIS events must carry accident insurance, in sufficient amounts to cover accident, transport and rescue costs including race risks as well as an appropriate third party liability insurance. The National Associations are responsible for adequate insurance coverage of all their competitors sent and inscribed by them. The National Ski Association or their competitors must be able to show proof of the respective insurance coverage at any time on request of the FIS, one of its representatives or the organising committee. 212.5 All trainers and officials inscribed and sent to FIS events by a National Association must carry accident and third party liability insurance, in sufficient amounts to cover accident, transport and rescue costs from damages caused. The National Ski Association or their trainers and officials must be able to show proof of the respective insurance coverage at any time on request of the FIS, one of its representatives or the organising committee. Limit on U14-U16 competitions 608.4 Limits on Competitions 608.4.1 A U14 competitor may take part in a maximum of two international U16 - U14 alpine competitions outside his own country. 608.4.2 A competitor in the first year of U16 may take part in a maximum three, international U16 - U14 alpine competitions outside his own country. 608.4.3 A competitor in the second year of U16 may participate in a maximum four international U16 - U14 alpine competitions outside his own country. 608.4.4 Athletes from the Southern Hemisphere are granted the following exception: U14 competitors may participate in a maximum of 4 (four) competitions in the Northern Hemisphere and U16 competitors may participate in a maximum of 8 (eight) competitions in the Northern Hemisphere. 608.4. 5 Adherence to these Rules should be monitored by the Youth Sub-Committee. Precision in regard to NPS (Not permitted to start) 621.3.3 Starting order Alpine Combined If the Slalom run takes place before the Downhill or Super-G, competitors who are shown as DNS, NPS, DNF or DSQ will start in the Downhill or Super-G with their original bib after the last qualified competitor in the Slalom Run, with the exception of Olympic Winter Games, FIS World Ski Championships, World Cup and European Cup competitions. The starting order of AC competitions is determined by AC FIS points. Exception: AC competitions at NC and NJC may be seeded by DH or SG FIS points. 627.7 was disqualified, (DSQ) did not start (DNS), not permitted to start (NPS) or did not finish (DNF) in the first run. Alpine Combined FIS races are exempt from this rule. A competitor who was DSQ, DNS, NPS or DNF in the slalom run can start the speed event. If the speed event precedes the slalom run the exemption does not apply. (art. 621.3.3) Not Permitted to Start 2

627 Not Permitted to Start (NPS) A competitor will not be permitted to start (NPS) in any FIS International Ski competition who:.. 627.6 does not wear a crash helmet that conforms to the Specifications for Competition Equipment (art. 606.4), or does not have ski brakes on their skis (art. 606.3), does not wear or carry an official start number according to the rules.(art. 606.1) Penalties 628 Penalties A penalty will be assessed by the Jury especially where the competitor: 628.14 wears obscene names and/or symbols on clothing and equipment (art. 207.1) or behaves in an unsportsmanlike manner in the competition area (art. 205.5, 223.1.1) Downhill in two runs 706.2 Downhill in Two Runs 706.2.1 If the topography of a country does not permit a Downhill with the required vertical drop as stated in the ICR, aa Downhill in two runs can be organised with the required vertical drop as stated in the ICR. Number of Slalom combinations 803.2.1 U14 U16Youth - U14: minimum 2 and mmaximum 42 hairpin combinations and minimum 1 and maximum 21 vertical combination consisting of maximum 3 gates. - U16: minimum 3 and Mmaximum 63 hairpin combinations and minimum 1 and maximum 32 vertical combinations consisting of 3 - maximum 4 gates. - It must also contain a minimum of one and a maximum of three delayed turns The course should have no special technical difficulties. Flex-poles must be light poles (25-28.9 mm). Causes for Disqualification in Parallel Events 1220 Parallel Events 1232.1 Causes for disqualifications are the following: - false start (art. 1226.3) - changing from one course to another - interfering with an opponent, voluntarily or not - Not passing through a gate correctly (art. 661.4.2) - stepping back is not allowed (art. 614.2.3) Precisions for start gates 1226.1 Start Device Two gates each 100 cm wide and 40 cm in height and approved by the FIS shall be used. The gates must be capable of simultaneous and/or delayed opening and connected to the timing devices. 3

Rules for the FIS Alpine Points Precision for Nor-Am Cup 4.4.9 Alpine Combined FIS points are awarded for speed events (DH or SG) in all FIS Alpine Combined events, except in World Cup, Europa Cup, Nor-Am Cup, Olympic Winter Games and World Championships, where a competitor only receives FIS points for speed events (DH or SG), if he has completed both runs. The FIS point penalty will be applied taking into consideration the technical data. Rules for the FIS Alpine World Cup World Cup Calendar 2017/18 The Sub-Committee approved to include Oslo (NOR) as the organiser of the City event race into the World Cup calendar 2017/2018 on the 1 st January 2018. New World Cup articles for Ski Racing Suppliers and Service personnel not directly related to a national team 4.4.1 Ski Racing Suppliers (SRS) Ski Racing, Management and Marketing personnel with a FIS ID card which are not directly related to a national team cannot be entered for World Cup events by a national team. These officials must be entered by their company, using the FIS online entry system mandatory, based on the actual SRS name list. Right of Accommodation 4.5 Right of accommodation Each National Ski Association has to announce to the Organisers the expected total number of team members (competitors, coaches, accompanying persons and service personnel) five (5) weeks before the first event and by the deadlines fixed and announced before the competition season. Ffurthermore the Organisers must be informed latest 75 days before the official 1 st training (speed) or event (tech) arrival day about the names of the team members, eventual changes to the arrival date and the originally registered size of team (incl. officials and service personnel according to art. 4.4), as well as an eventual withdrawal from the event. If this is not done, the Organising Committee will invoice the costs incurred for canceled accommodation (art. 4) to the National Association concerned. Teams or persons who register late have no right for the reservation or the payment of accommodation expenses. Prize money World Cup Bank accounts 6. Prize money The Organiser must make available at least CHF 120 000.-- per race for prize money (excluding VAT). For individual competitions (DH, SG, GS, SL and AC) this sum is divided between the thirty (30) best competitors, and in Parallel competition (City Event) divided between the best four (4) competitors. The amount of prize money must be communicated to FIS before October 15 th. If more than one competitor is on the same rank, the amount of the next rank(s) is added and divided by the number of competitors concerned. The payment must be paid electronically by bank transfer latest seven (7) working days after the last competition, taking into consideration the local tax laws. An itemised confirmation of payment must be provided to the athlete 4

electronically. Bank transfer fees and value added tax (VAT) are covered by the Organiser. The Organising Committee must assist the competitors with matters relating to taxation problems with prize money in the country in which the competition is held. The athlete is responsible for any applicable withholding/income taxes. Any supplementary expenses that occur due to incorrect declaration of banking details will be charged by the Organiser against the sum of money (respective prize money) that is to be paid out. Bank details of regular attending athletes (IBAN number etc.) are to be sent to the FIS Office by 15 th October and for a qualified athlete entered at short notice, a minimum of 3 days prior to arrival at the Event. TV Breaks 8.3 TV breaks, are an integrated part of the start intervals. For Technical events, TV breaks will normally take place after 15, 22 and 30 racers. In Speed events after 10, 20 and 30 racers. World Cup starting order 9. Enrollment of competitors / starting orderlist 9.1 Enrollment for SL, GS, AC if (1 st run = SL), DH, SG, and DH training 9.1.1 The best 30 for SL, GS, (AC, if 1 st run = SL) DH, SG and DH training The best 30 competitors present are enrolled according to the actual WCSL in the given event (quota adjusted), in case of a tie, according to FIS points in the given event. Those competitors, whose actual total number of WCSL points (sum of World Cup DH, SL, GS, SG, AC Combined of+ OWG / WSC and World Cup) is at least 500, follow after the 1 st group according to their WCSL event points (in case of a tie according to FIS points), if they are classified within the first 30 competitors present on the WCSL in the actual event. 9.1.2 Enrollment after the 30 th competitor Competitors with at least 500 WCSL overall points, who do not fulfill the above requirements according to art. 9.1.1, are enrolled after the 30 th competitor (starting order according to the event WCSL, if not available, then according to FIS points). In Alpine Combined those competitors without AC FIS points follow according to the FIS points in the given event. Thereafter the competitors are enrolled according to FIS points (in case of a tie according to WCSL event points). Those competitors who are classified in positions 31-35 of the valid WCSL in the event, will be enrolled after 45 according to their FIS points, if they are not ranked in the best 45 competitors present... 9.2 Starting orderlist for SL, GS and AC (if 1 st run is SL) and DH training - GS / SL: 1 st group (1-15) The best seven (7) competitors will be drawn between start numbers 1-7 and the remaining competitors between 8-15. This will take place by double draw. The double draw may be done electronically. 5

DH training: 1 st group (1-15) and competitors with at least 500 WCSL points after the 1 st group: The Team Captains (coaches) of the competitors concerned choose a starting number between 1-30; the starting number of the DH WCSL leader is chosen first. The remaining numbers will be drawn within the remaining competitors (up to 30). 9.3 Enrollment for SG The enrolment is made quota adjusted as described in art. 9.1.1 and 9.1.2. 9.34 Starting list order for DH, DH Training, SG and Alpine Combined (if 1 st run = DH or SG) The best ten (10) fifteen (15) present competitors (quota adjusted) of the corresponding event WCSL choose their bibs between 1 and 19 odd numbered bibs only. The available even numbered bibs between 2 and 20 will be drawn between the next 10 competitors on from the board (11 to 20). Bibs between 21 and 30 will be drawn between the next 10 competitors on from the board (21 to 30).points are drawn between starting number 16 to 22 (WCSL 1 to 7) and 8 to 15 (WCSL 8 to 15). The remaining athletes up to 30 (incl. 500 WCSL point competitors after rank 15), are drawn within the start numbers 1 to 7 and 23 to 30. Thereafter the enrolment is made according to art. 9.1.2. In case of a tie in the corresponding event, the tie is overridden as follows: - according to FIS points in the given event - if there is still a tie, a draw will be made. Exception for the World Cup Final: All competitors without World Cup points in the event concerned will not be included in the draw and therefore start according to their enrolment. 9.54 Public Bib choice / draw / presentation In case of a SL, GS, (AC if 1 st run = SL) event, competitors 1 to 15 on the board are obligated to meet at a certain time for the public draw. In case of a DH, SG or AC event, competitors 1 to 10 on the board are obligated to meet at a certain time for the public choice. If competitors miss a public choice / draw / presentation without excuse or don't attend in time, they will automatically be enrolled according to their event FIS points after start number 45 (the 500 point rule isn't applicable) Additionally a sanction up to CHF 999.-- may be pronounced. In case of recurrence, this sanction may be increased to CHF 5'000.--. Minimum number of events 13.2 Winners of the events The winners of the events shall be honoured as "Winner of the Downhill, Slalom, Giant Slalom, Super-G and Alpine Combined World Cup". To award an event World Cup Trophy at least two (2) events must be held in the current season. Rules for the FIS Alpine Continental Cups Starting order COC Section A: Rules Applicable to all Continental Cups 3.2 After the first Group (*EC/NAC) 6

After the 1 st group the competitors start according to art. 3.2.1 (450/200 Cup points), followed by the present competitors ranked within the top 30 of the FIS Points List. The following 15 competitors start according to the EC respective cup event standing, unless they are within one of the two above mentioned groups. Finally, 30 competitors of the ECrespective cup event standing incl. the 450 points competitors are considered. European Cup Starting List (ECSL) 3.1.4 Validity of the Basic List After the second (FEC, SAC, ANC), third (NAC in GS and SL events) race in that event in the current season the basic list will be deleted. In NAC for DH, SG and AC only two events will be used before the basic list is deleted. Only the Cup points gained in the current season count. Europa Cup see art EC 3.1.3 and 3.1.4 Exception: Indoor races are not considered. In EC the Basic List will be deleted after the third race in all events. EC 3.1.3 EC 3.1.4 Validity of Cup points The final event ranking in the Cup is used with a validity defined in art. 3.1.4. in the next season. This will be the ranking valid for the first race. The Cup points achieved from the first race onwards in each event will be added to remaining EC points from the past season. Validity of the Basic List The sum of the EC points of the past season in the respective event will be divided by four in Technical events, three in Speed events and two in Alpine Combined. This will establish the points that will be deleted after each race. At the EC Finals only EC points achieved in the current season are valid for the starting order. Three competitors from the same nation 5.4.4 Three from the same nation (European Cup) A maximum If theof top three competitors from one nation in one event, excluding the COC overall winner come from the same nation, only two may start in any one World Cup race. This also applies if two or more competitors from the same nation are tied in third place. Alpine Combined seeding NAC.3.1.2 Seeding the first group in the speed event portion of the Alpine Combined The NAC standings in the respective event of the speed portion are used for seeding (DH or SG) of the Alpine Combined. Exception: the SG portion of the Alpine Combined at the finals will be seeded based on NAC standings in AC. If one measurements is less than 30 litres per m2/sec, the following procedure will be carried out: - the competition suit will be re-tested at six new randomly selected spots - the two extreme values (highest and lowest) will not be taken into consideration - the average value of the four valid measurements is created. The result is served with 0,1 l/m2/sec Graduation - there after a tolerance value of 3,0 l/m2/sec is added. An expert, 8

appointed by FIS, shall report to the office 15 days before the event. If the snow report is negative FIS will coordinate the work of an event preparation group that is described in article 16.3. 16.3 Event Preparation Group In case of difficult snow conditions 15 days before the event, an event preparation group will be appointed in order to take decisions on the possibility to hold the events as planned or to make any necessary changes. The members of the event preparation group are: - FIS COC (EC) Coordinators; - 1 representative of the Organising Committee; - 1 representative of the National Ski Association. If necessary, FIS can appoint a Technical Advisor to be sent to the site in order to inform the event preparation group on the snow conditions, snow production / transportation progress and the course preparation. Travel and accommodation costs will be paid by the OC. In addition the expert will receive a daily rate paid by the OC, according to ICR 602.5. In the event that there is not enough snow on the race run(s), the Organising Committee must cancel the Championships. An expert appointed by FIS, shall make a decision in agreement with the Organising Committee. Cancellation deadline is 10 days prior to the first training run.
