General Page 2 DEFINITIONS Centre By-Laws: Decisions made by the Centre Committee. These can be changed either by the Centre Committee at a committee meeting or the Centre s Annual General Meeting. GENERAL POLICY General Administration The operation of the Redcliffe Branch Little Athletics Association abide by the rules and policies provided by LAQ, which consist of: a) the rules of competition as set out in the Competition Handbook; b) the rules of officiating events as set out in the Officials Handbook; and c) the Policies and Guidelines in force, as contained in the LAQ Policies and Guidelines Manual and as published by the Association on its website, without limiting future policies to be developed and adopted That no rule or regulation, or change to the rules or regulations of the Redcliffe Branch Little Athletics Association, which contravene the Constitution of the LAQ or its By-Laws set by the LAQ, shall be valid without the express written approval of the LAQ. Competition Season 13 12 17 The Redcliffe Branch Little Athletics Association s Competition Season shall run from 1st September to a set date in March, ensuring a maximum of 26 weeks competition during each Competition Season. This is designed to include allowances for washed out meets. Centre Administration 10 04 01 The Redcliffe Branch Little Athletics Association offers the option of a two week trial at any time during our Competition Season, to new members seeking registration. A $5.00 fee per week will be charged to cover running costs, however this fee will be deducted from the athlete s registration fees if they choose to register. This fee is non refundable for athlete s not wishing to register. 13 12 17 A parent levy of $50 dollars will be charged to each family at the time of registration of the first child. The parent levy is refunded at the end of the season to those families that have provided help during at least 10 competition nights and can include special events (e.g. working bee, fundraising bbq, regional championships) throughout the season. Parents qualifying for a parent levy refund have the option to receive a cash refund, which is payable at the close of the following AGM, or to have it held in trust for the following season. Centre Laptops Parent levy refunds not claimed by the conclusion of the following season will be considered a donation to the club. 13 12 17 A laptop shall be provided to the Centre Manager, Secretary, Treasurer, Registrar and Records Officer, with the following software: RLA Updated December 2017

General - Page 3 a) MYOB shall be loaded on the Treasurer s laptop. b) Results HQ shall be loaded on Centre Manager and Secretary laptops. c) MS Office shall be loaded on all five (5) laptops. 14 10 08 The Secretary s laptop shall be the primary source of the Centre s administrative information, including: The Centre s Constitution The Centre s By-Laws Minutes of Meetings Correspondence 14 10 08 The Treasurer s laptop shall be the primary source of the Centre s financial information. 14 10 08 The Registrar s laptop shall be the primary source of athlete s registration details and contact information. 14 10 08 The Records Officer s laptop shall be the primary source of athlete s performances and carnival nominations. 13 12 17 The Centre Manager s laptop will be primary source of all other club matters for example grants, building etc 10 04 01 No other person shall be permitted access to these laptops to ensure continutity and integrity of our data. COMMITTEE AND COMPETITION POSITIONS Committee Positions 13 12 17 Available positions for the Centre s committee shall include: Mandatory Positions Centre Manager Secretary Treasurer Registrar Records Officer Canteen Officer Arena Manager Optional Positions Equipment Officer Coaching Officer Officials Officer Nominations Officer Fundraising Officer Publicity Officer Uniform Officer First Aid Officer (must hold certificate) Announcer Committee Member (max 5) 10 04 01 It is acceptable for the same member to be appointed to more than one Committee Position, provided the total number of committee members still meet the requirements of the Centre s Constitution. 13 12 17 One executive committee member cannot hold another executive posisition in the same season. That the Arena Manager be considered the Assistant Centre Manager unless otherwise appointed during the first committee meeting following the AGM. 13 12 17 That there be no specific assistant positions open for nomination and election until main committee position which needs assistant has been filled. Assistant positions can be

General - Page 4 appointed (as required) to existing committee members at the first committee meeting following the AGM. At the first committee meeting following the AGM, each committee member shall be provided with their position description/s and a summary of the Centre s Constitution and By- Laws. 10 04 01 The Centre will ensure all committee members have a current committee uniform shirt by provision at the Centre s expense. CC ( 10 04) All committee members are required to wear the committee uniform shirt whenever they are representing the Centre in an official capacity e.g. Chief at LAQ events, Team Manager, Centre AGM, Friday Night s and Fundraising events. Disciplinary Committee 10 04 01 At the first committee meeting following the AGM, the committee shall appoint four (4) members of the committee to the Disciplinary Committee. The Discipliary Committee shall comprise of the Executive Committee (Centre Manager, Secretary and Treasurer) and one other (preferably impartial) committee member. Competition Positions 14 10 08 The member appointed to the position of First Aid Officer must hold a current approved first aid qualification. 14 10 08 That the Nominations Officer be the Team Manager at all LAQ events. 14 10 08 Should the Nominations Officer be unavailable at any time during a LAQ to act as the Team Manager, then they are required to arrange a suitable replacement during that time. Centre Representation 10 04 01 The Centre shall send two (2) delegates and one (1) observer to Regional meetings, these being selected from amongst the Centre Committee. One of the delegates should be the Centre Manager. 10 04 01 The Centre shall send two (2) delegates and two (2) observers to the Annual Conference whenever it is held in the Metropolitan Regions. One of the delegates should be the Centre Manager. Other committee members may attend workshops as required. 10 04 01 The Centre shall send two (2) delegates and one (1) observer to the Annual Conference whenever it is held in the Regional Regions. One of the delegates should be the Centre Manager. CENTRE AWARDS At the conclusion of the season, the Records Officer shall calculate the points awarded to each athlete that is eligible for the centres awards. 15 08 12 Athletes are eligible for Centre Awards if: a) there are no monies owed by the family to the Centre; and b) the athlete has competed in at least 60% of competition nights from the date of registration, or c) the athlete has shown sufficient attendance at the discretion of the Committee. 14 10 08 Personal Best Performances from previous seasons will not be carried across to subsequent seasons.

General - Page 5 14 10 08 Points awarded each season will not carry across to subsequent seasons Participation Plaques 10 04 01 All athletes eligible for Centre Awards will be provided with a Participate Plaque in their first season of registration, with participation during subsequent seasons being updated on the same plaque. Age Group Place Trophies 10 04 01 Place trophies are awarded to the top three (3) athletes, with the highest number of points, in each age group (boy and girl). 10 04 01 The following points are awarded to each athlete based on their performances throughout that season: a) 2 points for each Personal Best Performance b) 1 point for each Equal Personal Best Performance c) 2 points per Friday night attended, provided that athlete competed in at least four (4) events unless sick or injured. Performances achieved at Center, Intercentre and Regional competitions (excluding Relays and State) are considered for Personal Best Performances Most Outstanding Athletes 15 08 12 The Most Outstanding male and female athlete in each season is awarded based on the following criteria: a) 1 point awarded for each Blue Level achieved b) 1 point per participation in inter-centre or LAQ competitions c) 1 point per qualification to State Relays or State Championships d) 1 point per own Centre Best Performance broken e) 2 points per not own Centre Best Performances broken f) 2 points per top 3 placing at Regional competition (Regional Relays/Regional Championships) g) 3 points awarded for 100% attendance h) 3 points per Regional Best Performance broken i) 3 points per medal placing a State competition (LAQ Pentathlon, State Relays, State Championships) j) 5 points per State Best Performance broken Most Improved Athlete 10 04 01 The Most Improved Athlete in each season is awarded based on the following critiera: a) 2 points for each Personal Best Performance b) 1 point for each Equal Personal Best Performance

General - Page 6 CARNIVALS, CHAMPIONSHIPS AND PENTATHLONS 13 12 17 Only those athletes who are fully financial (i.e. all monies owing to the centre, at the time of submitting the nomination, have been paid in full)(subject to Treasurer s discretion) will be: a) permitted to nominate for inter-centre carnivals, championships and pentathlons, including LAQ events. b) permitted to compete in the Centre Carnival/Pentathlon c) eligible for the centre s end of season awards Regional Relay Championships 10 06 09 The strongest team comprising of a single age group will have first priority when nominating for Regional Relay Championships. CC ( 10 05) Relay teams of mixed age groups will be submitted, provided there are not enough athletes in one of the age groups to field a full team. Pentathlon Points System The points system for pentathlon events held by Redcliffe Branch Little Athletics Association is based on the performances provided by LAQ on the blue and pink achievement cards. A gradient is determined between the green and blue levels of each event, with 200 points being awarded for achieving a green level and 800 points being awarded for achieving a blue level. The gradient determined between the two performances is used to determine the points awarded for each athlete s performances in each event. Redcliffe Twilight Pentathlon/Carnival 13 12 17 At the commencement of each season, the Redcliffe Branch Little Athletics Association will decide whether or not the Redcliffe Twilight Pentathlon/Carnival will be held that season and whether Pentathlon or Carnival. 13 12 17 All athletes in the U/6 age group competing at the Redcliffe Twilight Pentathlon/Carnival will receive a participation medal. 13 12 17 Athletes in the U/7 to U/17 age group, competing at the Redcliffe Twilight Pentathlon/Carnival and place 1st, 2nd or 3rd overall in their age group will be awarded a medal. Redcliffe Centre Pentathlon/Carnival 13 12 17 All athletes in the U/6 age group competing at the Centre Pentathlon/Carnival will receive a participation medal. 13 12 17 Athletes in the U/7 to U/17 age group, competing at the Centre Pentathlon/Carnival and place 1st, 2nd or 3rd overall in their age group will be awarded a medal. CENTRE CAPTAINS Selection 10 04 01 Only athletes in the U/15 age group are eligible for club captain provided they have achieved a minimum of 5 years participation at the club. 11 10 12 Athlete s wishing to be considered for club captain shall submit their application in writing to the Centre Committee. CC ( 11 10) One boy and one girl athlete will be selected by secret ballot by the Centre Committee.

General - Page 7 CC ( 11 10) Where more than one athlete in a gender is deemed a suitable candidate, the Centre Committee may elect, by secret ballot, a Centre Captain and Centre Vice Captain in that gender. Responsibilities Where no athlete in the U/15 age group has achieved the required level of participation, the committee may choose to award captaincy to an athlete in the U/15 age group that is deserving of the position. In this instance, it should still be voted on as to wether the captaincy should be awarded or not. Club Captains selected for each season are required to fulfil the following responsibilities: a) Behave in a manner that is respectful towards the club, competitors and their families b) Participate in all events on club nights (where possible) c) Provide positive encouragement to the younger competitors d) Conduct warm-up activities with the athletes for 15 minutes prior to the commencement of Friday night competitions e) Represent the Centre at the following competitions (at a minimum) regardless of whether or not they are competing Redcliffe Twilight Pentathlon Regional Relay Champions Regional Championships f) Wear full uniform at all times when representing the club CENTRE BEST PERFORMANCES Recording 14 10 08 The Centre will keep a record of the most recent individual best performance for each LAQ sanctioned event and each play training event included in the Centre s competition program. Total points awarded for performances during the Centre Pentathlon (a.k.a. Medal s Night) will be recorded as a single Centre Best Performance. Where two or more athletes achieve the same performance (i.e. equal the Centre Best Performance) all athletes will be acknowledge until such time as the Centre Best Performance is exceeded. Eligility Performances from relay events are not considered for Centre Best Performances. Eligibility for a Centre Best Performance is defined as: 10 04 01 Athletes must be a member of the Redcliffe Little Athletics Centre at the time the performance was achieved. 10 04 01 Performance must be achieved at the grounds of the Redcliffe Little Athletics Centre. 10 04 01 Individual performance must be achieved during a standard Friday night competition program. 10 04 01 Points awarded for performances during the Centre Pentathlon must be achieved during the pentathlon competition program.

General - Page 8 Individual performances from the Centre Pentathlon are not considered for Individual Centre Best Performances. 10 04 01 Athletes must compete in all five events during the Centre Pentathlon to be eligible for the Pentathlon Centre Best Performance. Ratification 14 10 08 Centre Best Performances shall be verified at the time the performance is achieved by: (for field events) an Official, deemed by the committee to be competent in that event, that was not officiating the event at the time the performance was achieved; (for track events) the use of two stop watches, one controlled by an Official, deemed by the committee to be competent in timekeeping. 14 10 08 If there is no competent Official available in the relevant event, then any Official deemed competent by the committee may be used. 14 10 08 The list of competent Officials shall be reviewed and updated by the committee prior to the commencement of each season or as necessary. 14 10 08 Centre Best Performances that were not noticed at the time the performances was achieved shall be voted on by a majority vote of the current committee based on the outcomes of a ratification process. 14 10 08 The ratification process is a means to verify whether or not the athlete is/was capable of achieving the performance. The ratification process may consist of: Reviewing previous and subsequent performances in the relevant event ensuring a minimum of 4 additional performances are considered. Reviewing performances in similar events (e.g. 70m and 100m) to ensure consistency in performance. 14 10 08 Performances that fail to achieve a majority vote as a new Centre Best Performance shall be adjusted so that it is more akin to that athlete s ability. The adjustment shall be recommended by the committee and agreed upon in consultation with the athlete and/or their parents. Life Membership Eligility Eligibility for Life Membership of the Redcliffe Branch Little Athletics Association is defined as: 11 10 12 Be or have been actively involved in the club for a minimum of ten (10) years (cumulative) including a total of five (5) years on the Committee. Active involvement will be deemed to include, but not be limited to, regular participation in: Friday Night competitions; Committee meetings; Fundraising activities; and Regional and/or State Competitions 11 10 12 Be a person of Good Standing and Good Repute within the club and community who acts with honesty and integrity and upholds the highest moral and ethical standards for and on behalf of the club.

General - Page 9 11 10 12 Have fulfilled duties of their elected committee position to a high standard and additionally make or have made contributions beyond the normal parameters of their role to benefit the club. Nominees will need to demonstrate service Above and Beyond what is normally expected of parents/committee members involved in Little Athletics. 11 10 12 Have actively promoted the club with both internal and external stakeholders to support future club goals. Nomination and Election 11 10 12 Nominations for Life Membership must be made in writing to the club secretary a minimum of 28 days prior to the Annual General Meeting. 16 05 12 A maximum of one (1) life member shall be elected in any given financial year. 11 10 12 Life members of the centre shall be elected by a secret majority vote of the current Centre Committee. 11 10 12 Elected life members will have their awards presented at the next Annual General Meeting.
