2015 IDAHO CAL RIPKEN Welcome to the 2015 Idaho State 11U and 12-70 Cal Ripken Tournament July 1 st July 4 th Simplot Sports Complex, Boise, Idaho Thank you for your participation at this year s Idaho Cal Ripken 11U and 12-70 State Tournament. East Boise is looking forward to hosting you, your players, your families, and other supporters, and hope to make this experience one you will all remember for years to come. The following materials are designed to provide you with all of the information you will need prior to arrival, and help you prepare yourself and your team for the Tournament. Please provide copies of this packet to all members of your team, as well as their parents. The tournament will take place July 1 - July 4, with arrival and opening ceremonies slated to begin at 5:00 p.m. on Wednesday, July 1. Pool play games will be played on Thursday & Friday. Semi-finals and Championship play will be on Saturday, July 4. The winner of both the 11U and 12-70 Tournaments will advance to the Cal Ripken Pacific Northwest Regional Tournament to be held July 8-11 in Eugene, Oregon. In order to run an organized and successful Tournament, we need your cooperation and support. In that regard, there are three items that we will need from you prior to your arrival: 1) Please send one.jpeg team photograph with identification; 2) Team Roster, including uniform numbers and player identification; 3) Shirt sizes for players and coaches (estimates are fine) Send the above to EastBoise@gmail.com - no later than Wednesday, June 24. 2015 Cal Ripken 11U and 12-70 Idaho State Tournament Schedule of Events Wednesday, July 1 st Team Check-In Check in at table/tent near main parking lot. All Cal Ripken 11U and 12-70 team members, including Manager, Coaches and Players must be present. Tournament books will be turned in at this time.** Scheduled check-in time for all teams is 4:00 PM, near main concession stand. Coach s Meeting 4:15 PM Mandatory Meeting for all managers and coaches. Main tent near parking lot at East Boise Baseball Complex Each team must have a representative (Manager or Coach) present at this meeting, which will address interpretation and discussion of rules with tournament officials and the umpire-in-chief. Tournament officials will also use this time to check in your Official Document Book in order to ensure that all of the required information is included. Babe Ruth Baseball Pacific Northwest Region TOURNAMENT PARTICIPANT INFORMATION Officials of the Babe Ruth League program and the Host League have made extensive efforts to ensure your stay at our State Tournament will be pleasant and rewarding. We expect all participants to fully cooperate with the following Tournament Rules and Regulations. All Team Members must be present for check-in at the time designated by the Tournament Host. Where the Sponsoring Host has arranged an Opening Ceremony as part of the Tournament schedule, all Team Members are required to attend in full uniform. Where the Sponsoring Host has arranged a banquet or picnic as part of the Tournament schedule, all Team Members are required to attend. All players, managers and coaches must attend all games scheduled for their team. Only the State Commissioner or the Tournament Commissioner may grant an exemption to the above where extenuating circumstance is found to exist. Such extenuating circumstances may consist of verified illness or injury, unavoidable travel problems, or other circumstances completely beyond the control of the absent Team Member(s). Any decision regarding an exemption will be the responsibility of the State Commissioner or the Tournament Commissioner and such decision shall be final and not subject to appeal. Dual participation by a player, manager or coach in another sporting event does not qualify as an extenuating circumstance and will not be sufficient grounds for granting said exemption. The penalty for violation of the above requirements may be disqualification of the absent player, manager or coach for the remainder of the Tournament, but shall not affect the eligibility of such player, manager or coach, if otherwise eligible, for subsequent levels of play should their team qualify. A mandatory Managers meeting will be held prior to the beginning of Tournament play. All teams must be represented at this meeting. With pre-approval of the Tournament Commissioner, should an extenuating circumstance beyond the control of the Manager prevent his attendance, a team coach may act as a representative. Each player on a team shall wear a different number on his/her uniform. The official Cal Ripken or Babe Ruth shoulder or cap emblem must be worn either on the left shoulder sleeve or on the official Cal Ripken or Babe Ruth cap. (For sleeveless jerseys, the emblem must be worn on the front left chest.) All managers and coaches must wear a baseball type uniform of the same design and color as the players uniform.

Game officials shall deal with ON-FIELD conduct. Any player, manager, or coach disqualified from a game shall automatically be suspended from further Tournament participation, pending a review of their actions by the Tournament Commissioner. All such suspensions become effective immediately at the time of disqualification. SPECIAL INSTRUCTIONS TO PARTICIPANTS CONDUCT Your conduct must be above reproach on and off the field; any misbehavior or misconduct could not only cause your disqualification from the Tournament but could also result in the disqualification of your team as well. All players shall conduct themselves in a reasonable and acceptable manner in accordance with team discipline rules as set by their manager or official in charge of the team. Unacceptable behavior shall include: unsportsmanlike conduct, willful damage to property, committing any act considered an offence under law, and not abiding to Tournament rules as set out by the Host Committee. As representatives of your respective Leagues, you are expected to dress appropriately. You may dress informally and comfortably, however, neatness and cleanliness of appearance at all times is required. Use of ALCOHOLIC BEVERAGES, SMOKING or CHEWING of TOBACCO, by any Team Member, Tournament Official, or Umpire is STRICTLY PROHIBITED. This rule applies during Tournament play at any of the locations being used for any Tournament activity, or at any social function associated with the Tournament. Any VIOLATION of this rule shall be cause for immediate disqualification of the offender(s) from a game(s) or from further Tournament competition. The Tournament Commissioner will review all disqualifications and after considering all relevant facts surrounding such action, he/she may increase such sanction(s) as deemed necessary or appropriate. No Team Member, Tournament Official, or Umpire shall possess or use any PROHIBITED DRUG OR SUBSTANCE at any time during the Tournament. Any such possession or use of same shall be cause for immediate disqualification of the offender(s) from the Tournament. Damage to any personal or physical property by any participating Tournament Member shall be cause for immediate disqualification from the Tournament. Any financial costs incurred will be the direct responsibility of the Team Member(s). For purpose of the rules and regulations of this Tournament, the following definitions apply: (l) Team Member is defined to include any rostered player, manager, coach, or bat boy/bat girl; (2) Prohibited Drug includes any drug not specifically prescribed for that person or any drug that cannot be obtained over the counter, or any drug (or other substance) that is utilized in an excessive, detrimental or abusive manner or dosage.

EJECTION SUSPENSION DISQUALIFICATION In all cases involving a suspension or disqualification, the Tournament Commissioner will review the circumstances involved and, after taking into consideration all relevant facts, may increase such disciplinary action as is deemed necessary or appropriate. The decision of the Commissioner will be final and there will be no appeal from such decision. If further disciplinary action is deemed necessary, the manager of the team so disciplined will be provided with written confirmation of the penalty and the reasons thereof. The Commissioner will retain a copy of the disqualification report and any supplementary correspondence and it will be forwarded to the Pacific Northwest Regional Commissioner for further review and possible additional penalties. The penalty provisions are quite clear. It is strictly a matter of the enforcement of what we accept as the proper code of conduct keeping in mind the spirit and purpose of what we are involved in and what our objectives are. Notwithstanding any provision contained in any tournament rule, regulation, provision, agreement or memorandum to the contrary, the Tournament Commissioner shall maintain and have final authority for all aspects of this tournament and may impose the removal, suspension or disqualification of any team member or team from the tournament, and/or take whatever other actions or issue such directives as deemed necessary or appropriate for the administration of the tournament. Disregard by any Team Member of the foregoing rules and regulations or any subsequent rule, regulation or guideline hereafter enacted, shall be sufficient grounds for that Team Member to be withdrawn from the tournament. Any player so withdrawn shall be placed under the supervision and control of his/her Team Manager.

POOL PLAY & TIE-BREAKER FORMAT The 2015 Cal Ripken State Championships involve a combination of Pool Play qualification followed by a Single Elimination Championship competition. Where there is a sufficient number of teams, the entrants will be placed into two Pool Play Divisions and compete with each team within their respective Division. Upon completion of the Pool Play schedule, a pre-determined number of teams from each Division will advance to single elimination Championship competition. The placing of teams into their respective Divisions was conducted by the State Commissioner. A coin flip conducted at the Coach s Meeting will decide the home and visitor for each pool play game. At the completion of the Pool Play competition it is quite common for two or more teams to have the same win loss record. If teams are tied in their respective Division, it will be necessary to break the tie. The following Pool Play & Tie Breaker Format will be used in order to determine the final Pool Play standings. (p.25 of Babe Ruth Baseball Rules.) 1) WIN LOSS RECORD The tie breakers are used in order to advance or seed ONE team at a time. Each time a tie is broken to advance one team, leaving a tie between two or more teams, the situation reverts to criterion #2. (Head-to-Head results). If still tied: 2) RESULTS OF HEAD-TO-HEAD COMPETITION Example: Three teams are tied with identical records for the first place at the end of pool play. Teams A, B and C played against each other once in pool play. Team A won all of its games against Team B and Team C during pool play. Result Team A advances, which then creates a two-way tie between Team B and Team C. That tie then is broken by reverting to criterion #2. If still tied: 3) FEWEST RUNS GIVEN UP If the results of the head-to-head match up(s) of the teams that are involved in the tie cannot break the tie (because no team defeated each of the other teams in the tie each time they played, or because no team has defeated all of the other teams involved in the tie, or because the teams involved in the tie did not play one another during pool play), then the tie is broken using criterion #3. The remaining teams tie is broken by reverting to criterion #2.

If still tied: 4) RUN DIFFERENTIAL WITH A MAXIMUM OF 10 PER GAME In the event a tie is created by virtue of a forfeited game, and the tie cannot be broken by criterion #2, the order of criterions #3 and #4 will be reversed and applied to the tie. Since the number of runs which might have been scored during the game may have affected the fewest runs allowed standing (and the awarding of the forfeit gives the winning team no additional runs given up), this order will better adjust for that event. Note: The ten run rule is in effect for all games played. The score in any forfeited Cal Ripken game will be 6-0 for the non-forfeiting team.

MISCELLANEOUS INFORMATION Restaurants/Entertainment: Downtown Boise is a short drive down Federal Way from the East Boise Baseball Complex. You will find a variety of dining options to suit a variety of appetites. Close options to the ballpark include Lucky13, Albertson s, Quizno s, Taco Del Mar, Capri and Bown Crossing (numerous options). Entertainment options are numerous with the Greenbelt along the Boise River, Spring Shores State Park and all of the entertainment and shopping options the Boise area has to offer just a short drive away. Lodging: SPRING HILL SUITES 424 E Parkcenter BLVD Boise, Idaho 208-342-1044 HOLIDAY INN 2970 Elder St. Boise, Idaho 208-344-7444 BOISE HOTEL 3300 Vista Ave. Boise, Idaho 208-343-4900 Tournament Team Pass: The team pass is $500.00, and includes admission for players, coaches and their families to all tournament events (including the opening ceremony), free parking, plus a tournament t-shirt and program to each player. Additional Tournament T-shirts (which may differ slightly from those provided to players) will be available to purchase at the ballpark on a daily basis. Cost of the T-Shirts will be $15.00. T-Shirts typically sell out over the first few days of the Tournament, so if you would like to purchase one, we suggest you purchase it early. Tournament Programs will also be available for purchase at the concession stand at an expected cost of $2.00. Practice Fields: Teams will be able to practice at un-used fields within the East Boise Baseball Complex and have access to all four cage facilities within the complex (East, West, North and South.) No outside grills will be allowed in the park pursuant to municipal ordinance. There are two concession stands located within the East Boise Baseball Complex with a wide variety of food, drink and snack items. Please note that, pursuant to municipal ordinance, alcoholic beverages are not allowed within the Simplot Sports Complex. Water will be provided to each dugout before each game for the players and coaches to use during the game.

Scores from each game will be posted on the tournament board at the main concession stand as soon as possible after each game is finished. Directions to the East Boise Baseball Complex at the Simplot Sports Complex: 1. Take Exit #57 off I-84 in Boise. Go North on Gowen Road (ID 21). 2. Go through the Federal Way intersection and drive ~1/2 mile to East Grand Forest Drive. 3. Turn left and drive down the hill. 4. Take first left on Quammash Way. 5. The East Boise Baseball Complex will be on the left side of Quammash. Parking at the East Boise Baseball Complex: There is one parking lot available. If full, please park along Quammash Way, Grand Forest or Lake Forest only. Parking within the neighborhood side streets is prohibited and cars will be towed. There is no overnight parking in the lots at The East Boise Baseball Complex parking lot. This includes passenger vehicles and RVs alike. We ask that you demonstrate the same courtesy and respect in abiding by these restrictions as you would expect of others in this regard, maintain the off-field conduct expectations of Babe Ruth Leagues, Inc. in following these rules.
