Well, that is exactly what Arkansas citizens filling out a survey on the ARDOT website have said. 75% are not satisfied with the condition of state highways, 75% are willing to support a program to generate additional revenue, and 70% would sign a petition to do so. Easy, right? No, and that is why AAPA continues to meet and discuss funding for our state s infrastructure. I believe I have probably mentioned in most, if not every, letter the need to educate the general public on where our road funding comes from and our total needs to 1) maintain, 2) sustain, 3) improve! Next time you have an audience, ask how many folks knew that very little of auto-related fees actually go to road funds. You will be shocked at how many will challenge you on the fact. Regardless of what direction is decided, the need for education is vital. Along the same lines, the election cycle is in full swing and now is the time to make changes and vote for those who will vote for us. If you have not done so already, I would ask for your donation to the AAPA PAC so we can make a difference. We will once again be meeting at the Embassy Suites in West Little Rock for the Quality Conference on January 3-4, 2019. The Conference committee will be meeting soon to Vote for those who will vote for us. put together another top-notch agenda full of educational and beneficial information. Additionally, we have set the Annual Convention for March 26-28, 2019, at the number one tourist attraction in Tennessee: Bass Pro Pyramid in Memphis. Be on the lookout for more information, and get ready for comradery, fellowship, and a great time. As you read this letter, we are in process of inducting an additional 3 folks into the prestigious AAPA Hall of Fame. The induction ceremony will be held November 1. The location is yet to be determined, but please make plans to attend so that we can honor those who have made a major positive impact in our industry. We owe these folks a great deal of gratitude. The safety topic for this letter is Back to School. Schools will be in session soon, meaning children and school buses will be added back to the normal busy commute. Be extremely careful when approaching school zones and DO NOT talk or text on your phone in a school zone! You never know some future AAPA Hall of Fame inductees could be on the streets or on those buses. Thin Is In AAPA spreads the word on Thinlays at three Lunch and Learns around the State Anew generation of thin-lift asphalt overlays called Thinlays are a popular approach to pavement preservation because of their ability to provide improved ride quality, reduce pavement distresses, maintain surface geometrics, reduce noise levels, reduce life-cycle costs, and provide long-lasting service. Thin asphalt overlays are a time-proven method for extending the life of pavement structures that are still in serviceable shape. When used for pavement preservation, Thinlays can help agencies better manage both pavement condition and scarce funds. Thinlays can also help increase the structural capability of a roadway when used with wellbuilt pavements. AAPA Member SPOTLIGHT APAC-Central, Inc. APAC-Central, formerly McClinton Anchor, was founded in 1946 by brothers Clark McClinton and Charles Wesley McClinton in Fayetteville, Arkansas. The company was purchased by Oldcastle Materials (CRH) in 2006 and merged with APAC-Oklahoma and Arkhola Sand & Gravel to form APAC-Central, Inc., in 2009. In addition to asphalt paving, APAC-Central performs earthwork, grading, cold milling, curb and gutter along with most flat work concrete items. They also produce aggregates at 7 locations around the market area. Currently, APAC-Central has over 250 employees, depending on seasonal work. They serve many areas of the state, including northwest Arkansas (Washington, Benton, Carroll, Madison Counties); River Valley Fort Smith; Sebastian, Crawford, Franklin, Logan, Johnson, Scott; the Harrison Area; and Boone, Searcy, and Newton Counties. APAC-Central recently completed several I-49 projects associated with the CAP Highway program from 2013-2017 with contracts over $170M with 0 recordable accidents and 0 lost time incidents. When AAPA was first founded in 2001, APAC- Central played a significant role. They have found value in the association because it is a way for industry leaders to form a dialogue to promote asphalt statewide. It allows interaction with ARDOT officials and other cities and county leaders to come together for a common purpose in promoting asphalt paving. 14 AAPA 3rd Quarter 2018

Infrastructure Quick Fact Sheet It s not news that highway funding is a big issue not only in Arkansas but across the nation. But how can we educate those not involved in the industry? Here are a few facts you can use to help others understand the need for increased highway funding to maintain roads. Maintaining roads makes them safer. Arkansas has the 12th largest highway system in the country, with over 16,400 miles of roads, but ranks 43rd in revenue received to maintain roads. Every dollar spent on infrastructure goes around in the economy 3-5 times a great investment. Every billion dollars spent creates and maintains approximately 21,000 jobs. A recent independent study from an Arkansas Independent Legislative Audit found that Arkansas needs an additional $478 million annually just to maintain the roads at an average level, not gold standard. Over 70% of our funding comes from a non-indexed fuel tax; however, the overall goal is to use less fuel, and we are. It has not increased since the 90s. Trump is promoting Public-Private Partnership for future state funding; this is not a good formula for a rural state like Arkansas. We simply do not have enough traffic for tolls and private roads. To make matters worse, we receive over 54% of our funding from the federal government due to declining local money available. In the 90s we only needed 36% to maintain roads. The forecast at this point is for 40% less funding after 2020. 82% of Arkansas roads are in poor or fair condition. Only 18% are considered good. Letting roads deteriorate costs much more than proper maintenance. An overlay costs $100,000 per mile vs. $1.5 million per mile for reconstruction. Between 1980 and 2016, highway funding compared to the State s General Revenue has decreased from over 14% to 6% of the General Revenue. If highway funding in Arkansas had remained at 14%, we would have the $478 million currently needed as found in the recent Independent Legislative Audit. Coming up with enough money to federal matching funds has become very difficult. If we do not have enough money for matching funds, it will be hard to get that money back in the future. AAPA and ArDOT meet for first AQI meeting of 2018 June 28 Association of Arkansas Counties, Little Rock AAPA and ARDOT came together on June 28 to collaborate on improving asphalt and best practices. After the regular AQI meeting, Larry Patrick presented on Thinlay Asphalt to ARDOT. This can be another tool in the box for ARDOT asphalt maintenance, saving money, and increasing safety over time. When discussing issues at AQI meetings, we ask whether they will: Improve Quality Add Value Speed Delivery Enhance Safety Thanks to Emanuel Banks and the ARDOT staff for their willingness to work and take time with AAPA and the asphalt industry to provide the best product we can to the tax-paying public.
